BIOGRAPHY

Biography:

Né le 19 avril 1815, fils de Jean François Constant Mocquard (1791-1864), chef de cabinet de Napoléon III.

En 1832, il embarque à Bordeaux sur le Gange en qualité de pilotin. Son père lui remet une somme de six cents francs destinée à acheter une « pacotille », à charge pour lui de rapporter cette somme à la succession.

Après ses études de droit, il devient premier clerc de François Paul Huillier (étude VI) ; il est nommé notaire à Provins, où il exerce du 2 décembre 1847 au 29 juin 1853, successeur de Me Meunier, maire de la ville.

Il épouse Jeanne Louise Montagut, le contrat de mariage étant daté du 20 mai 1849. Ils ont trois filles :

- Marie Julie Camille Mocquard, qui épouse Gustave Frédéric Mahot de La Quérantonnais, successeur de son beau-père, 14, rue des Pyramides ;

- Caroline Emilie Mocquard, qui épouse Charles Louis Georges Nélaton, chirurgien des hôpitaux, 368, rue Saint-Honoré ;

- Marie Mocquard, qui épouse Louis Emmanuel Margueritte, propriétaire, 24, boulevard des Capucines.

Le 1er juillet 1853, il y a traité d'office entre Casimir Noël (étude LXVIII) et Amédée Constant Mocquard, moyennant 120000 francs (plus 50000 francs de cautionnement) que lui avait avancés son père. Nommé notaire à Paris par décret du ministre de la Justice du 6 juillet 1853, Mocquard est donc le successeur de Casimir Noël et s'installe 17 puis 5, rue de la Paix. Il est, de fait, le notaire de la liste civile de l’Empereur (comme cela est porté sur son dossier de Légion d'honneur), l'étude LXVIII étant devenue, depuis le contrat de mariage de Joséphine et de Bonaparte reçu par Me Raguideau, l'étude de référence des Napoléonides. Il cosigne en 1864 une consultation juridique dont l'imprimé est conservé à la BnF pour la Compagnie du Cnal de Suez dont il recevra les actes constitutifs en son étude. Son dossier de nomination comme notaire à Paris est conservé sous la cote Arch. nat. BB/10/1301 B, en date du 3 juillet 1853.

"De taille moyenne et portait de longs cheveux. Un homme aimable que tous ceux qui l'ont connu regretteront vivement" ( Le Gaulois, 14 août 1889, cité par Denis Hannotin, dans sa biographie du chef de cabinet de l'empereur).

Constant Amédée Mocquard est affilié à la loge Saint-Lucien constituée le 14 septembre 1852 du Grand Orient de France, après l’avoir été de la Clémente Amitié (15 février 1853) dès 1854. À la suite de Casimir Noël il devient donc le notaire du Grand Orient et à ce titre, en 1858, il est coopté par le prince Lucien Murat, le Grand Maître, pour faire partie d’une nouvelle instance mise en place dans la loge, le « comité consultatif ». Ainsi est-ce très certainement lui, qui, dans ces fonctions, facilite en février 1859 la subrogation (acte du 5 février 1859, frais de notaire chez Amédée Mocquard, 3361 francs BnF, FM1 140bis, MF 23318) de son père aux héritiers Bertin, les vendeurs du 16, rue Cadet, dans la créance de 170 000 francs qu’ils avaient sur la loge à la suite de l’acquisition par cette dernière de cet immeuble, son nouveau siège, et qui devait être remboursée pour le 1er août. La rue Cadet est inaugurée le 30 juin 1853.

Constant Amédée Mocquard est nommé chevalier de la Légion d’honneur, par décret du 12 août 1859.

En mars 1866 il achète à Madame Nougarède du Fayet le château de Chilly-Mazarin (83 hectares, 425000 francs). C’était alors une « maison bourgeoise » (le château d'origine avait été détruit en 1804), construite dans les années 1822-1829, avec des communs, des douves, une pièce d’eau, un nymphée et un très beau parc. Il y habite seulement l'été, sa résidence principale étant 37, rue Caumartin.  Depuis 1971, la maison est devenue l'hôtel de ville.

En 1871, Amédée Mocquard est cité parmi ceux des douze particuliers qui souscrivirent à l'emprunt destiné à payer les contributions de guerre, fixées par les Allemands à la somme de 12  462 143 francs pour la ville de Chilly-Mazarin. A Paris, la vie n’est pas facile. Mocquard écrit à sa femme le 3 janvier : « J’ai mangé chez Lavocat un morceau d’éléphant et tout le monde l’a trouvé très bon. Les pâtés et les saucissons d’ours sont excellents, mais nous n’avons pas encore pu nous décider à manger du chien ». Après 1871, il fait refaire sur un kilomètre les canalisations d'eau de l'ancien aqueduc de Lutèce remanié par Effiat, afin d'alimenter les douves du château alors à sec. C’est l’époque où il devient notaire de la ville de Paris.  Le 21 juillet 1875, il met fin à ses activités professionnelles et passe la suite à son gendre, Gustave Mahot de la Quérantonnais. En 1876, il est élu maire, à la suite de Beaumont. Réélu le 23 mai 1881, il perd les élections suivantes, remportées par Lenoble, le 18 mai 1884.

En 1876, il est admis à la Société de Géographie.

Il meurt le 13 août 1889 à Chilly ; dans la déclaration de décès, on lit « fils majeur des défunts (sans autre renseignement), époux de Louise Jeanne Montagut avec laquelle il demeurait… ». La déclaration de mutation précise que son testament olographe était daté 21 septembre 1870, et avait été déposé chez Me Duplan le 14 août, lendemain de son décès. Sa femme et ses trois filles vendent l’ensemble de la propriété en juillet 1890 à la Société du jardin zoologique d'acclimatation du Bois de Boulogne. Cette dernière la revend en 1910.

Le 11 février 1890, Jeanne Louise Montagut renonce au legs fait en sa faveur par le testament de son mari.

Cette dernière meurt en août 1892. Son testament est déposé le 16 août 1892, un acte de notoriété après décès est délivré le 20 novembre 1892 et un inventaire après décès réalisé le 22 janvier 1894.

J’institue Jeanne Louise Montagut, ma femme bien-aimée, qui a fait le bonheur de ma vie, ma légataire universelle lui léguant un quart en pleine propriété et un quart en usufruit des biens qui composent ma succession.

Je la prie de ne pas oublier nos bons et loyaux domestiques et surtout le fidèle Bernard.

Je prie mon frère, mes sœurs et mes neveux et nièces de ne pas m’oublier car je les ai bien aimés et surtout ma bonne Camille.

Je crois avoir fait un peu de bien dans ma vie et je prie ceux à qui j’ai pu faire du mal de me pardonner, car je n’ai jamais eu l’intention de nuire.

  • Only descriptive dates provides the date information in human-readable format.
