Zakłady Wyrobów Powlekanych „Sanwil” jako przedsiębiorstwo państwowe zostały utworzone na podstawie Zarządzenia nr 50/1/71 Ministra Przemysłu Lekkiego z dnia 30.09.1971 r. z późniejszymi zmianami. Podjęcie prac nad organizacją Zakładów nastąpiło 18.01.1972 r., a roboty budowlane rozpoczęto w lutym 1972 r. Przekazanie przedsiębiorstwa do eksploatacji odbyło się 20.12.1974 r., pełną zdolność produkcyjną uzyskano 31.12.1975 r. Przedsiębiorstwo powstało głównie dla zaspokojenia potrzeb przemysłu motoryzacyjnego (materiały plandekowe – plawil i dzianiny techniczne na tapicerkę) oraz przemysłu kaletniczego. W latach 1980-1991 zgodnie z potrzebami rynku rozszerzono portfel produkowanych wyrobów o nowe asortymenty. Zakres produkcji objął wyroby przeznaczone na potrzeby przemysłu obuwniczego. W dniu 10.06.1992 r. przekształcono przedsiębiorstwo państwowe w spółkę akcyjną, w której 100% akcji zostało objętych przez Skarb Państwa. Wewnątrz struktur zakładu działała Rada Zakładowa Związku Zawodowego Pracowników Przemysłu Włókienniczego, Odzieżowego i Skórzanego. Na początku, ze względu na małą ilość zatrudnionych nie było Rady Zakładowej, tylko Delegat Związkowy. Wszystkie branżowe związki zawodowe były skupione od 1949 do 1980 r. w Zrzeszeniu Związków Zawodowych w Polsce, którego organ stanowiła Centralna Rada Związków Zawodowych (CRZZ). Nadzór w zakresie organizacyjnym nad Radą Zakładową Związku Zawodowego Pracowników Przemysłu Włókienniczego, Odzieżowego i Skórzanego przy Zakładach Wyrobów Powlekanych „Sanwil” w Przemyślu sprawowało terenowe przedstawicielstwo CRZZ, które stanowiła Wojewódzka Rada Związków Zawodowych w Przemyślu. Działalność Rady Zakładowej nadzorowała także struktura branżowa – Zarząd Główny Związku Zawodowego Pracowników Przemysłu Włókienniczego, Odzieżowego i Skórzanego w Łodzi. Wszyscy pracownicy zatrudnieni w Zakładach byli zorganizowani w związkach zawodowych pracowników przemysłu włókienniczego, odzieżowego i skórzanego. Związek zawodowy był powszechną, bezpartyjną organizacją pracujących, reprezentującą zawodowe, ekonomiczne i socjalne interesy ludzi pracy. Struktura organizacyjna związku oparta była na zasadach jedności ruchu zawodowego, centralizmu demokratycznego oraz produkcyjnej budowie związków zawodowych. Jako powszechna organizacja ludzi pracy współuczestniczył w kształtowaniu i realizacji zadań z zakresu polityki społecznej i społeczno-gospodarczego rozwoju kraju. Przynależność do związku była dobrowolna. Jego członkiem mógł być każdy zatrudniony na podstawie umowy o pracę, mianowania, powołania czy wyboru. Dowodem przynależności do związku była ważna legitymacja. Członkowie związku mieli między innymi prawo: uczestniczyć w zebraniach i pracach związku, wybierać i być wybieranym do wszystkich władz związkowych, występować do związku o ochronę należnych mu praw pracowniczych, występować wnioskami i postulatami władz związkowych wszystkich szczebli, omawiać i poddawać ocenie na związkowych zebraniach działalność każdego członka, korzystać z wszelkich świadczeń i urządzeń socjalnych, kulturalnych i sportowych będących w dyspozycji związku, korzystać z zasiłków statutowych, przynależności do pracowniczej kasy zapomogowo-pożyczkowej i korzystania z jej pomocy, zwracania się do związku we wszystkich sprawach bytu i pracy. Podstawową jednostką organizacyjną związku zawodowego była zakładowa organizacja związkowa, w której skład wchodzili członkowie związku zawodowego zatrudnieni w zakładzie pracy. W zakładzie zatrudniającym, co najmniej 100 pracowników wybierano radę zakładową a w zakładzie o mniejszej liczbie zatrudnionych – można było zamiast rady zakładowej wybrać delegata związkowego. Instancje związkowe były wybierane przez członków związku w wyborach tajnych, przy czym liczbę kandydatów określało zebranie sprawozdawczo-wyborcze. Uchwały wszystkich instancji związkowych zapadały większością głosów, instancje związkowe składały okresowe sprawozdania ze swej działalności. Najwyższą władzą związku na szczeblu zakładowym było ogólne zebranie wszystkich członków lub konferencja delegatów. Członkowie związku zatrudnieni w działach, oddziałach, zespołach wyodrębniających się charakterem lub miejscem pracy mogli tworzyć tzw. grupy związkowe. Mogły one liczyć nie więcej niż 50 osób i były podstawowym ogniwem zakładowej organizacji związkowej. W obrębie Związku Zawodowego Pracowników Przemysłu Włókienniczego, Odzieżowego i Skórzanego Rady Zakładowej przy Zakładach Wyrobów Powlekanych „Sanwil” w Przemyślu w okresie kadencji 1976-1978 wybrano 17 grup związkowych. Pracą każdej grupy kierował mąż zaufania w ścisłej współpracy z aktywem grupy związkowej. Rada Zakładowa dla pełnego zabezpieczenia wykonania swoich zadań powoływała z własnej inicjatywy stałe i tymczasowe komisje. Rada Zakładowa przy Zakładach Wyrobów Powlekanych „Sanwil” w Przemyślu, powołana w dniu 16.04.1974 r. na okres kadencji 1974-1976, powołała 4 komisje problemowe, a to: Komisję Rozjemczą, Komisję ds. Kobiet Pracujących, Komisję Ochrony Pracy oraz w styczniu 1976 r. Radę Ubezpieczeń Społecznych. W okresie kadencji 1976-1978 powołano 8 komisji problemowych, a mianowicie: Komisję Ekonomiczno-Społeczno-Zawodową, Komisję Socjalno-Bytową, Komisję Ochrony Pracy i Zdrowia, Komisję ds. Młodzieży, Komisję ds. Kobiet Pracujących, Komisję Rozjemczą, Komisję Stołówkową oraz Radę Ubezpieczeń Społecznych. Przełom w znaczeniu związków zawodowych przyniósł sierpień 1980 r. Niezadowoleni z dotychczasowego sposobu rządzenia robotnicy, po fali protestów i strajków skierowali się w stronę nowo tworzącego się Niezależnego Samorządnego Związku Zawodowego „Solidarność” widząc w nim gwaranta i obrońcę swoich praw. Związek Zawodowy Pracowników Przemysłu Włókienniczego, Odzieżowego i Skórzanego Rada Zakładowa przy Zakładach Wyrobów Powlekanych „Sanwil” w Przemyślu działał do 13.12.1981 r., kiedy to na mocy dekretu Rady Państwa został wprowadzony Stan Wojenny i działalność wszystkich związków zawodowych w Polsce została zawieszona.
