Sõjaministeerium
Sõjaministeeriumi ülesandeks oli riigikaitse ja sõjaväeasutuste tegevuse üldine juhtimine ja korraldamine. Tema kompetentsi kuulus: - Sõjaministeeriumi ja sõjaväeasutuste majandamiseks ja varustamiseks eelarvete koostamine - sõjaväe varustamine elatus- ja võitlusvahenditega ning vajaliku varustuse tagavara soetamine sõja puhuks - Sõjaministeeriumi, sõjaväeüksuste ja -asutuste majandamise korraldamine - sanitaar- ja veterinaarteenistuse korraldamine, nende alade ettevalmistamine relvajõudude vajadusteks sõja korral - seadusandluse ja õigusnormide tõlgendamise ning Sõjakohtuga seotud küsimuste lahendamine. Sõjaväe Õpetuskomitee ülesandeks oli sõjaväe rivi- ja taktika-alase ettevalmistuse ja väljaõppe korraldamine. Kodifikatsioonikomisjoni ülesandeks oli ministeeriumi poolt välja töötatud seaduseelnõude ja määruste kavade läbivaatamine, redigeerimine ja kodifitseerimine. Ministeeriumi tegevust juhtis sõjaminister (1929-1937 kaitseminister): 1920-1926 Sõjavägede Staabi ja Korraldusvalitsuse kaudu 1926-1940 Korraldusvalitsuse ja Kaitsevägede Staabi (Sõjavägede Staabi) kaudu. Ministeeriumi keskasutuste asjaajamine toimus: 1920-1926 Sõjavägede Staabi kantselei kaudu 1926-1929 Korraldusvalitsuse kantselei kaudu 1929-1940 Kaitsevägede (Sõjavägede) Staabi IV osakonna kaudu. Majandusliku tegevuse juhtimine toimus: 1920-1924 Sõjavägede Staabi kantselei kaudu 1924-1929 Korraldusvalitsuse majandusosakonna kaudu 1929-1940 Sõjaväe Varustusvalitsuse üldosakonna kaudu. Ministeeriumi arvepidamise ning sõjaväe ja sõjaväeasutuste finantsala ning relvastuse ja muude vahenditega varustamisega tegeles Sõjaväe Varustusvalitsus. Sanitaarteenistust korraldas ministeeriumis, selle asutustes ja väeüksustes Sõjaväe Tervishoiuvalitsus. Veterinaarteenistust juhtis Varustusvalitsuse veterinaarosakond. Kohtuala korraldas Sõjaväe ringkonnakohus (1938.st Sõjaväe Kõrgem Kohus) ja sõjaväe prokuratuur. Seadusandluse ja õigusnormide tõlgendamise küsimusi lahendas juriskonsultuur.
Struktuur novembris 1919: Juhatus, Kantselei, Sõjaväeline esindus Helsingis, Kodifikatsiooni osakond, Mobilisatsiooni oakond koos rahvaväelaste registreerimise büroodega, Sõjaringkonnakohus ja Sõjaprokuratuur, Piirikontroll koos piiripunktidega, Kaitseliit. Struktuur pärast 1920.a. reoganiseerimisi: Sõjaväe Varustusvalitsus, Sõjaväe Tervishoiuvalitsus, Sõjaringkonnakohus, Juriskonsultuur. Hiljem ministeeriumi keskasutuste osas enam muudatusi ei toimunud.
Ministeeriumi tegevust hakati organiseerima pärast Saksa okupatsioonivõimude lahkumist Eestist 1918.a. novembris. Sõjaministri esmane ülesanne oli välja töötada mobilisatsiooni- plaan. 16.11.1918 andis Ajutine Valitsus välja rahvaväe kokkukutsumise määruse. Seoses Punaarmee pealetungiga kuulutati 29.11.1918 välja sõjaseisukord; 01.12.1918 algas üldmobilisatsioon. Ajutise Valitsuse määrusega 05.12.1918 moodustati ministeeriumi juurde Rahvaväe Pea- komisjon (esimees sõjaministri abi, abiesimees siseministri abi, liikmeteks Siseminis- teeriumi Tervishoiu Peavalitsuse ja Harjumaa omavalitsuste esindajad). Määrusega 26.03.1919 viidi komisjon täiendatud koosseisuga Siseministeeriumi alluvusse. Ministeeriumi organisatsioon kujunes välja järk-järgult Vabadussõja kestel. Algul moodus- tati üksnes kantselei mõne käsundusohvitseriga. 09.03.1919 asutati kodifikatsiooniosa- kond. Samal ajal toodi seoses Peastaabi reorganiseerimisega Korraldusvalitsuseks Sõja- ministeeriumi alluvusse mobilisatsiooniosakond. 01.06.1919 toodi Sõjaministeeriumi juurde Sõjaväe Ringkonnakohus ja Sõjaprokuratuur. Sõjaministri 20.06.1919 päevakäsuga kinnitati Ajutise Piirikontrolli koosseis alluvusega sõjaministrile. Piirikontrolli ülemale allus 18 piirikontrolli punkti. Vabariigi Valitsuse otsusega 14.10.1919 toodi Kaitseliit koos kõigi asutustega sõjavägede ülemjuhataja alluvusest Sõjaministeeriumi alluvusse; asutati ka Sõjanõukogu ja kinnitati selle koosseis. Seoses rahuajale üleminekuga toimusid Sõjaministeeriumi struktuuris ja ülesannetes põhjalikud muudatused. 26./27.03.1920 kaotati sõjavägede ülemjuhataja ametikoht ning tema kohustused ja volitused anti üle sõjaministrile. Seoses sellega viidi Sõjaministeeriumi koosseisu ka seni sõjavägede ülemjuhatajale allunud Sõjaväe Varustusvalitsus ja Sõjaväe Tervishoiuvalitsus. Märtsis viidi ka mobilisatsiooni osakond Korraldusvalitsuse juurde. 1.aprillist ühendati Sõjaministeeriumi, Sõjavägede Staabi ja Korraldusvalitsuse kantseleid ühtseks Sõjavägede Staabi kantseleiks. 1.juunist likvideeriti Kaitseliidu Staap; Kaitseliidu tegevust hakkas juhtima Sõjaringkonna Staap, mille juurde loodi Kaitseliidu osakond. 1.juulist likvideeriti kodifikatsiooni osakond, mille ülesanded läksid 05.02.1920 ministee- riumi juurde asutatud juriskonsultuurile. 12.06.1920 asutati Sõjaministeeriumi juurde Sõjaväe Õpetuskomitee, mille esimeheks oli Sõjavägede Staabi ülem, alalisteks liikmeteks Kindralstaabi Valitsuse, Korraldusvalitsuse ja Varustusvalitsuse ülemad, ajutisteks esindajateks Kindralstaabi Valitsuse ja väeliikide esindajad. Hiljem viidi Õpetuskomitee Kindralstaabi Valitsuse juurde ja 1924.a. moodustati sellest Kindralstaabi VI osakond. 1924.a. asutati ministeeriumi juurde kodifikatsioonikomisjon, mille esimeheks oli juris- konsult. Ministeeriumi eripõhikirja alusel töötavate ettevõtetena tegutsesid aastast 1926 Arsenal ning 1936.a. asutatud hobusekasvandus Vorbuse riigimõisas Tartumaal. 01.04.1929 nimetati Sõjaministeerium ümber Kaitseministeeriumiks, 01.04.1937 taas Sõjaministeeriumiks. Sõjaministeerium likvideeriti 25.augustil 1940.
