STRUCTURE

Note:

À partir de 1833, l'ancienne division des Sciences, Beaux-Arts et Belles-Lettres au département du Commerce et de l'Industrie est privée d'une partie de ses attributions (Sciences et Lettres), elle prend le nom de division des Beaux-Arts, et son premier bureau dit des Beaux-Arts a déjà, dans les grandes lignes, les attributions du futur bureau des Travaux d'art, Musées, Expositions, auxquelles s'ajoutent l'enseignement des arts et la conservation des monuments historiques (celle-ci jusqu'en 1837 inclus). L'année suivante, la division des Beaux-Arts passe, avec l'ensemble de ses bureaux, au département de l'Intérieur, et le bureau des Beaux-Arts subsistera, avec quelques modifications de détail et une éclipse en 1853-1854 et de 1856 à 1859, jusqu'en 1877 inclus. Il suit les destinées de la division des Beaux-Arts, qui relève, de 1834 à 1852, du département de l'Intérieur, devenu département de l'Intérieur, de l'Agriculture et du Commerce en 1852, et il a parmi ses attributions les monuments historiques de 1848 à 1852.

En 1853, s'opère une scission : les musées, avec les salons et encouragements aux arts dans leurs rapports avec l'empereur, sont rattachés d'une part à l'administration des établissements de la Couronne au ministère de la Maison de l'Empereur, et, d'autre part, la section, puis division des Beaux-Arts, démembrée aussi des monuments historiques, qui forment un bureau à part, passe, ainsi réduite, au ministère d’État, et, sauf en 1855, le bureau des Beaux-Arts disparaît pour n'être rétabli qu'en 1860.

Par décret du 23 juin 1863, le bureau des Beaux-Arts est également rattaché, avec la division érigée en surintendance des Beaux-Arts, au ministère de la Maison de l'empereur, qui prend alors le titre de ministère de la Maison de l'empereur et des Beaux-Arts.

La division et le bureau des Beaux-Arts sont rattachés au département des Beaux-Arts, créé le 2 janvier 1870 et transformé le 15 mai suivant en département des Lettres, Sciences et Beaux-Arts.

À partir du 23 août 1870, la division, puis direction des Beaux-Arts, est définitivement rattachée avec ses bureaux au ministère de l'Instruction publique, sauf du 14 novembre 1881 au 30 janvier 1882, où elle fait partie d'un éphémère ministère des Arts. Le bureau des Beaux-Arts a, dans ses attributions, jusqu'en 1876, les travaux d'art, les musées, l'enseignement des arts et les expositions. En 1877, le bureau étend ses attributions au conseil supérieur des Beaux-Arts, à la préparation de la publication de l'inventaire général des richesses d'art de la France.

En 1878, la direction des Beaux-Arts devient une direction générale, le bureau des Beaux-Arts est scindé en bureau de l'Encouragement des arts (marbres, commandes et achats, distribution, entretien des œuvres d'art, médailles, missions artistiques, expositions des œuvres d'artistes vivants et récompenses données aux salons), et en bureau de l'Enseignement des arts ayant aussi dans ses attributions les musées, encouragements et secours, souscriptions aux ouvrages d'art et répartitions, la conservation des collections du dépôt légal et l'inventaire général des richesses d'art de la France.

La direction générale est remplacée, l'année suivante, par un sous-secrétariat d’État des Beaux-Arts, dont les services sont remaniés, le 29 octobre 1880 comme suit : le bureau du Personnel et des Travaux d'art, d'une part, a dans ses attributions la décoration d'édifices publics, les commandes et achats d’œuvres d'art et de copies, leur conservation et distributions, les acquisitions et distributions de marbres, les moulages pour les musées et édifices publics, les voyages et missions artistiques, les subventions aux sociétés des beaux-arts des départements, les expositions. Le bureau des Musées, des Souscriptions et de l'Inventaire des richesses d'art de la France s'occupe également du comité et de la réunion annuelle des sociétés des beaux-arts des départements et de la conservation des collections du dépôt légal, ainsi que, à partir de 1881, des indemnités et secours.

En 1882, la direction générale des Beaux-Arts réapparaît avec un bureau des Travaux d'art, qui a les mêmes attributions qu'en 1880-1881, auxquelles ont été ajoutées les bourses de voyage, et un bureau des Musées et Expositions, qui s'occupe en outre des souscriptions aux ouvrages d'art et de leur répartition, de la conservation des collections du dépôt légal, de la publication de l'inventaire des richesses d'art de la France, de la réunion annuelle à la Sorbonne des sociétés des beaux-arts des départements (arrêté ministériel du 29 mars 1882. cf. Paul DUPRÉ et Gustave OLLENDORFF,Traité de l'administration des beaux-arts..., Paris, 1885, tome I, p. 39. n.1).

De 1885 à 1891, le bureau des Travaux d'art s’étoffe : il s'intitule bureau des Travaux d'art et des Manufactures, et les expositions sont également de son ressort. Par ailleurs, le bureau de l'Enseignement (des arts) a annexé les musées, les souscriptions, les collections du dépôt légal, l'inventaire des richesses d'art de la France, la réunion annuelle des sociétés des beaux-arts des départements.

En 1892 enfin, le bureau des Travaux d'art, Musées, Expositions apparaît pour la première fois, avec les attributions suivantes : préparation des affaires soumises au conseil supérieur des beaux-arts et à la commission consultative des travaux d'art, décoration des édifices publics, érection de statues et subventions pour des monuments publics, commandes et achats d’œuvres d'art, répartition, acquisition et distribution de marbres statuaires, moulages, voyages et missions, prix du Salon (devenu prix national en 1896), prix de Paris et bourses de voyage, indemnités annuelles, secours et encouragements accordés aux artistes et à leur famille, expositions, musées, inspection des musées.

En 1894, le commissariat des expositions est rattaché au bureau, qui ajoute, en 1896, à ses attributions, l'inspection des beaux-arts, les dépôts d’œuvres d'art appartenant à l’État et, en 1903, le dépôt des gravures commandées par l'État .

Le remplacement, en 1905, de la direction des Beaux-Arts par un sous-secrétariat d’État n'entraîne aucun changement dans les attributions du bureau. Deux divisions sont créées au sous-secrétariat d’État en 1908 : la division des services d'Architecture, d'une part, et la division de l'Enseignement et des Travaux d'art, dont le premier bureau, dit des Travaux d'art, Musées, Expositions, garde les mêmes attributions qu'en 1903.

Après la guerre de 1914-1918, les deux divisions disparaissent, le bureau relève immédiatement de la direction des Beaux-Arts qui a été rétablie par la loi du 21 août 1919, et conserve ses attributions jusqu'en 1940, mais en 1933 on lui adjoint l'enseignement des arts, le mobilier national et les manufactures, et de 1934 à 1936 il s'intitule bureau des Travaux d'art, Musées, Expositions, Mobilier national et Manufactures.

De 1945 à 1957, le ministère de l’Éducation nationale, via la direction générale des Arts et des Lettres, est doté d’un bureau des Travaux d'art. De 1957 à 1959, on assiste à une tutelle éphémère du ministère de la Jeunesse et des Sports. Enfin, en 1959, est créé le ministère chargé des Affaires culturelles. Le bureau des Travaux d’art dépend alors du service de l’Enseignement et de la Production artistique. En 1962, il passe sous la responsabilité du service de la Création artistique, nouvellement créé, qui finira par restructurer ses différents bureaux en 1965. Les missions dévolues au bureau des Travaux d’art depuis les origines seront alors réparties en trois bureaux : l’Action artistique (chargé des achats d’œuvres d’art pour l’enrichissement des collections nationales), les Travaux de décoration dans les édifices publics, et l’Action sociale.

HISTORICAL NOTE

Historical note:

Le bureau des Travaux d’art perdure sous cette appellation jusqu’en 1965, où il est démantelé en trois entités, chapeautées par le service de la Création artistique (créé en 1962) : le bureau de l’Action artistique (chargé des achats d’œuvres d’art pour l’enrichissement des collections nationales), le bureau des Travaux de décoration dans les édifices publics, et le bureau de l’Action sociale.

Dans les attributions du bureau des Travaux d’art, trouvent place les commandes et acquisitions d'œuvres d'art et leur répartition dans les institutions publiques. Ces commandes et acquisitions se font auprès des artistes vivants, mais le bureau traite, parfois, de l'achat et de la répartition d'œuvres anciennes, voire d'objets archéologiques. Au titre de la « commande et acquisition », il faut aussi entendre tout ce qui est subventions de l'État pour la réalisation d'une œuvre financée majoritairement par une administration centrale autre que les Beaux-Arts, une collectivité territoriale, un établissement public quelconque ou, même, par la souscription privée (cas relativement fréquent pour les monuments aux grands hommes érigés en place publique sous la IIIe République). Il faut également inclure tout ce qui ressort des indemnités, encouragements et secours aux artistes, des autres relations avec les artistes ou les sociétés artistiques et, sous la IIIe République (surtout après 1901), l'attribution d'œuvres (en général, des estampes) à des associations diverses comme prix de concours ou lots de tombolas.

En raison de leurs missions, les Travaux d'art gèrent aussi le transport, l'encadrement et l'entretien des œuvres, ainsi que des dépôts d'œuvres, des dépôts de marbres, des fonderies, des ateliers de moulage et des ateliers pour les artistes. Dépôts (auparavant établis à Chaillot) et ateliers (alors créés) sont réunis, en 1824, sur le site de l'ancienne Île-aux-Cygnes (ou Île-des-Cygnes), qui accueille aussi le dépôt principal du Mobilier national. En 1855, le commissariat aux expositions (dépôt des peintures, gravures et petites sculptures) s'installe au palais de l'Industrie juste construit, jusqu'à sa destruction en 1897. Il rejoint alors le Dépôt des marbres (peintures et sculptures de grand volume, ateliers et fonderie), resté au n°182 de la rue de l'Université (aujourd’hui n° 216) et que l'on continue parfois à dénommer « l'Île-aux-Cygnes ». En 1901, le dépôt des peintures et gravures se fixe au Grand Palais. En 1936, un dépôt unique des œuvres d'art appartenant à l'État renaît sous le nom de Dépôt des ouvrages d'art. Il s'établit, avec ses ateliers, au n° 1 de la rue Berbier-du-Mets, auprès du dépôt du Mobilier national. En 1942, le Dépôt des ouvrages d'art est entièrement transféré au palais de Tokyo où il reste jusqu'en 1991, date du départ des bureaux et des collections du Fonds national d'art contemporain (FNAC) pour la Défense.

Les Travaux d'art exercent aussi très brièvement, en 1802, la tutelle directe de la Monnaie des médailles mais ils suivent jusqu'en 1866 les demandes d'autorisation de frappe de médailles ou jetons présentées par des particuliers ; surveillent jusqu'en 1903, sur le plan financier, la frappe commerciale de médailles d'après les coins appartenant aux Beaux-Arts ; et, jusqu'en 1939, continuent à faire réaliser des médailles par la Monnaie des médailles.

Lorsque, en 1951, est mise en place la procédure décidant que dans chaque établissement public scolaire, 1 % du budget serait consacré à la décoration, le bureau des Travaux d’art est chargé de l’instruction et du suivi des dossiers.
