Note:

La direction générale pour l’enseignement supérieur et l’insertion professionnelle se compose durant la période de 1993 à 2007 de deux services principaux, subdivisés chacun en deux ou trois sous-directions : le service chargé des formations, et le service chargé des établissements.

Dans un premier temps, entre 1993 et 1999, le service chargé des formations se partage entre la sous-direction chargée des formations, initiale et continue, la sous-direction chargée de la formation des enseignants, et la sous-direction de la vie de l’étudiant et de l’insertion professionnelle, tandis que le service des établissements se subdivise entre les sous-directions chargées des constructions, et de la programmation et des contrats.

En 1999, la mission de gestion de la politique contractuelle et des relations avec les établissements est transférée du service des établissements, qui devient alors le service de l’organisation et des moyens, au service chargé des formations (« service des contrats et des formations »). Ces modifications s’accompagnent d’un nouveau découpage thématique des sous-directions : une sous-direction des bibliothèques et de la documentation apparaît notamment au sein du service de l’organisation et des moyens.

En 2007, l’organigramme change de manière plus conséquente : un service chargé de la recherche universitaire s’ajoute aux services des formations et de l’emploi, et du pilotage et des contrats.

• Le service des formations et de l’emploi comprend trois sous-directions : la sous-direction de l’égalité des chances et de l’emploi, celle des formations post-baccalauréat, et celle des formations post-licence.

• le service du pilotage et des contrats compte également trois sous-directions, celle des contrats d’établissement de pôles et de sites, celle de la performance et des moyens, et celle des bibliothèques et de l’information scientifique.

En 2011, l’organigramme est à nouveau remanié, et se complexifie. Il s’organise en quatre services propres, et trois en commun avec la direction générale de la recherche et de l’innovation (DGRI). Cette structure demeure identique jusqu’en 2014. Les services propres sont constitués :

• du service chargé de la stratégie et de l’insertion professionnelle, grand service comptant des missions thématiques (Affaires européennes et internationales, Écoles normales supérieures et écoles françaises de l’étranger, Établissements privés, Formations de santé, et Contrat doctoral) et trois départements, dédiés à la stratégie, et à l’architecture et à la qualité des formations ;

• de la sous-direction de la performance et du financement de l’enseignement supérieur ;

• de la sous-direction de l’égalité des chances et de la vie étudiante ;

• du pôle de contractualisation et de financement des établissements de formation et de recherche.

Les trois services partagés avec la DGRI sont :

• le service de la coordination stratégique et des territoires ;

• le service des grands projets immobiliers ;

• la sous-direction des systèmes d’information et des études statistiques.

Outre cette structure, des missions et départements peuvent être temporairement ou durant toute la période directement rattachés à la direction, comme la mission à l’emploi, ou la mission scientifique universitaire.

Historique

Créée en 1993, la direction générale des enseignements supérieurs change de nom en 1997 et devient la direction de l’enseignement supérieur. Dans le cadre de sa mission de répartition des moyens entre établissements, elle exerce une tutelle sur les établissements publics nationaux relevant de son ministère.

Trois nouvelles attributions sont mentionnées : la supervision des actions de formation continue des adultes organisées dans les établissements d'enseignement supérieur, la tutelle et la définition des projets pédagogiques des établissements de formation et d’enseignement supérieur relevant d’autres ministères, et l’élaboration de la politique de développement et de modernisation des bibliothèques universitaires.

La mission de suivi des affaires européennes et internationales disparaît.

Après la création du ministère de la Jeunesse, de l’Éducation nationale et de la Recherche en 2002, les attributions de la direction de l’enseignement supérieur sont davantage détaillées par le décret d’organisation n° 2003-317 du 7 avril 2003, tandis que les collaborations entre directions sont mentionnées.

La mission de mise en œuvre de la politique générale des formations post-baccalauréat doit prendre en compte la construction de l'espace européen de l'enseignement supérieur et l'ouverture internationale des formations, en liaison avec la direction des relations internationales et de la coopération. L'organisation et le financement des formations et écoles doctorales se font en liaison avec la direction de la recherche.

La répartition des moyens entre les établissements d'enseignement supérieur se déploie dans le cadre de la politique des contrats uniques d'établissement , dont la DES assure le pilotage. À cette fin, elle est associée à la politique de la recherche universitaire.

Le décret précise aussi qu’elle est responsable de la politique du patrimoine immobilier de l'enseignement supérieur et assure la préparation, le financement, le suivi et l'évaluation des contrats de plan État-régions.

En 2006, la direction est renommée direction générale de l’enseignement supérieur (DGES), par le décret d’organisation n° 2006-572 du 17 mai. Ses attributions sont développées.

Dans le cadre de sa politique contractuelle avec les établissements, elle définit les objectifs à atteindre en matière d'information et d'orientation des étudiants, d'égalité des chances et d'insertion professionnelle.

Les programmes budgétaires relatifs aux formations supérieures, à la recherche universitaire ainsi qu'à la vie étudiante, qu’elle établit après arrêt dans les lois de finances, comportent des indicateurs de performance, utilisés pour la répartition des moyens et le dialogue de gestion avec les établissements.

Entre 2009 et 2014, la direction prend le nom de direction générale pour l'enseignement supérieur et l'insertion professionnelle (DGESIP).

La gestion des moyens est davantage précisée par le décret n° 2009-293 du 16 mars 2009 : la DGESIP élabore les orientations stratégiques des programmes budgétaires, et elle établit le projet annuel de performance et le rapport annuel de performance des programmes budgétaires dont elle suit l’exécution. De plus, elle recueille et diffuse les meilleures pratiques des établissements d'enseignement supérieur en matière de formation, d'insertion professionnelle, de recherche et de gestion.

La politique d'habilitation des diplômes doit prendre en compte prioritairement les objectifs de cohérence et de qualité, la fédération des forces pédagogiques et scientifiques et la maîtrise raisonnée des flux d'étudiants et de diplômés.

Conjointement avec la direction générale pour la recherche et l'innovation (DGRI), elle élabore les politiques documentaire et d'information scientifique et technique, ainsi que la politique de l'emploi scientifique, et assure la cohérence du système d'information de l'enseignement supérieur et de la recherche.

En 2014, selon le décret n° 2014-133 du 17 février 2014, l'organisation des deux grandes directions générales du ministère de l'enseignement supérieur et de la recherche est profondément modifiée dans une volonté de rationalisation et afin de répondre aux enjeux de modernisation, dans un contexte d'autonomie renforcée des opérateurs et d'accompagnement de la politique de site, elle s'inscrit dans les objectifs de la loi du 22 juillet 2013 sur l'enseignement supérieur et la recherche.

Missions

La direction générale pour l’enseignement supérieur et l’insertion professionnelle élabore et met en œuvre la politique relative à l’ensemble des formations post-baccalauréat, relevant du ministre chargé de l’enseignement supérieur, notamment les contenus et les programmes d’enseignement, ainsi que l’organisation pédagogique.

Elle a en charge la formation des enseignants du premier et du second degré.

Elle prépare et met en œuvre les mesures propres à améliorer les conditions de la vie des étudiants et à faciliter leur insertion professionnelle.

Elle coordonne le développement des établissements d’enseignement supérieur et élabore le cadre juridique de leur fonctionnement, dans le cadre d’une politique contractuelle pluriannuelle.

Elle répartit les moyens de l’État entre les établissements d’enseignement supérieur en établissant des programmes budgétaires.

Elle définit la politique du patrimoine immobilier et d’aménagement de l’enseignement supérieur.

Elle veille au respect de la carte universitaire nationale, et est chargée des relations avec les collectivités territoriales. 

Elle assure le suivi des contrats de plan État-Régions.

Elle suit les affaires européennes, internationales et relatives à la francophonie dans les domaines de sa compétence et apporte son concours à la délégation aux relations européennes, internationales et à la francophonie.

Ces missions se développent sans être fondamentalement modifiées entre 1993 et 2014.

  • A corporate body, i.e. the name of an institution, organisation, or company (e.g. Ministerie van Justitie, or Electro Mecánica Antonio Armentano)

Please note that this filter will only include institutions, for which a type has been provided as part of their descriptions:

  • A business archive holds the records of (often) commercial organisations.
  • A church or religious archive holds the records of church parishes or religious organisations, e.g. birth or death registers.
  • A county or local authority archive holds the records of the county's administrative bodies.
  • A media archive holds audiovisual or sound records, e.g. a film archive or the archive of a broadcasting company.
  • A municipal archive holds the records of a town or city administration.
  • A national archive holds the records of a country's administrative bodies, i.e. from ministries and other public bodies, sometimes also private papers of former ministers, chancellors, or presidents.

  • Only descriptive dates provides the date information in human-readable format.
