ENSV Ülemnõukogu oli ühekojaline seadusandlik organ, mis valiti algul neljaks, 1975. aastast viieks aastaks. Käis koos perioodiliselt istungjärkudena, nende vahelisel ajal andis seadusandlikke akte Ülemnõukogu Presiidium.

1940. Sekretariaat, Asjadevalitsus: a) kantselei, b) majandus-rahandussektor, informatsiooni ja statistika osakond, juriidiline osakond. Moodustati mandaatkomisjon, eelarvekomisjon ja seaduseelnõude komisjon.

1945. Juhtkond, Esimehe vastuvõtuosakond, Sekretariaat, Asjadevalitsus: üldosakond, eriosakond, protokolligrupp, finants-majandusosakond, informatsiooni- ja statistikaosakond, autasustatute arvestuse ja registreerimise osakond, juriidiline osakond, armuandmise palvete läbivaatamise komisjon.

1951. Juhtkond, esimehe vastuvõtuosakond, sekretariaat, informatsiooni- ja statistikaosakond, autasustatute arvestuse ja registreerimise osakond, juriidiline osakond, armuandmise palvete läbivaatamiseks ettevalmistamise osakond, asjadevalitsus: üld- ja eriosakond, protokolligrupp, rahandus-majandusosakond.

1956. Moodustati tervishoiu- ja sotsiaalkindlustuskomisjon, kultuuri- ja rahvahariduskomisjon, põllumajanduskomisjon.

1959. Juhtkond, presiidiumi kantselei, vastuvõturuum, eriosakond ja arhiiv, referent autasustamise alal, protokolliülem, ekspeditsioon, majandusülem, raamatupidamine, juriidiline osakond, nõukogude töö osakond. Mandaatkomisjon, eelarvekomisjon, tööstus- ja transpordikomisjon, põllumajanduskomisjon, seaduseelnõude komisjon, kultuuri- ja hariduskomisjon, tervishoiu- ja sotsiaalkindlustuskomisjon, kaubanduse ja ühiskondliku toitlustamise komisjon.

1960. Moodustati "Eesti NSV Ülemnõukogu Teataja" toimetus.

1961. Autasustamise töö anti Presiidiumi kantselei alluvusest nõukogude töö osakonna alluvusse.

1963. Moodustati ehitus- ja kommunaalkomisjon.

1965. Juhtkond, nõukogude osakond, ENSV Ülemnõukogu alatiste komisjonide teenindamise grupp, autasustamise grupp, juriidiline osakond, armuandmise grupp, Presiidiumi vastuvõtuosakond, Presiidiumi sekretariaat, protokolli- ja üldosakond, eriosakond, trüki- ja tõlkegrupp, arhiiv, rahandus- ja majandusosakond.

1966. Lõpetati "Eesti NSV Ülemnõukogu Teataja" väljaandmine.

1967. Mandaatkomisjon, seaduseelnõude komisjon, plaani- ja eelarvekomisjon, tööstus-, transpordi- ja sidekomisjon, põllumajanduskomisjon, ehitus- ja kommunaalmajanduskomisjon, haridus- ja kultuurikomisjon, tervishoiu- ja sotsiaalkindlustuskomisjon, kaubanduse ja elukondliku teenindamise komisjon, väliskomisjon.

1972. Moodustati noorsookomisjon ja looduskaitsekomisjon.

1973. Senise nõukogude osakonna autasustamise grupi asemele moodustati autasustamise osakond.

1975. Juhtkond, nõukogude osakond, ENSV Ülemnõukogu alatiste komisjonide teenindamise grupp, juriidiline osakond, armuandmise grupp, autasustamise osakond, Presiidiumi vastuvõtuosakond, Presiidiumi sekretariaat, protokolliosakond, kantselei, majandusosakond, raamatupidamine, eriosakond. Kaubanduse ja elukondliku teenindamise komisjon nimetati kaubandus- ja teeninduskomisjoniks.

1979. Juhtkond, asjadevalitsus - juriidilise isiku õigustes, protokolliosakond, eriosakond, kantselei, raamatupidamine, majandusosakond; vastuvõtuosakond, nõukogude osakond, ENSV Ülemnõukogu grupp, ENSV kohalike nõukogude grupp; juriidiline osakond, armuandmise grupp; autasustamise osakond.

1980. Loodi naiste töö ja olme ning emade- ja lastekaitse komisjon. Nõukogude osakonna koosseisus moodustati nõukogude töö kabinet, eriosakond arvati välja asjadevalitsuse koosseisust ning reorganiseeriti iseseisvaks allüksuseks osakonna õigustes.

1981. Juhtkond, Ülemnõukogu Presiidiumi aparaat: asjadevalitsus, protokolliosakond, esimene osakond, kantselei, raamatupidamine, majandusosakond, vastuvõtuosakond, nõukogude osakond, alatiste komisjonide osakond, juriidiline osakond, autasude osakond. Armuandmine jäi edasi juriidilise osakonna funktsioonidesse. Nõukogude osakonna funktsioonidest lahutati töö Ülemnõukogu alatiste komisjonide teenindamisel ja moodustati iseseisev osakond - alatiste komisjonide osakond.

1983. Sekretariaat, asjadevalitsus: protokolliosakond, orgtehnika- ja masinakirjatööde sektor, esimene osakond, kantselei, raamatupidamine, majandusosakond; vastuvõtuosakond, nõukogude osakond, alatiste komisjonide osakond, juriidiline osakond, autasude osakond.

1985. Põllumajanduskomisjon nimetati ümber agrotööstuskompleksi komisjoniks ja tööstuskomisjon nimetati tööstus- ja energeetikakomisjoniks.

1988. Moodustati ENSV riigi ja ühiskonnaelu demokratiseerimise komisjon ja avalikustamise töögrupp, seadusandluse täiustamise töögrupp, kohtuväliste massirepressioonide töögrupp, eesti keele staatuse töögrupp, kodanike ühiskondliku omaalgatuse töögrupp, konstitutsioonilise seadusandluse töögrupp, ENSV riikliku sümboolika töögrupp.

1989. Esimehe sekretariaat, asjadevalitsus, üldosakond: protokollisektor, toimetuse ja tõlkesektor, orgtehnika ja masinakirja sektor, finantssektor, kantselei ja arhiiv; majandusosakond: varustus- ja teenindussektor, ekspluatatsioonisektor; nõukogude töö osakond, õigusliku ekspertiisi osakond, õiguskaitse osakond. Lõpetati ENSV riigi ja ühiskonnaelu demokratiseerimise komisjoni töö. Reorganiseeriti Ülemnõukogu Presiidiumi alatiste komisjonide osakond, nõukogude osakond ja viimase koosseisus olev nõukogude töö kabinet ning moodustati nende baasil nõukogude töö osakond. Samuti reorganiseeriti juriidiline osakond ja loodi selle baasil kaks eraldi struktuuriüksust - õigusliku analüüsi ja ekspertiisi osakond ning õiguskaitse ja seaduslikkuse järelevalve osakond, mille funktsioonidesse kuulus ka armuandmine. Vastuvõtuosakond likvideeriti ja funktsioonid anti üle õiguskaitse osakonnale.

1990. Ülemnõukogu esimehe sekretariaat: vastuvõtuosakond, autasustamisteenistus, valvesekretärid; asjadevalitsus: majandusosakond, varustusteenistus, ekspluatatsiooniteenistus, raamatupidamine, orgtehnika osakond, paljundusbüroo, kantselei ja arhiiv, külaliste teenindamise teenistus; õigusliku analüüsi ja ekspertiisi osakond, õiguskaitse osakond, ülemnõukogu kantselei: protokolliosakond, masinakirjabüroo, toimetus- ja tõlkeosakond. 2. aprilli otsusega loodi: õiguskomisjon, majanduskomisjon, maaelu komisjon, keskkonnakomisjon, teadus-, haridus- ja kultuurikomisjon, perekonna- ja sotsiaalkomisjon, rahvussuhete komisjon, väliskomisjon, saadikueetika komisjon, haldusreformi komisjon, riigikaitsekomisjon, ajakirjanduskomisjon. 25. okt nimetati majanduskomisjon ümber eelarve-majanduskomisjoniks, saadikueetika komisjon eetikakomisjoniks, perekonna- ja sotsiaalkomisjon sotsiaalkomisjoniks, õiguskomisjon riigiõiguskomisjoniks ja õiguskaitsekomisjoniks, mis 7. novembril jälle liideti õiguskomisjoniks.

1992. Moodustati välissuhete osakond ja tehnikateenistus.

HISTORICAL NOTE

Historical note:

25.08.1940 valis ENSV Ajutine Ülemnõukogu Ajutise ENSV Ülemnõukogu Presiidiumi. Eesti NSV Ülemnõukogu esimese koosseisu 2. istungjärk alustas oma tööd Tallinnas 7. aprillil 1941. a, kõrvale jäeti nimetus "ajutine" ja tegutseti edaspidi nimetusega Eesti NSV Ülemnõukogu Presiidium. Teise maailmasõja aastatel 1942-43 Eesti NSV Ülemnõukogu koos ei käinud, juhtkond evakueerus, asus Leningradis, Tšeljabinskis ja Moskvas. 1944. a septembri teisel poolel tuli Võrus kokku Eesti NSV Ülemnõukogu esimese koosseisu 3. istungjärk. ENSV Ülemnõukogu Presiidiumi esimehed olid Johannes Vares (21.07.1940-29.11.1946) ja Eduard Päll (05.03.1947-04.07.1950), August Jakobson (04.07.1950-04.02.1958), Johan Eichfeld (04.02.1958-12.10.1961), Aleksei Müürisepp (12.10.1961-07.10.1970), Artur Vader (22.12.1970-25.05.1978), Johannes Käbin (26.07.1978-08.04.1983), Arnold Rüütel (08.04.1983-28.03.1990).

1990.a. nimetati Eesti Vabariigi Ülemnõukoguks. Ülemnõukogu viimane istungjärk toimus 14.septembril 1992, tema volitused lõppesid 30.septembril 1992.a Riigikogu valimiste tulemuste väljakuulutamise järel.

31. märtsil 1989. a loodi Ülemnõukogu Keelekaitsekomisjon, mis 23.oktoobril 1990 muudeti iseseisvaks riiklikuks täidesaatvaks institutsiooniks keeleseaduse rakendamiseks. 27. juulil 1989 moodustati vastavalt EKP Keskkomitee büroo otsusele komisjon miitinguil ja streigikomitee poolt esitatud nõudmiste läbivaatamiseks. Loodi veel järgmised töögrupid ja ekspertgrupid: 18.10.1989 - komisjon Pärnu linna elanike kollektiivse avalduse kontrollimiseks, 20.10.1989 - demograafia komisjon, 18.04.1988 - üldise sõjaväekohustuse küsimuste vabariiklik komisjon, 20.06.1988 - ENSV maaseadusandluse täiustamise ekspertide komisjon, komisjon ettepanekute tegemiseks noorsoopoliitika väljatöötamiseks, 20.07.1989 - 1940. aastal Eestis toimunud sündmustele ajaloolis-õigusliku hinnangu väljatöötamise komisjon, 02.08.1989 - komisjon ENSV riigi ja ühiskonnaelu avalikustamise ning elanikkonna informeerimise tagamiseks; ENSV arhiiviseaduse eelnõu väljatöötamiseks, 15.08.1989 - ekspertide grupp NSV Liidu rahvasaadikutest ja ENSV Ülemnõukogu saadikutest ENSV Ülemnõukogu saadikute ettepanekute läbitöötamiseks, 04.09.1989 - komitee kuritegevuse vastase võitluse koordineerimise kohta, mis 9. oktoobril 1990 reorganiseeriti nõuandva funktsiooniga konsultatiivkomisjoniks, ekspertkomisjon ENSV tööseadusandluse täiustamiseks, autasustamistaotluste läbivaatamise komisjon, 18.09.1989 - ekspertkomisjon ENSV kriminaalkoodeksi väljatöötamiseks, 12.01.1990 - ekspertkomisjon ENSV tsiviilseadluse täiustamiseks, Eestis pärast 1949. a toimunud majandus-poliitilistele protsessidele hinnangu andmise komisjon, 25.01.1990 - komisjon ENSV alternatiivse kohustusliku tööteenistuse seaduse eelnõu väljatöötamiseks, 19.02.1990 - ekspertkomisjon ENSV nimeseaduse väljatöötamiseks, 31.01.1990 - Eesti majandusliku ja poliitilise iseseisvuse komisjon, 07.03.1990 - haldusreformi küsimuste ekspertkomisjon, mis pärast Ülemnõukogu Esimehe Kantselei likvideerimist jätkas vastavalt Ülemnõukogu Presiidiumi 10.09.1992 otsusele oma tegevust, 15.03.1990 - munitsipaalkorrakaitse küsimuste ekspertgrupp. Ülemnõukogu 1990. a 3. aprilli otsusega kinnitati ka Ülemnõukogu Presiidiumi koosseis, kuhu vastavalt Ülemnõukogu ajutisele töö- ja kodukorrale kuulusid ametikoha järgi Ülemnõukogu esimees, Ülemnõukogu juhataja ja tema asetäitjad ning alatiste komisjonide esimehed, s.o A. Rüütel, Ü. Nugis, M. Lauristin, V. Andrejev, T. Anton, A. Veetõusme, H. Peterson, A. Tarand, E. Põldroos, L. Sööt (Hainsalu), S. Sovetnikov, I. Toome, V. Jürjo, A. Ristkok, R. Tamme ja R. Veidemann. Ülemnõukogu 1990. a 20. septembri otsusega määrati Ülemnõukogu Presiidiumi sekretäriks Arno Almann, kellele pandi ka Ülemnõukogu, tema Presiidiumi, komisjonide ja saadikurühmade teenindamist tagava personali juhtimine. Ülemnõukogu 1991. aasta 12. juuni otsusega vabastati A. Almann Ülemnõukogu Presiidiumi sekretäri ametikohalt ning tunnistati 1990. a 20. septembri vastav otsus kehtetuks. A. Almann määrati Ülemnõukogu Esimehe Kantselei riiginõunikuks. Ülemnõukogu 1991. a 14. märtsi otsusega muudeti osaliselt Ülemnõukogu ajutist töö- ja kodukorda ning moodustati Ülemnõukogu juhataja abistamiseks Ülemnõukogu juhatus koosseisus Ülemnõukogu juhataja, tema asetäitjad ja Ülemnõukogu alatiste komisjonide esimehed. Ülemnõukogu juhatuse aktideks olid juhatuse otsused. Sama otsusega nähti ette ka Ülemnõukogu Presiidiumi reorganiseerimine põhimõttel, et Presiidiumisse pidid kuuluma peale Ülemnõukogu esimehe, Ülemnõukogu juhataja ja tema asetäitjate ka 7 Ülemnõukogu liiget, kes valiti üksiku ülekantava hääle meetodil. 18.03.1991 kinnitati Ülemnõukogu otsusega Ülemnõukogu Presiidiumi liikmete valimise tulemused ja selle järgi said Presiidiumi liikmeteks A. Rüütel, Ü. Nugis, M. Lauristin, V. Andrejev, I. Fjuk, L. Hänni, H. Kostabi, T. Käbin, V. Lebedev, V. Menšikov ning Ü. Uluots. Ülemnõukogu Presiidiumi aktideks olid seadlused ja otsused. 25.03.1991 moodustati Ülemnõukogu omandi- ja maareformi komisjon ja nähti ette ka valitsuse esindajate ja sõltumatute ekspertide kaasamine. 13.11.1990 moodustati Ülemnõukogu Esimehe nõukogu, 16.10.1990 loodi komisjon Moskva muuseumides asuvate Eesti kultuurivarade väljaselgitamiseks, 22.11.1990 töögrupp endise Eesti Sidemuuseumi varade koondamiseks ja süstematiseerimiseks, 28.01.1991 töögrupp vastuse koostamiseks Ülemnõukogule ja valitsusele nõudmisi esitanud töökollektiividele. Seoses Nõukogude Liidu agressiooniga Baltikumis ning riigipöörde ohuga Eestis moodustas Ülemnõukogu Presiidium oma 13.01.1991.a otsusega Eesti Vabariigi Erakorralise Kaitsenõukogu koosseisus Arnold Rüütel, Edgar Savisaar ja Ülo Nugis. 04.04.1991 moodustati töögrupp Eesti Vabariigi riigiõiguslike aluste väljatöötamiseks. 26.03.1992 moodustati riiklik komisjon repressiivpoliitika ja inimsusvastaste kuritegude uurimiseks eesotsas Jaan Krossiga, mille kolm koosseisulist töötajat jäid Ülemnõukogu Esimehe Kantselei juurde ja hiljem Presidendi Kantselei juurde.

Tulenevalt Ülemnõukogu Presiidiumi 1992. a 30. juuli otsusest "Eesti Vabariigi Ülemnõukogu Presiidiumi Kantselei likvideerimise kohta" likvideeriti Ülemnõukogu Esimehe Kantselei alates 01.10.1992. a. Ülemnõukogu Kantselei jätkas tegevust ja nimetati Riigikogu tööleasumisega Riigikogu Kantseleiks.

You can filter results by selecting where your search terms appears specifically inside the archival description:

  • The name can be the full name of a person, family or organisation as well as only parts of it, e.g. only the last name.
  • The identifier is used internally by the institution or refers to (inter)national vocabularies such as the Virtual International Authority File (VIAF).
  • The place can be the place of birth (or foundation), the place of death (or closing), the place of work or any other place of importance.
  • The occupation is the profession or job of a person.
  • The mandate is a law, directive or charter that establishes and defines an organisation's powers, functions, responsibilities or sphere of activities.
  • The function is an activity, role, or purpose performed or manifested by a person, family or organisation.

  • A holdings guide is an overview of the collections and fonds of one archival institution.
  • A source guide is a topic-oriented overview of collections and fonds of one or several institutions.
    You can filter by one or more entity types:
  • A person (e.g. John Locke, or Jean Jaques Rousseau);
  • A family (e.g. Bonaparte, or Helgason);
  • A corporate body, i.e. the name of an institution, organisation, or company (e.g. Ministerie van Justitie, or Electro Mecánica Antonio Armentano)

Please note that this filter will only include institutions, for which a type has been provided as part of their descriptions:

  • A business archive holds the records of (often) commercial organisations.
  • A church or religious archive holds the records of church parishes or religious organisations, e.g. birth or death registers.
  • A county or local authority archive holds the records of the county's administrative bodies.
  • A media archive holds audiovisual or sound records, e.g. a film archive or the archive of a broadcasting company.
  • A municipal archive holds the records of a town or city administration.
  • A national archive holds the records of a country's administrative bodies, i.e. from ministries and other public bodies, sometimes also private papers of former ministers, chancellors, or presidents.
  • A private person or family archive holds the records forming the legacy of a prominent person or family.

  • Text: most documental material, such as administrative records, letters, manuscripts etc.
  • Image: includes photographs, posters, maps.

  • Unspecified: indicates that the holding institution has not specified the type of digital object
  • 3D: 3-d digital objects

You can filter results based on the date of creation of the archival material (which may differ from the time period you are interested in - e.g., philosophers from the Enlightenment period reflecting on classic thinkers)

  • Full dates includes normalised date information available for date-based searches. It is recommended to combine this selection with the filters "Start timespan" and "End timespan" for more details.
  • Only descriptive dates provides the date information in human-readable format.

  • A university archive or archive of another research organisation holds the records pertaining to the administration of the according educational or research body.
  • Political parties, popular/labour movements and other non-governmental organisations, associations, agencies and foundations hold the archival collections of these institutions, outside of governmental records and outside of business archives (e.g., NGOs)
