Kriminalvårdsmyndigheten i Linköping. Anstalten Roxtuna 1998-2005 Anstalten Roxtuna finner sina rötter ungefärligen ett halvt sekel i tiden. Redan 1955 öppnade på fastigheten en ungdomsvårdsanstalt. Efter Kriminalvårdsreformen 1974 övergick anstalten till att bli en anstalt för män. Anstalten har alltid varit belägen på Centrumvägen 10 i Linköping - eller, exaktare uttryckt, söder om sjön Roxen i samhället Ekängen. Anstalten Roxtuna hade tidigare utgjort en egen myndighet, men i samband med den nya myndighetsindelningen genomfördes 1998-01-01 övergick, per detta datum till att bli en enhet inom då nystartade Kriminalvårdsmyndigheten Linköping. Anstalten Roxtuna 1998-2005 påbörjade sin verksamhet 1998 med tre former av arbetsdrift. Det fanns en monteringsverkstad, ett snickeri samt ett trädgårdsmästeri. Ett nytt gym och nya behandlingslokaler uppfördes 1998-1999. Under 2002, genomfördes fler byggnationer på fastigheten bl.a. byggdes en ny centralvakt. Andra förändringar detta år var att trädgårdsmästeriet lades ner bl.a. på grund av att omfattande investeringar hade krävts för fortsatt drift. Den nya myndigheten KVM Linköping fortlöpte t.o.m. 2005-12-31 då enmyndighetsprojektet sjösattes och samtliga underliggande myndigheter upphörde. Organisation och arbetsuppgifter Anstalten hade under sin verksamhet 67 ordinarie platser för intagna. Anstalten bestod av flera fristående "villor" varav många utgjorde egna avdelningar. Avdelningarna namngavs efter träd. De fyra niomanna-avdelningarna var Björken, Eken, Granen och Tallen och de två sjumanna-avdelningarna var Aspen och Boken. Utöver detta fanns avdelningarna Gläntan som var en öppen avdelning, samt en frigångsvilla. Här fanns 10 platser som fördelades efter behov. Slutligen fanns också en motivationsavdelning med 7 platser. Man har jobbat med en särskild behandlingsform på Anstalten Roxtuna, nämligen 12-stegsprogram enligt Minnesotamodell. Oftast har de intagna inte placerats på Anstalten Roxtuna utan att de aktivt sökt sig dit och haft en uttalad vilja att genomgå behandling. Formellt sett har dock placeringsbeslutet tagits av de häkten samt regionala och centrala placerare som haft denna uppgift under perioden 1998-2005. Personalstyrkan på Anstalten Roxtuna var 1998 omkring 43 anställda som fram till 2005 hade ökat till 48 anställda. Det fanns dock ingen anstaltschef, men två kriminalvårdsinspektörer (kvinsp) varav den ena ansvarade för de 4 niomanna-avdelningarna och den andra för övriga avdelningar. Det har även i behandlingsarbetet funnits tre terapeuter. Annan personal som funnits har sysslat med arbetsdrift, kök, kansliarbete samt sjukvård. Givetvis har det stora flertalet anställda bestått av kriminalvårdare. I mer generella termer var anstaltens arbetsuppgifter sådana att de skulle bevaka, vårda och stödja sina intagna klienter. Den operativa verksamheten har bedrivits bl.a. under lagen om kriminalvård i anstalt (1974:203). Arkivbeståndets uppbyggnad De flesta dokumenten har producerats i en datoriserad arbetsmiljö. Manuella arbetsmetoder som resulterat i handskrivna dokument har minskat drastiskt i relation till det arkivmaterial som enhetens föregångare, Kriminalvårdsanstalten Roxtuna 1974-1997, lämnade efter sig. Merparten av klientdokumentationen har skett i datasystemet KLAS-KVA. Merparten av denna dokumentation har arkiverats digitalt och centralt hos Kriminalvårdsstyrelsen (KVS) i Norrköping. Det är också i hög grad ett material som är utsatt för gallring och i den mån något bevaras, finns det hos KVS. De handlingar som trots allt bevaras i Anstalten Roxtunas arkiv 1998-2005 är främst protokoll för olika lokalt hållna möten eller lokalt fattade beslut, t.ex. förhör, behandlingskollegium, strafftidsbeslut, serien gallrade klienter samt intagnas lönelistor. Alla handlingar anknutna till myndighetens diarium och rörande Anstalten Roxtuna återfinns i Kriminalvårdsmyndigheten i Linköping - Kansliets arkiv 1998-2005. Det gäller även samtliga personalhandlingar. De handlingar rörande diarium som funnits ute på Roxtuna har tillförts KVM i Linköping - Kansliets arkiv 1998-2005. För att exemplifiera något av det burna informationsinnehållet hos de olika dokumenttyperna kan följande tre exempel anföras: Behandlingskollegium: Kriminalvårdsinspektören eller i förekommande fall dennes vikarie/ställföreträdare, är ordförande där de intagna, deras kontaktmän och eventuell sjuksköterska/psykolog närvarar för att föredra och de intagnas VSP (verkställighetsplanering) - även tidigare kallad BP (behandlingsplan). Även annan personal ur styrkan kan närvara främst i bevittnande syfte. Frågor som tas upp gäller bl.a. kvalificeringstider för permission, villkor för permission, intressen och möjligheter till utbildningar eller program, möjlighet till IÖV-utsluss, frigång eller § 34-placering m.m. Gallrade klienter: Från starten 1998-01-01 och framåt en arkivutskrift från datasystemet KLAS-KVA då detta gallrats. Först återges en exakt tidpunkt då gallringen skett, vilket därmed inneburit att klienten avlägnats ur datasystemet. Inga skäl för gallringen återges, emedan det är uppenbart att så skett eftersom klienten inte längre är intagen på anstalten. Den fastställda gallringsfristen har efterhand satts till 2 år efter avgång från anstalten. Sedan följer personuppgifter med namn, personnummer och postadress. Vidare följer intagningsnummer, kön, rumsplacering samt exakta uppgifter om dom och rubricering samt ankomst till anstalt. Till sist noteras en exakt tidpunkt när den intagne avgått från anstalten, varför så har skett, eventuell vartill avgången skett, vem som fattat detta beslut samt vem som verkställt detta beslut (ofta i signaturform). Förhörsprotokoll: en serie av disciplinära ärenden som i regel tar sin början med att en rapport författas kring en händelse som oftast har inslag av misskötsamhet. Det kan handla om arbetsvägran, bruk av drog, skadegörelse, våld eller liknande. Den skrivna rapporten resulterar i ett förhör med den klient händelsen rör. Det hela avslutas med ett beslut - en varning eller senareläggning av VF. I KVM Linköping har det formella senareläggningsbeslutet tagits av KVC och återfinns i Kansliets arkiv. Sekretess I Anstaltens Roxtuna arkiv 1998-2005 finns handlingar som omfattas av sekretess enligt 7 kap.; 21 §, sekretesslagen (1980:100). Arkivmyndigheten prövar i varje enskilt fall begäran om att ta del av handlingar. Gallring Anstaltens Roxtuna arkiv 1998-2005 har gallrats enligt de gallringsbeslut som dels Riksarkivet utfärdat, men även efter de allmänna gallringsråd som utgivits av KVS samt eventuella lokalt fattade gallringsbeslut. Nyare gallringsprotokoll bifogas, emedan tidigare genomförda gallringar skett utan att protokoll upprättats. Arkivansvar Arkivansvarig under enhetens verksamhet har formellt sett varit anstaltschefen. Den praktiska arkivhanteringen har skötts av kanslipersonal. Enhetens upphörande m.m. Enheten Anstalten Roxtuna upphörde i realiteten inte utan bytte huvudman. Kriminalvårdsmyndigheten Linköping lade ner 2005-12-31 och därmed startade den nationella myndigheten Kriminalvården, där Anstalten Roxtuna blev och alltjämt är en enhet. Kriminalvården har dock organiserat sig både regionalt och lokalt där Anstalten Roxtuna per 2006-01-01 övergick till VO Linköping som lyder under Kriminalvårdens Region Öst i Linköping. Vissa handlingar i Anstaltens Roxtuna arkiv 1998-2005 har i enlighet med RA-MS 2005:69 överlämnats till Kriminalvården (eller dess underlydande enheter). Dessa kan vara: - register över klienter - handlingar i öppna ärenden - fortlöpande förda liggare Härmed revideras eventuellt tidigare gjorda arkivförteckningar. Arkivet ordnades och förtecknades på Roxtuna och i Linköping under april 2007.
