ENSV Pimedate Ühingu esimeseks ülesandeks oli koondada nägemise kaotanud ja nõrga nägemisega isikuid ühingu liikmeteks, organiseerida nende kaasamist ühiskondlikult kasulikule tööle, nende olmetingimuste parandamist, ideelis-poliitilise taseme tõstmist ning abistamist üld-ja erihariduse omandamisel. Samuti peeti oluliseks kultuuriharidustööd ja spordiharrastust pimedate ja nõrga nägemisega isikute hulgas, nende materiaalset abistamist, paremate elamistingimuste loomist, mitmesuguste tervistavate ürituste läbiviimist ning sanatooriumi- ja puhkekodutuusikutega varustamist.
1951. Kinnitati ühingu kaks territoriaalset osakonda - Tallinna ja Tartu osakond. Tallinna osakonna juurde kuulus 21 Põhja-Eesti rajooni: Narva, Kiviõli, Rakvere, Tapa, Loksa, Kose, Keila, Harju, Haapsalu, Hiiumaa, Orissaare, Kuressaare, Märjamaa, Rapla, Paide, Türi, Vändra, Pärnu, Pärnu-Jaagupi, Jõhvi ja Lihula; Tartu osakonna juurde kuulus 19 Lõuna-Eesti rajooni: Mustvee, Jõgeva, Põltsamaa, Suure-Jaani, Kilingi-Nõmme, Viljandi, Abja, Kallaste, Tartu, Elva, Tõrva, Otepää, Räpina, Võru, Antsla, Valga, Vastseliina ja Väike-Maarja.
1952. Riigi Pimedate Asutuste tööstusettevõtted anti Tartus üle EPÜ'le. Samal aastal loodi algorganisatsioonid Kingissepas, Viljandis, Rakveres, Pärnus ja Võrus. Moodustati Pärnu osakond.
1953. Tegevuse lõpetas pimedate töökool Tartus, funktsioonid anti üle Tartu ÕTT'le. 1953.a. moodustati algorganisatsioon Tapal.
1954. Käiku läks Tartu ÕTT kaasabil Pärnu ÕTT ja selle Haapsalu meistrijaoskond. 1951- 1954.a. oli Eesti Pimedate Ühingul kolm territoriaalset osakonda (Tallinn, Tartu, Pärnu) ning seitse algorganisatsiooni (Haapsalu, Kingissepa, Narva, Rakvere, Tapa, Viljandi, Võru) ja kaks õppe-tootmistöökoda (Tartu, Pärnu).
1955. Pärnu osakond likvideeriti ning rajoonid jaotati Tallinna ja Tartu osakonna vahel. Samal aastal otsustati organiseerida Võrus Tartu ÕTT filiaal.
1956. Tartu osakonnaga liideti Viljandi rajoon ja Viljandi algorganisatsioonid, samuti liideti Tartu osakonnaga senisest Tallinna tööpiirkonnast Abja, Suure-Jaani ja Tõrva. Avati ka EPÜ Tartu ÕTT Võru meistrijaoskond. Otsustati likvideerida Haapsalu harjatsehh ja anda üle see EPÜ'le ning asutada sellega Pärnu ÕTT Haapsalu osakond. Likvideeriti Tartu ÕTT internaat ja moodustati selle asemel ühiselamu.
1957. Moodustati Narva Õppe-tootmisettevõtete avamiseks sihtfond.
ETKV Liidu Haapsalu Rajooni Tarbijate Kooperatiivide Liidu Tootmiskombinaadi harjatsehh anti üle EPÜ Pärnu ÕTT Haapsalu osakonnale.
1958. Otsustati likvideerida Tallinna ja Tartu osakonnad ning sellest alates allusid kõik algorganisatsioonid otse Eesti Pimedate Ühingu keskusele. Tartu osakonna likvideerimine tõi kaasa EPÜ kohaliku algorganisatsiooni loomise. Samal aastal asutati Narva Õppe-tootmisettevõtted. EPÜ läks üle täielikule isemajandamisele.
1959. Algorganisatsioone oli kümme: Tallinna ÕTK, Tartu ÕTK, Tallinna territoriaalne, Pärnu, Narva, Kingissepa, Haapsalu, Rakvere, Võru ja Viljandi. Tartu pimedate kooperatiiv "Edu" anti üle EPÜ alluvusse ning ühendati EPÜ Tartu ÕTT'ga ühtseks EPÜ Tartu Õppe-tootmiskombinaadiks (ÕTK). Artell "Põhja" nimetati ümber EPÜ Tallinna Õppe-tootmiskombinaadiks ja Pärnu Õppe-tootmistöökojad Pärnu Õppe-tootmiskombinaadiks.
1960. Otsustati organiseerida Viljandis Tartu ÕTK tsehh, kodustöötajate grupina. Samuti otsustati organiseerida taoline grupp Rakveres EPÜ Tallinna ÕTK juures.
1961. Alustas tööd EPÜ Tallinna ÕTK Rakvere tootmisjaoskond.
1962. Anti teeninduskombinaadi "Edu" fotonurkade ja tsellofaansoonte tsehhid üle EPÜ Tartu ÕTK'le.
1963. EPÜ Tallinna ÕTK soetas endale puhkebaasi Haapsalu rajoonis, Jursul.
1964. Otsustati luua Tartu Pimedate Laste Internaatkoolis EPÜ algorganisatsioon. Samas likvideeriti ka Tartu Pimedate Laste Internaatkooli ja Tartu Kuulmishäiretega Laste Internaatkooli juures töötanud kaugõppeosakonnad. Organiseeriti Tartu Pimedate ja Kurtide Laste Kaugõppekeskkool. Konsultatsioonipunktid asusid Tallinnas ja Tartus. Rakvere algorganisatsioon arvati Tallinna ÕTK koosseisu Rakvere grupina. Kaotati ka mujal väljaspool õppe-tootmiskombinaatide keskusi paiknenud EPÜ algorganisatsioonid (Haapsalus, Kingissepas, Viljandi ja Võrus), et suurendada nende arvel õppe-tootmiskombinaatide liikmeskonda.
Kohtla-Järve linn ja rajoon liideti Tallinna ÕTK koosseisust Narva Õppe-tootmisettevõtete juurde.
1965. Läks käiku Tartu ÕTK Viljandi jaoskond.
1967. Moodustati keskjuhatuse liikmetest viis alatist komisjoni: majanduskomisjon, kultuur-haridustöö komisjon, tehniline komisjon, kehakultuuri- ja spordikomisjon, sotsiaalkindlustuse, elukondliku teenindamise ja tervishoiukomisjon.
1968. Alustas tööd EPÜ helistuudio. Samal aastal avati Narva ÕTK Kohtla-Järve jaoskond. Tartu Pimedate ja Kurtide Laste Kaugõppekeskkool nimetati ümber Tartu Kaugõppeerikeskkooliks.
1971. Keskjuhatuse istungil kinnitati järgmised alatised komisjonid: tootmise, planeerimise ja kapitaalehituse komisjon, tehniline komisjon, kultuur-haridustöö komisjon, heaolu komisjon, eelarve komisjon.
1972. Anti EPÜ Tallinna ÕTK paberilõikamise jaoskond üle Eesti NSV Ministrite Nõukogu Materiaal-Tehnilise Varustuse Peavalitsuse alluvusse.Tartu Kaugõppeerikeskkool nimetati ümber Tallinna Kaugõppeerikeskkooliks (uue asukohaga Kingissepa 23, Tallinn).
1975. Moodustati TRÜ's nägemise kaitse teadusliku uurimise laboratoorium.
Loodi Tallinna ja Tartu ÕTK'des konstruktorite ja tehnoloogide grupid.
Keskjuhatuse istungil moodustati järgmised alatised komisjonid: tööstus- ja majanduskomisjon, tootmise, planeerimise ja kapitaalehituse komisjon, tehniline komisjon, kultuur-haridustöö komisjon, heaolu komisjon, eelarve komisjon. Õppe-tootmiskombinaatides tegutses üle 20 taidlusringi. Taidlustöö juhtimiseks reorganiseeriti kultuuri- ja hariduskomisjon klubitöönõukoguks.
1980. Keskjuhatuse presiidiumi istungil moodustati järgmised alatised komisjonid: tootmise - ja kapitaalmahutuste komisjon, tehniline komisjon, kultuurharidustöö komisjon, olmekomisjon, eelarvekomisjon.
1981. Moodustati Tartu algorganisatsioonis 2 rühma (Võrus ja Viljandis).
1983. Avati EPÜ muuseum.
1985. Otsustati moodustada EPÜ õppe-metoodiline Rehabiliteerimiskeskus. Samal aastal otsustati reorganiseerida seni kehtinud 6 algorganisatsiooni 4'ks organisatsiooniks ja 21'ks algorganisatsiooniks järgmiselt: Tallinna territoriaalse ja Tallinna ÕTK algorganisatsioonide baasil moodustati Tallinna regiooni organisatsioon ja 6 tootmis-territoriaalset algorganisatsiooni (Tallinna ÕTK, Mere, Kalinini, Lenini, Oktoobri ja Rakvere rajooni algorganisatsioonid); EPÜ Tallinna territoriaalne algorganisatsioon viidi kuni järgmiste valimisteni EPÜ Tallinna ÕTK koosseisu; EPÜ Tartu algorganisatsiooni baasil moodustati EPÜ Tartu organisatsioon ning 8 tootmis-territoriaalset algorganisatsiooni (Tartu ÕTK, Tartu linna, Tartu, Võru, Viljandi Jõgeva, Valga, Põlva rajooni algorganisatsioon); EPÜ Pärnu algorganisatsiooni baasil moodustati EPÜ Pärnu regiooni organisatsioon ning 4 tootmis-territoriaalset algorganisatsiooni (Pärnu ÕTK, Pärnu, Haapsalu, Kingissepa rajooni algorganisatsioon); EPÜ Narva algorganisatsiooni baasil moodustati EPÜ Narva regiooni organisatsioon ja 3 territoriaalset algorganisatsiooni (Narva ÕTK, Kohtla-Järve rajooni, Sillamäe linna algorganisatsioon).
Keskjuhatuse presiidiumi istungil kinnitati järgmised alatised komisjonid: majanduskomisjon, tehniline komisjon; kultuuri-, haridus- ja spordikomisjon, EPÜ ajalookomisjon, olmekomisjon, organiseerimis- ja rehabiliteerimistöö komisjon, eelarvekomisjon.
1986. Likvideeriti EPÜ klubi, selle asemel moodustati Tallinna ÕTK ja Tartu ÕTK juurde klubid.
ENSV Pimedate Ühing moodustati Eesti NSV Rahvakomissaride Nõukogu 25.03.1941.a. määruse nr.515 ja Eesti NSV 03.09.1951.a. käskkirja nr 226 alusel ning tegutses Eesti NSV Sotsiaalkindlustuse Ministeeriumi poolt kinnitatud 04.12.1951.a. ja ENSV Pimedate ühingu poolt vastu võetud 25.11.1951.a. põhikirja alusel.
ENSV Pimedate Ühing kuulus ENSV Sotsiaalkindlustuse Ministeeriumi haldusalasse.
Ühingu kõrgemaks organiks oli kongress, mis kutsuti kokku kord kolme aasta jooksul. Kongress valis keskjuhatuse ja keskrevisjonikomisjoni.
Kongressi vaheaegadel oli juhtivaks organiks keskjuhatus, mis kutsuti kokku kaks korda aastas. Keskjuhatus määras presiidiumi liikmete arvu ja valis oma koosseisust esimehe, asetäitja ning liikmed. Presiidiumi esimees oli samuti keskjuhatuse esimees. Keskjuhatuse poolt valitud presiidium oli keskjuhatuse vahelistel perioodidel ühingu juhtivaks organiks. Presiidiumi istungid toimusid vähemalt kaks korda kuus. Presiidium juhtis linnade ja rajoonide osakondade tööd.
Ühingu linnade ja rajoonide osakondade kõrgemaks organiks olid osakonna üldkoosolekud, mis toimusid vähemalt kord aastas. Üldkoosolekutel valiti osakonna juhatus ja revisjonikomisjon. Juhatus valiti üheks aastaks ja selle liikmete arv määrati üldkoosoleku poolt, osakonna juhatuse liikmete koosseisu kinnitas ühingu keskjuhatuse presiidium.
Ühingu algorganisatsioonid moodustati ettevõtete, õppeasutuste, invaliididekodude juures territoriaalselt, vähemalt kolmest liikmest. Algorganisatsioonide kõrgemaks organiks oli algorganisatsiooni liikmete üldkoosolek, juhtivaks organiks algorganisatsiooni büroo. Algorganisatsioonis liikmete arvuga alla 15 inimese, valiti büroo asemel esimees ja selle asetäitja, revisjonikomisjoni asemel kontrolör ja selle asetäitja.
