Alates 23.06.1945 - teatrite ja kontsertorganisatsioonide repertuaari läbivaatamine ja kinnitamine; kunstinäituste, kunstivõistluste, kunstiolümpiaadide, laulupidude ja ülevaatuste korraldamine kõigil kutseliste ja isetegevuslike kunsti aladel; ametiühinguliste ja kultuurhariduslike asutuste, organisatsioonide kunstilise tegevuse metoodiline juhtimine, abistamine ja koordineerimine; kunstiteoste saamiseks heliloojatele, kujutavatele kunstnikele ja kirjanikele tellimuste andmine; ühel ja samal kunstialal töötajaid ühendavate organisatsioonide (ENSV Heliloojate Liit, ENSV Kunstnike Liit, ENSV Kirjanike Liit, ENSV Teatriühing) tegevuse kontrollimine ja koordineerimine; kunstiteoste omandamine muuseumide fondide täiendamiseks ja kunstiteoste kaitse korraldamine; kunstialal töötajatele aunimetuste andmise algatamine; eelneval kokkuleppel NSVL Kunstide Komiteega lubade andmine kunstiedenduslike ettevõtete ja õppeasutuste avamiseks ja likvideerimiseks, külalisetenduste korraldamine ja reguleerimine ENSV territooriumil; riikliku kontrolli teostamine avalike etenduste repertuaari, kunstinäituste ja väljapanekute, reklaami kunstimaitsekuse ja mehaanilise helijäädvustamise üle; teatrite, kontsertorganisatsioonide, tsirkuste, kunstimuuseumide ja kunstinäituste piletite hindade määramine; kunstialade kaadrite ettevalmistamise, arvestamise ja jaotamise korraldamine
ENSV Ministrite Nõukogu määrusega nr 968 (10.12.1949) pandi Kunstide Valitsusele ülesandeks vabariikliku tähtsusega mälestussammaste, monumentide ja büstide projektide tellimine.
ENSV Rahvakomissaride Nõukogu otsusega nr 474 (15.11.1940) asutati ENSV Rahvakomissaride Nõukogu juurde Kunstide Valitsus.
Kunstide Valitsusele anti üle ENSV Hariduse Rahvakomissariaadi alluvusest teatrid, kunstimuuseumid, muusika- ja kunstikoolid.
Struktuur: Teatrite ja muusikaasutuste osakond, Kujutava kunsti ja ilukirjanduse osakond, Kaadrite osakond, Üldosakond
Kunstide Valitsuse juhatajaks määrati 31.12.1940 kirjanik Johannes Semper.
Teise maailmasõja ajal evakueeriti Kunstide Valitsus Nõukogude Liidu tagalasse, kus alguses omaette asutusena ei tegutsenud. Vastavalt NSVL Kunstide Komitee käskkirjale nr 213 (26.06.1942) taastati ENSV Rahvakomissaride Nõukogu juures asuv Kunstide Valitsus. J. Semper oli seni ENSV Riiklike Kunstiansamblite direktor.
NSVL Kunstide Komitee kiitis ühtlasi heaks Kunstide Valitsuse koosseisu neljas isikus - valitsuse juhataja, muusika ja kujutava kunsti osakonna juhataja, plaani-finantsala töötaja ja sekretär-masinakirjutaja. 1943. aastal alustati ettevalmistusi tööks rahuaegsetes tingimustes.
13.05.1943 andis ENSV Rahvakomissaride Nõukogu kõigile rahvakomissaridele, peavalitsuste ja valitsuste juhatajatele korralduse ülesehitustööks vajaliku põhikaadri arvelevõtmiseks ja vastavate andmete ENSV Rahvakomissaride Nõukogule kaadriosakonnale esitamiseks.
1943. aasta sügiseks oli töö üldjoontes lõpetatud, mis võimaldas asuda reorganiseerima ja laiendama valitsusaparaati ja looma opertaiivgruppe.
EK(b)P Keskkomitee ja ENSV Rahvakomissaride Nõukogu pöördusid 27.10.1943 ÜK(b)P Keskkomitee ja NSVL Rahvakomissaride Nõukogu poole palvega võimaldada kiires korras operatiivgruppide loomine ENSV keskasutuste järgi. Vastav luba ja koosseisud saadi novembris. ENSV Rahvakomissaride Nõukogu juures asuva Kunstide Valitsuse operatiivgrupi suuruseks määrati 18.10.1943 toimunud ENSV Rahvakomissaride Nõukogu koosolekul esialgu 6 töötajat.
15.12.1943 kinnitati operatiivgrupi koosseisu 7 töötajat - valitsuse juhataja, valitsuse juhataja asetäitja, teatri- ja muusikaosakonna juhataja, kujutava kunsti osakonna juhataja, plaani-finantsosakonna juhataja, kaadrite osakonna juhataja, inspektor
1944. aasta veebruaris siirdusid valitsuse juhataja J. Semper, tema asetäitja P. Rummo ja muusikaosakonna juhataja H. Kõrvits Leningradi, kus jätkus operatiivgrupi koosseisu komplekteerimine.
1944. aasta märtsis lubati Kunstide Valitsusel täiendavalt komplekteerida veel järgmised ametikohad:
Plaani-finantsosakond - vanem ökonomist, statistik
Rahvakunstiosakond - osakonna juhataja, inspektor
Repertuaari ja etenduste kontrolli osakond - osakonna juhataja, inspektor, tõlk
Teatri- ja muusikaosakond - vanem inspektor
Administratiiv-majandusosakond - osakonna juhataja, pearaamatupidaja
Koosseisude nimekiri kinnitati 07.08.1944. Vastavalt sellele oli Kunstide Valitsuse struktuur järgmine - Juhtkond, Teatrite osakond, Muusika osakond, Kujutava kunsti osakond, Etenduste ja repertuaari kontrolli osakond, Plaani-finantsosakond, Raamatupidamine, Kaadrite osakond, Administratiiv-majandusosakond
1944. aasta augustis viidi Kunstide Valitsuse operatiivgrupp üle Võrru ja septembris Tallinna, kus alustati kunstiasutuste tegevuse taastamist ja korraldamist ning valitsuse keskaparaadi koosseisude lõplikku komplekteerimist.
23.06.1945 kinnitati põhikiri, mille kohaselt oli Kunstide Valitsus NSVL Rahvakomissaride Nõukogu juures asuva Kunstide Komitee vabariiklik organ, kes teostas kõigi kunstialade välja arvatud kinoasjandus juhtimist ENSV-s.
Vastavalt põhimäärusele moodustati varustusosakond ja kapitaalehituse osakond. NSVL Rahvakomissaride Nõukogu juures asuva Riikliku Koosseisude Komisjoni kirja nr 7-2706 (29.04.1946) alusel moodustati kapitaalehituse tehnilise järelevalve grupp. Kapitaalehituse osakond likvideeriti 1947. aasta alguses.
Seoses koosseisude koondamisega 1947. aastal toimusid struktuuris põhjalikud muudatused:
Likvideeriti kujutava kunsti, etenduste ja repertuaari kontrolli, kaadrite, varustuse osakonnad, alles jäid vastavate alade inspektorid. Teatri osakond ja muusika osakond ühendati. Kaotati valitsuse juhataja asetäitja koht, mis taastati uuesti 1947. aasta novmbris.
Vastavalt NSVL Ministrite Nõukogu juures asuva Riikliku Koosseisude Komisjoni kirjale nr 27-642 (19.03.1951) täiendati Kunstide Valitsuse koosseisu etenduste ja repertuaari kontrolli osakonna juhataja ja õppeasutuste osakonna juhataja ametikohtadega. Sama aasta 30. oktoobril kaotati uuesti etenduste ja repertuaari kontrolli osakonna juhataja ametikoht, ühtlasi ka sama ala inspektori ametikoht. 1951. aastal kaotati ka varustusala vaneminspektori ametikoht. Uus struktuur püsis 1953. aastani.
Vastavalt ENSV Ülemnõukogu Presiidiumi seadlusele "ENSV liidu-vabariiklike ministeeriumide ümberkujundamise kohta" (27.04.1953) moodustati ENSV Kultuuriministeerium. Sellega seoses kujundati ENSV Ministrite Nõukogu juures asuv Kunstide Valitsus ümber ENSV Kultuuriministeeriumi Kunstide Peavalitsuseks.
