HISTORIK Från år 1911 fanns i kvarteret Kronoberg på Kungsholmen ett s.k. rannsakningsfängelse (cellfängelse) som Stockholms stad stod för driften av efter en överenskommelse med fångvårdsstyrelsen år 1947 och blev genom detta beslut ett stadshäkte. År 1957 tillkom att stadshäktet skulle tjäna även som polisarrest. För stadshäktets historik och organisation, se vidare i bilaga. ORGANISATION Häktet blev en statlig myndighet inom Kriminalvården (KVV) år 1965, med namnet Allmänna häktet i Stockholm. År 1975 slogs Allmänna häktet i Stockholm samman med den tidigare häktesdelen förlagd på Långholmen, Kronohäktet Långholmen, till en ny myndighet; även denna med namnet Allmänna häktet i Stockholm. Långholmenhäktets personal flyttades till Allmänna häktet. År 1989 fick myndigheten namnet Häktet Stockholm. Organisationen på Häktet Stockholm bestod av en anstaltsdirektör (häkteschef) med ledningsgrupp, inspektörer arbetsledare samt vårdare. Utöver ovannämnda yrkesgrupper fanns också anställd personal för arbetsformer och sysselsättning som verkstadsarbete eller studie, förutom för sjukvård, fritid, kök och kanslirutiner. Häktet Stockholm hade vid årsskiftet 1997 302 platser. Budgetåret för myndigheten liksom för övriga KVV räknades fram till år 1996 fr o m 1 juli t o m 30 juni, 1997 efter kalenderår. (För vad som bestämt myndighetens verksamhet se aktuell Förordning med instruktion för Kriminalvårdsverket samt aktuell lagstiftning rörande behandling av häktade och anhållna m.fl. Myndigheten upphörde vid årsskiftet 1997 då Kriminalvården fr o m 1 januari 1998 omorganiserades i 37 kriminalvårdsmyndigheter (s k stormyndigheter). Häktet Stockholm finns kvar som en sådan, men räknas som en ny myndighet fr o m 1998. ARKIVORGANISATION Arkivförteckningen för Häktet Stockholm utarbetades under maj-juli 1998 i enlighet med Arkivlagen 6§ 2 st. enligt vilken alla statliga och kommunala förvaltningar måste ha en arkivförteckning, vilket också enligt Kriminalvård- styrelsen rekommendationer alla avslutade myndigheter inom Kriminalvårds- verket måste ha, samt enligt Förteckningsplan för häktens arkiv 5 juni 1984, Översikt över arkivhandlingar vid allmänna häkten / Riksarkivet, 1984. Se bilagor 2-3. Denna arkivförteckning har kompletteras med en arkivbeskrivning, något som gäller för statliga myndigheter enligt Arkivlagen 6§ 2 st. Vid förteckningsarbetet har delvis arkivförteckningen från 1984-08-23 använts som grund, men med betydande skillnader då handlingar tillkommit eller inte kunnat återfinnas 1998 och då gallringsregler har förändrats sedan 1984. Liksom för år 1984, har alla på häktet förvarade arkivhandlingar från 1940-tal och framåt (dvs i 1998 års arkivförteckning till 1997) räknats som ett arkiv, trots de organisationsförändringar som ägt rum under årens lopp samt byte av huvudman. Denna ordning har behållits för enkelhetens och överskådlighetens skull. Handlingar från de båda arkivbildarna Häktet Stockholm som myndighet 1948-1997 resp. Häktet Stockholm fr o m 1998, har separerats med ett undantag. En avslutad arkivserie (F 6 b) går några månader in på 1998 men huvuddelen av handlingarna kommit till t o m 1997. De gallringsbara handlingarna som finns i Häktets Stockholms arkivloka,l har likaledes skiljts från bevarandehandlingarna. Sökingångar till myndighetens arkiv utgörs av arkivförteckningen 1998, arkivbeskrivningen och diarieplanerna. Diariet (arkivserierna C 2 aa-C 2 ab) kan ses som en sökingång liksom även registren till diariet (C 2 ba-C 2 bc). Förenklade förteckningsblad har gjorts för de gallringsbara handlingarna. Häktet Stockholm handhar tillsvidare det 1997 avslutade arkivet. Avställt bevarandematerial förvaras med några undantag i Häktet Stockholms arkivlokal i etiketterade arkivkartonger och kortlådor. I denna arkivlokal förvaras även en del av Kronohäktet och centralfängelset Långholmens arkiv; nämligen personalakter och personalhandlingar. Dessa förvaras hos Häktet Stockholm då en del av den personal som gick över från Kronohäktet till Häktet Stockholm 1975 fortfarande är anställd där. Övriga delen av Kronohäktet Långholmens och centralfängelset Långholmens resp. arkiv förvaras på Stockholms stadsarkiv (SSA). Avslutade handlingar från det löne- och personaladministrativa systemet SLÖR förvaras på Statens pensionsverk i Sundsvall, men Årsvisa tjänstgöringsjournaler bevaras även på de enskilda statliga myndigheterna. Bevarandehandlingar i ekonomisystemet COSMOS förvaras på KVS (pappershandlingar) och Riksarkivet (handlingar i ADB-form). Enligt avtal mellan staten och Stockholms stad är Stockholms stadsarkiv arkivmyndighet för regionala och lokala statliga myndigheter i Stockholms län fr o m 1993-10-01. Detta innebär att stadsarkivet har tillsynsansvar för arkivhanteringen vid dessa myndigheter, inklusive det på Häktet Stockholm förvarade arkivet för tiden 1948-1997. Möjlighet finns att leverera arkivet till stadsarkivet vid ett senare tillfälle. Gallringsregler av betydelse för myndighetens verksamhet har varit RA (Riksarkivets gallringsbeslut) nr 960 den 5 juni 1984, lokalt gallringsbeslut 1983-06-21, för SLÖR RA 1986:43, för system-S och COSMOS RA 1985:91, samt RA-MS (Riksarkivets myndighetsspecifika föreskrift) 1996:18 och KVS PA-cirkulär 1995:2. Se vidare bilaga 5, 8-9, 12. I några fall vid förtecknings- och gallringsarbete har även den från 1998 gällande Arkivhandbok Kriminalvården och däri infogade gallringsregler konsulterats för att bedöma handlingar som t o m 1997 saknat gallringsbeslut. Sekretess gäller enligt sekretesslagen kap. 7 § 21 i högst 50 år för alla allmänna handlingar rörande kriminalvårdens enskilda klienter "om det kan antas att den enskilde eller någon honom närstående lider men eller att fara uppkommer för att någon utsätts för våld eller annat allvarligt men om uppgiften röjs". För personaladministrativa handlingar gäller sekretess för uppgift om anställds bostadsadress, hemtelefonnummer och personnummer, om det inte står klart att uppgiften kan röjas utan att den enskilde eller honom närstående lider men. Arkivansvarig har varit diverse tjänstemän. Arkivredogörare har även det varit olika tjänstemän. En tid hade varje avdelning en egen arkivredogörare. Sekretessansvarig har varit häkteschefen. Redan i den gamla stadslagen fanns stadgande om skyldighet för städerna att bygga och underhålla häkte för dem, som begått brott i staden. I Kungl. brev den 4 dec. 1816 finnas bestämmelser om skyldighet för städerna att underhålla personer, som häktats för brott så länge de vid domstol därstädes äro, under rannsakning. Denna skyldighet gäller även i fråga om, för lösdriveri anhållna personer. Båda dessa kategorier av fångar kvarbliva i häkte, intill dess dom över dem avkunnats och denna vunnit laga kraft. Stockholms äldsta fängelser voro av bekvämlighetsskäl förlagda under domstolslokalerna. Ett fängelse var sålunda anordnat under gamla rådhuset vid Stortorget och ett annat under södra stadshuset vid Götgatan. Då rådhusrätten år 1732 flyttade till gamla rådhuset vid Myntgatan, försågs också denna byggnad med ett underjordiskt fängelse. Åren 1846-1852 uppfördes med statsbidrag ett nytt rannsakningsfängelse vid Myntgatan. År 1910 var det återigen dags att bygga ett nytt rannsakningsfängelse det förlades liksom polishuset, i kvarteret Kronoberg på Kungsholmen och uppläts till begagnande i dec. 1911. Fängelset utgjordes av en mottagningsbyggnad inrymmande 33 celler för förvaring av fyllerister under natten häktade. (På den tiden t.o.m. 1947, var det stadsfiskalen - åklagaren som beslutade om häktning). Dessutom fanns en huvudbyggnad inrymmande 284 celler, samt en ekonomibyggnad. Den 17 februari 1947 godkände stadsfullmäktige ett av den s.k. polishusbyggnadskommittén efter förhandlingar med fångvårdstyrelsen, framlagt avtal rörande nedläggande från och med den 1 mars 1947 av rannsakningsfängelset ävensom förvaring av stadens rannsakningsfångar i statlig fångvårdsanstalt. Enligt avtalet som den 28 feb. 1947 godkändes av kungl. m:t, åligger det staden att svara för att fångarna i erforderlig utsträckning inställas inför vederbörande myndigheter för rannsakningar eller förhör, ävensom att inom polishuskvarteret uppehålla en fångvårdanstalt för dagvård. Rannsakningsfängelsets huvudbyggnad disponeras tills vidare provisoriskt för ungkarlsbostäder. Stadsfullmäktige fattade den 17 juni 1957 beslut innebärande att stadshäktet ävenledes skulle tjänstgöra om polisarrest. Den nya organisationen ginomfördes den 1 juli 1957 i samband med att kriminal polisen flyttade in i det nya polishuset. De kategorier intagna som tidigare bevakades i kriminal polisens regi, utgöres främst av personer vilka misstänkas för brott, men en icke oväsentlig del av de intagna som berövats friheten av andra orsaker. Stadshäktets nuvarande lokaler utgöras av mottagningsbyggnaden nere på gården, inrymmande 33 celler, samt manliga och kvinnliga arrestavi. Manliga avd. 7:e och 8:e våningarna, 62 celler, ? större förvaringsrum och en s.k. fyllfinka. Kvinnliga avd. 10 celler, 3 förvaringsrum och 3 fyllfinkor. Det är dock meningen att ytterligare ändringar för vårt vidkommande snart kommer att ske. Den 23 jan. 1956 beslöt stadsfullmäktige för sin del att godkänna ett mellan kungl. m:t och kronan och staden träffat avtal om bortflyttning av centralfängelset från Långholmen och anordnande av ett stadens rannsakningsfängelse, ävenså att uppdraga åt rätts- och polisdirektionen att i samråd med fastighetsnämnden utarbeta förslag till sådant fängelse på polishustomten å Kungsholmen. Stockholms stads rätts- och polisdirektion i övrigt handhar förvaltningen av Stockholms stadshäkte samt tillsätter och entledigar dess befattningshavare. Förflyttningar Ö.Ä:s arbetsordning för Stockholms stadshäkte 20 dec. 1957. (K.f. 1957 nr. 57.) Avtal 17 februari 1947 mellan kungl. m:t och kronan och Staden rörande förvaring av stadens rannsakningsfångar i statlig fångvårdsanstalt. (K.f. 1947 nr. 14.). 1) Redogör för hur intagen skall behandlas då han mottages på avd. Då sinnesstämningen hos intagen ofta är uppjagad vid tillfället då han införes på avd. är det av vikt, att bevakningspersonalen iakttar följande: - att alltid förhålla sig lugn och ej under några omständigheter brusa upp om den intagne är besvärlig. - att vara bestämd mot den omhändertagne, men skoja gärna bort ett vredesutbrott hellre än att gå bröstgänges till väga, om den intagne trilskas. En cigarett kan ofta ge bättre resultat än handgripligheter. - den intagne kan vara oskyldig och har rätt att bli hyggligt behandlad. - att olyckliga omständigheter ofta medverkat till att arrestanten råkat i klammeri med rättvisan. - att du ej under några omständigheter har rätt att bestraffa den intagne, din uppgift är, att enligt din instruktion, bevaka och i övrigt sköta den omhändertagne så länge han är intagen på avdelningen. 2) Avvisiteringen 3) Införandet i cellen (iakttagande av försiktighet då man ej känner den intagne, bl.a. låt alltid arrestanten gå före dig, så att du ej riskerar bli överrumplad av överfall bakifrån). 4) Målskamrater (olika åtgärder som bör vidtagas för undvikande av sammanträffande eller annan kommendering dem emellan i avd., vid deras införande i rätten, eller under transport. 5) Nödvändigheten av visitationen av toaletter och andra utrymmen som tillfälligt besöks av arrestanterna. 6) Då arrestanten släppts ut från cellen, lämna honom ej ur sikte förrän han tagits omhand av den som rekvirerar ut honom, eller om arrestanten släppt ut på toaletten, avlägsna dig ej utan du kan ta hand om arrestanten omedelbart han kommer ut från toaletten. Förbud för vaktpersonalen att läsa tidningar och tidskrifter m.m. under dagtid kl. 08.00 - 17.00.

You can filter results based on the date of creation of the archival material (which may differ from the time period you are interested in - e.g., philosophers from the Enlightenment period reflecting on classic thinkers)

  • Full dates includes normalised date information available for date-based searches. It is recommended to combine this selection with the filters "Start timespan" and "End timespan" for more details.
  • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format

This filter will only include materials with "Full dates", i.e. those that include date information available for date-based searches. You can either search for a specific date of interest or focus step by step on the time span of a century, decade, year or month. When searching for a specific date, enter the date in the format DD-MM-YYYY, i.e. 01/01/1900 for 1 January 1900, via the calendar function or by typing directly in the text field.
This filter concentrates on the earliest dates mentioned in the materials.
