FUNCTION

Note:

ETKVL koondas kohalikke tarbijate kooperatiive, planeeris nende finants-majanduslikku tegevust, valmistas ette kaadrit, juhtis töö organiseerimist, sotsialistliku võistluse korraldamist, elanikkonna tarbijate kooperatsiooni liikmeteks värbamist jne. Ülesandeks oli arendada kooperatiivkaubandust ja -tööstust ning organiseerida põllumajandussaaduste ja tooraine varumist, kokkuostu, töötlemist ning turustamist.

13.08.1946. Moodustati revisjoniosakond.

30.09.1947. Likvideeriti Kaubandusvalitsuse juurest kaartide trükkimise ja väljastamise osakond ja Varumisvalitsuse juurest kala, liha, muna ja piimasaaduste osakond. Töönduse ja Abikäitiste Valitsusele allunud leivaküpsetuse ja ühiskondliku toitlustamise osakond lahutati kaheks. Presiidiumi raamatupidamine nimetati ümber raamatupidamiseks. Varumisvalitsuse juurde moodustati muna ja linnuosakond.

06.04.1948. Kontrolli ja revisjonikomisjon nimetati ümber revisjonikomisjoniks.

06.06.1950. Moodustati töö ja töötasude osakond. Kaubandusvalitsuse põllumajanduskaupade ja ehitusmaterjalide osakond nimetati ümber ehitusmaterjalide osakonnaks, moodustati sovhooside ja kalurikolhooside osakond, kultuurikaupade osakond ja põllumajandussaaduste osakond, likvideeriti kohalike kaupade ja erikontingentide osakond.

03.1951. Kaubandusvalitsuse juurde moodustati tellimiste sektor ja kalurite varustamise osakond. Õiguse osakond nimetati ümber õigusnõuande osakonnaks ja Kaubandusvalitsuse sovhooside ja kalurikolhooside osakond sovhoosikaubanduse osakonnaks

04.02.1952. Finantsosakonnast moodustati iseseisev hindade ja käibekulude sektor.

11.03.1954. Kaubandusvalitsuse sovhooside kaubanduse osakond nimetati ümber sovhooside ja kalurikolhooside osakonnaks ja kalurite varustamise osakond likvideeriti.

02.11.1954. Revisjonikomisjon viidi keskraamatupidamise alluvusse, raamatupidamise ja hindade ning käibekulude sektor liideti finantsosakonnaga ning statistika sektor liideti plaani-majandusosakonnaga.

Kaubandusvalitsuses likvideeriti: 1) naftasaaduste ja keemiakaupade osakond; 2) sovhooside ja kalurikolhooside osakond; 3) tellimiste sektor; 4) kultuurikaupade osakond.

Ehitusmaterjalide osakond nimetati ümber ehitusmaterjalide ja tööstusliku sihitusega kaupade osakonnaks ja põllumajandussaaduste osakond komisjonikaubanduse osakonnaks.

1956. Likvideeriti õigusnõuande osakond, leivaküpsetuse osakond ja transpordiosakond. Kaubandusvalitsusele allunud komisjonikaubanduse osakond allutati otse juhatusele. Tööstuse ja Abikäitiste Valitsuse põllumajandusosakond nimetati ümber põllumajanduse ja kalatööstuse osakonnaks.

1957. Finantsosakond nimetati ümber Finantsvalitsuseks, sellele allutati keskraamatupidamine ja revisjoniosakond. Moodustati uus finantseerimise ja krediteerimise osakond. Komisjonikaubanduse osakond allutati uuesti Kaubandusvalitsusele

1958. Likvideeriti komisjonikaubanduse osakond ja moodustati jae- ja hulgikaubanduse organiseerimise osakond.

01.04.1959. 01.04.1959 toodi Varumisvalitsus keskasutuse koosseisu järgmiste osakondadega: aed- ja juurviljaosakond, muna- ja linnuosakond, toorainete osakond, loomtoorsaaduste osakond.

Ühiskondliku toitlustamise osakond allutati Kaubandusvalitsusele. Kaadrite osakond nimetati ümber juhtiva kaadri ja õppeasutuste osakonnaks. Töönduse ja Abikäitiste Valitsus nimetati Tööstuse ja Kapitaalehituste Valitsuseks ja kapitaalehituste osakond allutati sellele.

14.09.1959. Moodustati Kaubandusvalitsusele alluv linna kooperatiivkaubanduse osakond.

30.04.1960. Töönduse ja Kapitaalehituste Valitsuse põllumajanduse ja kalatööstuse osakond nimetati ümber põllumajanduse ja kalatöötlemise osakonnaks. Moodustati uuesti leivaküpsetuse osakond ja uuskaubandusliku sisustuse osakond.

15.12.1961. Juhatuse otsealluvusse viidi keskraamatupidamine ja revisjonikomisjon.

Finantsvalitsuse alluvuses moodustati hindade osakond. Töönduse ja Kapitaalehituste Valitsus nimetati ümber Tööstusvalitsuseks ja kapitaalehituste osakond allutati uuesti otse juhatusele. Kaubandusvalitsuse alluvusest viidi otse juhatuse alluvusse ühiskondliku toitlustamise osakond ja linna kooperatiivkaubanduse osakond likvideeriti. Varumisvalitsuse aed- ja juurviljaosakond nimetati ümber aed- ja juurvilja varumise osakonnaks, loomtoorsaaduste osakond loomtoorsaaduste varumise ja sekundaarse tooraine osakonnaks ning toorainete osakond ja muna- ja linnuosakond likvideeriti.

26.04.1962. Tööstusvalitsuse alluvuses moodustati plaani-tootmisosakond.

1963. 21.08.1963 nimetati revisjoniosakond ümber Kontrolli ja Revisjonivalitsuseks. 01.11.1963 moodustati Varumisvalitsusest struktuurse osana isemajandav ETKVL Varumise ja Turustuse Valitsus. 21.11.1963 moodustati statistika osakond.

31.07.1965. Kaubandusvalitsuse juurde moodustati uuesti kultuurikaupade osakond ja uus konjunktuuri osakond. Ehitusmaterjalide ja tööstusliku sihitusega kaupade osakond nimetati ümber ehitusmaterjalide ja majapidamiskaupade osakonnaks. Moodustati juhatusele alluv tehnika osakond. Tööstusvalitsuse tööstusosakond nimetati ümber metalli ja toiduainete osakonnaks. Moodustati Materiaal-tehniline Varustuse Valitsus (1.seadmete osakond, 2.metallide ja kütte osakond, 3.ehitusmaterjalide ja keemiakaupade osakond). Kaubandusvalitsuse kultuurikaupade osakond nimetati ümber kultuuri- ja galanteriikaupade osakonnaks.

1967. ETKVLi administratiivosakond liideti ETKVLi Elamu Kommunaalkontoriga.

1968. Ühiskondliku toitlustamise osakond jagati kaheks: 1. ühiskondliku toitlustamise kaubanduse osakond ja 2. ühiskondliku toitlustamise organiseerimise osakond. Eriosakond nimetati ümber Teiseks osakonnaks.

1969. Kapitaalehituste osakond muudeti Kapitaalehituse Valitsuseks (1. ehituse planeerimise osakond, 2. projektide ja eelarvete ekspertiisi osakond).

1970. Ühiskondliku toitlustamise osakond nimetati ümber Ühiskondliku Toitlustamise Valitsuseks (1. ühiskondliku toitlustamise organiseerimise osakond, 2. tootmise osakond). Masinakirjabüroo läks üle ETKVL Majandusvalitsuse koosseisu. Tööstusvalitsuses kaotati inventari tootmise osakond, selle funktsioonid läksid üle Kapitaalehituse Valitsusele, kuhu organiseeriti sisustuse osakond. Tööstusvalitsuse metalli- ja toiduainete tööstuse osakond jagati kaheks: 1. toiduainete töötlemise osakond, 2. metalli- ja keemilise tööstuse osakond.

1972. Keskraamatupidamine muudeti Raamatupidamise ja Aruandluse Valitsuseks. Organiseerimis-instrueerimise osakond nimetati ümber organiseerimisosakonnaks.

01.07.1974. Iseseisva asutusena loodi ETKVLi Tööstuskoondis endise Tööstusvalitsuse baasil, kuhu läks ka üle endine ETKVLi Materiaal-tehniline Varustuse Valitsus. Moodustati juriidiline osakond.

1975. Asutati ETKVLi Esimene osakond.

1976. Lõpetati transpordiosakonna tegevus ja liideti selle funktsioonid koondisega “Auto”.

1977. Eraldati ETKVLi juhatuse sekretariaat iseseisva osakonnana.

Moodustati õppe-metoodikakabinet.

1981. Kaubandusvalitsuse jae- ja hulgikaubanduse osakond jagati kaheks eraldi osakonnaks: 1. jaekaubanduse osakond, 2. hulgikaubanduse osakond.

1985. Kaubandusvalitsuse taara osakond nimetati ümber taaragrupiks.

1986. Likvideeriti Kapitaalehituse Valitsuse juures projektide ja eelarvete ekspertiisi osakond ja moodustati projekteerimise osakond, ehituse ja planeerimise osakond, ekspertiisigrupp.

01.01.1987. Seisuga 01.01.1987 kuulusid ETKVLi süsteemi järgmised tarbijate kooperatiivid: 1.Abja, 2. Antsla, 3. Elva, 4. Haapsalu, 5. Harju, 6. Hiiumaa, 7. Jõgeva, 8. Keila, 9. Kilingi-Nõmme, 10. Kingissepa Rajooni, 11. Kohtla-Järve Rajooni , 12. Otepää , 13. Paide Rajooni, 14. Märjamaa, 15. Põltsamaa, 16.

Põlva, 17. Pärnu, 18. Rakvere, 19. Rapla, 20. Räpina, 21. Tapa, 22. Tartu, 23. Valga, 24. Viljandi, 25. Võru.

Tarbijate kooperatiivide juurde olid moodustatud järgmised Ühiskondlike Toitlustusettevõtete Ühendused ja Toitlustuskombinaadid: 1.-8.Elva, Paide, Põltsamaa, Rakvere, Rapla, Tapa, Tartu ja Valga Ühiskondlike Toitlustusettevõtete Ühendused, 9. Kingisssepa Toitlustuskombinaat, 10.-11. Viljandi ja Võru Toitlustuskoondised.

Isemajandavad ettevõtted:

1.ETKVL Kutsekeskkool: a) Kvalifikatsiooni tõstmise filiaal; 2. Arvutuskeskus; 3. Majandusvalitsus; 4. Väliskaubanduse Kontor; 5. Kaubandusliku Reklaami Valitsus: a) Reklaamikombinaat; 6. –9. Tallinna, Tartu, Rakvere ja Võru Rajoonidevahelised Kaubabaasid; 10. HISTORICAL NOTE

Historical note:

Ühiskaubanduslike organisatsioonide keskasutuse funktsioonide täitmiseks loodi 1917.a Tallinna Tarvitajateühingute Liit. Alates 1919.a Eesti Tarvitajateühisuse Keskühistu (ETK). ETK likvideeriti 1940 sügisel ja tarbijate kooperatiivide juhtimine pandi vastavalt ENSV RKN määrusele 15.10.1940 nr 304 ENSV Kaubanduse Rahvakomissariaadile. 1940 lõpul töötati Kaubanduse Rahvakomissariaadis välja nõukogude tarbijate kooperatsiooni organiseerimise kava, kusjuures põhiülesandeks oli Eesti tarbijate kooperatsiooni ühendamine NSV Liidu tarbijate kooperatsiooni süsteemiga ning selle allutamine Tarbijate Kooperatiivide Keskliidule. 15.02.1941 avaldati ENSV RKN määrus nr 232 tarbijate kooperatsiooni reorganiseerimise kohta, mis viidi läbi aprilliks 1941. 03.04.1941 toimus Tallinnas tarbijate kooperatsiooni I kongress, kus kinnitati põhikiri ja muudeti nimetus Eesti Tarbijate Kooperatiivide Vabariiklikuks Liiduks (ETKVL). Saksa okupatsiooni ajal tegutses uuesti ETK nime all. 01.09.1941 allutati Tallinna Majanduskomandole. 1942.a koondati kõik ühistegelikul alusel töötavad organisatsioonid Ida Maa-ala Ühistegevuse Liitu asukohaga Riias. 1942.a maist alates allutati Eesti Omavalitsusele Majandus ja Transpordidirektooriumi kaudu. 03.02.1944 moodustati Nõukogude Liidu tagalas ETKVLi operatiivgrupp. 1944 septembris-oktoobris alustas ETKVL tegevust taas 1941. aastal kehtestatud põhimõtetel. Hakati looma ühiskondliku toitlustamise ettevõtete võrku ja organiseerima varustusaparaati, mis teostas nii põllumajandussaaduste varumist üksiktalupidajatelt kui ka riiklikku kokkuostu. 1945 aprillis toimus tarbijate kooperatsiooni volinike II vabariiklik kongress, selleks ajaks tegutses 10 tarbijate kooperatiivide maakondlikku liitu (Petserimaa TKML oli liidetud Vene NFSV-ga). Rööbiti kaubandusega oli tarbijate kooperatsiooni tähtsamaks majandusliku tegevuse haruks tootmistegevus (metallitööstus, puidutöötlemine, ehitusmaterjalide tootmine, põllumajanduslik tootmine, karusloomakasvandused, kalapüük, konservitööstused, keemiatööstus ja arvukalt leivatööstusi).

Organisatsiooniliselt kuulus ETKVL Tarbijate Kooperatiivide Keskliidu (Tsentrosojuz) süsteemi. ETKVL oli Eesti tarbijate kooperatsiooni organisatsiooniliseks ja majanduslikuks keskuseks. Kõrgeimaks juhtimisorganiks oli Eesti tarbijate kooperatsiooni vabariiklik kongress, mis kutsuti kokku kord 4 aasta jooksul. Kongress kuulas ära ja kinnitas ETKVLi juhatuse ja revisjonikomisjoni aruanded, kinnitas ja muutis ETKVLi põhikirja, valis ETKVLi nõukogu liikmed, juhatuse ja revisjonikomisjoni ning nende esimehed jne. Kongressidevahelisel perioodil omistati kongressi funktsioonid ja õigused ETKVLi Nõukogule, kes käis koos korralistel koosolekutel kord aastas. ETKVLi täidesaatvaks organiks oli juhatus, kes valiti kongressi poolt 4 aastaks. Juhatusele pandud ülesannete elluviimiseks moodustati juhatuse juurde rida valitsusi ja osakondi, mis kokku moodustasid ETKVLi keskuse. Juhatuse ja vahetult ETKVLile alluvate ettevõtete tegevuse kontrollimiseks valiti kongressi poolt revisjonikomisjon. ETKVLi juhtimisele kuulusid rajooni tarbijate kooperatiivide liidud, rajooni tarbijate kooperatiivid, tarbijate kooperatiivid ja isemajandavad ettevõtted. 1982 anti ekspluatatsiooni uus ETKVLi haldushoone asukohaga Tallinnas Narva mnt 7, mis projekteeriti “Tsentrosojuzprojekti” Tallinna filiaali poolt arhitekt M. Kallingu projekti järgi.

1991.aastast Eesti Tarbijate Keskühistu.

  • Title: search terms will appear in the title, or name, of the description
  • Content Summary: search terms will appear in the main description of the document or of the collection
  • Reference code: it is the identifier of the archival material as provided by the institution. Use this option if you know the exact reference code of the material you are looking for

You can filter results by selecting where your search terms appears specifically inside the archival description:

  • The name can be the full name of a person, family or organisation as well as only parts of it, e.g. only the last name.
  • The identifier is used internally by the institution or refers to (inter)national vocabularies such as the Virtual International Authority File (VIAF).
  • The place can be the place of birth (or foundation), the place of death (or closing), the place of work or any other place of importance.
  • The occupation is the profession or job of a person.
  • The mandate is a law, directive or charter that establishes and defines an organisation's powers, functions, responsibilities or sphere of activities.
  • The function is an activity, role, or purpose performed or manifested by a person, family or organisation.

You can filter results by selecting where your search terms appears specifically inside the description of the archive:

  • Name: search term appears in the name of the institution. It can be the full name of an archival institution or only parts of it.
  • Place: search term appears in the address or area of the institution. It can be the city or town, where the archival institution is located or any other place of importance (e.g. previous locations)

  • A finding aid is a structured description of archival materials per collection or fonds, up to item level.
  • A holdings guide is an overview of the collections and fonds of one archival institution.
  • A source guide is a topic-oriented overview of collections and fonds of one or several institutions.
    You can filter by one or more entity types:
  • A person (e.g. John Locke, or Jean Jaques Rousseau);
  • A family (e.g. Bonaparte, or Helgason);
  • A corporate body, i.e. the name of an institution, organisation, or company (e.g. Ministerie van Justitie, or Electro Mecánica Antonio Armentano)

Please note that this filter will only include institutions, for which a type has been provided as part of their descriptions:

  • A business archive holds the records of (often) commercial organisations.
  • A church or religious archive holds the records of church parishes or religious organisations, e.g. birth or death registers.
  • A county or local authority archive holds the records of the county's administrative bodies.
  • A media archive holds audiovisual or sound records, e.g. a film archive or the archive of a broadcasting company.
  • A municipal archive holds the records of a town or city administration.
  • A national archive holds the records of a country's administrative bodies, i.e. from ministries and other public bodies, sometimes also private papers of former ministers, chancellors, or presidents.
  • A private person or family archive holds the records forming the legacy of a prominent person or family.
  • A regional archive holds the records of a region's administrative bodies.
  • A specialised governmental archive holds records of public bodies, often operating on a national level, that are not part of the national archives' holdings.
  • A specialised non-governmental archive or archive of another cultural heritage institution hold collections from various cultural heritage institutions, eg. museum archives, libraries archives, etc
  • A university archive or archive of another research organisation holds the records pertaining to the administration of the according educational or research body.
  • Political parties, popular/labour movements and other non-governmental organisations, associations, agencies and foundations hold the archival collections of these institutions, outside of governmental records and outside of business archives (e.g., NGOs)

Enter a start and/or end date in the format DD-MM-YYYY, i.e. 01-01-1900 for 1 January 1900. This will allow you to focus your search on a specific period of time. You can use the calendar function or type directly in the text field. The checkbox "Exact date search" concentrates the search on one specific date.

Check "View in context" to view the results in the hierarchical structure of archives.

  • Choose "List view" to view the results in a simple list, ordered according to relevance or date
  • Choose "Context view" to view the results in the hierarchical structure of the holding archives.

You can filter results by type of digital object you are interested in:

  • Text: most documental material, such as administrative records, letters, manuscripts etc.
  • Image: includes photographs, posters, maps.
  • Sound: sound recording with no images
  • Video: moving images with or without sound
  • Unspecified: indicates that the holding institution has not specified the type of digital object
  • 3D: 3-d digital objects

You can filter results based on the date of creation of the archival material (which may differ from the time period you are interested in - e.g., philosophers from the Enlightenment period reflecting on classic thinkers)

  • Full dates includes normalised date information available for date-based searches. It is recommended to combine this selection with the filters "Start timespan" and "End timespan" for more details.
  • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format
