Institut national de l’origine et de la qualité (1990-....)
L’institut de l’origine et de la qualité (INAO) a son siège à Montreuil-sous-Bois (Seine-Saint-Denis). Il comprend environ 750 agents et se caractérise par une double gouvernance associant les pouvoirs publics et plus de 200 professionnels au sein de ses instances qui sont les suivantes, dont les membres sont nommés par arrêté ministériel :
. un conseil permanent en charge de la politique générale de l’agence de l’origine et de la qualité, des priorités stratégiques et du budget
. des comités nationaux qui ont pour mission de proposer la reconnaissance d’un produit de qualité et d’origine, d’examiner le contenu des cahiers des charges, la conformité à la définition du signe, la définition des points à contrôler et leurs méthodes d’évaluation. Ils étudient toute mesure de nature à favoriser l’amélioration de la qualité et des caractéristiques des produits. Les comités nationaux sont au nombre de cinq : le comité national des appellations d’origine relatives aux vins et aux boissons alcoolisées, et des boissons spiritueuses (il comprend 13 comités régionaux qui émettent des avis sur les dossiers les concernant) ; le comité national des appellations d’origine protégée (AOP) laitières, agroalimentaires et forestières ; le comité national des indications géographiques protégées (IGP), Labels rouges (LR) et spécialités traditionnelles garanties (STG) ; le comité national des indications géographiques protégées (IGP) relatives aux vins et aux cidres ; et le comité national de l’agriculture biologique (AG).
. un conseil des agréments et des contrôles, instance transversale entièrement dédiée aux contrôles qui offre une large part à l’expertise professionnelle, technique et juridique des dossiers au sein de l’Institut de l’origine et de la qualité (INAO).
L’Institut national de l’origine et de la qualité (INAO) s’appuie sur huit délégations territoriales couvrant l’ensemble du territoire métropolitain : Nord-Est, Centre-Est, Sud-Est, Occitanie, Aquitaine – Poitou-Charentes, Auvergne-Limousin, Val-de-Loire, et Ouest. La liste des produits couverts par des signes officiels figure sur le site Internet de l’Institut national de l’origine et de la qualité (INAO).
Installé 138 avenue des Champs-Elysées (Paris) en 1990, l'Institut déménage au 51 rue d'Anjou (Paris) en 2004, puis à Montreuil (Seine-Saint-Denis) en 2010.
Le décret-loi du 30 juillet 1935 crée le Comité national des appellations d’origine (CNAO) pour la filière viticole qui devient par la loi du 2 janvier 1990 Institut national des appellations d’origine (INAO) et connaît une extension de ses compétences à l’ensemble des productions agricoles ou alimentaires, brutes ou transformées. Il devient donc Institut des origines et de la qualité en 2006, dénomination transcrite dans le code rural en 2007. Il tire son origine de la loi du 1er août 1905 confiant à l’administration le soin de délimiter les zones dont les productions viticoles peuvent bénéficier d’une appellation d’origine. En 2005, un accord signé entre l’Union européenne et les Etats-Unis marque la reconnaissance de leurs dénominations respectives sur les vins et le champagne comme « dénomination d’origine ». Le gouvernement se montre alors attentif à la protection des indications géographiques.
L’Institut national de l’origine et de la qualité (INAO) placé sous la tutelle du ministère de l’Agriculture est chargé d’accompagner les producteurs qui s’engagent dans les démarches de qualité. Il met en œuvre la politique française relative aux signes officiels d’identification de la qualité et de l’origine des produits agricoles ou alimentaires :
. AOC (appellation d’origine contrôlée) protégeant la dénomination sur le territoire français
. AOP (appellation d’origine protégée) signe européen protégeant le nom du produit dans toute l’Union européenne
. IGP (indication géographique protégée) qui s’applique aux secteurs agricoles, agroalimentaires et viticoles
. STG (spécialité traditionnelle garantie) dont les qualités spécifiques sont liées à une composition, des méthodes de fabrication ou de transformation fondées sur une tradition
. AB (agriculture biologique) qui suit un mode de production dont les pratiques respectent la biodiversité, préservent les ressources naturelles et assurent un niveau élevé de bien-être animal
. LR (label rouge) signe national désignant des produits qui par leurs conditions de production ou de fabrication ont un niveau de qualité supérieur par rapport aux autres produits commercialisés
Toutes les régions françaises sont concernées par ces signes. Environ 10 % des exploitations agricoles, hors viticoles et biologiques, en France disposent d’au moins une production sous indication géographique protégée (IGP), Label rouge ou AOC/AOP. En 2017 l’Institut national de l’origine et de la qualité (INAO) encadrait plus de 1100 produits. Il suit également plus de 400 cahiers des charges de produits Label Rouge (LR). Pour le secteur de l’agriculture biologique, on comptait alors 54 000 opérateurs (producteurs, distributeurs et importateurs engagés).
Les missions de l’Institut national de l’origine et de la qualité sont en définitive les suivantes :
. instruire les demandes de reconnaissance sous signes officiels
. protéger les signes et dénominations
. délimiter les zones de production et de protection des terroirs
. assurer la coopération internationale
. informer sur le dispositif des signes officiels
L’Institut national de l’origine et de la qualité (INAO) est doté d’un budget de plus de 20 millions d’euros dont les recettes proviennent pour 70% du ministère de l’Agriculture et les dépenses sont imputables pour l’essentiel aux frais de personnel.
