Note:

La gouvernance de l’AIGP associe à parité l’État (ministère de la Culture et de la communication, ministère de l’Égalité des Territoires et du Logement , préfecture de Paris et d’Île-de-France) et les collectivités territoriales (Ville de Paris, Région Île-de-France, syndicat Paris Métropole et association des maires d’Île-de-France). Le conseil d’administration est décisionnaire sur les grandes orientations (projet urbain d’ensemble, programme de travail, calendrier, budget…).

Le directeur dispose d’une équipe permanente de 5 personnes.

L’AIGP possède un Conseil scientifique composé de 10 à 15 équipes pluridisciplinaires représentées par des mandataires architectes urbanistes. Il propose au Conseil d’administration les grandes orientations du projet du grand Paris. Le Conseil scientifique de l’AIGP se réunit en plénière une dizaine de fois par an.

A partir de 2012, un Comité de programme est chargé de contribuer à la définition du programme d’actions de l’AIGP, en lien avec le Conseil scientifique. Ce comité rassemble autour de l’AIGP, l’Atelier parisien d’urbanisme (APUR), l’Institut d’aménagement et d’urbanisme de la Région Île-de-France (IAURIF), la Direction régionale et interdépartementale de l’équipement et de l’aménagement (DRIEA) et des représentants du Conseil d’administration.

La consultation de 2008

Le 27 décembre 2007, le ministère de la Culture lance une consultation internationale pour l’avenir du Paris Métropolitain. La consultation est officiellement lancée le 4 juin 2008. Elle est intitulée : « Le Grand Pari(s) de l’agglomération parisienne ».

Dix équipes pluridisciplinaires placées sous la responsabilité d’un architecte urbaniste sont sélectionnées. Leur mission est de "produire des scénarii de développement urbain et d’aménagement du territoire de la Région Capitale à partir d’un diagnostic global (spatial, économique, social, environnemental…)" : propositions de travaux relatifs à la métropole du 21e siècle de l’après-Kyoto (protocole de Kyoto, signé le 11 décembre 1997) et un projet sur l’avenir de l’agglomération parisienne.

Les dix architectes-urbanistes retenus pour la consultation internationale sur le Grand Paris sont :

Les résultats de la consultation sont présentés le 17 mars 2009. Les dix équipes présentent leurs projets lors d’une journée de débat, "Le grand Pari(s) - A la recherche de nouveaux équilibres" organisé par la Cité de l’architecture et du patrimoine au Théâtre national de Chaillot. Les équipes prônent la multiplication de métros aériens, de tramways et de bus à circulation rapide en lieu et place de la rocade souterraine prévue par Christian Blanc (secrétaire d'État chargé du Développement de la région capitale)

Le 29 avril 2009, le président de la République Nicolas Sarkozy et la ministre Christine Albanel inaugurent l’exposition : « Le Grand Pari(s) de l’agglomération parisienne » au Musée de la Cité de l’architecture et du Patrimoine (29 avril-22 novembre 2009).

Création de l’Atelier (2009-2010)

À la suite de la consultation internationale de 2008, l’Atelier International du Grand Paris est créé dans le but de poursuivre et développer les réflexions des architectes, urbanistes, chercheurs et experts mobilisés à cette occasion.

«  Je souhaite qu’un "Atelier International du Grand Paris" soit créé pour que les architectes puissent travailler ensemble pour modeler le Grand Paris avec l’Atelier Parisien d’Urbanisme et l’Institut d’aménagement et d’urbanisme de la région d’Île-de-France. Pendant dix ans ils accompagneront le projet, le feront évoluer, l’enrichiront, parce que ce projet ne peut pas être seulement une affaire de bureaucratie » (déclaration du Président Nicolas Sarkozy, sur le projet du Grand Paris, 29 avril 2009).

La création est effective le 9 février 2010. L’atelier revêt la forme d’un groupement d’intérêt public. Bertrand Lemoine est nommé directeur. L’AIGP s’installe au palais de Tokyo, avec les 10 équipes de la consultation comme conseil scientifique. Elle se dote d’une équipe de 5 personnes permanentes.

De mars à avril 2011, Paris Métropole, le syndicat mixte d’études Paris Métropole, la Ville de Paris, le Conseil régional d’Île-de-France et l’Association des maires d’Île-de-France adhèrent à l’AIGP. Les collectivités et l’Etat (ministère de la Culture et de la communication, ministère de l’Égalité des Territoires et du Logement, Préfecture de Paris et d’Île-de-France) sont désormais à parité dans la gouvernance de l’AIGP.

L’AIGP a pour mission de :

- poursuivre et approfondir les réflexions engagées par les équipes de la consultation de 2008

- réaliser ou faire réaliser toutes études, démarches, propositions, ayant pour but d’éclairer les choix relatifs à l’aménagement, à l’architecture et à l’urbanisme et travailler sur la dimension métropolitaine et innovante des initiatives, projets et réalisations qui se situent dans la dynamique du Grand Paris et aux modalités de leur transcription

- faire partager au plus grand nombre les résultats de ces travaux pour permettre aux citoyens de mieux s’approprier les enjeux métropolitains.

Renouvellement du conseil scientifique (2011-2012)

En décembre 2011, un nouvel appel d’offre « Grand paris pour une métropole durable » est lancé afin de renouveler le Conseil Scientifique de l’AIGP.

Travaux principaux (2010-2016)

L’Atelier International du Grand Paris (AIGP) met en œuvre des actions de recherche (commandes, partenariats), de développement, de valorisation et d’animation liées aux enjeux du Grand Paris. Il organise notamment des débats publics, séminaires, workshop et colloques, réalise des expositions et publie des ouvrages (résultats de travaux ou large diffusion)

De sa création en 2010 jusqu’à 2016, l’AIGP a confié aux membres de son Conseil scientifique plusieurs commandes. Dans un premier temps, elles ont porté sur les enseignements à tirer, en termes d’orientation et de programmes d’actions, de la consultation de 2008 sur « Le Grand Pari(s) de l’agglomération parisienne » (publication : « Agir sur le Grand paris »).

Une seconde commande sur les transports en Île-de-France, autour des thèmes de la mobilité, de l’accessibilité et sur le possible scénario de convergence entre les projets de transport de l’Etat et de la Région. Ces travaux donnèrent lieu à un cahier d’acteurs de l’AIGP « vers un grand système métropolitain » et une publication. Le 18 novembre 2010, l’Atelier présente sa contribution au débat public sur les transports du Grand Paris lors d’une conférence de Presse au Palais de Tokyo.

En 2012, l’AIGP contribue à la révision du Schéma directeur de la Région Île-de-France (SDRIF). Sont donnés plusieurs séminaires de l’ensemble du Conseil scientifique et une publication synthétique des travaux.

Suite à la mise en place du second conseil scientifique en juin 2012, deux séries de commandes sont confiées aux équipes dans le cadre d’un marché pluriannuel intitulé « le Grand Paris pour une métropole durable ». Les deux thèmes sont « Habiter le Grand Paris » et « Systèmes métropolitains ». Les travaux sont respectivement rendus pour chaque thème en mars et septembre 2013 et donnent lieu à des restitutions publiques et publications.

En 2014, deux autres commandes principales sur le thème « le Grand Paris et le Climat » ont été passé aux équipes du Conseil scientifique : un cycle de Séminaires et Questions Vives au premier semestre 2015, et des travaux fondés sur des démonstrations territoriales au second semestre, restitués lors d’un colloque à la Cité de l’Architecture et du Patrimoine et lors de l’événement « Grand Paris #Climat », associant ateliers participatifs, débats et expositions.

Entre avril et juin 2015, dix des quatorze équipes du Conseil scientifique de l’AIGP ont été missionnées, à la demande de la mission de préfiguration de la Métropole du Grand Paris, pour contribuer à la définition de la notion « d’intérêt métropolitain ».

Tout au long de l’année 2015 et 2016, une série de commandes parallèles ont été conçues en partenariat avec des institutions sur les thèmes du tourisme métropolitain, de l’allègement des normes architecturales, des Ateliers de Création Urbaine et des quartiers d’affaires du Grand Paris.

L’atelier a tissé des partenariats avec les milieux de la recherche et de l’enseignement supérieur dans les domaines de l’aménagement, de l’ingénierie urbaine, de l’urbanisme, du paysage et de l’architecture durable (par exemple, le programme interdisciplinaire et pluriannuel « Ignis mutat res, penser l’architecture, la ville et les paysages au prisme de l’énergie » entre 2011 et 2016)

Le Conseil évalue également les Contrats de développement territorial (CDT) (2013-2015). Il participe à l’ensemble des comités de pilotage préalables à la validation des CDT et émet un avis spécifique pour chacun d’entre eux transmis au préfet de la région Île-de-France.

Fermeture du GIP (2017)

Le GIP quitte le palais de Tokyo pour s’installer au 20 rue Godot de Mauroy en janvier 2017. En septembre, l’Assemblée générale décide des modalités de retrait des collectivités et de l’arrêt du programme AIGP au 31 décembre 2017.

Le GIP assurait également la conduite de deux programmes spécifiques : Europan, un appel à idées ouvert aux jeunes créateurs européens sur les nouvelles pratiques de projet urbain et POPSU, une plate-forme d’observation des projets et stratégies urbaines de grandes villes françaises. Un GIP est reconstitué pour suivre les deux derniers programmes.
