Kohaliku Tööstuse ja Kommunaalelukondlike Ettevõtete Tööliste Ametiühingu Eesti
Vabariikliku Komitee ülesanded:
- alluvates kohalikes ametiühingukomiteedes ideoloogilis-poliitiliste ja kultuur-massiliste ürituste läbiviimine;
- mitmesuguste ühiskondlike komisjonide organiseerimine ja kontroll nende tegevuse üle;
- sotsiaalkindlustusalane töö;
- sotsialistliku võistluse organiseerimine ettevõtete vahel;
- töökaitse ja ohutustehnika alase töö kontroll ettevõtetes;
- pioneerilaagrite töö korraldamine.
EMAL arendas ametiühingualast koostööd nii rahvusvahelisel tasemel kui
ka teiste Ametiühingute Liitudega Eestis, korraldas koolitusi ja organiseeris õpperaamatute
kirjastamist.
1945. Struktuur 1945.a : komitee esimees, sekretär, tööinspektor, pearaamatupidaja, instruktor, sotsiaalkindlustuse osakonna juhataja, kultuuriosakonna juhataja, masinakirjutaja, koristaja. Komitee juures töötasid orgtöö-, kultuuri-, aiandus-, sotsiaalkindlustuse ja punaarmeelaste perekondade abistamise komisjonid.
1948. 1948. a töötasid komitee juures järgmised komisjonid: organisatsioonilis-massilise töö, kultuur-massilise töö, töötasu, sotsiaalkindlustuse, töökaitse ja elamu-heaolu komisjonid.
1951. 1951. a tegutses komitee juures 8 alalist komisjoni: organisatsioonilis-massilise töö, kultuur-massilise töö, palga- ja tootmise (endine töötasu), sotsiaalkindlustuse, töökaitse, elamu-heaolu, leiutus- ja ratsionaliseerimise ja spordikomisjonid.
1956. 1956. a töötasid komitee juures järgmised alalised komisjonid: sotsiaalkindlustuse, org-töö, tootmismassilise töö ja ratsionaliseerimise, kultuuritöö, spordi ja elamu-heaolu-, palga- ning töökaitse komisjonid.
1957. 1957. a kuulusid komitee koosseisu: esimees, sekretär, kultuurosakonna juhataja, tootmisosakonna juhataja, 2 tehnilist inspektorit. Komitee juures tegutses 9-liikmeline presiidium.
1963. Komitee struktuur 1963. a: töö- ja töötasu osakonna juhataja, ühiskondlik organisatsioonilise masstöö osakonna juhataja, ühiskondlik sotsiaalkindlustuse osakonna juhataja, ühiskondlik kasvatuse ja kultuuritöö osakonna juhataja, ühiskondlik kehakultuuri ja spordiosakonna juhataja ning ühiskondlik elamu-heaolu osakonna juhataja; b) tootmismasstöö komisjoni esimees, ratsionaliseerimise komisjoni esimees, töötasu komisjoni esimees, seltsimehelike kohtute nõukogu esimees, ühiskondlike töökaitseinspektorite esimees, ühiskondlike revidentide inspektsiooni esimees.
1998. EMAL keskusest lahkusid rahaliste ressursside vähesuse tõttu töölt koolitusjuht ja põhikohaga raamatupidaja
ENSV Ametiühingute Kesknõukogu Presiidiumi 07.10.1944 otsusega määrati kohtadele ametiühingu keskkomiteede esimehed, vastutavate sekretäride kohusetäitjad ja moodustati ajutised presiidiumid. ENSV Kommunaaltööliste Ametiühingu Keskkomitee esimehe kohusetäitjaks määrati J. Grünberg ja vastutava sekretäri kohusetäitjaks A. Tattar. Vastavalt ENSV AÜKN Presiidiumi 19.10.1944 otsusele tuli ametiühingute kohalike komiteede ja rühmaorganisaatorite valimised lõpetada 20.12.1944, tegelikult lõpetati need põhiliselt 1945. a algul. 28.12.1944 toimus Üleliidulise Ametiühingute Kesknõukogu korraldusel ülevabariigiline ametiühingute aktiivi koosolek, millest võtsid osa ka kommunaaltööliste ametiühingu esindajad. Vastavalt Ametiühingute Kesknõukogu Sekretariaadi otsusele nr 33, 21.11.1944 ja ENSV AÜKN Presiidiumi otsusele 07.12.1944 nimetati ENSV Kommunaaltööliste Ametiühingu Vabariiklik Keskkomitee ümber ENSV Kommunaaltööliste Ametiühingu Vabariiklikuks Komiteeks. Selle ametiühingulisele teenindamisele kuulusid ENSV Kommunaalmajanduse Rahvakomissariaat, täitevkomiteede kommunaalosakonnad ja neile alluvate trustide ettevõtted (saunad, hotellid, heakorra- ja kütteettevõtted jms), elektrijaamad ja turbatööstused, korstnapühkijad, juuksetööstused, tööstuskombinaadid, elamute- ja majavalitsused, tuletõrje ja ehitustrustid. Kuni 1957 kuulusid Ametiühingute Vabariiklikud Komiteed vastavate üleliiduliste keskkomiteede alluvusse ja ENSV AÜ Nõukogu Presiidiumi 11.04.1949 otsusega tuli viia nende nimetused vastavusse venekeelsetega. Praktiliselt mindi nimetusele Kommunaalmajanduse Tööliste Ametiühingu Eesti Vabariiklik Komitee alles 1952.-1953. a. Vastavalt NLKP KK määrusele 28.05.1957 nr 595 reorganiseeriti ENSV Kommunaalmajanduse Ministeerium alates 17.06.1957 ENSV Kohaliku Majanduse Ministeeriumiks, kusjuures sellele alluvate asutuste ja ettevõtete ametiühingud jäid Vabariikliku Komitee teenindamisele. 1957. a augustis liideti Kohaliku Tööstuse Tööliste ning Kommunaalmajanduse Tööliste Ametiühingute Keskkomiteed ja ühinemise pleenumil 27.09.1957 moodustati Kohaliku Tööstuse ja Kommunaalmajanduse Tööliste Ametiühingu Eesti Vabariiklik Komitee. Komitee esimeheks valiti P. Lees ja sekretäriks O. Kokla.
12.-13.02.1959 toimus ühendatud Vabariikliku Komitee I konverents, kus valiti Komitee juhtivad organid ja analüüsiti senist tööd.Seoses Kohaliku Majanduse Ministeeriumi reorganiseerimisega 1962. a ENSV Kommunaalmajanduse ja Elanikkonna Elukondliku Teenindamise Ministeeriumiks ja vastavalt Ametiühingute Keskkomitee IV kongressil 10.09.1963 vastuvõetud otsusele nimetati komitee ümber Kommunaalelukondlike Ettevõtete Tööliste Ametiühingute Eesti Vabariiklikuks Komiteeks. Kommunaalelukondlike Ettevõtete Tööliste Ametiühingu Keskkomitee IV pleenumi otsusega 25.10.1966 nimetati organisatsioon ümber Kohaliku Tööstuse ja Kommunaalelukondlike Ettevõtete Tööliste Ametiühingu Eesti Vabariiklikuks Komiteeks. 1970-1980-ndatel organisatsiooni struktuuris ja nimetuses muudatusi ei toimunud. 4. aprillil 1990 Kohaliku Tööstuse ja Kommunaalelukondlike Ettevõtete Ametiühingute Liit likvideeriti, õigusjärglaseks sai Eesti Majandustöötajate Ametiühingute Liit (EMAL). Eesti Vabariigi Ülemnõukogu Presiidiumi otsusega nr 182-XII, 29.06.1990 registreeriti EMALi põhikiri, mille järgi Eesti Majandustöötajate Ametiühingute Liit on iseseisev ja omaalgatuslik ühiskondlik organisatsioon.
24.-26.07.1990 moodustati koos Läti ja Leedu Kohaliku Tööstuse ja Kommunaalelukondlike Ettevõtete Vabariiklike Komiteedega Baltimaade Avaliku Teenistuse Ametiühingute Assotsiatsioon. Selle tegevorganiks oli juhatus, kes võttis vastu otsuse assotsiatsiooni liikmete liitumiseks Rahvusvahelise Avaliku Teenistuse Sekretariaadiga PSI (Public Services International). PSI-isse võeti EMAL vastu 1992. a juulis.
Uus põhikiri kinnitati Eesti Vabariigi Ülemnõukogus 26.09.1991. Endistest Ametiühingute Esimeeste Nõukogudest hakati looma piirkondlikke iseseisvaid ametiühingukeskusi kohtadel. Erastamine 1991-1994 aastatel viis EMALi ligi 63000 liikmeskonnast ära ca 90%. Siiski püüti liikmeskonda säilitada ja 10.01.1993 käivitus EMALi eestvedamisel ja Soome ametiühingu KTV ry toetusel Eestis esimene Euroopa Nõukogu rahastatud PHARE demokraatia koolitusprogramm, mida õnnestus korraldada veel 1994. ja 1995. a. Pidev kogemuste vahetamine ja koolitus toimus ka Rootsi ametiühingutega. 1996. a sõlmiti koostööleping Ukraina Kohaliku Tööstuse ja Kommunaalelukondlike Ettevõtete Ametiühingute Liiduga. 1998-1999 arenes tihe koostöö ROTALiga (Riigi- ja Omavalitsustöötajate Ametiühingute Liit) ja ETTALiga (Eesti Tervishoiutöötajate Ametiühingute Liit). Tallinna Linnakohtu registriosakond registreeris EMALi mittetulundusühingute ja sihtasutuste registrisse 07.06.1999. 25.-27.10.2001 toimus Balti Assotsiatsiooni koosolek, kus otsustati PSIst lahkuda ja liituda Põhjamaade avaliku sektori ametiühingukeskusega, see protsess aga ei käivitunud. 14.12.2001 otsustas EMAL-i peakoosolek peatada tegevus ametiühinguliiduna, reorganiseerida liikmeskond teistesse ametiühingutesse ning likvideerida EMAL. 30.04.2003 ilmus ametlikes teadaannetes teade EMALi likvideerimisest, likvideerijaks määrati Tiit Tammaru.
