Outre les traditionnels services administratifs d’appui (personnel, finances), le ministère, pour remplir les missions qui lui sont assignées, s'est appuyé d’abord et jusqu’en 2008 sur une direction générale de l'Urbanisme, de l'Habitat et de la Construction (DGUHC). Cette direction avait sous sa responsabilité un service de l’Habitat ainsi qu’un service de l’Aménagement et de l’Urbanisme. A partir de cette date, la DGUHC est remplacée par une direction générale de l'Aménagement, du Logement et de la Nature (DGALN). Cette direction a notamment sous sa responsabilité une direction de l’Habitat, de l’Urbanisme et des Paysages.

Préambule
En mai 2007, le grand ministère de l’Équipement disparaît. Créé en 1966, héritier des ministères de la Reconstruction et de l’Urbanisme puis de la Construction, mais aussi des Travaux publics, celui-ci s’était vu attribuer de multiples compétences telles que le logement, l’urbanisme, les travaux et parfois les transports ou l’aménagement du territoire. Durant les premières années de son existence, le ministère de l’Équipement s’était attaché à mener son action au plus près des territoires, avec la modernisation des routes et la construction d’autoroutes, le développement des agglomérations et la construction massive de logements. Cependant, les lois de décentralisation de 1982-1983, puis celles du début des années 2000 restreignent le champ d’intervention du ministère. De nombreuses compétences sont transférées aux collectivités. L’intercommunalité devient porteuse des projets urbains en matière d’urbanisme, d’habitat, de déplacements. Quant au logement, celui-ci est confié aux ministères de la Ville ou bien à des ministères tels que ceux de l’Emploi, du Travail et de la Cohésion sociale entre 2004 et 2007.
Après les élections présidentielles de 2007 et l’arrivée d’une nouvelle majorité parlementaire, les attributions du ministère de l’Équipement sont affectées à différents ministères. Ainsi, en 2007 est créé un ministère du Logement et de la Ville et un ministère de l’Écologie et du Développement durable. Ce dernier se voit d'ailleurs attribuer le domaine de l’urbanisme.
A partir de 2009 , les attributions logement sont rattachées au ministère de l’Écologie. Et ce jusqu’en 2012 où ces attributions ainsi que celles de l’urbanisme sortent de ce ministère pour se retrouver dans un ministère qui porte en 2017 le nom de ministère de la Cohésion des territoires. Après le changement de gouvernement le 6 juillet 2020, les attributions urbanisme et logement sont portées par le ministère de la Transition Écologique.
Les attributions du ministère depuis 2007
Ces attributions ont été précisées par différents décrets mentionnés dans la présente notice de producteur. En résumé, le ministre prépare et met en œuvre la politique du Gouvernement dans le domaine du logement et de la lutte contre la précarité et l'exclusion, de la construction, de l'urbanisme, de l'aménagement foncier et du cadre de vie.
Au titre de l'urbanisme et de l'aménagement foncier, il exerce notamment les attributions suivantes :
- il élabore les règles relatives à la planification urbaine, à l'occupation du sol et à l'urbanisme opérationnel et veille à leur application ;
- il participe à l'élaboration de la législation de l'expropriation et en suit l'application ;
- il participe à l'élaboration de la législation fiscale et financière en matière d'urbanisme et d'aménagement et en suit l'application.
Au titre du logement, de la construction et de la lutte contre la précarité et l'exclusion, il exerce les attributions suivantes :
- il élabore les règles relatives au logement social, à l'accès au logement, aux relations locatives, aux aides au logement, à la réhabilitation de l'habitat et en suit la mise en œuvre ;
- il est chargé des politiques menées en faveur de la qualité du logement et de l'habitat. A ce titre, il est chargé de l'élaboration et de la mise en œuvre des règles relatives à la construction et en suit l'application, notamment pour ce qui concerne les règles relatives à l'efficacité énergétique et à la performance environnementale de l'habitat neuf ou rénové ;
- Il est chargé de la politique de réhabilitation et d'amélioration de l'habitat ;
- Il élabore et met en œuvre la politique en faveur du logement et de l'hébergement des populations en situation d'exclusion ;
- il définit la politique de renouvellement urbain.
Le ministère peut enfin avoir des attributionsen matière d’aménagement du territoire.
Il veille ainsi à la mise en place et au suivi des instruments et outils contractuels d'aménagement du territoire. Il participe à la définition de la politique d'implantation des administrations et des services publics dans la perspective d'un aménagement équilibré du territoire.
