Note:

ENSV Põllutöö Rahvakomissariaadi ülesandeks oli vabariigi põllumajanduse ümberkorraldamine sotsialistlikel alustel, maareformi teostamine ning põllumajandusele vajaliku kaadri väljaõpetamise korraldamine. Põllumajanduse Ministeerium tegeles tõuaretusega, veterinaaria küsimustega, teostas planeerimist, finantseerimist ning korraldas maaparandustööde planeerimist ja nende tegelikku läbiviimist, tähtsaks ülesandeks oli ka kaadri ettevalmistamine.

17. Asjadevalitsus 1941.a algul likvideeriti Põllutöö RK koosseisus Metsade Valitsus ja selle koosseisud ja varad anti üle ENSV RKN juurde moodustatud Metsamajanduse ja Metsatööstuse Peavalitsusele. Aprillis 1941 loodi Sovhooside Valitsuses maaparandussektor. 1941.a I poolel toimusid struktuuris veel järgmised muudatused: juhtkonna juurde moodustati sekretariaat ja inspektsioon; kaadriosakond reorganiseeriti Kaadrite Valitsuseks, mille koosseisus töötasid kaadri valiku osakond ja kaadri ettevalmistamise osakond; arvestus-ökonoomika osakond nimetati ümber statistika osakonnaks; Maaparanduse ja Asunudse Valitsus nimetati ümber Maaparanduse ja Ehituse Valitsuseks, kuhu kuulusid maaparanduse sektor ja ehituse sektor; Sovhooside Valitsuses moodustati varasemate sektorite asemele õppemajapidamiste ja seemnekasvatuse sovhooside sektor; seoses masintraktorjaamade rajamisega moodustati Masina-traktorjaamade Tootmisvalitsus. 03.06.1941 likvideeriti Sovhooside Valitsus.

1949. Moodustati ENSV MN juurde Maaparanduse Peavalitsus ja Põllumajanduse Ministeeriumi Maaparanduse Valitsus likvideeriti. Kolhooside Organiseerimise Osakond nimetati ümber Kolhooside organiseerimise Valitsuseks; moodustati Söötade Valitsus.

1951. Agro-zootehnilise Propaganda osakond nimetati ümber Põllumajandusliku Propaganda Valitsuseks; moodustati Kolhooside ja Masina-traktorjaamade Elektrifitseerimise osakond ning Tõuaretuse osakond; Masina-traktorjaamade Valitsuse juurde moodustati Maaparanduse Osakond ning Loomakasvatuse Rasketööde Mehhaniseerimise Osakond.

1952. Veterinaarosakond nimetati ümber Veterinaaria Valitsuseks; Maakorralduse ja Külvikordade Valitsuse juurde moodustati Geodeetiline Põllumajanduse teadete Büroo (tegutses kuni 1953.a aprillini); Teravilja ja Söödakultuuride Valitsusest moodustati Põllunduse Valitsus.

1954. Moodustati Riiklik Energiajärelvalve Inspektuur.

1955. Põllumajanduse Elektrifitseerimise Valitsus ühendati Riikliku Energiajärelvalve Inspektuuriga, mis tegutses Kapitaalehituse Valitsuse alluvuses; Maaviljeluse Valitsus, Loomakasvatuse ja Veterinaaria Peavalitsuse ning Seemnekontrolli Kesklaboratooriumi baasil moodustati juhtkonna juurde inspektorite grupp; Masina-traktorijaamade Peavalitsus nimetati Masina-traktorijaamade ja Mehhaniseerimise Peavalitsuseks. Selle alluvusse kuulusid: a) Mehhaniseerimise Valitsus b) Tootmis-territoriaalinspektsioon (valitsuse õigustes) masina-traktorijaamade gruppide järgi c) Plaani-finantsosakond d) Raamatupidamine. Jahimajanduse Valitsus nimetati Jahinduse inspektsiooniks (valitsuse õigustes) ja viidi Metsamajanduse Peavalitsuse alluvusse. Metsamajanduse Peavalitsuse töötlemise sektor nimetati Isemjandavate ettevõtete osakonnaks ning raamatupidamine iseseisva osana likvideeriti. Veterinaaria Valitsus sai iseseisvaks valitsuseks. Kapitaalehituse Valitsuse tootmisosakond ja tehnika osakond likvideeriti. Maaparanduse Peavalitsuses moodustati Tootmis-tehnilisest Valitsusest ning kuivendussüsteemide ehituse ja ekspluatatsiooni osakonnast Ehituse ja Ekspluatatsiooni Valitsus. Põllumajandusliku Propaganda Valitsusest ning eesrindlike kogemuste propageerimise ja üldistamise osakonnast moodustati põllumajandusliku teaduse osakond. Uue struktuurse osana moodustati Tööliskaadri, Töö- ja Töötasu Valitsus.

1956. Moodustati Varumise Valitsus.

1957. Moodustati juhtkonna juures tegutseva inspektorite grupi baasil Maaviljeluse Peainspektsioon ja Loomakasvatuse Peainspektsioon, viimasele allusid Tõuaretuse inspektsioon ja Veterinaaria Valitsus. Masina-traktorijaamade ja Mehhaniseerimise Peavalitsus reorganiseeriti Mehhaniseerimise Peavalitsuseks. Maaparanduse Peavalitsuse Ehituse- ja Ekspluatatsiooni valitsus iseseisva struktuurse osana likvideeriti, Juhtiva Kaadri Valitsus liideti Kaadri Ettevalmistamise Valitsusega ja nimetati Kaadri Valitsuseks

1958. Ministeeriumi juures loodi isemajandav Aianduse, Köögiviljanduse ja Mesinduse Valitsus.

1959. Struktuuris toimusid järgmised muudatused:

Maaviljeluse Peainspektsioon ja Loomakasvatuse inspektsioon ühendati Põllumajanduse Peainspektsiooniks, mille koosseisu kuulusid Seemnekasvatuse ja Taimekaitse Inspektsioon ning Tõuaretuse Inspektsioon. Veterinaaria Valitsus muudeti uuesti iseseisvaks valitsuseks. Likvideeriti Kolhooside Organisatsiooniliste Asjade Valitsus, Varumise Valitsus ja töö ja töötasu osakond (taastati 1960.a). Elektrifitseerimise Valitsus koos Riikliku energiajärelevalve inspektsiooniga ja põllumajanduslike elektrijaamade ja elektrivõrkude ekspluatatsiooni kontoriga ühendati isemajandavaks ettevõtteks nimetusega Elektrimajanduse Kontor “Põllumajanduselekter”.

Mehhaniseerimise Peavalitsus likvideeriti ja remondi- ja tehnikajaamade töö juhtimine viidi isemajandava Materiaal-Tehnilise Varustuse Peavalitsuse kompetentsi. See Peavalitsus ühendati ENSV Rahvamajanduse Nõukogu Materiaal-Tehnilise Varustuse ja Turustuse Valitsuse Eesti Vabariikliku Kontori “Avtotraktorosnabsbõtiga” ja moodustati isemajandav ENSV Põllumajanduse Ministeeriumi Remondi- ja tehnikajaamade ning materiaal-tehnilise Varustuse Peavalitsus.

1960. Materiaal-tehnilise Varustuse Peavalitsuse baasil moodustati 1) Remondi- ja Tehnikajaamade peavalitsus; 2) Autode, Traktorite, Põllutöömasinate, Tagavaraosade ja Muude Põllumajanduslikuks Tootmiseks Vajalike Kaupade Müügi ning Rahvamajandusele Auto- ja Traktoritööstuse ja Põllumajandusliku Masinatööstuse Toodangu Hankimise peavalitsus (Eesti Masinakaubanduse Peavalitsus “Estglavtorgmaš”).

1961. 23.03.1961 kinnitati uus struktuur:

HISTORICAL NOTE

Historical note:

26.08.1940 asus tegevusse ENSV Põllutöö Rahvakomissariaat, mis allus nii NSVL Põllutöö Rahvakomissariaadile kui ka ENSV Rahvakomissaride Nõukogule. Esimeseks rahvakomissariks määrati Georg Abels.

ENSV valitsuse ja EKP Keskkomitee 03.07.1940 otsuse alusel moodustati maareformi sisuliseks juhtimiseks Maata ja Vähese Maaga Talupoegade Maaga Varustamise Peakomitee.

Põllutöö Rahvakomissariaadi alluvusse kuulusid põllumajanduslikud uurimis- ja katseinstituudid, seemnekasvatused, veterinaarlaborid, -punktid ja-haiglad, ENSV Riiklik Ehituse- ja Maaparandusetrust, ENSV Vabariiklik Tõukarja Varumiskontor, ENSV Riikliku Maakorralduse ja Geodeetiliste Tööde Kontor, Tallinna Hipodroom, Põllumajanduslike Kooperatiivide Peavalitsus, 1941.a kevadel organiseeritud masintraktorjaamad ja hobumasinriistade laenutuspunktid. 1940.a suvel Hariduse Rahvakomissariaadi alluvusse antud põllumajanduslikud õppeasutused allutati ENSV Rahvakomissaride Nõukogu määrusega nr 426 13.03.1941 uuesti Põllutöö Rahvakomissariaadile.

1941.a sõja puhkedes evakueerus osa koosseisust NSV Liitu.

1944.a septembris jätkas tegevust. ENSV Ülemnõukogu Presiidiumi 31.12.1945 seadlusega moodustati liidulis-vabariiklik ENSV Tehniliste Kultuuride Rahvakomissariaat, mille alluvusse viidi kõik seni Põllutöö Rahvakomissariaadile allunud tehniliste kultuuride kasvatamisega seotud asutused.

1946.a nimetati ümber ENSV Põllutööministeeriumiks. 19.04.1946 vabastati ministri kohustustest Hendrik Allik ja ministriks kinnitati Aleksander Mäe.

ENSV Ülemnõukogu Presiidiumi seadlusega 16.02.1947 ühendati ENSV Põllutööministeerium, ENSV Loomakasvatuse Ministeerium ja ENSV Tehniliste Kultuuride Ministeerium liidulis-vabariiklikuks ENSV Põllumajanduse Ministeeriumiks. Maakondade TSN TK maaosakonnad, tehniliste kultuuride osakonnad ja loomakasvatuse osakonnad ühendati põllumajandusosakondadeks.

21.05.1947 välja antud ÜK(b)P KK määruse “Kolhooside loomisest Leedu, Läti ja Eesti NSVs” põhjal asuti põllumajandust kollektiviseerima. 01.10.1947 moodustati Põllumajanduse Ministeeriumi juurde mittekoosseisuline Kolhooside Organiseerimise Grupp. 1948.a grupp likvideeriti ja selle asemele moodustati ministeeriumi struktuuris kolhooside osakond.

ENSV Ülemnõukogu Presiidiumi seadlusega 15.07.1948 vabastati Aleksander Mäe ministri kohalt ja uueks ministriks kinnitati Nikolai Puusepp. ENSV Ülemnõukogu Presiidiumi seadlusega 18.04.1949 vabastati Nikolai Puusepp ministri kohustustest, ministriks nimetati Artur Vaha, kes töötas sellel kohal 1951.a jaanuarini, millal andis ministeeriumi juhtimise vastavalt ENSV Ülemnõukogu Presiidiumi 17.01.1951 seadlusele üle Ivan Ojale.

NSVL Ülemnõukogu 15.03.1953 seadluse alusel koondati kogu vabariigi põllumajanduse ja sellega seotud majandusharude juhtimine ühte keskusesse. ENSV Ülemnõukogu Presiidiumi seadlusega 27.04.1953 ühendati ENSV Põllumajanduse ja Varumise Ministeeriumiks järgmised asutused:

Ministriks nimetati ENSV Ülemnõukogu Presiidiumi seadlusega 06.05.1953 endine ENSV sovhooside minister Aleksander Mette. Mais 1953 jaotati kogu vabariigi põllumajanduse- ja varumise valitsuste, masintraktorjaamade, kolhooside ja teiste põllumajanduslike asutuste ning ettevõtete juhtimine rajoonide kaupa Ida-Eesti ja Lääne Eesti Põllumajanduse Territoriaal-Peavalitsuse vahel.

Ühendatud ministeerium ei töötanud kaua. ENSV Ülemnõukogu Presiidiumi 19.09.1953 seadlusega moodustati eraldi ENSV Sovhooside Ministeerium. Põllumajanduse ja varumise ministriks kinnitati 01.10.1953 Edgar Tõnurist. Seoses üleliidulise Varumisministeeriumi taastamisega taastati ka ENSV Ministrite Nõukogu määruse nr 11 alusel NSVL Varumisministeeriumi Voliniku Valitsus ENSV-s ja rajoonide volinike valitsused.

ENSV Ülemnõukogu Presiidiumi 26.12.1953 seadlusega nimetati taas ENSV Põllumajanduse Ministeeriumiks.

07.06.1957 likvideeriti ENSV Sovhooside Ministeerium ja sovhooside süsteemi asutused ühendati Põllumajanduse Ministeeriumiga.

1962.a anti metsamajandus ENSV Metsamajanduse ja Looduskaitse Valitsuse alluvusse, iseseisval bilansil Sovhooside Peavalitsus kaotati.

Kooskõlas NLKP Keskkomitee ja NSVL Ministrite Nõukogu 22.03.1962 määrusega nr 267 “Põllumajanduse juhtimise ümberkorraldamisest” EKP Keskkomitee ja ENSV Ministrite Nõukogu 28.03.1962 määruse nr 138-a alusel likvideeriti ENSV Põllumajanduse Ministeerium ning moodustati Eesti NSV Põllumajandussaaduste Tootmise ja Varumise Ministeerium. 1965st taas ENSV Põllumajanduse Ministeerium. 1981.a muudeti ministeeriumi Aianduse Peavalitsus iseseisvaks ministeeriumiks. ENSV Põllumajanduse Ministeerium likvideeriti 1983.a seoses ENSV Agrotööstuskomitee asutamisega.
