HISTORICAL NOTE

Historical note:

La direction générale de l’administration et du financement est une des grandes directions du ministère de l’Agriculture entre 1961 et 1983. Elle naît de la fusion des fonctions de la direction des affaires économiques, de la direction de l’administration générale et du personnel et du service de la défense nationale et de la mobilisation économique.

Elle a pour mission de fournir le cadre et les moyens de l’activité de l’ensemble des services du ministère de l’Agriculture.

À ce titre, elle assure, d’une part, les fonctions d’un service-support dédié au bon fonctionnement des autres directions, et, d’autre part, des fonctions assurant la préparation et la coordination de la politique agricole à long terme.

Créée par le décret 61-1265 du 24 novembre 1961, et d’abord nommée direction générale des études et des affaires générales, elle est en partie composée de services administratifs :

le service des affaires administratives, chargé de la gestion du personnel du ministère de l’Agriculture ;

le service des affaires financières, responsable de la conduite du budget du ministère ;

le service organisation et méthodes dont le rôle est de préparer des mesures permettant d’améliorer les méthodes, les moyens et les conditions de travail des services.

En outre, la direction générale des études et des affaires générales est chargée de la tutelle de l’inspection générale de l’Agriculture.

Elle comporte également des services transversaux dont le rôle est de produire les études nécessaires à la définition et la mise en œuvre de la politique agricole :

le service d’études et de synthèse : travaillant en lien avec les directions générales du ministère, l’Institut national des statistiques et des études économiques (INSEE) et le commissaire au Plan, ce service produit des travaux de synthèse et de comptabilité économiques ainsi que des études sociologiques et juridiques permettant de définir une politique agricole à long terme ;

la division centrale des enquêtes et études statistiques, qui établit des statistiques agricoles et centralise les résultats des enquêtes d’autres services ;

le service de la défense nationale et de la mobilisation économique, chargé de préparer les mesures de défense incombant au ministère de l’Agriculture ainsi que d’organiser le ravitaillement alimentaire en cas de menace ou de conflit avéré ;

le service des relations internationales, responsable du suivi de la réglementation douanière, des accords commerciaux, des relations avec les organisations internationales, y compris la communauté économique européenne ;

la sous-direction de l’information, chargée de la constitution et de la diffusion de la documentation ainsi que de la communication interne et externe du ministère.

En 1963, le bureau des départements d’Outre-mer ainsi que le service de la coopération technique d’Outre-mer sont créés. Ils prennent en charge les questions particulières relatives à l’Outre-mer, notamment la formation de cadres ou la gestion de l’Ecole supérieure d’application d’agriculture tropicale située à Nogent-sur-Marne.

Le décret 65-537 du 6 juillet 1965 portant réorganisation du ministère de l’Agriculture étend les attributions de la direction générale des études et des affaires générales en lui adjoignant le conseil général du génie rural, des eaux et des forêts ainsi que les ingénieurs généraux chargés de région. Ces derniers sont chargés de l’inspection et de la coordination des directions départementales de l’Agriculture, ils représentent le ministre auprès des préfets de région.

Une section technique centrale des études et des travaux lui est adjointe en 1967.

Par ailleurs, l’arrêté du 19 juin 1967 portant répartition des attributions entre les directions et services du ministère de l’Agriculture lui rattache le service de la répression des fraudes et du contrôle de la qualité.

Les missions de la direction générale des études et des affaires générales sont à nouveau élargies par le décret 68-216 du 6 mars 1968 portant réorganisation du ministère de l’Agriculture en lui attribuant, en collaboration avec les services et directions concernés, des missions de représentation, de coopération et d’assistance technique dans les domaines de l’information et de la documentation générale et de la mobilisation économique.

Le décret 70-315 du 10 avril 1970 transforme la direction générale des études et des affaires générales en la direction générale de l’administration et du financement. Elle conserve ses fonctions de service-support à la fois sur le plan administratif (gestion du personnel, du budget, réglementation générale et contentieux) et sur le plan technique (établissement de statistiques agricoles, information et documentation générale, préparation des mesures de défense, coordination des différents services dans le domaine des relations internationales). En outre, elle a autorité sur les ingénieurs généraux chargés d’une circonscription d’action régionale, sur les directeurs départementaux de l’agriculture et sur le centre national d’études techniques et de recherches technologiques pour l’agriculture, les forêts et l’équipement rural (Cerafer). De plus, elle exerce la tutelle de la caisse nationale de crédit agricole.

Le décret n° 76-487 du 2 juin 1976 portant réorganisation du ministère de l’Agriculture renforce son rôle de programmation des études et de la planification et la met en liaison avec le commissariat général au Plan.

Ce même décret lui donne autorité sur le centre technique du génie rural, des eaux et des forêts (CTGREF) et place les établissements publics à caractère professionnel, comme l’assemblée permanente des chambres d’agriculture, sous sa tutelle.

L’arrêté du 10 février 1977 pris en application du décret 76-487 du 2 juin 1976 portant réorganisation du ministère de l’Agriculture et précisant la répartition des attributions à l’intérieur des directions générales, directions et services du ministère retire la mission de défense des services gérés par la direction générale de l’administration et du financement et la place directement sous les ordres du cabinet du ministre, tout comme la mission de liaison et de coordination pour les départements et territoires d’Outre-mer.

Cet arrêté dote la direction de l’administration générale et du financement d’une sous-direction de l’informatique, chargée de coordonner l’utilisation, la fourniture et la maintenance de l’équipement ainsi que la formation pour l’ensemble du ministère.

Au début des années 1980, la direction générale de l’administration et du financement concentre à elle seule 40 % de l’administration centrale du ministère de l’Agriculture. Un rapport relatif à la réorganisation de cette direction pointe des compétences trop nombreuses pour permettre une action efficace, tant pour la gestion du personnel que pour la pertinence de l’analyse économique et financière. La volonté de créer des directions spécialisées capables de donner les outils nécessaires à la cohérence d’ensemble des actions ministérielles l’emporte.

Le décret n° 83-751 du 9 août 1983 modifiant le décret n° 76-487 du 2 juin 1976 portant réorganisation du ministère de l’Agriculture supprime la direction générale de l’administration et du financement et redistribue ses missions entre la nouvelle direction de l’administration et du personnel et la direction des affaires financières et économiques. Cette séparation est rendue nécessaire par la complexification du financement de l’agriculture et par la volonté accrue de placer l’appareil statistique dans une logique de planification économique.

Please note that this filter will only include institutions, for which a type has been provided as part of their descriptions:

  • A business archive holds the records of (often) commercial organisations.
  • A church or religious archive holds the records of church parishes or religious organisations, e.g. birth or death registers.
  • A county or local authority archive holds the records of the county's administrative bodies.
  • A media archive holds audiovisual or sound records, e.g. a film archive or the archive of a broadcasting company.
  • A municipal archive holds the records of a town or city administration.

  • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format
