Quatre ordonnances datées du 21 août 1967 réorganisent le régime général de la Sécurité sociale. Cette réforme dite Jeanneney (du nom du ministre des Affaires sociales de l’époque) assure la séparation financière des risques dans trois « branches » distinctes (santé, vieillesse, famille). Cette séparation financière est consacrée, au plan institutionnel, par la création de trois caisses nationales, la Caisse nationale d’assurance maladie des travailleurs salariés (CNAMTS), la Caisse nationale d’assurance vieillesse des travailleurs salariés (CNAVTS), la Caisse nationale des allocations familiales (CNAF). La gestion de la trésorerie des différentes branches est confiée à l’Agence centrale des organismes de sécurité sociale (ACOSS).
La CNAV se compose de :
- la Direction financière et comptable de l’établissement – Département comptabilité et trésorerie de l’établissement
Composante de l’Agence Comptable de la CNAV, la Direction financière et comptable de l’établissement regroupe, pour l’Île de France, l’ensemble des activités assumées dans les agences comptables d’une caisse régionale.
Ses deux grandes missions :
1) Garantir aux assurés le versement, régulier et juste, de leur pension par le contrôle des prestations, la gestion du compte prestataire, et l’archivage numérique des pièces justificatives nécessaires au paiement des prestations.
2) Assurer le contrôle des opérations budgétaires, la gestion financière et la comptabilisation de l'ensemble des opérations de la Cnav Établissement.
A ce titre, le Département Comptabilité et Trésorerie de l’Établissement (DCTE) contrôle et paye les prestations et prêts d'action sociale.
- la Direction des ressources humaines
La Direction des Ressources Humaines de la CNAV accompagne l'ensemble des salariés de la Cnav tout au long de leur vie professionnelle. La Cnav compte environ 3500 collaborateurs en 2014. Elle est organisée en :
- un Pôle développement RH composé de : 2 départements : Recrutement/Gestion des carrières et Formation ; 1 service : Études et Prospective Emploi ;
- 3 départements : Accueil et Administration du Personnel ; Conseil juridique et relations sociales ; sur Tours : un département unique regroupant l'administration du personnel, la santé au travail, le service social et la formation sous la responsabilité d'un Responsable RH dédié.
- 2 services : Santé au travail ; Service Social
Le Département Accueil et administration du personnel de la direction des ressources humaines a pour misions : la gestion des dossiers administratifs des salariés de la Cnav, de la rédaction du contrat de travail jusqu'au départ du salarié ; le traitement de la paie dans le cadre d'un planning mensuel assorti d'une date de mise en paiement à J - 3 ouvrés de la fin du mois ; l'information et le conseil auprès des managers et salariés ; la gestion de la partie relevant de la responsabilité de l'employeur le régime complémentaire de couverture des frais de santé obligatoire institué en 2009 ; l'administration du système d'information des ressources humaines.
Ses principales missions s'exercent dans un contexte structurant en terme réglementaire et technique.
- l' Agence comptable
L’agence comptable doit assurer le soutien des métiers et le pilotage des processus de son périmètre d’action en tant qu’opérateur de la trésorerie et des paiements, du contrôle de la gestion des comptes prestataires et du recouvrement amiable.
En tant que producteur des comptes de la branche et évaluateur de la maîtrise des risques financiers, elle doit assurer la fiabilité des comptes et la maîtrise du risque financier dans un objectif de certification des comptes de la Cnav et de la branche.
Elle a pour objectifs :
- à l'échelle nationale : la comptabilité et trésorerie nationale, la validation des comptes, la maîtrise des risques financiers, le pilotage et l'animation du réseau ;
- à l'échelle régionale : le contrôle des dossiers et la gestion des comptes prestataires ;
- au niveau de l'établissement : la comptabilité et trésorerie de l’établissement.
- la Direction des agences d’Île de France
La Direction des Agences d’Île-de-France coordonne l'action de 34 points d'accueil et 61 agences retraite pour préparer la retraite, et instruire les dossiers.
- la Direction des Assurés de l’Étranger
La direction des Assurés de l’Étranger géographiquement installée sur le site de Tours prend en charge les dossiers des assurés de l'étranger depuis le 1er février 1996.
- l' Ex-CAMR et régime général d'assurances vieillesse, Direction financière et comptable nationale (Département des régimes intégrés et adossés)
Le fonds spécial d'assurance vieillesse des chemins de fer secondaires, géré par la Cnav depuis 1992, a hérité de la caisse autonome mutuelle de retraite (CAMR) des agents des chemins de fer secondaires d'intérêt général, d'intérêt local et des tramways. Ce régime est fermé depuis 1954. Les nouveaux salariés du secteur relèvent, depuis, du régime général de sécurité sociale et du régime complémentaire géré par la caisse autonome de retraites complémentaires et de prévoyance du transport (Carcept). La gestion des prestations est assurée par le Département des Régimes Intégrés et Adossés de la Direction Financière et Comptable Nationale. Ce dernier assure la gestion des prestations de services au titre des régimes intégrés, adossés et du régime spécial des Chemins de Fer Secondaires : Contrôle des prestations, paiement et comptabilisation des prestations, qualification des outils spécifiques utilisés.
Premier organisme français de retraite, la CNAV est l'établissement public chargé d'organiser et de gérer la retraite du régime général de la Sécurité sociale. C'est le régime de base des salariés de l'industrie, des services et du commerce, soit près de 70% de la population active.
En tant que caisse nationale, la CNAV définit les orientations de l'Assurance Retraite en matière d'assurance vieillesse et d'action sociale. En Île-de-France, elle assure la tenue des comptes des cotisants, le calcul et le paiement des retraites et des prestations d'action sociale.
