La direction des affaires européennes et internationales est chargée de la définition et de la mise en œuvre de la politique internationale du CNC en liaison avec les autres directions. Elle a entre autres missions l'élaboration et le suivi des accords bilatéraux et multilatéraux de coproduction et d'échange de films et d’œuvres audiovisuelles, la négociation des directives en cours d'élaboration dans l'Union européenne, l'exportation et la promotion du film français à l'étranger. Elle assure la représentation du CNC dans les instances européennes (Conseil de l'Europe, Commission des Communautés européennes, Eurimages).
Cette direction comporte quatre aides différentes : aide à l'export audiovisuel, aide à la distribution, aide à la prospection et aide au sous-titrage/doublage.
Les films éligibles pour chacune de ces aides sont : les films récents de moins de quatre ans, les films d’initiative française agréés par le CNC, les coproductions minoritaires françaises, en langue française, agréés par le CNC, les films ayant bénéficié d'une aide du Fonds Sud ou de l'aide aux Cinémas du monde et les films de patrimoine (le film doit avoir été soutenu par l'aide à la numérisation du CNC ou être présenté en même temps qu'un ensemble de films soutenus par cette aide et destinés à une rétrospective ou doit avoir obtenu la principale récompense dans les festivals de Venise, Cannes ou Berlin ou le César ou l'Oscar du meilleur film ; le film doit être également présenté par une société de vente ayant réalisé un chiffre d'affaire à l'export de films français d'au moins 600.000 euros sur les trois dernières années et chaque société ne doit pas présenter plus de cinq films de patrimoine dans son line-up).
L'aide à l'export audiovisuel est une aide quasi automatique qui a pour but de couvrir les dépense que le producteur ou le distributeur (y compris les filiales de diffuseurs) engage pour exporter ses programmes (doublage en version étrangère, sous-titrage en version étrangère, reformatage en format international, transcodage (de versions doublées ou sous titrées et de bande de démonstration en version étrangère ou bilingue, française ou étrangère), fabrication de bande de démonstration, conception, fabrication et diffusion de support de promotion y compris sous forme électronique et achat d'espace publicitaire dans la presse professionnelle spécialisée.
L’aide à la distribution ou diffusion du cinéma concerne les films de long métrage français ou de coproduction franco-étrangère. Ils peuvent après délivrance de l’agrément de production, devenir générateurs de soutien financier au profit de l'entreprise qui les distribue, sous certaines conditions prévues lors de l'établissement du mandat de distribution entre le ou les coproducteurs et les distributeurs. Les sommes inscrites au compte du distributeur sont proportionnelles à la recette du film en salle et destinées à être réinvesties dans la production et/ou la distribution d'une nouvelle œuvre agréée. Outre les films agréés, son également éligibles les films titulaires d'un agrément de distribution délivré par le CNC. Sont concernées les œuvres réalisées avec les aides aux cinémas du monde et les œuvres audiovisuelles ayant bénéficié du soutien financier à l'industrie des programmes audiovisuels (COSIP) compte tenu de leur sélection dans un festival international et de leurs conditions de sortie. L'agrément de ces dernières sera soumis pour avis à la commission d'agrément. Le bénéficiaire est l'entreprise de distribution qui assure la responsabilité effective des opérations de distribution. La co-distribution est acceptée dans son principe, le bénéficiaire du soutien devant être désigné par les deux parties au sein du mandat salle. Pour qu'un film soit générateur de soutien, il est nécessaire que des avances soient consenties par le distributeur, sous forme d'un minimum garantie pendant la production du film et/ou pour la prise en charge des dépenses de distribution (achat d'espaces publicitaires, tirage de copies, coûts de promotion divers). Ces avances doivent être exclusivement remboursables sur les recettes d'exploitation du film revenant au producteur. Un mandat de distribution prévoyant ces clauses doit être établi et déposé aux registres de la cinématographie et de l'audiovisuel (RCA).
L'aide à la prospection à l'étranger a pour objectif de soutenir la stratégie de prospection mise en place pour un film donné ou pour un catalogue de films. Les sociétés bénéficiaires sont les sociétés d'exportation. Une commission étudie les dossiers lors de deux commissions par ans : une au printemps et une à l’automne (pour l'audiovisuel, cette commission est composée de quatre membres professionnels et d'un observateur de la TVFI ; pour le cinéma, la commission est composée de trois exportateurs, de deux producteurs et d'un président). Pour une demande concernant les supports de prospection pour un film donné, un exportateur ne peut soumettre son dossier qu'une fois la prospection terminée pour ce film, c'est-à-dire lorsqu'il ne réalisera plus de supports éligibles à l’aide (plaquette, publicité dans la presse, attaché de presse). Un film ne peut donc être présenté qu'à une commission. Une société d'exportation ne peut pas soumettre une demande de soutien pour plus de dix films par an. Pour les supports de prospection concernant un catalogue de films (site internat, line-up, catalogue papier) les dossiers ne sont soumis qu'à la commission d'automne. Les sociétés présentent les factures acquittées et le matériel réalisé sur l'ensemble de l'année. Chaque société est auditionnée pour présenter sa stratégie. L'ensemble de ces aides est attribué sous forme de subvention.
L'aide au doublage et au sous-titrage a pour objectif de soutenir la réalisation d'un doublage ou d'un sous-titrage en langue anglaise, en espagnol, en allemand, e japonais ou en italien afin de favoriser les ventes à l'international d'un film donné. Les sociétés bénéficiaires sont les sociétés de production et d'exportation (deux demandes de doublage par an par société ainsi qu'une demande de doublage pour un film d'animation). Pour les films bénéficiaires de l'aide aux cinémas du monde, seuls ceux dont le budget global de production est inférieur à 2,5 millions d'euros sont éligibles. Cette aide est automatique (c'est-à-dire sans sélection) et est attribuée, à posteriori, sur la base des factures acquittées relatives à la réalisation du doublage ou du sous-titrage d'un film. Elle est attribuée sous forme de subvention. La demande d'aide au doublage est présentée à l'avis de la commission prospection.
Le Fonds Sud est une aide sélective qui a pour objectif de soutenir la diversité cinématographique dans le monde. Elle est réservée aux longs métrages destinés à une exploitation en salles (fiction, animation ou documentaire) réalisés par des ressortissants des pays du Sud et tournée majoritairement dans les zones géographiques éligibles. Depuis 1984, le Fonds Sud Cinéma soutient la diversité cinématographique dans le monde. Financée par le ministère des Affaires étrangères et le ministère de la Culture et de la Communication, cette aide sélective a soutenu la production de plus de 500 longs métrages. Une commission composée de professionnels du cinéma, renouvelable tous les deux ans, est chargée d'examiner les demandes. Elle émet un avis sur chaque projet en fonction de sa qualité artistique et de sa faisabilité.
Les pays bénéficiant de cette aide sont les pays d'Afrique, les pays de la zone Caraïbes et de l'Océan Indien, les pays d'Amérique latine, de l'Asie (à l'exception de la Corée, du Japon, de Singapour et de Taïwan), ceux du Proche et du Moyen-Orient ainsi que les pays d'Europe Centrale et Orientale. Le dispositif Fonds sud a été clos le 31 décembre 2011. une nouvelle forme de soutien à la coproduction internationale a été lancée récemment sous le nom d'aide aux cinémas du monde.
