Dzieje ustrojowe

Po ustabilizowaniu się frontu działań wojennych w 1915 r. władze austro-węgierskie przystąpiły do organizacji administracji cywilnej na okupowanych terenach, w tym sądownictwa cywilnego. Kompetencje dotychczasowych zjazdów sędziów pokoju przejęły sądy utworzone przy C.K. Komendach Obwodowych. Ich działalność opierała się na wewnętrznych zarządzeniach i instrukcjach Naczelnej Komendy Armii, które nie były ogłaszane. Od 1 czerwca 1916 r., C.K. Sądy Obwodowe działały na podstawie przepisów Rozporządzenia Naczelnego Wodza Armii z 9 maja 1916 r. dotyczącego sądownictwa (Dziennik Rozporządzeń C.K. Zarządu Wojskowego w Polsce cz. XXI z 14 maja 1916 r.) i były drugą instancją apelacyjną dla Sądów Pokoju oraz rozpatrywały sprawy cywilne, których wartość powództwa przekraczała 300 rubli oraz sprawy z zakresu opieki nad nieletnimi, adopcji, sporów o rozgraniczenie i prostowania granic nieruchomości, sporów między pracodawcami a pracownikami, sporów o naruszenie posiadania oraz sprawowały nadzór nad egzekucją wydanych wyroków. Sprawy karne na szczeblu obwodu leżały w gestii sądów wojskowych. Posiedzeniom sądu przewodniczył sędzia zawodowy oraz dwóch sędziów pokoju. Instancją apelacyjną dla spraw rozpatrywanych przez C. K. Sąd Obwodowy był Sąd Apelacyjny Generalnego Gubernatorstwa w Lublinie. Sąd ten rozpoczął działalność we wrześniu 1915 r. i istniał do 1 września 1917 r., kiedy to sądownictwo cywilne przeszło pod nadzór Rady Stanu Królestwa Polskiego. Teren działania: obwód sandomierski z okresu okupacji austriackiej
