Le service de la communication, dont l’existence s’étire entre 1976 et 2005, est contemporain de la révolution des systèmes d’information, passant de l’analogique au numérique. En outre, la mise en œuvre du plan ministériel pour la société de l’information (PAMSI) à partir de 1997 vise à refondre les relations entre l’Etat et les administrés par le développement accru de l’administration électronique et une plus grande transparence, des politiques publiques d’une part, et des démarches administratives d’autre part. L’accélération croissante du temps médiatique est aussi un des enjeux auquel doit faire face le service de la communication.
Le service de la communication du ministère de l’Agriculture s’inscrit dans un mouvement global de volonté d’amélioration des relations entre l’administration centrale et les citoyens.
Héritier de la division de l’information, la sous-direction de l’information est créée par décret le 2 juin 1976. Reliée directement au cabinet du ministre, elle se compose des bureaux suivants :
-bureau de gestion et d’information, chargé des relations avec la presse, de la diffusion radiophonique et télévisuelle, de la rédaction et de la diffusion du bulletin d’information du ministère de l’Agriculture (BIMA) et du bulletin technique d’information ;
-bureau de la documentation, dont le rôle est de rassembler, diffuser et mettre à disposition l’ensemble de la documentation nécessaire aux services du ministère ;
-bureau du cinéma agricole et de la photothèque, responsable de la gestion de la photothèque et de la cinémathèque du ministère ainsi que de la diffusion gratuite en milieu rural de films agricoles.
En 1982, la sous-direction de l’information se dote d’une délégation pour le développement des systèmes d’information en agriculture, prélude à la dématérialisation et à l’automatisation croissante de l’administration.
La mission des Archives nationales lui est adjointe en 1983.
L’arrêté du 13 mars 1987 pris en application du décret n° 87-86 du 10 février 1987 scinde la sous-direction de l’information en deux entités distinctes.
D’une part, le décret crée et rattache une sous-direction de la communication au service de la logistique et de la communication, lui-même placé sous les ordres de la Direction générale de l’Administration. Cette sous-direction concentre les activités de documentation (archives, documentation, audiovisuel) et la communication interne.
Ce rattachement permet de placer les services dédiés à l’équipement, à la maintenance et au développement des réseaux d’information (notamment informatiques) et le service responsable de la communication dans la même entité administrative, facilitant ainsi leur collaboration.
D’autre part, la sous-direction de l’information, toujours reliée au cabinet, devient la délégation à l’information tout en conservant ses prérogatives et son organisation. Son action est resserrée autour des activités de communication politique externe.
En 1989, la sous-direction de la communication et la délégation à l’information fusionnent et donnent naissance au service de la communication. Placée au même niveau hiérarchique que les grandes directions du ministère, signe de son importance croissante, elle est alors composée des entités suivantes :
-département étude et développement ;
-département publication du ministère ;
-département audiovisuel ;
-département documentation centrale ;
-département mission des archives ;
-département communication interne ;
-département relations publiques ;
-département médias ;
-département communication des services extérieurs.
La structuration de ce nouveau service en unités administratives spécialisées accompagne la volonté ministérielle de développer la communication et l’information sur les milieux rural et agricole, agro-alimentaire et forestier, aussi bien en interne qu’en externe. En outre, la modernisation des systèmes et des stratégies de communication fait aussi partie de ses prérogatives.
Le service de la communication conserve cette organisation et ces missions jusqu’en 2000 où la mise en œuvre du plan ministériel pour la société de l’information (PAMSI) est ajoutée à ses fonctions. Il est alors resserré autour de trois départements (ressources documentaires, médias, communication institutionnelle et diffusion) et d’une mission (affaires générales). Entre 2001 et 2004, les départements dédiés aux relations publiques et campagnes de communication, et à la communication interne et actions régionales sont créés au sein du service de communication. Ces départements constituent le bras armé du service, de par leur rôle stratégique interne et externe.
Le décret du 25 avril 2005 remplace le service de la communication par la délégation à l’information et à la communication placée dans le nouveau secrétariat général du ministère de l’Agriculture.
L’action du service de la communication, tout au long de son existence, est tournée aussi bien vers les administrations centrales et déconcentrées, les professionnels de l’agriculture que vers le grand public.
