13. novembril anti Eestimaa provintsivalitsus ühes tema koosseisu kuulunud Tallinna Metsainspektsiooniga üle Ajutise Valitsuse peavolinikele. Kuni 30. novembrini jätkas asutus tööd iseseisvalt Provintsivalitsuse Metsaosakonna nimetuse all, sellest kuupäevast läks aga Põllutööministeeriumi alluvusse.
1. juulist 1919.a. nimetati metsaosakond ümber Metsade Peavalitsuseks. Metsad võeti riigi valdamisele Metsade Peavalitsuse korraldusega 10. veebruarist 1920.a. (maaseadus oli kehtima hakanud 25. oktoobril 1919.a.). Seoses metsade riigistamise eeltöödega kohtadel loodi 1919.a. maakonna metsaülemate instituut. Metsakaitse ja metsade majandamise teostamiseks jagati metsad metskondadeks, mida oli algul 11; hiljem stabiliseerus nende arv 102-l. Aastail 1919-1924 oli Metsade Peavalitsuse struktuur järgmine:
- Juhatus ja kantselei
- Metsaasjanduse osakond (hiljem metsandusosakond). Ülesandeks oli metsade hooldamine ja nende majandamise juhtimine.
- Metsakorralduse osakond. Ülesandeks oli metsade ja metsamajanduse planeerimine, metsakultuuri statistika ja töökavade läbivaatamine.
- Tööstuse osakond. Ülesandeks oli metsa ülestöötamise, metsamaterjali töötlemise ja müügi korraldamine.
- Juriidiline osakond. Ülesandeks oli metsamüügi lepingute sõlmimine ja peavalitsuse tegevusse puutuvate õiguslike küsimuste lahendamine.
- Arveosakond. Ülesandeks oli nii keskasutuse kui allasutuste arvepidamise korraldamine.
1924.a. toimus Metsade Peavalitsuse struktuuris rida muudatusi.
- Metsandusosakond jagati metsamajanduse osakonnaks ja metsakasutuse osakonnaks.
- Tööstusosakonna ülesanded läksid 1. septembril 1924.a. üle peavalitsuse juurde asutatud riikliku erikapitaliga ettevõtte - Riigi Metsatööstuse kompetentsi, mis töötas eri põhikirja alusel.
1. jaanuaril 1925.a. likvideeriti maakonna metsaülemate instituut, nende funktsioonid läksid üle 12 ringkonna metsarevidendile.
1926.a. jaanuaris asutati metsandusalase kutsekoolina Voltveti Metsakool Pärnumaal, kus algul valmistati ette metsnikke, 1931/32.a. avati ka erikursus metsavahtide ettevalmistamiseks. Veel loodi 1926.a. Maaseadusega võõrandatud maade eest tasumaksmise Peakomisjon, mis kinnitas maakonnakomisjonide otsuseid võõrandatud maa eest määratud tasu suuruse kohta.
1. veebruarist 1927.a. ühendati Põllutööministeeriumi Metsade Peavalitsus ja Maakorralduse Peavalitsus Maakorralduse ja Metsade Peavalitsuseks, mille koosseisus moodustati riigimetsade valitsemiseks Metsade Valitsus.
1929.a. moodustati Maakorralduse ja Metsade Peavalitsuse struktuursetest osadest Metsade Valitsusest ja Riigimaade Valitsusest Riigimaade ja Metsade Valitsus, ülesandeks lisaks metsade valitsemisele riiklikku maatagavarasse kuulunud maade ja võõrandatud varade valitsemine ning nende kasutusvahekordade loomine. Valitsuse juurde toodi üle ka 1919.a. asutatud Hindamise Peakomisjon, mille ülesandeks oli Maaseadusega võõrandatud inventari hindamiste kinnitamine. Riigimaade ja metsade Valitsuse struktuur oli järgmine:
- Riigimaade amet. Ülesandeks oli riigimaade, nende päraldite ja võõrandatud varade valitsemine ja kasutamisvahekordade loomine, nende maade kasutamise järelvalve ning nende majandamise korraldamine. Ameti neli jaoskonda tegelesid eelnimetatud küsimuste lahendamisega igaüks oma piirkonnas: I jaoskond - Tartu-, Võru-, Valga- ja Petserimaa, II jaoskond - Viru- ja Järvamaa, III jaoskond - Harju- ja Läänemaa, IV jaoskond - Pärnu-, Viljandi- ja Saaremaa.
- Metsade amet. Ülesandeks oli riigi metsamajanduse juhtimine ja erametsade majandamise järelvalve, metsakaitse ja metsa hooldamise küsimused, riigimetsade planeerimine, metsakorraldustööde teostamine, metsa väljaandmine kasutamiseks, hindamise ja ostu-müügi küsimused, varustamine metsamaterjalidega, metsandusalase kutsehariduse ja teadmiste levitamise organiseerimine.
- Üldbüroo. Ülesandeks oli Riigimaade ja Metsade Valitsuse üldasjaajamine, isikkoosseisu küsimused, aruandlus, arvepidamise- ja kohtualane asjaajamine, arhiivikorraldus, võõrandatud maade nimekirja pidamine, inventari likvidatsiooni kontroll.
1. aprillist 1931.a. likvideeriti Üldbüroo, selle funktsioonid läksid üle Põllutööministeeriumi Kantseleile. Samast kuupäevast likvideeriti metsarevidentide instituut, nende asemele määrati revident-metsaülemad. 1931/32.a. kuulusid Riigimaade ja Metsade Valitsuse struktuuri:
- Kantselei
- Metsamajanduse Büroo. Ülesandeks oli metsauuendamise, metsa hooldamise ja metsakaitse tehniline korraldamine. Töötas ka välja juhendeid Riigimaade ja Metsade Valitsusele allunud metsamaade ja hoonete rentimise ning metsakasutamise asjus.
- Metsakasutuse Büroo. Ülesandeks oli metsa hindamise kindlaksmääramine (metsataksid, trahvitaksid), juhtimine ja kontroll, metsa väljaandmise korraldus riigi- ja omavalitsusasutustele, metsa ostu-müügi ja kasutamise küsimuste lahendamine.
- Metsakorralduse Büroo. Ülesandeks oli riigimetsade korraldamine ja tekseerimine, vastavate plaanide ja majanduskavade koostamine.
- Riigimaade Amet. Ülesanded olid jäänud samaks.
Riikliku erikapitaliga ettevõttena töötas Riigimaade ja Metsade Valitsuse juures veel Riigi Metsatööstus. Valitsuse kohapealsete esindajatena tegutsesid 26 revident-metsaülemat, 76 metsaülemat ja 36 riigimaade ringkonna valitsejat. Ringkonnavalitsejate ülesandeks oli võõrandatud maade, hoonete ja vara registreerimine, riigimaadel asunud hoonete ja metsa müügi korraldamine, maareformi üldise käigu ning põllumajanduslike ja ehituslaenude kasutamise järelvalve. Ringkonnavalitsejad lõpetasid tegevuse järk-järgult vastavalt maareformi elluviimise käigule. Viimased 9 ringkonnavalitseja ametikohta kaotati 1933.a., nende funktsioonid anti üle metsaülematele.
1932/33.a. ühendati Riigimaade Ameti koosseisus olnud I ja IV jaoskond ning II ja III jaoskond.
Põllutööministri määrusega 11. juulist 1934.a. asutati Riigimaade ja Metsade Valitsuse juurde Metsahoiukomitee, mille peamisteks ülesanneteks olid metsamajanduse arendamine ja toetamine ning metsahoiu ja metsakaitse eeskirjadest kinnipidamise järelvalve omavalitsuste ja erametsades.
1934.a. asutati valitsuse juurde Metsaseaduse põhjal veel Metsandusnõukogu. Selle ülesanneteks oli: metsakorralduse ja metsamajanduse töökavade ning metsamajandus-kapitali eelarvete läbivaatamine ja kinnitamine, tähtsamate metsamajandust puudutavate seaduseelnõude ja juhendite kavade läbivaatamine, valitsuse direktori poolt tõstatatud küsimuste lahendamine.
Vabariigi Valitsuse otsusega 20. märtsist 1936.a. anti tööstusele ja kaubandusele määratud mets üle Riigi Metsatööstuse õigusjärglasele, aktsiaseltsile Eesti Metsatööstus, kelle korraldusel see üles töötati ja valmissaadustena turustati.
Valitsemise korraldamise seadusega 1938.a. 2. aprillist nimetati Riigimaade ja Metsade Valitsus ümber Riigimetsade Talituseks. 1939.a. nimetati Riigimaade Amet ümber Maade Bürooks. Riigimetsade Talitusele allusid veel Hindamise Peakomisjon ja kohalikud hindamiskomisjonid, Maaseadusega võõrandatud maade eest tasumaksmise Peakomisjon ja maakonnakomisjonid ning metsa ja hoonete omandiõiguse kindlaksmääramise ringkonna- ja maakonnakomisjonid.
Riigimetsade Talitus tegutses kuni ENSV Põllutöö Rahvakomissariaadi loomiseni 26. augustil 1940.a.
