Scope and content

Historik för KRIMINALVÅRDSANSTALTEN ORRETORP. Riksdagen beslutade om nya former för Svensk kriminalvård år 1973. Förändringarna avsåg bl.a. att ge utökade möjligheter att upprätthålla kontakt mellan de intagna i anstalt och samhället utanför. Landets anstalter delades in i riksanstalter och lokalanstalter. En lokalanstalt måste ha ett geografiskt läge samt en arkitektonisk utformning som gav förusättningar att uppfylla intentionerna i lagstiftningen om kriminalvården. Således kom riksdagens beslut att omfatta även ett byggnadsprogram för nua lokalanstalter. Planeringen började 1974. Den första av de nya anstalterna var Orretorp som var beläget ca fyra km. norr om Forshaga. Orretorp kaunde tas i bruk i juni 1979. Anstalten kostade mellan tio - nitton miljoner kr. (mark och projekteringskostnader är ej inräknade). Projekteringsarbetet för lokalanstalten Orrerotorp tvingades ske snabbt, eftersom arbetsmarknadsstyrelsen, som bidrog med ekonomiska medel, hade krav på en snar byggstart. Detta ledde till att personalen vid anstalten inte kunde ges erforderlig tid för förhandsgranskning och synpunkter på anstaltsbyggnaden. I Orretorp fanns tidigar lokalanstalt på exakt samma plats där de nya hade byggts. Detta hade påverkat placeringen av de nya anstaltsbyggnaderna, eftersom de gamla anstalterna var i drift under hela byggnadstiden. Anstalten består av tre separata enheter. Två bostadshus i två plan inrymde tillsammans åtta femmannaavdelningar. Ett administrationshus i två plan som inrymde administrationslokaler, vaktlokal, matsal och förråd. Administrationslokalen hade källare under halva byggnaden. Dessutom tillkom verkstadslokal, ladugård samt en fritidslokal. Det bör poängteras att nästan hela personalen arbetat i den gamla Orretorpsanstalten som bestod av endast en byggnad. Denna innehöll både bostadsrum, administration och vaktlokal. Denna byggnad hade tidigare varit herrgård och tillbyggdes och brukades som ålderdomshem. År 1945 övertogs huvudbyggnaden av kriminalvården. Nya anstalten Den nya anstalten är uppförd som ett AMS_projekt. Detta var en förutsättning för att en ny anstalt överhuvudtaget skulle komma ifråga. Tidsperioden mellan det att personalen informerades om att det skulle bli en ny anstalt och fram till det att själva byggnationen kom igång var ganska kort. De ritningar som användes var inte direkt avsedda för Orretorpsanstalten utan avsåg egentligen Tygelsjöanstalten, också den en öppen lokalanstalt, men belägen i Malmöregionen. Femmannaavdelning De nya lokalanstalterna är byggda enligt den "lilla gruppens princip". I praktiken betyder detta att anstalterna rymmer totalt ca 40 platser och att bostadsavd. är s.k. femmannaavdelning. Femmannaavdelning innebär fler små, separata enheter. Som tidigare nämnts består Orretorpsanstalten av två bostadshus, som vardera rymmer fyra femmannaavdelningar. De intagna tilläts att fritt röra sig mellan olika avdelningar och bostadshus fram till kl.22. Det fanns både för och nackdelar med en sådan indelning. De små enheterna ledde till att det blev lugnare på anstalten, de intagna satt i dagrummen på kvällarna. Eftersom de intagna kunde röra sig fritt inom anstalten så kunde man undvika vissa problem som kunde uppstå, t.ex. vid olika intressen av tv-program. De intagna kunde gå till en annan avd. och se på det program de tyckte om. Rent praktiskt var det vissa svårigheter med att kunna utnyttja de små avdelningarna i behandlingsarbetet, men vissa försök gjordes ändå. Avdelningarna kunde användas för viss form av differentiering, även om det p.g.a högbeläggning var ganska svårt. Man kunde undvika att placera yngre och äldre intagna på samma avdelning. Man behövde inte placera alla missbrukare på en och samma avdelning. Husfarssystem Anstalten Orretorp hade infört en arbetsfördelning som man kallade "husfarssystemet". Denna arbetsfördelning var direkt kopplad till femmannaavdelningarna. Bristerna i kontakt mellan personal och intagna uppstod framförallt på kvällstid eftersom de intagna på dagtid skulle ägna sig åt arbeter eller studier. Det var också på kvällstid som personalstyrkan var lägst. Vid anstalten tjänstgjorde ett antal vårdare, som arbetade efter ett rullande schema och principen var att varje enskild vårdare fungerade som husfar för en specifik femmannaavdelning. Under kvällstjänsten skulle de tjänstgörande söka upp "sin" avdelning och etablera kontakt med de intagna. En vårdare skulle alltid finnas i vaktlokalen. många av vårdarnas uppgifter var knutna till vaktlokalen, telefonpassning, mottagande av besökare och frigångare, larmpanel som skulle återställas och medicinutdelning etc. De intagnas ansvar De intagna tog själva ansvar för att de steg upp och kom i tid till sina arbetsplatser. Detta sköttes vid den gamla anstalten av personalen. Försök gjordes även att låta de intagna själva ansvara för sjukrapportering. Frukosten serverades inte i matsalen utan de intagna lagade sin frukost själva i dagrummen på bostadshusen. Bostadshusen innehöll tvättmmaskiner där de intagna kunde sköta sin standardtvätt själva. Fritid i anstalten En fritidsledare blev anställd genom AMS. Fritidslokal uppfördes i början av 1980-talet. De intagna kunde ägna sig bl.a åt tyngdlyftning i en äldre provisorisk lokal innan fritidslokalen var uppförd. I den nya fritidslokalen fanns förhoppningar att starta versamheter såsom studiecirklar, biljard och bordtennis m.m. De intagna hade tillgång till dagrum på varje femmannaavdelning där de kunde se på tv, dricka kaffe m.m. Fritid utom anstalten Fritidsverksamheten utanför anstalten var begränsade, framförallt berodde detta på personalresurserna, menäven på anstaltens läge. De aktiviteter som kunde erbjudas var bordtennis i Forshaga och biobesök. Under hockeysäsongen bevistades också matcher i Karlstad. Personalens möjligheter att delta i behandlingsplanering, beslut m.m. Det ansågs allmänt att de olika personalgrupperna var väl representerade på de möten och kollegier som fanns vid anstalten. Det togs stor hänsyn till de olika åsikter och den information som i olika ärenden framförts av personalen. Anstalten hade varje morgon s.k. morgonkollegium där praktiskt taget alla fick delta. En del tyckte att dessa kollegier var lite för långa men många tyckte att det var ett mycket bra informationsforum om vad som hände på anstalten. Ansvaret för frigivningsförberedelser och behandlingsarbete ansågs ligga på styresman och assistent. Närhetsprincipen Närhetsprincipen innebar i korthet att de intagna skall anstaltsplaceras i närheten av sina hemorter för att det skall bli lättare att bedriva frigivningsförberedelser och dels ta del av de resurser som i övrigt fanns i samhället. Anstalten var belägen ca 3 mil norrr om Karlstad. Närmaste samhälle var Forshaga somlåg ca fyra km. från anstalten. Från anstalten ledde en mindre väg på ca 2 km. ned till "stora vägen" där det fanns busshållsplats. De klienter som placerades vid anstalten var i huvudsak från Värmland och från orter som var belägna runt anstalten. Avstånden till dessa varierade upp till ca 10 mil. Klienterna I Orretorpsanstalten skulle företrädesvis placeras lokalanstaltsklienter som var hemmahörande i Värmland och som skulle friges dit. Intagna som anlände till anstalten placerades ut på bostadsavdelningen av tjänstgörande vårdare eller tillsynsman. Sedan anstalten togs i bruk så har det varit relativ hög beläggning, så det har varit svårt att konsekvent kunna differentiera de intagna på olika femmannaavdelningar. Huvudregeln var att en intagen skulle behålla samma bostadsrum under tiden på anstalten. Man försökte så långt det var möjligt undvika att placera ihop "kriminellt erfarna intagna" med förstagångsdömda samt att hålla en någorlunda jämn åldersfördelning på femmannaavdelningen. Gjällande teknisk utrustning så var freestyle tillåten i anstalten och fick även användas under arbetstid fr.o.m. 1991. Vad kostade då ett anstaltsdygn? Det berodde på vilken typ av anstalt det gällde. Men genomsnittet för alla anstalter låg på 1 900 kronor per dygn och plats. Orretorp hörde till Örebroregionen/säkerhetsklass IV är de öppna anstalterna. Dygnskostnaden varierade från ca 1 300 kronor vid en klass IV - anstalt till drygt 2 950 kronor vid en anstalt i säkerhetsklass I. Kostnaden för livsmedelråvaror uppgick till ca 40 kronor per dag och intagen. Arbete - Utbildning - Frigång På Orretorpsanstalten fanns tre olika arbetsgrenar - mekaniskt arbete, skogsarbete och jordbruksarbete. Dessutom kunde de intagna erbjudas studier i första hand på grundskolenivå. Studierna bedrevs i kommunala vuxenutbildningens regi med en lärare placerad på anstalten. Arbetsplaceringar togs upp och diskuterades i det morgonkollegium, som man hade varje dag. Där diskuterades även studier eller frigång för de intagna. Att arbeta i jordbruket eller i skogen var "populärare" än att arbeta i mekanisk verkstad. De intagna gavs i den mån det var möjligt tillfälle att välja den arbetsgren som de föredrog. Den mekaniska verkstaden fick då ofta fungera som en "buffert", d.v.s. en tillsvidareplacering i avvaktan på att något "bättre" skulle bli ledigt. Vissa krav måste också ställas på dem som skulle placeras i jordbruk eller skogsbruk, bl.a. av den anledning att arbetet ofta måste utföras ganska självständigt. Detta förhållande medförde att de mindre arbetsdugliga sysselsattes i den mekaniska verkstaden. Anstaltens jordbruksdrift avvecklades 13/3 1993. Slutord Regeringen beslutade 970507 att fem öppna anstalter i landet skulle stängas senast 971231. En av dessa var Kriminalvårdsanstalten Orretorp. KVA Orretorp stängdes 970728 och anstalten lades ner 971231. Orretorp avvecklade verksamheten med intagna 970630. Orretorp hörde alltså till Örebroregionen, kriminalvården fick en förändrad regionledning från den 1 januari 1999, då Örebroregionen lades ned.   • Full dates includes normalised date information available for date-based searches. It is recommended to combine this selection with the filters "Start timespan" and "End timespan" for more details.
  • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format
