Note:

Üleliidulise Ühenduse "Kesk-Teraviljasalv" (Tsentrozagotzerno) Eesti Vabariikliku Kontori ülesandeks oli teraviljasaaduste varumine ja realiseerimine vabariigi territooriumil asuvate varumispunktide kaudu.

ENSV Ministrite Nõukogu juures asuva Teraviljasaaduste Valitsuse põhiülesanneteks oli:

1)kolhoosidelt, sovhoosidelt jt müügikohuslastelt saadava teravilja ja õlikultuuride seemnete vastuvõtmine, äramahutamine ja säilitamine, samuti nende saaduste riiklik kokkuost;

2)maisi hübriidseemnete vastuvõtmine, töötlemine, säilitamine ja realiseerimine;

3)heinaseemnete kokkuost ja realiseerimine

4)teravilja ja õlikultuuride sordiseemnete vastuvõtmine, töötlemine, säilitamine ja väljastamine kolhoosidele ja sovhoosidele;

5)heina vastuvõtmine, säilitamine ja realiseerimine;

6)jahu-, tangu-, jõusöödatööstuse ettevõtete töö organiseerimine;

7)elevaatorite, teraviljaladude, viljakuivatite ja jahu-, tangu- ning jõusöödatööstuse ettevõtete ehitamine;

8)vabariigi varustamine teraviljasaadustega.

ENSV Varumisministeeriumi ülesanneteks oli parandada põllumajandussaaduste riiklikku kokkuostu, tõhustada kontrolli põllumajandussaaduste kokkuostu plaanide täitmise üle ja juhtida teravilja vastuvõtu, säilitamise ja töötlemise ettevõtete tootmis- ja finantsalast tegevust, samuti toiduteraviljaga varustamist.

ENSV MN Riiklik Teraviljasaaduste ja Jõusöödatööstuse Komitee teostas teravilja, õlikultuuride seemnete, teravilja ja õlikultuuride sordiseemnete, heina ja heinaseemnete riiklikku kokkuostu, vastuvõtmist, paigutamist ja ümbertöötamist; organiseeris jahu-, tangu- ja jõusöödatööstuse ettevõtete tööd, tagas teraviljasaaduste ettevalmistamise ja laadimise ekspordiks, importteraviljasaaduste vastuvõtu ja paigutamise, ehitas elevaatoreid, teraviljaladusid, kuivateid, jahu-, tangu-, jõusöödatööstuse ettevõtteid jm hooneid.

"Heinvaru" Eesti Vabariiklik Kontori ülesandeks oli heina varumise organiseerimine ja juhtimine, heinte vastuvõtmine, hooldamine ja turustamine.

1968. aasta ENSV Varumisministeeriumi põhimääruse järgi oli tema peaülesanneteks:

1)iga liiki põllumajandussaaduste ja tooraine varumise parem organiseerimine, riiklike kokkuostuplaanide ja varumisorganisatsioonidele ettenähtud põllumajandussaaduste üleplaanilise kokkuostu ülesannete täitmise tagamine;

2)põllumajandussaaduste kaubaressurside õigeaegne väljaselgitamine, riigile vajalike põllumajandussaaduste üleplaanilise kokkuostu igakülgne laiendamine;

3)abinõude rakendamine kõigi riiklike ja kooperatiivsete organisatsioonide poolt riikliku kokkuostu korras varutavate põllumajandussaaduste ning tooraine kõrge kvaliteedi tagamiseks;

4)jahu-, tangu-, jõusööda- ja elevaatortööstuse igakülgne arendamine, tootmise kõrge arengutempo ja tööviljakuse kasvu tagamine teaduslik-tehnilise progressi alusel;

5)riikliku plaaniga kindlaksmääratud tootmis- ja kapitaalehituse ülesannete täitmine alluvate ettevõtete poolt;

6)ühtse tehnikapoliitika teostamine;

7)töö ja juhtimise teadusliku organiseerimise rakendamine.

1945. NSVL Varumisministeeriumi Põllumajandussaaduste Kvaliteedi Riikliku Inspektsiooni Eesti Vabariikliku Valitsuse struktuur: 1)Leivavilja Inspektsioon 2)Laboratoorium 3)Puu- ja Juurvilja Inspektsioon 4)Toorkaupade Inspektsioon 5)Üldosakond.

1946. Likvideeriti Toorkaupade Inspektsioon.

1947. Moodustati Linaala Inspektuur.

1947. Leiva-söödaviljaga varustamise osakond ja transpordi osakond nimetati turustuse ja transpordi osakonnaks. Finantssektor liideti plaaniosakonnaga ja nimetati plaani-finantsosakonnaks. Likvideeriti kapitaalehituse osakond.

1948. Likvideeriti teraviljasaaduste kasutamise kontrolli inspektsioon.

1948. Turustuse ja transpordi osakonnast moodustati transpordi sektor ja turustuse osakond.

1950. Moodustati Toorkaupade Inspektsioon ja likvideeriti Linaala Inspektuur.

1951. Moodustati materiaal-tehnilise varustuse osakond.

1952. Moodustati seemnevilja osakond, heina varumise, säilitamise ning realiseerimise oskaond ning tehnilise baasi ekspluatatsiooni ja kapitaalehituse osakond.

1953. Likvideeriti kartuli, puu- ja juurvilja ning tehniliste kultuuride varumise osakond.

1954. Puu- ja Juurviljade Inspektsioon nimetati Puu-, Juurvilja ja Kartuli Inspektsiooniks, moodustati puukiudude kvaliteedi inspektsioon.

1954. Kartuli, puu- ja juurvilja ning tehniliste kultuuride varumise osakond nimetati teraviljasaaduste ja teiste põllumajanduskultuuride varumise ja kokkuostu osakonnaks. Asjadevalitsus nimetati administratiiv-majandusosakonnaks.

1954. Transpordi osakond ja turustuse osakond nimetati leiva-söödaviljaga varustamise ja transpordi osakonnaks. Likvideeriti heina varumise, säilitamise ja realiseerimise osakond ning seemnevilja osakond. Likvideeriti ka materiaal-tehnilise varustuse osakond ning tehnilise baasi ekspluatatsiooni ja kapitaalehituse osakond, operatiivarvestuse osakond.

Üleliidulise Ühenduse "Kesk-Teraviljasalv" Eesti Vabariiklik Kontor moodustati ENSV Rahvakomissaride Nõukogu määrusega nr 206, 11.02.1941 ENSV Kaubanduse Rahvakomissariaadi teravilja osakonna baasil.

ENSV Ministrite Nõukogu määrusega nr 184, 30.07.1956 reorganiseeriti NSVL Varumise Ministeeriumi Üleliidulise Keskuse "Teraviljasalv" Eesti Vabariiklik Kontor ENSV MN juures asuvaks Teraviljasaaduste Valitsuseks. Valitsus allus ENSV Ministrite Nõukogule ja NSVL Ministrite Nõukogu Riiklikule Teraviljasaaduste Komiteele.

EKP KK ja ENSV MN ühise määrusega nr 147, 05.04.1961 moodustati kõigi põllumajandussaaduste ja -tooraine kokkuostu organiseerimise juhtimiseks Teraviljasaaduste Valitsuse baasil ENSV MN Riiklik Varumiskomitee. ENSV rajoonides ja Kohtla-Järve ning Pärnu linnas moodustati riiklikud kokkuostuinspektsioonid.

ENSV Ülemnõukogu Presiidiumi seadlusega 24.04.1961 moodustati ENSV MN Riikliku Varumiskomitee baasil ENSV Varumisministeerium.

EKP KK ja ENSV MN ühise määrusega nr 138-a, 28.03.1962 likvideeriti ENSV Varumisministeerium ja ENSV Põllumajanduse Ministeerium ning moodustati ENSV Põllumajandussaaduste Tootmise ja Varumise Ministeerium.

ENSV Ülemnõukogu Presiidiumi seadlusega 15.03.1965 reorganiseeriti see ENSV Põllumajanduse Ministeeriumiks. ENSV MN määrusega 03.07.1965, nr 307 likvideeriti ENSV Põllumajanduse Ministeeriumi Teraviljasaaduste Valitsus ja moodustati ENSV MN Riiklik Teraviljasaaduste ja Jõusöödatööstuse Komitee.

NSVL Varumise Rahvakomissariaadi ENSV Voliniku Valitsus tegutses juba 1944. a. 1946. aastast NSVL Varumisministeeriumi ENSV Voliniku Valitsus. Likvideeriti vastavalt NSVL varumisministri käskkirjale nr 62, 31.01.1956 ja tema funktsioonid läksid üle ENSV Põllumajanduse Ministeeriumi Varumise Valitsusele, mis moodustati ENSV MN korraldusega nr 183-k, 21.02.1956 ENSV Põllumajanduse Ministeeriumi keskaparaadi koosseisus. Varumise Valitsus lõpetas tegevuse 1959.a.

Riiklik Sordiseemnefondi EV Kontor tegutses juba 1945.a. 13.09.1947. nimetati ümber "Peasordiviljasalve" Eesti Vabariiklikuks Kontoriks. Kontor likvideeriti NSVL Varumisministri käskkirjaga nr 1081, 26.07.1952 ja tema baasil vastavalt NSVL Varumisministeeriumi Üleliidulise Ühenduse "Teraviljasalv" korraldusele nr 43015/4 07.08.1952 moodustati "Teraviljasalve" EV Kontori koosseisus seemnevilja osakond.

ENSV Rahvakomissaride Nõukogu ja EK(b)P KK ühise määrusega nr 487, 04.06.1945 organiseeriti "Heinvaru" Eesti Vabariiklik Kontor. Juulis oli olemas 52 heinavarumispunkti. Kontor likvideeriti NSVL Varumisministri käskkirjaga nr 1592, 03.10.1952 ja tema baasil organiseeriti alates 01.11.1952 NSVL Varumisministeeriumi Üleliidulise Ühenduse "Teraviljasalv" EV Kontori koosseisus heina varumise, säilitamise ja realiseerimise osakond.

Pole teada millal moodustati NSVL Varumisministeeriumi EV Aitade Kahjuritevastase Võitluse Tootmisvalitsus. Asutus likvideeriti NSVL Varumisministeeriumi käskkirjaga nr 879, 30.10.1954 ja tema funktsioonid läksid üle "Teraviljasalve" süsteemile.

NSVL MN määrusega nr 913, 01.12.1969 ja ENSV MN määrusega nr 44, 04.02.1970 reorganiseeriti ENSV Ministrite Nõukogu Teraviljasaaduste ja Jõusöödatööstuse Komitee ENSV Varumisministeeriumiks, mis allus ENSV Ministrite Nõukogule ja NSVL Varumisministeeriumile.

EKP KK ja ENSV MN määrusega nr 612, 02.12.1985 reorganiseeriti ENSV Varumisministeerium liidulis-vabariiklikuks ENSV Teraviljasaaduste Ministeeriumiks, andes üle tema alluvusse likvideeritava ENSV Toiduainetetööstuse Ministeeriumi pagari- ja makaronitööstuse ettevõtted.

ENSV Ülemnõukogu Presiidiumi seadlusega 06.12.1989 ja 26.12.1989 seadlusega likvideeriti ENSV Teraviljasaaduste Ministeerium.

ENSV Valitsuse määrusega nr 10, 16.01.1990 moodustati Majandusministri valitsemisalas ENSV Riiklik Teraviljaamet. Eesti Vabariigi Valitsuse määruses nr 112, 31.05.1990 on öeldud, et Eesti Vabariigi Riiklikul Teraviljaametil anda 01.07.1990 Eesti Vabariigi Tööstus- ja Energeetikaministeeriumi valitsemisalasse pagari-, makaroni- ja kondiitritööstuse ettevõtted. Säilitati Teraviljaameti juures Riiklik Teravilja Inspektsioon koos laboratooriumi ja sadamateenistusega. Peadirektori käskkirjaga nr 13, 31.05 1990 moodustati Riikliku Teraviljaameti Arbitraazh.

1990. a lõpul allusid EV Teraviljaametile :

1)V.Kingissepa nimeline Tallinna Teraviljasaaduste Kombinaat

2)Tamsalu Teraviljasaaduste Kombinaat

3)Tartu Teraviljasaaduste Kombinaat

4)Keila Teraviljasaaduste Kombinaat

5)Rapla Viljasalv

6)Valga Teraviljasaaduste Kombinaat

7)Viljandi Teraviljasaaduste Kombinaat

8)Haapsalu Teraviljasaaduste Kombinaat

9)Konstrueerimise ja Tehnoloogia büroo

10)Informatsiooni-Arvutuskeskus.

Alates 01.05.1991 moodustati Remondi- ja Ehitusvalitsuse ja Konstrueerimise ja Tehnoloogiabüroo baasil Teraviljatööstuse Projekteerimise ja Ehitustööde Firma.

03.04.1991 peadirektori käskkirjaga nr 9 likvideeriti Teraviljaameti Informatsiooni Arvutuskeskus alates 01.05.1991, vara anti tervikvarana rendile AS "TERIAK". Teraviljaameti peadirektori käskkirjaga nr 13, 13.05.1991 asutati haldusalas tegutsevate ettevõtete ja nende allüksuste baasil alates 01.07.1991 järgmised riigiettevõtted:

1)Tallinna Viljasalv

2)Tartu Viljasalv

3)Viljandi Viljasalv

4)Haapsalu Viljasalv

5)AS "Tamsalu TERKO".

Samuti asutati II tüüpi riiklikud AS alates 01.07.1991 Teraviljaameti haldusalas tegutsevate ettevõtete baasil:

1)Abitootmiskoondis "Estera"baasli AS "Estera"

2)Liikuva Mehhaniseeritud Eriehitustööde kolonni baasil AS "MER".

Peadirektori käskkirjaga nr 40, 07.11.1991 likvideeriti Eesti Riikliku Teraviljaameti Liikuv Ehitustööde Mehhaniseeritud Kolonn alates 01.12.1991 ja anti tema vara ervikvarana rendile AS "MER".

1991. a lõpus olid Teraviljaameti allettevõtted:

Eesti Vabariigi Valitsuse 02.12.1991 määruse nr 250 "Muudatuste tegemise kohta riigivalitsemisorganite süsteemis", millega lõpetati 01.01.1992 Eesti Riikliku Teraviljaameti tegevus iseseisva riigi valitsemisorganina ja määrati õigusjärglaseks Eesti Riigi Viljasalv.

When searching with multiple terms at the same time, wrap fixed expressions in quotation marks (e.g. "French Revolution"), or check the box "Search each term separately" in case you are looking for either one term of the other. This will also allow you to search for the same term in multiple languages (e.g. "French Revolution" "Révolution française"). You can also choose one of the suggestions matching your search term once you start typing.

Select where your search terms should appear specifically inside the archival description:

  • Title: search terms will appear in the title, or name, of the description
  • Content Summary: search terms will appear in the main description of the document or of the collection
  • Reference code: it is the identifier of the archival material as provided by the institution. Use this option if you know the exact reference code of the material you are looking for

  • The identifier is used internally by the institution or refers to (inter)national vocabularies such as the Virtual International Authority File (VIAF).

  • Place: search term appears in the address or area of the institution. It can be the city or town, where the archival institution is located or any other place of importance (e.g. previous locations)

  • A finding aid is a structured description of archival materials per collection or fonds, up to item level.
  • A holdings guide is an overview of the collections and fonds of one archival institution.
  • A source guide is a topic-oriented overview of collections and fonds of one or several institutions.
    You can filter by one or more entity types:
  • A person (e.g. John Locke, or Jean Jaques Rousseau);
  • A family (e.g. Bonaparte, or Helgason);
  • A corporate body, i.e. the name of an institution, organisation, or company (e.g. Ministerie van Justitie, or Electro Mecánica Antonio Armentano)

Please note that this filter will only include institutions, for which a type has been provided as part of their descriptions:

  • A business archive holds the records of (often) commercial organisations.
  • A church or religious archive holds the records of church parishes or religious organisations, e.g. birth or death registers.
  • A county or local authority archive holds the records of the county's administrative bodies.
  • A media archive holds audiovisual or sound records, e.g. a film archive or the archive of a broadcasting company.
  • A municipal archive holds the records of a town or city administration.
  • A national archive holds the records of a country's administrative bodies, i.e. from ministries and other public bodies, sometimes also private papers of former ministers, chancellors, or presidents.
  • A private person or family archive holds the records forming the legacy of a prominent person or family.
  • A regional archive holds the records of a region's administrative bodies.
  • A specialised governmental archive holds records of public bodies, often operating on a national level, that are not part of the national archives' holdings.
  • A specialised non-governmental archive or archive of another cultural heritage institution hold collections from various cultural heritage institutions, eg. museum archives, libraries archives, etc
  • A university archive or archive of another research organisation holds the records pertaining to the administration of the according educational or research body.
  • Political parties, popular/labour movements and other non-governmental organisations, associations, agencies and foundations hold the archival collections of these institutions, outside of governmental records and outside of business archives (e.g., NGOs)

Enter a start and/or end date in the format DD-MM-YYYY, i.e. 01-01-1900 for 1 January 1900. This will allow you to focus your search on a specific period of time. You can use the calendar function or type directly in the text field. The checkbox "Exact date search" concentrates the search on one specific date.

Check "View in context" to view the results in the hierarchical structure of archives.

  • Choose "List view" to view the results in a simple list, ordered according to relevance or date
  • Choose "Context view" to view the results in the hierarchical structure of the holding archives.

  • Full dates includes normalised date information available for date-based searches. It is recommended to combine this selection with the filters "Start timespan" and "End timespan" for more details.
  • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format
