Le 22 janvier 2010, avec la création de l’Institut français du cheval et de l’équitation (IFCE), les conseils d’administration des Haras nationaux et de l’École nationale d’équitation exercent les compétences dévolues à celui de l’IFCE jusqu’à la mise en place de son propre conseil d’administration dans les six mois qui suivent.
Haras nationaux (1999-2010)
L’EPA est doté d’un conseil d’administration de 21 membres en 1999 puis 24 et d’un directeur nommé décret pour 3 ans sur le rapport du ministre de l’Agriculture.
Le Service des haras puis l’EPA « Les Haras nationaux » sont présents sur l’ensemble du territoire et s’appuient en 1806 sur 6 arrondissements, 7 circonscriptions en 1874 modifiées en 1973 et en 2004 avec la répartition par régions. L’EPA comprend alors 22 délégations régionales à la disposition des collectivités territoriales et des milieux socioprofessionnels, 20 pôles ou haras aux activités variées, 110 centres techniques, anciennes stations de monte assurant des services aux éleveurs et à tous les détenteurs d’équidés. Les dépôts ont été invités à redéfinir leur rôle et mutent en pôles d’implantation. Les stations de monte sont supprimées pour la plupart, d’autres sont restructurées en unités multi-services puis en centres techniques équins avant d’être abandonnées avec la création de l’Institut français du cheval et de l’équitation (IFCE).
L’institutionnalisation de l’élevage équin, avant la création des haras nationaux, a toujours été une préoccupation pour des raisons militaires et de transports. C’est Colbert qui crée une des plus anciennes institutions françaises, les haras nationaux, et jette, par l’arrêt royal du 17 octobre 1665, les bases de cette structure en mettant en place le statut d’étalon royal pour l’amélioration et la qualité des chevaux. En 1715, le haras du Pin (Normandie) voit le jour. En 1717, la structure administrative est précisée et renforcée. Institution éminemment étatique, elle se montre impopulaire et l’Assemblée constituante la supprime le 29 janvier 1790. Rétablie partiellement en 1795, c’est Napoléon 1er qui la remet définitivement en vigueur avec le décret du 4 juillet 1806 et la place sous la tutelle du ministère de l’Intérieur. Tous les régimes apportent leur contribution à l’organisation des haras. En 1874, Mac-Mahon fait voter une loi organique datée du 29 mai, qui met en place le corps des officiers des haras et modifie la répartition territoriale. Au début du XXe siècle avec l’émergence des blindés et surtout après la Seconde Guerre mondiale, la demande de chevaux par les militaires décroît et les haras nationaux se réorientent vers l’agriculture. Depuis les années 1960, l’élevage est recentré vers le loisir et la compétition. En 1976, les haras nationaux gèrent le registre des races asines et chevalines (appelé registre généalogique ou livre des origines) présentes sur le sol français. L’année 1999 voit le regroupement des différents haras nationaux, jusqu'alors sous la tutelle du Service des haras, des courses et de l'équitation du ministère de l'Agriculture, au sein de l’établissement public à caractère administratif « Les Haras nationaux ». En 2003, un contrat d’objectifs est établi et modifie fondamentalement la structure des haras. En 2004 un nouvel organigramme est adopté et l’organisation géographique est remaniée. Les circonscriptions sont alors calquées sur la division des régions françaises. Enfin, en 2010, les haras nationaux sont intégrés, par la fusion de l’établissement public national à caractère administratif Les Haras nationaux et de l’EPA École nationale d’équitation-Cadre noir (ENE) de Saumur, dans l’EPA « Institut français du cheval et de l’équitation » (IFCE).
Parallèlement, en 1825, est créé le Cadre noir implanté à Versailles puis à Saumur. Au début du XXe siècle, la compétition équestre est introduite aux Jeux olympiques. En 1972, il est rattaché à l’École nationale d’équitation avec pour mission le maintien et le rayonnement de l’équitation à la française.
Les haras nationaux, d’abord placés sous la tutelle du ministère de l’Intérieur puis du Service des haras du ministère de l’Agriculture jusqu’en 1999, sont alors devenus un établissement public national administratif, opérateur de l’Etat jusqu’en 2010, dépendant de ce même ministère. Après avoir eu une vocation avant tout militaire, les haras nationaux ont vu leurs missions dévolues à l’élevage équestre, se sont adaptés et ont évolué vers la promotion durable de la filière équine en intégrant toutes ses composantes : élevage, centres hippiques, équitation, en partenariat avec les organisations socioprofessionnelles locales et les associations.
En 1999, l’EPA « Les Haras nationaux » fusionne avec l’Institut du cheval, lui-même établissement public créé en 1946 pour développer les élevages pépinières et gérer un fichier central zootechnique des équidés. Ce fichier a été informatisé en 1976, par l’arrêté du 26 juillet, en une base de données appelée SIRE (système d’information relatif aux équidés).
Les objectifs tels qu’ils découlent du contrat passé avec l’Etat de 2003 sont les suivants : rénover les modes d’intervention (identification et traçabilité équine), favoriser la structuration et la cohésion du secteur cheval, positionner l’EPA comme un acteur du développement local.
