HISTORICAL NOTE

Historical note:

Nommé Premier ministre par décret du 10 mai 1988, puis renouvelé dans ses fonctions après les élections législatives (décret du 23 juin 1988), Michel Rocard fait appel à son principal collaborateur, Jean-Paul Huchon, comme directeur du cabinet (arrêtés des 10 mai, 17 mai, 23 juin et 4 juillet 1988).

Le cabinet est structuré en un ensemble de réseaux et de cercles, plutôt que de façon proprement hiérarchique, ce qui constitue une différence majeure avec les équipes de ses deux prédécesseurs, Laurent Fabius et Jacques Chirac. La répartition des tâches au sein du cabinet de Michel Rocard obéit, en effet, plus à une évaluation individuelle des compétences et de la disponibilité pour traiter une question qu'à un organigramme. Ainsi, toute décision de quelque importance passe systématiquement par l'avis de deux ou trois des principaux membres du cabinet. Ce système, sans doute dû en grande partie à Jean-Paul Huchon, permet de ne pas paralyser le processus ou inhiber la capacité de proposition des conseillers techniques.

Le premier cercle est constitué de proches du Premier ministre. Tous sont nommés par l’arrêté du 17 mai 1988. Outre les collaborateurs anciens comme Jean-Paul Huchon et Guy Carcassonne, conseiller pour les relations avec le Parlement, d’autres sont vite intégrés à l'équipe :

Yves Lyon-Caen, directeur adjoint du cabinet jusqu’au 17 octobre 1990,

Jean-Claude Petitdemange, chef de cabinet (jusqu’au 12 juillet 1989) puis chargé de mission,

et Yves Colmou, chef adjoint puis chef de cabinet à compter du 12 juillet 1989.

Laissée vacante, la fonction de chef adjoint de cabinet sera reprise par Jean-François Thouvenot, sous-préfet, le 21 septembre 1990.

Le second cercle est formé de collaborateurs choisis pour leur compétence ou leur expérience, appelés à devenir les chefs de file des grands dossiers. Peuvent être cités :

Antoine Prost, chargé de mission auprès du Premier ministre pour les questions d'éducation, nommé le 17 mai 1988, partant le 26 septembre 1990,

Louis Joinet, conseiller technique (du 17 mai 1988 au 10 juillet 1989) puis chargé de mission pour la justice, les libertés publiques et les droits de l'Homme,

Alain Prestat, conseiller technique pour l'industrie, les postes et télécommunications et l’espace, puis directeur adjoint du cabinet après le départ d'Yves Lyon-Caen (le 17 octobre 1990), ces deux derniers conseillers ayant en commun d'avoir été membres des cabinets de Pierre Mauroy et Laurent Fabius,

Jean-François Merle, nommé conseiller technique le 17 mai 1988 pour les départements et territoires d’outre-mer qui eut notamment en charge le dossier de la Nouvelle-Calédonie, avant de quitter le cabinet le 12 décembre 1989 puis de le réintégrer le 18 juillet 1990.

Les autres collaborateurs se répartissent de manière plus traditionnelle suivant les grands secteurs ministériels, selon un subtil équilibre entre compétences, affinités politiques et représentation des grands corps de l'État. Il convient de remarquer les vagues successives de promotion de chargés de mission en conseillers techniques qui s’étalent de septembre 1989 à juin 1990.

Les fonctions de Michel Rocard prennent fin le 15 mai 1991 par décision du président de la République.

  • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format
