Põllutöökoda asutati Riigikogu poolt 10. juulil 1931. a. välja antud seaduse alusel. Esimese koosseisu valimised korraldati 1931. a detsembris. Valimisõiguslikeks olid isikud, kellel oli vähemalt 5 ha põllumajanduslikult kasutatavat maad või 1 ha aiamaad; 10 liiget valiti veel isikute hulgast, kellega koostööd peeti vajalikuks põllumajanduse huvidele. Volituste kestuseks oli 5 aastat. I koosseisu organiteks olid üldkoosolek, juhatus ja revisjoni- komisjon.

Üldkoosolek koosnes Põllutöökoja liikmetest. See valis koja koosseisu need liikmed, kellega peeti vajalikuks koostööd teha. Üldkoosolek valis ka juhatuse ja revisjonikomisjoni liikmed ning juhendas nende tegevust, kinnitas koja tegevuskava, eelarve ja aruande, võttis vastu kodukorra, moodustas toimkondasid üldkoosoleku poolt määratud ülesannete täitmiseks, sooritas varalisi tehinguid ja otsustas koja heaks võetavate maksude määramist.

Juhatuse koosseisu kuulusid üldkoosoleku poolt valitud esimees, 2 abiesimeest ja 6 liiget. Juhatus korraldas koja asjaajamist, valitses selle varasid ja esindas koda teiste asutuste ning isikute ees. Ka võttis juhatus ametisse ja vallandas koja tööjõude, juhendas neid ja teostas nende tegevuse järelvalvet.

3-liikmelise revisjonikomisjoni valis üldkoosolek koja volituste kestvuse ajaks. Komisjon revideeris koja asjaajamist, aastaaruandeid ja eelarveid ning kontrollis koja juhatuse, asutuste ja ametnike tegevust.

Koja organite otsuste täideviijaiks olid Põllutöökoja direktor ja sekretariaat. Järelvalvet koja tegevuse üle teostas Põllutööministeerium.

6. detsembril 1935 võeti vastu uus Põllutöökoja seadus. Sellega muudeti koda kaheastmeliseks põllumeeste kutseesinduseks, mis koosnes keskasutusest (Põllutöökojast) Tallinnas ja kohalikest põllumeeste konventidest.

Vabariigi Valitsuse 13. märtsi 1936. a seaduse alusel moodustati 72 põllumeeste konventide tegevus- ja valimisringkonda. Igasse konventi valiti 1936. a mais 15 liiget. Valimisõiguslikud olid isikud, kellel oli kas vähemalt 10 ha suurune talu, 2 ha põllu- ja aiamaad või 1 ha aiamaad. Igast konvendist valiti 1 esindaja Põllutöökoja täiskogusse; põllutööminister määras 10 täiskogu liiget, kellega koostööd peeti tähtsaks põllumajanduse huvidele.

Põllutöökoja II koosseisu organiteks olid:

1) Täiskogu; tuli kokku vähemalt kord aastas. Valis Põllutöökoja esimehe, nõukogu ja revisjonikomisjoni. Funktsioonid olid samad mis I koosseisu üldkoosolekul.

2) Nõukogu; koosnes Põllutöökoja esimehest ja 10 liikmest, kes valiti täiskogu liikmete hulgast 5 aastaks. Koostas täiskogule esitamiseks ettepanekuid tegevuse küsimustes, korraldas täiskogu otsuste täitmist, koostas koja eelarve, tegevuskava ja aastaaruande, töötas välja ametnike arvulised koosseisud.

3) Juhatus; valiti nõukogu liikmete hulgast järgmiselt - Põllutöökoja esimees, kes oli ühtlasi juhatuse esimees, abiesimees ja 2 liiget. Juhatuse koosseisu kinnitas ametisse põllutööminister. Esimees oli koja seaduslik esindaja, kes valvas koja tegevuse seaduslikkuse ja otsuste täitmise üle, kutsus kokku täiskogu, nõukogu ja juhatuse koosolekuid, teostas põllumeeste konventide asjaajamise järelvalvet.

4) Revisjonikomisjon; kolm liiget valiti II koosseisu tegevuse algul ühe aasta kaupa, alates 1938. a. koja volituste kestvuseks. Funktsioonid olid samad mis I koosseisu vältel.

5) Kohalikud põllumeeste konvendid, mida oli kokku 72. Konvendi tegevuspiirkonda võis kuuluda 4...9 valda ca 1200-1500 taluga. Konvent pidas ühendust koja ja talunike vahel põllumajanduse arendamise ülesannete lahendamisel; aitas kaasa kohaliku iseloomuga alade nagu asundustegevus, maaparandus jms teostamisel; tegi ettepanekuid kohalikke põllumajandusolusid käsitlevate määruste ja korralduste kehtestamiseks, muutmiseks või kaotamiseks; ühtlustas kohalike ühistegelike ja põllumajandusorganisatsioonide tegevust. Konvendi koosseisu valiti kohalike põllumeeste hulgast 15 liiget, täiendavalt valis konvent juurde 1 liikme nii kohalikest ühistegelikest asutustest, ühiskondlikest organisatsioonidest kui maanaiste organisatsioonidest. Seega kuulus konventi 18 liiget, volituste tähtajaks oli ette nähtud 5 aastat. Konvendi organiteks olid:

1) täiskogu, mille koosseisu moodustasid konvendi liikmed. Tuli kokku kord aastas, võimkonda kuulus - konvendi täiendavate liikmete valimine, esindaja valimine Põllutöökoja täiskogusse, juhatuse ja revisjonikomisjoni liikmete valimine, konvendi tegevuskava kinnitamine, eelarve vastuvõtmine, varaliste küsimuste lahendamine, juhatuse tegevuse juhendamine.

2) juhatus, mille valis konvendi täiskogu. Algselt kuulusid sinna esimees, asetäitja ja 1 liige. Alates 1938. a. kevadest lisandusid veel 2 liiget. Juhatuse kompetentsi kuulus konvendi asjaajamise korraldamine ja varade valitsemine.

3) revisjonikomisjon, mille valis konvendi täiskogu 3-liikmelisena. Ülesandeks oli konvendi asjaajamise revideerimine, konvendi juhatuse, asutuste ja tööjõudude tegevuse kontroll ja järelvalve konvendi organite otsuste õigeaegse täitmise üle.

Põllutöökoja ülesannete tegelikuks täitmiseks kohtadel loodi 1. aprillist 1932. a. koja juurde:

1) Põllumajanduse talitus, mille ülesandeks oli agraarpoliitiliste küsimuste lahendamise ja selgitamise abil põllumajandusliku toodangu ja tootmise tulukuse tõstmine. Talituse järelvalvel töötas Tallinnas Põllutöökoja alaline elustapaloomade ja loomaliha turg.

2) Nõuandetalitus. Seoses Põllutöökoja asutamisega likvideeriti 1932. a. Talumajandus-nõuandebüroo ning kogu agronoomiaalane nõuandetöö koondus Põllutöökoja juurde nandetalituse juhtimisele. Talituse ülesandeks oli: põllumajandusliku tootmise arengu võimaluste ja meetodite selgitamine talude tootlikkuse tõstmiseks; ühiskondlike organisatsioonide poolt tehtava agronoomilise töö kooskõlastamine; talumajandusliku nõuandetöö juhtimine ja ühtlustamine. Nõuandetöö korraldajateks kohtadel olid maakondlikud ja kohalikud maatulunduse konsulendid ning erialakonsulendid. Koja tegevuse lõpuperioodil loodi nõunike ametikohad, kes koostasid maatulunduse uurimiskavasid, korraldasid uuringuid ja katseid ning rakendasud nende tulemusi nõuandetöös, ning viisid Põllutöökoja korraldusi kohtadel tegelikult ellu ja kontrollisid nende täitmist.

3) Maaparanduse ja maamõõdu talitus (Põllutöökoja juurde toodi üle varem Eesti Põllumeeste Keskseltsi juures tegutsenud Maaparanduse büroo; mõne aja pärast liideti talitusega Asunike, Riigirentnike ja Talupidajate Põllumajandusliidu juures asunud Maamõõdu-Kultuurtehnika büroo). Selle ülesandeks oli anda põllumeestele maaparandusalast nõuannet ja tehnilist abi, propageerida uudismaade ülesharimist, maakuivendamist ja kultuurrohumaade rajamist, asutada veeühinguid ja soodustada igati maaparandustöid. Talituse keskused asusid Tallinnas ja Tartus, maaparandustöid kohtadel tegid kultuurtehnikud. Reorganiseeriti 1. juulist 1937. a. Kultuurtehnika ja maamõõdu talituseks ning Uudismaaharimise talituseks.

4) Kultuurtehnika ja maamõõdu talitus - jätkas põhiliselt varasemate ülesannete täitmist. Nõuandetalituselt saadi juurde turbakasutuse alane nõuandetöö.

5) Uudismaaharimise talitus - ülesandeks oli uudismaaharimise viljelemise igakülgne soodustamine ja sellealane nõuandetöö, vastavate majandusküsimuste korraldamine (uudismaaharimise premeerimine, odava hinnaga lõhkeaine ja väetiste jaotamine, tehnilise baasi loomine jms), uudismaaharimise ja kultuurheinamaade rajamise alal võistluste ja katsete korraldamine ning teenete eest autasude andmine.

6) Ehitustalitus. Kujunes välja Eesti Põllumeeste Keskseltsilt ning Asunike, Riigirentnike ja Talupidajate Põllumajandusliidult 1932. a. üle võetud ehituse talituste baasil. Ülesandeks oli otstarbekohaste ja maa-arhitektuuri nõuetele vastavate ehitustüüpide väljatöötamine, taluehituste välise korrashoiu ja kodukaunistamise viljelemine, ühiskondlike hoonete projektide ja eelarvete koostamine ning ehitustehnilise nõuandetöö korraldus. Koja keskasutuse juures asus Ehitusbüroo, maakondades tegutsesid ehitusala nõuandjad, kes teostasid ka ehitustegevuse järelvalvet ja projekteerisid väiksemaid põllumajanduslikke ehitusi.

6) 1924. a. asutatud Põllumajandusliku Raamatupidamise Talitus jätkas 1. aprillist 1932. a. oma tööd Põllutöökoja juures. Talituse ülesandeks oli põllumajandusliku raamatupidamise korraldamine ja rakendamine talumajapidamistes; raamatupidamise ja ankeetide andmete põhjal põllumajanduse seisukorra, selle tasuvuse ja tulukuse võimaluste selgitamine; varade ja maa hindamise läbiviimine, nõuandetegevus talude ostu-müügi lepingute sõlmimisel. Viimase kahe ülesande jaoks oli talituse juures abitalitusena Talude hindamise ja ostu-müügi talitus.

7) 1. septembrist 1932. a. alustas tegevust Õigusteaduslik talitus. Talituse ülesandeks oli põllumeeste juriidiline nõustamine ning abistamine asjaajamisel kohtu- ja administratiivasutustes; Põllutöökoja poolt algatatud või seisukoha võtmiseks esitatud seaduseelnõude kooskõlastamine juriidiliste normidega, koja enda ametkonna juriidiline konsultatsioon ja asjaajamises tekkinud juriidiliste küsimuste lahendamine. Talituse koosseisu kuulusid juhataja, juriskonsult ja kohtadel töötavad Põllutöökoja usaldusadvokaadid.

8) 1932. a. koondati põllumajandusalaste ajakirjade ja trükiste väljaandmine Põllutöökoja juurde ning loodi ajakirja "Põllumajandus" toimetus. Ilmuma hakkas ajakiri 1933. a., selles avaldati agraarpoliitilisi kirjutisi, põllumajanduslikku nõuannet ja turukonjuktuuri teateid, hiljem ka Põllutöökoja korraldusi ja tegevusülevaateid. Erialaste küsimuste käsitlemiseks avaldati eriväljaandeid. 1937. a. hakati välja andma kuukirja "Eesti Talu", 1939. a. - ka venekeelset põllumajandulikku ajakirja vene rahvusest põllumeeste jaoks piiriäärsetes rajoonides. Talitusena on ajakirja toimetus mainitud 01.04.1939. a. kehtestatud koos- seisudes. Talituse ülesandeks oli seega Põllutöökoja ajakirjade jm trükiste toimetamine, kirjastamine ja levitamine ja ka põllumajanduslike nõuandesaadete koostamine Riigi Ringhäälingu jaoks.

9) 1937. a. loodi töövahetalituse korraldamiseks Tööbüroo ja selle allorganitena ka iga konvendi juurde tööbürood (alustasid tegevust veebruaris-märtsis). Koja Tööbüroo uuris põllumajanduslikku töömahtu, tööjõu kasutust ja reservi ning töövahetalitust üleriiklikus ulatuses, juhendas konventide tööbüroode tegevust ja pidas nende kaudu sidet omavalitsuste tööbörsidega, lahendas põllutööliste ja peremeeste premeerimisega seotud küsimusi ning töötülisid. Konventide tööbürood tegutsesid põllumajandusliku tööpakkumise ja töövahetalituse alal kontaktis tööbörsidega, aitasid kaasa teenistuslepingute sõlmimisele, tööjõuarvestuse pidamisele ja tööjõureservide paigutamise küsimuste lahendamisele.

10) 1. nov. 1938. a. asutati Põllumajandus-tehniline talitus. Selle kompetentsi kuulusid tehnilise nõuande küsimused, tehniliste teadmiste levitamine põllumeeste seas, tehnilise iseloomuga kursuste korraldamine. Tehniliste küsimuste lahendamiseks loodi usaldustöökodade võrk, kuhu 1939. a. kuulus 9 töökoda ja 11 sepikoda ja mis olid Põllutöökojaga lepingulises vahekorras.

11) Sekretariaat tegeles Põllutöökoja arvepidamise ja asjaajamise ning mitteõppiva maanoorsoo kasvatamise ja organiseerimisega. Seoses nende ülesannetega jagunes Sekretariaat üldosakonnaks, maanoorte osakonnaks ja majandusosakonnaks. Põllutöö- koja juhatuse otsusega 12. okt. 1932. a. loodi koja juurde alaline maanoorte keskjuhatus, kelle ülesandeks oli maanoorte põllumajanduslike organisatsioonide registreerimine samal ajal loodud Ülemaalisse Maanoorte Ühendusse, nende töö ühtlustamine ja korraldamine, maanoorte kongressi kokkukutsumine ning maanoorte ringide juhendamine ja aineline toetamine. Ka esimesed maanoorte ringid loodi 1932. a., üldse registreeriti Põllutöökoja juures üle 300 ringi. 1937. a. hakkas Põllutöökoja sekretariaadi maanoorte osakond välja andma maanoorte ajakirja "Tõusev Noorus".

Üksikute eriküsimuste lahendamiseks või eriülesannete täitmiseks moodustati üldkoosoleku või täiskogu poolt Põllutöökoja liikmetest ajutisi või alalisi toimkondi. Alalise toimkonna volitused lõppesid selle koosseisu volitustega, kelle poolt toimkond valiti. Ajutise toimkonna liikmete ametiaeg lõppes selle ülesande täitmise või küsimuse lahendamisega, milleks toimkond moodustati.

I koosseisu ajal töötasid Põllutöökoja juures näiteks järgmised alalised toimkonnad:

- Põllumajanduse seisukorra uurimise toimkond

- Tehniline toimkond

- Väikemaapidajate ja kalanduse toimkond

- Piimapropaganda toimkond

- Ajakirja "Põllumajandus" toimkond.

Põllumajanduslike ühingute tegevuse tõhustamiseks loodi Põllutöökoja juurde nende ühingute liikidele vastavad komiteed - Veiste tõuaretuse komitee, Lammaste tõuaretuse komitee, Lindude tõuaretuse komitee, Turbakomitee (konventide juurde turbakomisjonid), Veeühisuste Keskkomitee (konventide juurde veeühisuste komiteed).

27. juulil 1940. a. anti välja Põllutöökoja likvideerimise seadus, mille alusel koda lõpetas tegevuse 31. juulil 1940. a.; selle asjaajamine, varad, õigused ja kohustused anti üle Põllutööministeeriumile. Need töötajad, kes polnud ametist vabastatud, jätkasid tegevust Põllutööministeeriumi tööjõududena. Põllumeeste konventide varad ja arhiivimaterjalid anti maatulunduskonsulentide valdamisele.

  • The identifier is used internally by the institution or refers to (inter)national vocabularies such as the Virtual International Authority File (VIAF).

  • The occupation is the profession or job of a person.
  • The mandate is a law, directive or charter that establishes and defines an organisation's powers, functions, responsibilities or sphere of activities.
  • The function is an activity, role, or purpose performed or manifested by a person, family or organisation.

    You can filter by one or more entity types:
  • A person (e.g. John Locke, or Jean Jaques Rousseau);
  • A family (e.g. Bonaparte, or Helgason);
  • A corporate body, i.e. the name of an institution, organisation, or company (e.g. Ministerie van Justitie, or Electro Mecánica Antonio Armentano)

Please note that this filter will only include institutions, for which a type has been provided as part of their descriptions:

  • A business archive holds the records of (often) commercial organisations.
  • A church or religious archive holds the records of church parishes or religious organisations, e.g. birth or death registers.
  • A county or local authority archive holds the records of the county's administrative bodies.
  • A media archive holds audiovisual or sound records, e.g. a film archive or the archive of a broadcasting company.
  • A municipal archive holds the records of a town or city administration.

  • Unspecified: indicates that the holding institution has not specified the type of digital object
  • 3D: 3-d digital objects

You can filter results based on the date of creation of the archival material (which may differ from the time period you are interested in - e.g., philosophers from the Enlightenment period reflecting on classic thinkers)

  • Full dates includes normalised date information available for date-based searches. It is recommended to combine this selection with the filters "Start timespan" and "End timespan" for more details.
  • Only descriptive dates provides the date information in human-readable format.

  • A university archive or archive of another research organisation holds the records pertaining to the administration of the according educational or research body.
  • Political parties, popular/labour movements and other non-governmental organisations, associations, agencies and foundations hold the archival collections of these institutions, outside of governmental records and outside of business archives (e.g., NGOs)
