Jeunesse et reconstruction (France ; 1948-....)
Les origines de l'association Jeunesse et Reconstruction remontent au mois d'avril 1948, lorsque l’Unesco organise la première Conférence des organisateurs de chantiers internationaux. La commission française pour l’Unesco lance alors un appel aux mouvements de jeunesse français pour encourager le développement des chantiers. En outre, l’Office de tourisme universitaire (OTU) est de plus en plus sollicité par ses correspondants étrangers pour accueillir des jeunes sur des camps de travail en France. C'est ainsi que Jean Jousselin, pasteur, membre de la commission française de l’Unesco, fonde Jeunesse et reconstruction le 24 décembre 1948 avec Yves Brunswick et Alfred Rosier. Jean-Marius Gatheron devient le premier président de l’association, Alfred Rosier est nommé vice-président et Jean Jousselin est élu trésorier.
Le projet initial est autant d'organiser des chantiers de jeunes volontaires que de mettre en place une structure coordonnant et regroupant les mouvements de jeunesse français afin de les faire participer à la reconstruction du pays, quatre ans seulement après la Libération.
Les associations membres fondatrices de Jeunesse et reconstruction sont l'Union nationale des étudiants de France (UNEF), les Camarades de la liberté, le Conseil protestant de la jeunesse (CPJ), le Comité de coordination des associations d'échanges internationaux (CCAEI), l'Association catholique de la jeunesse française (ACJF), l'Union des grandes écoles (UGE) et l'Office de tourisme universitaire (OTU), qui joue un rôle prépondérant.
Très vite, l’association rencontre deux difficultés : les mouvements de jeunesse et personnes qui avaient adhéré au projet se désintéressent de l’association et celle-ci manque cruellement de moyens financiers. Le projet de structurer un organe de coordination ne rencontre pas le soutien espéré, ni auprès des pouvoirs publics, ni auprès des associations. L’Unesco, bien qu’ayant placé l’association sous son autorité morale, ne lui fournit pas l’aide financière nécessaire. Les moyens matériels de Jeunesse et reconstruction sont donc inexistants. L'association n'a pas de budget propre et dépend totalement de l'OTU.
La dissolution est envisagée en 1950 mais l’association reconfigure son projet : la promotion des échanges internationaux supplante l’appel à la reconstruction du pays. La reconnaissance des pouvoirs publics et d’autres organismes permet de relancer l’organisation. Le secrétariat de la Jeunesse et des Sports délivre son agrément le 12 juillet 1950 et plusieurs ministères (Travail, Éducation nationale et Affaires étrangères) placent l’association sous leur patronage.
L'association essaie progressivement de développer ses propres chantiers et connaît un important développement durant les années 1960. L’OFAJ, qui fait partie des organismes soutenant Jeunesse et reconstruction, propose son aide pour les chantiers mêlant jeunes allemands et français. En 1959, Jeunesse et reconstruction est l'un des membres fondateurs de Cotravaux même si elle adopte d’abord une posture méfiante à l’égard de l’organisme de cogestion en lui demandant des garanties afin qu’il n’entrave pas l’action des associations de chantiers.
Jeunesse et reconstruction organise différents types de chantiers dont le public cible est d’abord les étudiants : forestage, archéologie, chantiers dans les parcs naturels, camps agricoles, etc. Elle se distingue en organisant des chantiers agricoles de cueillette de fruits : jusqu’en 1958, ce type de chantier attire plus de volontaires que les chantiers de travail.
En 1968, les jeunes responsables parisiens de l'association s'impliquent dans les événements de Mai et provoquent une véritable révolution au sein de l'association. Les locaux de la rue de Trévise (acquis en 1967) sont occupés pendant la contestation et la ronéo de l'association est mise à disposition du mouvement. Le Comité d’Action des responsables de Paris (CARP) se constitue autour de responsables parisiens et de certains salariés, dont Ginette Grandouiller (secrétaire de l’association depuis 1948). Ses membres veulent remettre en question les structures de l'organisation. Lors de l’assemblée générale du 27 juin 1968, la plupart des membres anciens sont écartés dans une perspective de rajeunissement. Le nouveau président, Gérard Jonville, est un ancien membre du CARP. Pendant l’été, la nouvelle équipe met en place le remaniement de l’association et diffuse des idées contestataires dans les chantiers. À la rentrée, une fracture s’opère entre les responsables nouvellement élus et les permanents de l’association. Ces derniers démissionnent en octobre. Le nouveau conseil d'administration est composé pour moitié d’étudiants : sa nouvelle moyenne d’âge est de 23 ans. Les statuts 2 et 3 sont modifiés : le chantier devient un terrain pour « faire prendre conscience à ses membres des réalités sociales tant qu'internationales ». Cette prise de conscience se fera par une « réflexion critique sur la société à partir de la réalité du chantier et de la pratique de l'autogestion ».
En avril 1969, le secrétaire d’État chargé de la Jeunesse et des Sports Joseph Comiti retire l’agrément et les subventions accordées à l'association, arguant que les chantiers passent au second plan devant la critique de la société et le projet d'autogestion. L’association est alors exclue de Cotravaux et le retrait des subventions la plonge dans une situation financière très délicate. La dissolution est donc envisagée à plusieurs reprises.
En 1974, une nouvelle majorité se dégage. La nouvelle équipe (sept femmes, deux hommes, pour une moyenne d'âge de 21 ans) reprend en main l'association avec un pragmatisme entreprenant. En se lançant dans le secteur du tourisme et en développant l'autofinancement, elle recouvre l'agrément Jeunesse et éducation populaire en 1977 et ses subventions publiques.
Les années 1980 sont celles de la régionalisation. L’association ouvre deux nouveaux centres : le Grand Mas, en Auvergne, en 1979 et la Chapelle des Pénitents blancs, en Rhône-Alpes, en 1980. Ces centres sont créés pour répondre à la multiplication des chantiers sur le territoire et à un besoin de proximité dans leur organisation.
En 1987, Jeunesse et reconstruction reprend le programme international ICYE en France. L’association INCA (Intercultural Activities) est constituée en 1991 et devient un comité membre de la Fédération ICYE. INCA fonctionne pendant trois ans avant de disparaître et de transférer ses activités à Jeunesse et reconstruction.
En 1998, le retrait de l’agrément est de nouveau envisagé par le ministère de la Jeunesse et des Sports, qui formule trois critiques : le déroulement des chantiers à l’étranger, les statuts et l’aspect commercial développé par l’activité « voyages ». La même année, l'association cesse ses échanges internationaux dans le cadre du volontariat européen.
