Édouard Balladur est nommé Premier ministre par décret du 29 mars 1993. Il désigne Nicolas Bazire, conseiller référendaire à la Cour des comptes, comme directeur du cabinet par arrêté du 30 mars 1993. Ce dernier travaille aux côtés d'Édouard Balladur depuis sa sortie de l'ÉNA en 1988.
Les responsables du cabinet sont nommés par arrêté du 1er avril 1993 : Patrick Suet et Antoine Pouillieute, directeurs-adjoints du cabinet, Pierre Mongin, chef du cabinet , Arlette Le Bris, chef du secrétariat particulier, qui est la secrétaire particulière d'Édouard Balladur depuis de nombreuses années, Patrick Lecointre, contre-amiral, chef du cabinet militaire. Par ailleurs, la fonction d’aide de camp du Premier ministre est assurée à partir de juin 1994 par Patrice Latron.
Les conseillers « chefs de file » sont également nommés le 1er avril 1993 :

Enfin, trois chargés de mission pour la presse sont nommés par cet arrêté : Bernard Brigouleix, Valérie Bernis et Victoire de la Génière. Marine Garibal exerce la fonction de chargée de mission pour la rédaction des discours, sans toutefois avoir fait l’objet d’un décret de nomination, tout comme Amaury de Saint-Quentin, chargé de mission pour les interventions parlementaires .
Le cabinet connaît, au cours de ses deux années d’existence, quelques modifications. Rejoignent le cabinet Pierre Sigonney, conseiller technique en charge de l’emploi et de la formation professionnelle (arrêté du 17 avril 1993), ainsi qu’Yves-Thibault de Silguy, conseiller pour les affaires européennes, qui a déjà été conseiller technique au cabinet de Jacques Chirac entre 1986 et 1988 (arrêté du 18 mai 1993). Des conseillers techniques en charge des affaires diplomatiques sont également nommés : Philippe Baudillon (Afrique et Moyen-Orient) et Thierry Dana (questions européennes) par arrêté du 10 décembre 1993, ainsi que Jean-Pierre Lacroix (Asie et Amérique) par arrêté du 26 janvier 1994. Nicolas Eybalin, conseiller technique à la cellule diplomatique, ne fait pas l’objet d’un arrêté de nomination. Jean-Christophe Martin, déjà chargé de mission depuis avril 1993 (agriculture et pêche) à titre officieux, est nommé par ce même arrêté du 26 janvier 1994 conseiller technique en charge de la fonction publique. Par arrêté du 15 juillet 1994, Emmanuel Dechin est nommé chargé de mission en charge des voyages, déplacements, interventions publiques et activités du Premier ministre auprès du chef de cabinet (fonctions déjà occupées par Hugues de la Rocque) et, par arrêté du 25 juillet 1994, Patrick Pouyanné est nommé conseiller technique en charge de l’environnement. Enfin, sont nommés par arrêté du 30 janvier 1995 Philippe Braidy, conseiller technique en charge des questions budgétaires et Elisabeth Lulin, chargée de mission pour les finances. Entre décembre 1994 et mai 1995, Roland Hureaux, exerce la fonction de conseiller technique à titre officieux.
En outre, le cabinet connaît plusieurs départs : Henri Plagnol (arrêté du 13 avril 1993), Hugues Hourdin (arrêté du 20 avril 1993), Antoine Pouillieute (arrêté du 14 mai 1993), Alain Moulinier (arrêté du 9 janvier 1995) ainsi qu’Olivier Grunberg et Francis Lamy (arrêté du 30 janvier 1995). Le départ d’Yves-Thibault de Silguy entraîne la nomination d’Anne Le Lorier au poste de conseiller pour les affaires économiques et européennes (arrêté du 19 janvier 1995).
Nicolas Bazire est remplacé dans ses fonctions de directeur du cabinet par Patrick Suet (arrêté du 23 janvier 1995), pour lui permettre d'assumer les fonctions de directeur de campagne d'Edouard Balladur. Enfin, le contre-amiral Lecointre est remplacé dans ses fonctions de chef du cabinet militaire par le général de division aérienne Alain Courthieu (arrêté du 16 mai 1994).
Les fonctions d’Édouard Balladur prennent fin le 11 mai 1995, à l’issue de l’élection présidentielle.
