Scope and content

Kansliets arkiv 1998-2005 Kriminalvårdsmyndigheten Kalmar inrättades genom ett regeringsbeslut hösten 1997. Myndigheten startade 1998-01-01 och dess kansli inrymdes under hela verksamhetstiden på Södra Malmgatan 6 i centrala Kalmar. Myndigheten bestod under hela sin tillvaro av flera enheter: Kansliet (som i grund innefattade den nya myndigheten) samt de tidigare egna Kriminal- och Frivårdsmyndigheterna i Kalmar och Västervik. Sammantaget bedrevs operativ verksamhet initialt på fem enheter: Anstalterna Kalmar och Västervik, Häktet Kalmar samt Frivårderna Kalmar och Västervik. År 2002 tillkom också Häktet Västervik och 2005 Anstalten Västervik Norra. En särskild omständighet kring KVM Kalmar som kan vara värd att nämna är att vid starten 1998-01-01 sorterade myndigheten under Regionen i Norrköping, men redan 1999-01-01, av för mig okänd anledning, överfördes myndigheten till Regionen i Malmö. Den nya myndigheten KVM Kalmar fortlöpte t.o.m. 2005-12-31 då enmyndighetsprojektet sjösattes varvid samtliga underliggande myndigheter upphörde. Organisation och arbetsuppgifter Myndighetens kansli bemannades under hela verksamhetstiden med ungefärligen samma bemanningsstyrka även om en viss fluktuation har funnits. Det har funnits en Kriminalvårdschef (KVC) samt inspektörer inom följande områden: personal, ekonomi, rättsvård samt programverksamhet. Ibland har samma inspektör täckt fler än ett område. Utöver dessa tjänster har det funnits 1 tjänst som kansliassistent och 1 tjänst som ekonomiassistent. Man har haft 3 personalassistenter mer eller mindre knutna till vissa enheter. Utöver detta har personalassistenter funnits stationerade i Västervik. Man kan här notera, i jämförelse med andra kriminalvårdsmyndigheter inom nuvarande Region Öst, att KVM Kalmar lägger sig i ett mittenskikt i fråga om centralisering av funktioner. Det mesta som avsett personalhantering - undantagandes rehab-ärenden, löner och fastställande av anställningar - har skötts lokalt ute på respektive enhet. Däremot har det mesta kring diarieföring skötts av kansliet i Kalmar med undantag av förvaring av vissa diarieförda handlingar som senare tillförts Kansliets arkiv. Man har dock, trots en långtgående decentralisering, haft det slutgiltiga övergripande ansvaret för myndighetens samtliga enheter gällande personella, ekonomiska, rättsvårdande, verksamhetsutvecklande, säkerhetsmässiga, massmediala samt programdrivande frågor. Den löpande hanteringen av personal t.ex. ledigheter, intervjuer, vikarieanställningar mm, har bara delvis skötts av kansliet, utan har till stor del legat ute lokalt på enheterna. En viss integrering med Frivården Kalmar måste antas då man delat lokaler med denna enhet. Arbetet har bedrivits bl.a. under följande lagrum: Lagen om Kriminalvård i anstalt (1974:203), Lagen om behandlingen av häktade och anhållna m.fl. (1976:371), Frivårdsförordningen (1998:642), Verksförordningen (1995:1322), Förvaltningslagen (1986:223), Strafftidsberäkningslagen (1974:202) m.fl. Arkivbeståndets uppbyggnad När Kriminalvårdsmyndigheten Kalmar öppnade förefanns redan en framskriden datoriserad arbetsmiljö. Det förekommer dock en mängd handlingar som inte har sitt ursprung i myndighetens egen datormiljö. Det handlar då främst om diarieförda handlingar av varierande ursprung, men också om olika renskrivna protokoll och beslut som endast under en mycket kort tidsperiod existerat som en datoriserad handling. Om vi betraktar det arkivbestånd som tagits om hand för slutlig arkivering, finner vi dock att merparten producerats genom manuella metoder. Det är egentligen bara serier som Diarium, som har sitt ursprung i IDS- och DIABAS-datasystemen eller Tjänstgöringsjournaler som helt producerats med dator. Det förhåller sig dock så att lejonparten av de handlingar som producerats i en datoriserad miljö, inte varit aktuella för slutlig arkivering, alternativt att de arkiverats centralt hos Kriminalvårdsstyrelsen i Norrköping. Det arkivbestånd som tagits om hand för slutlig arkivering omfattar dels de handlingar som enligt KVS Arkivhandbok skall bevaras, men även vissa handlingar som bedöms kunna få intresse i framtida forskning har bevarats. Föresatsen har varit att skapa ett diversifierat bestånd där alla delar av myndighetens verksamhet flätats in. När det gäller alla ekonomiska verifikationer eller annat bokföringsmaterial, så tillämpas central arkivhållning hos KVS i de fall handlingarna skall bevaras. En djupare inblick i den ekonomiska verksamheten kan nås genom att studera det arkivbestånd som Kriminalvårdsstyrelsen i Norrköping tagit om hand för slutlig arkivering. För övrigt kan sägas att arkivhandlingarna hålls ordnade efter samma principer som de ordnats av myndigheten själv. I förekommande fall förekommer alfabetisk eller kronologisk ordningsföljd av handlingarna. En omständighet värd att notera är den att myndighetens tjänstgöringsjournal fr.o.m. 2004 har upphört. För 2005 har dock ett substitut ur det nyare Palett-datasystemet skrivits ut som har en tillbakablickande karaktär. Ytterligar en omständighet att notera är att samtliga ansökningshandlingar från enheterna i Västervik har, efter löpnummer, insorterats bland de diarieförda handlingarna i efterhand. Om vi sedan betraktar de enskilda arkivhandlingarna utifrån dess informationsinnehåll kan man finna en mer specifik bild över verksamheten vid Kriminalvårdsmyndighetens Kalmar kansli. Kansliets arkiv är ett omfattande arkivmaterial varför man inte i detalj kan återge alla handlingstyper som kan återfinnas. Den burna informationen för ett par av serierna har sammanställts enligt förteckning nedan. Diarieförda handlingar: inkommande och upprättade handlingar med ärendeanknytning (enligt diarium). En mångfacetterad information kan återfinnas här, då de olika ärendena uppvisar stor skillnad i karaktär. En grov uppdelning av handlingarnas natur har skett genom D/D-planen. Personalhandlingar: handlingar sådana att de på något sätt anknyter till den personal som tjänstgjort vid myndigheten. I den aktuella serien finns bl.a. personalakter och personalsociala akter som omfattar en rad olika handlingar. Den gemensamma nämnaren för alla dessa handlingar är att de i någon mån anknyter till den person akter rör. Man kan i akten påträffa anställningsbevis, betyg, intyg, lönebeslut, protokoll m.m. Handlingar om verksamheten: här återfinns bl.a. årsbokslut och verksamhetsplaneringar, men också lite statistiska uppgifter från enheterna i Västervik. Ett tips för att få reda på mer om hur verksamheten bedrivits är att studera de olika mötesprotokoll som finns bevarade dels inom detta arkiv, men också i enheternas arkiv. Sekretess I KVM Kalmars arkiv 1998-2005 finns handlingar som omfattas av sekretess bl.a. enligt 7 kap. 21 § sekretesslagen (1980:100). Kriminalvården har också att följa det mer allmänna regelverket som anges i samma lags 15 kapitel. Arkivmyndigheten sekretessprövar i varje enskilt fall begäran om att ta del av allmänna handlingar. Gallring KVM Kalmars - Kansliets arkiv 1998-2005 har gallrats enligt de gallringsbeslut som dels Riksarkivet utfärdat, men även efter de allmänna gallringsråd som utgivits av KVS samt eventuella lokalt fattade gallringsbeslut. Några gallringsprotokoll bifogas för Kansliet även om handlingarna formellt sett kan ha gallrats bort från de underliggande enheterna. Viss tidigare gallring har skett utan att protokoll upprättats. Även för de underliggande enheterna förekommer gallringsprotokoll som bilagts dessa enheters arkivförteckningar. Arkivansvar Arkivansvar under enhetens verksamhetstid har formellt sett varit kriminalvårdschefen. Den praktiska arkivhanteringen har skötts av kanslipersonal. Myndighetens upphörande m.m. Kriminalvårdsmyndigheten Kalmar upphörde formellt 2005-12-31 och därmed avslutades arkivet. Från och med 2006-01-01 kom verksamheten att drivas vidare i Kriminalvårdens regi genom dess Huvudkontor i Norrköping, men också via dess regionkontor i Linköping. Denna ordning bildades 2006-01-01 som en följd av det s.k. enmyndighetsprojektet. Samtliga kriminalvårdsmyndigheter med dess enheter i Gotland, Småland, Öland och Östergötland överfördes per 2006-01-01 till Kriminalvårdens Region Öst i Linköping. Region Öst består i sin tur av flera verksamhetsområden (VO). I fallet KVM Kalmar finns två, VO Kalmar och VO Västervik. Vissa handlingar i Kriminalvårdsmyndigheten Kalmars arkiv har i enlighet med RA-MS 2005:69 överlämnats till Region Öst (eller underlydande VO). Dessa är nämligen: - handlingar i diarieförda ärenden som ej avslutats innan 2005-12-31. - personaldossierer gällande personal som överförts till Region Öst. - vissa fortlöpande förda liggare. Härmed revideras eventuellt tidigare gjorda arkivförteckningar. Arkivet ordnades och förtecknades i Kalmar under maj 2007.

  • Full dates includes normalised date information available for date-based searches. It is recommended to combine this selection with the filters "Start timespan" and "End timespan" for more details.
  • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format

This filter will only include materials with "Full dates", i.e. those that include date information available for date-based searches. You can either search for a specific date of interest or focus step by step on the time span of a century, decade, year or month. When searching for a specific date, enter the date in the format DD-MM-YYYY, i.e. 01/01/1900 for 1 January 1900, via the calendar function or by typing directly in the text field.
