FUNCTION

Note:

Hariduse rahvakomissariaadi põhiülesanneteks oli: suunata kommunistlikku kasvatustööd; juhtida alg-, kesk- ja kõrgemat haridust; arendada õppeasutuste ja teiste allasutuste tegevust ja kontrollida nende tegevust; korraldada kutseharidust; valmistada ette õppejõude ja rahvahariduse ala töötajaid ning uurida õppemeetodeid; soodustada õppejõudude jt haridustöötajate tegevust; aidata kaasa nende edasiarendamisele; suunata ja soodustada ühiskondlik-poliitilist haridust ja kasvatustööd; arendada eelkooliealiste laste kasvatustööd; koostada ja kinnitada õppe- ja tunniplaane; hoolitseda õppevahendite valmistamise ja õpikute väljaandmise ning koolimajade tüüpprojektide väljatöötamise eest; arendada teadust; juhtida kultuurhariduslikke ja teaduslikke organisatsioone ning asutusi; valitseda vabariikliku tähtsusega kultuurhariduslikke ja teadusorganiatsioone ning asutusi; läbi viia õppeasutustes sõjalist väljaõppet ja arendada kehalist kasvatust; suunata kohalike võimuorganite tegevust hariduse ja kultuuri alal, anda neile juhendeid ja kontrollida nende tegevust, viia läbi vastavaid koosolekuid, nõupidamisi, kongresse.

1953.a. uue põhimääruse järgi oli haridusministeeriumi ülesanneteks: juhtida ja korraldada alg- ja keskkoolide, kõrgemate ja kesk-pedagoogiliste õppeasutuste, töölis- ja maanoorte koolide ning teiste ministeeriumi süsteemi kuuluvate koolide õppe-kasvatustööd; korraldada polütehnilise õpetuse teostamist keskkoolides; organiseerida õpilaste ja üliõpilaste kehalist kasvatust, teostada kontrolli õppeasutuste õppe-kasvatusliku ja majandusliku tegevuse üle; koostada ENSV rahvamajanduse plaani ja eelarve projektid hariduse alal ning võtta tarvitusele abinõud; teostada rahvaharidussüsteemi riiklikku statistilist aruandlust; juhtida ja organiseerida koolide ja lasteasutuste metoodilist tööd, kaadri ettevalmistamist ning õpetajate ja kasvatajate kvalifikatsiooni tõstmist; organiseerida pedagoogilist propagandat lastevanemate hulgas; organiseerida juhtida teaduslik-pedagoogilist uurimistööd; võtta tarvitusele abinõud üldise koolikohustuse üldiseks täitmiseks; juhtida ja korraldada lasteaedade ja lastekodude õppe-kasvatustööd ning organiseerida alaealiste eestkostet ja hooldust, nende patroneerimist ja lapsendamist; koostada ja esitada kõrgemailseisvaile organeile kinnitamiseks üldhariduslike koolide, kõrgemate ja kesk-pedagoogiliste õppeasutuste õppeplaanid; koostada ja kinnitada õppeprogrammid; organiseerida õpikute koostamist ja kirjastamist, metoodilise kirjanduse kirjastamist; näitlike õppevahendite soetamist; üldhariduslike koolide eksamipiletite, teemade ja -ülesannete koostamist ja kirjastamist; juhtida ja organiserida koolivälist tööd koolides; kindlustada õppe- ja lasteasutuste kapitaalehituste ja kapitaalremontide plaani täitmist; koostada kapitaalehituste tiitelnimestikkude, plaanide ja eelarvete projekte; kindlustada suvisel õppetöö vaheajal koolide ja lasteasutuste täielikku ettevalmistamist uueks õppeaastaks.

1945. Koolide Valitsus nimetati Alg- ja Keskkoolide Valitsuseks; tehniliste ja kutsekoolide osakond - tehnikumide osakonnaks; eelkoolikasvatuse sektor - eelkooliealiste lasteasutuste sektoriks; sõjalise väljaõppe osakond - sõjalis-kehalise kasvatuse osakonnaks; varustussektor - varustusoakonnaks. Moodustati statistika osakond. Likvideeriti Rahvahariduse Valitsus (Poliithariduse Valitsus), raamatukogude sektor ja muuseumide sektor

1946. moodustati töölis-, maanoorte ja täiskasvanute koolide osakond

1947. eelkooliealiste lasteasutuste sektor nimetati eelkooliealiste asutuste sektoriks; lastekodude ja erirezhiimiliste koolide sektor - lastekodude sektoriks; kõrgemate koolide osakond ja tehnikumide osakond ühendati kõrgemate ja keskeriõppeasutuste osakonnaks; kapitaalehituse osakonna asemel hakkas tegutsema kapitaalehituse insener, sõjalis-kehalise kasvatuse osakonna asemel - sõjalis-kehalise kasvatuse inspektor. Töölis-, maanoorte- ja täiskasvanute koolide osakonna funktsioonid läksid üle Alg- ja Keskkoolide Valitsusele. Õpetajate seminarid viidi Alg- ja Keskkoolide Valitsuse alluvusest üle kõrgemate ja keskeriõppeasutuste osakonna alluvusse.

1948. Loodi võõrkeelte osakond

1951. Moodustati uuesti kapitaalehituse osakond. Kõrgemate ja keskeriõppeasutuste osakond muudeti kõrgemate ja pedagoogiliste õppeasutuste osakonnaks.

1952. Alg- ja Keskkoolide Valitsus nimetati Koolivalitsuseks; lastekodude sektor - lastekodude ja eelkooliealiste asutuste osakonnaks. Moodustati õpikute osakond; likvideeriti võõrkeelte osakond; Koolivalitsuse koosseisu jäi inspektor võõrkeelte alal.

1953. Kaadrite osakond nimetati Kaadrite Valitsuseks

1954. Reorganiseeriti Koolivalitsus ning lastekodude ja eelkooliasutuste osakond Koolide ja Lasteasutuste Valitsuseks; kõrgemate ja pedagoogiliste õppeasutuste osakond ja Kaadrite Valitsus - kaadri- ja pedagoogiliste õppeasutuste osakonnaks.

1959. 1. juhtkond, 2. administratiiv-majandusosakond, 3. Koolivalitsus, 4. Lasteasutuste Valitsus, 5. metoodika ja õpikute osakond; 6. plaani-finantsosakond, 7. kapitaalehituse osakond, 8. raamatupidamine kaadri- ja pedagoogiliste õppeasutuste osakond nimetati kaadriosakonnaks. 1980. Koolieelsete Lasteasutuste Valitsus muudeti Lasteasutuste Valitsuseks.

HISTORICAL NOTE

Historical note:

ENSV Hariduse Rahvakomissariaadi põhimäärus kinnitati ENSV Rahvakomissaride Nõukogu määrusega nr 719 28. nov. 1940.a. Selles määrati alluvusvahekord, struktuur ja funktsioonid. Rahvakomissariaati juhtis Hariduse Rahvakomissar, kel oma võimu piires oli õigus välja anda käskkirju ja juhendeid NSVL ja ENSV seaduste ning NSVL ja ENSV Rahvakomissaride Nõukogu määruste ja korralduste alusel. Rahvakomissar juhtis Hariduse Rahvakomissariaadile alluvate asutuste tegevust, kontrollis nende tegevust isiklikult ja Hariduse Rahvakomissariaadi osakondade kaudu. Rahvakomissariaadis moodustati Rahvakomissari eesistumisel kolleegium, kes oma istungitel arutas praktilise juhtimise, täitmise, kontrolli ja kaadrite valiku küsimusi; vaatas läbi rahvakomissari tähtsamad käskkirjad ja juhendid ning arutas läbi osakondade ja allasutuste tegevuse aruanded. Kolleegiumi otsused viidi ellu hariduse rahvakomisssari käskkirjadega. Töötulemuste arutamiseks ja kogemuste vahetamiseks tuli perioodiliselt kokku rahvakomissariaadi aktiiv. 15.jaan.-1.maini 1941.a. tegutses Kutseoskuse Korraldamise keskus, mille juurde loodi kutsealade järgi kutsealade nõukogud.

Teise maailmasõja ajal tegutses Hariduse Rahvakomissariaat Nõukogude Liidu tagalas Vene NFSV territooriumil, kus tema koosseisus moodustati Operatiivgrupp. Taas Eestis kinnitati ENSV Rahvakomissaride Nõukogu määrusega nr 132 25.aug.1944.a. hariduse rahvakomissariaadi uus põhimäärus. Töö üldeeskirjades olulisi muudatusi ei olnud.

1945. a. loodi ENSV Rahvakomissaride Nõukogu juures Kultuurhariduslike Asutuste Komitee (ENSV RKN määrus nr 626 10. juuli 1945). Sama määrusega anti ENSV RKN alluvusest uue Komitee alluvusse vabariiklikul eelarvel olevad riiklikud muuseumid ja raamatukogud ning osakondade alluvusse kohalikul eelarvel olevad muuseumid, raamatukogud, rahvamajad, pargid, lektorite bürood ja vastavad kursused. 1945.a. loodi Hariduse Rahvakomissariaadile alluv ENSV Vabariiklik Õpetajate Täiendusinstituut. 1946.a. ENSV Haridusministeerium. Tartu Riiklik Ülikool ja Tallinna Polütehniline Instituut viidi ENSV Haridusministeeriumi alluvusest üle NSVL Kõrgema Hariduse Ministeeriumi alluvusse (NSVL MN määrus nr 809 10.apr.1946). 1951.a. anti haridusministeeriumile alluvad tehnikumid üle teiste ministeeriumide ja keskasutuste alluvusse.

28.veebr.1953.a. kinnitati uuel kujul ENSV Haridusministeeriumi põhimäärus (ENSV MN määrus nr 145). ENSV Haridusministeerium oli vabariiklik ja allus onma tegevuses vahetult ENSV MN-le. Haridusministeeriumi juures moodustati kolleegium koosseisus: mnister, kes oli kollegiumi esimees, ministri asetäitjad ning ministeeriumi ja rahvaharidusorganite juhtivad töötajad.

1959.a. viidi Ed.Vilde nim Tallinna Pedagoogiline Instituut ja Tallinna Eelkoolikasvatuse Pedagoogiline Kool üle ENSV MN Kõrgema ja Keskerihariduse Komitee alluvusse. Tartu Pedagoogiline Kool jäi ENSV Haridusministeeriumi alluvusse. 1959.a. reorganiseeriti Ed.Vilde nim Tallinna Pedagoogilise Instituudi juures asuv ENSV Pedagoogika Teadusliku Uurimise Instituut iseseisvaks teadusliku uurimise asutuseks - ENSV Pedagoogika Teadusliku Uurimise Instituudiks alluvusega ENSV Haridusministeeriumile. ENSV haridusministeeriumile allusid otseselt: Vabariiklik Õpetajate Täiendusinstituut, ENSV Pedagoogika Teadusliku uurimise Instituut, Tartu Pedagoogiline Kool, ENSV Pioneeriorganisatsiooni Nõukogu, ENSV Noorte Naturalistide Keskmaja, ENSV Laste Ekskursiooni ja Turismi Keskmaja; erikoolid: Puiatu, Tapa, Kose-Lükati Sanatoorne Metsakool, Helme Sanatoorne Internaatkool, Meremäe Sanatoorne Internaatkool, Tallinna Eriinternaatkool, Kosejõe Eriinternaatkool, Raikküla Eriinternaatkool, Palivere Eriinternaatkool, Saadjärve Eriinternaatkool, Meeri Eriinternaatkool, Tartu Kuulmishäiretega Laste Internaatkool, Tartu Pimedate Laste Internaatkool, Porkuni Kurtide Laste Internaatkool, Haapsalu Sanatoorne Internaatkool, Keila-Joa Sanatoorne Internaatkool; kaugõppekeskkoolid Kohtla-Järvel, Paides, Pärnus, Rakveres, Raplas, Tallinnas, Tartus, Valgas, Viljandis, Meretranspordi ja Kalatööstuse Laevastiku Vabariiklik Kaugõppekeskkool, Tartu Kurtide ja Pimedate Kaugõppekeskkool, ENSV Õppevahendite Baaskauplus.

1. jaanuarist 1984.a. moodustati (ENSV haridusmnisteeriumi käskkiri nr 270): ENSV Õppe- ja Metoodikakabinet, ENSV Koolieelse Kasvatuse Metoodikakabinet, ENSV Kasvatustöö Metoodikakabinet, ENSV Koolinoorte Kehakultuuri Metoodikakabinet.

1. jaan. 1986.a. likvideeriti ENSV Kasvatustöö Metoodikakabinet ja ENSV Koolinoorte Kehakultuuri Metoodikakabinet (ENSV haridusministeeriumi käskkiri nr 277, 25.nov.1985.a.).

1.jaan.1986.a. moodustati Vabariikliku Õpetajate Täiendusinstituudi raamatukogu baasil Vabariiklik Teaduslik Pedagoogikaraamatukogu (ENSV MN korraldus nr 6-k, 3.jaan.1986.a.).

Tsentraliseeritud raamatupidamine viidi ENSv Pedagoogika Teadusliku Uurimise Instituudi juurde (ENSV haridusministeeriumi käskkiri nr 116, 25.mai 1988).

Kooskõlas ENSV Ülemnõukogu Presiidiumi seadlusega 19.maist 1988.a. "Eesti NSV Riikliku Hariduskomitee moodustamise kohta" likvideeriti ENSV haridusministeerium.

  • Title: search terms will appear in the title, or name, of the description
  • Content Summary: search terms will appear in the main description of the document or of the collection
  • Reference code: it is the identifier of the archival material as provided by the institution. Use this option if you know the exact reference code of the material you are looking for

You can filter results by selecting where your search terms appears specifically inside the archival description:

  • The name can be the full name of a person, family or organisation as well as only parts of it, e.g. only the last name.
  • The identifier is used internally by the institution or refers to (inter)national vocabularies such as the Virtual International Authority File (VIAF).
  • The place can be the place of birth (or foundation), the place of death (or closing), the place of work or any other place of importance.
  • The occupation is the profession or job of a person.
  • The mandate is a law, directive or charter that establishes and defines an organisation's powers, functions, responsibilities or sphere of activities.
  • The function is an activity, role, or purpose performed or manifested by a person, family or organisation.

You can filter results by selecting where your search terms appears specifically inside the description of the archive:

  • Name: search term appears in the name of the institution. It can be the full name of an archival institution or only parts of it.
  • Place: search term appears in the address or area of the institution. It can be the city or town, where the archival institution is located or any other place of importance (e.g. previous locations)

  • A finding aid is a structured description of archival materials per collection or fonds, up to item level.
  • A holdings guide is an overview of the collections and fonds of one archival institution.
  • A source guide is a topic-oriented overview of collections and fonds of one or several institutions.
    You can filter by one or more entity types:
  • A person (e.g. John Locke, or Jean Jaques Rousseau);
  • A family (e.g. Bonaparte, or Helgason);
  • A corporate body, i.e. the name of an institution, organisation, or company (e.g. Ministerie van Justitie, or Electro Mecánica Antonio Armentano)

Please note that this filter will only include institutions, for which a type has been provided as part of their descriptions:

  • A business archive holds the records of (often) commercial organisations.
  • A church or religious archive holds the records of church parishes or religious organisations, e.g. birth or death registers.
  • A county or local authority archive holds the records of the county's administrative bodies.
  • A media archive holds audiovisual or sound records, e.g. a film archive or the archive of a broadcasting company.
  • A municipal archive holds the records of a town or city administration.
  • A national archive holds the records of a country's administrative bodies, i.e. from ministries and other public bodies, sometimes also private papers of former ministers, chancellors, or presidents.
  • A private person or family archive holds the records forming the legacy of a prominent person or family.
  • A regional archive holds the records of a region's administrative bodies.
  • A specialised governmental archive holds records of public bodies, often operating on a national level, that are not part of the national archives' holdings.

  • A university archive or archive of another research organisation holds the records pertaining to the administration of the according educational or research body.
  • Political parties, popular/labour movements and other non-governmental organisations, associations, agencies and foundations hold the archival collections of these institutions, outside of governmental records and outside of business archives (e.g., NGOs)

  • Text: most documental material, such as administrative records, letters, manuscripts etc.
  • Image: includes photographs, posters, maps.
  • Sound: sound recording with no images
  • Video: moving images with or without sound
  • Unspecified: indicates that the holding institution has not specified the type of digital object
  • 3D: 3-d digital objects

You can filter results based on the date of creation of the archival material (which may differ from the time period you are interested in - e.g., philosophers from the Enlightenment period reflecting on classic thinkers)

  • Full dates includes normalised date information available for date-based searches. It is recommended to combine this selection with the filters "Start timespan" and "End timespan" for more details.
  • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format

Please note that not all documents contain a machine-readable date. More information here

You can filter results based on the date of creation of the archival material (which may differ from the time period you are interested in - e.g., philosophers from the Enlightenment period reflecting on classic thinkers). This filter will only include materials with "Full dates", i.e. those that include date information available for date-based searches. You can either search for a specific date of interest or focus step by step on the time span of a century, decade, year or month.
