Rada Państwa uchwałą z dnia 29 grudnia 1960 zarządziła wybory do Sejmu i rad narodowych, wyznaczając ich datę na niedzielę 16 kwietnia 1961 r. Równoczesne wybory do Sejmu i rad narodowych odbyły się w trybie określonym w Ordynacji wyborczej do Sejmu i w Ordynacji wyborczej do rad narodowych , przy zastosowaniu zmian wynikających z postanowień art.1 ustawy z dnia 22.12.1960 r. o uzupełnieniu i zmianie niektórych przepisów prawa wyborczego.W myśl obu Ordynacji wyborczych przeprowadzenie wyborów powierzone zostało organom społecznym: komisjom wyborczym. Komisje wyborcze sprawowały nadzór nad ścisłym przestrzeganiem przepisów prawa wyborczego, czuwały nad zabezpieczeniem praw wyborczych ludności, przyjmowały zgłoszenia list kandydatów na posłów i radnych, przeprowadzały głosowanie i obliczały jego wyniki, ustalały i ogłaszały wyniki wyborów. Dla przeprowadzenia wyborów w 1961 r. powołano komisje: Państową Komisję Wyborczą, której podstawowym zadaniem był nadzór nad ścisłym przestrzeganiem prawa wyborczego oraz ustalenie wyników wyborów do Sejmu. Wykonywała ona również wszystkie inne zadania wynikające dla niej z Ordynacji wyborczej do Sejmu jak i zadania przewidziane w Ordynacji wyborczej do rad narodowych dla Centralnej Komisji Wyborczej / której w przypadku równoczesnych wyborów nie powołuje się /; okręgowe komisje wyborcze, do których zadań należało: zarejestrowanie list kandydatów na posłów i ustalenie wyników głosowania w okręgach wyborczych, utworzonych dla wyboru posłów; terytorialne komisje wyborcze czyli wojewódzką, powiatowe, miejskie i dzielnicowe komisje wyborcze, których podstawowym zadaniem było zarejestrowanie list kandydatów na radnych oraz ustalenie wyników wyborów do rad narodowych; obwodowe komisje wyborcze, których podstawowym zadaniem było wyłożenie spisów wyborców do publicznego wglądu, przeprowadzenie równoczesnego głosowania na posłów i radnych oraz sporządzenie w 2 egzemplarzach protokółów z głosowania dla każdego okręgu wyborczego oddzielnie. Pierwsze egzemplarze protokołów głosowania należało przesłać: na posłów - do okręgowej komisji wyborczej, na radnych do WRN – do wojewódzkiej komisji wyborczej, na radnych do: PRN, GRN i ORN – do powiatowej komisji wyborczej, a na radnych do MRN – do miejskiej komisji wyborczej. Drugie egzemplarze protokołów i pozostałe materiały z przeprowadzonego głosowania i z działalności komisji do prezydium właściwej rady narodowej. Komisje powoływał i odwoływał ten sam organ. Państwową i wojewódzkie - Rada Państwa, okręgowe i powiatowe – WRN, miejskie - PRN. Obwodowe komisje w gromadach , osiedlach i miastach prezydia powiatowych rad narodowych na wniosek prezydiów tych rad, a w miastach stanowiących powiaty / Olsztyn / prezydia miejskich rad narodowych. Terminy powołania komisji i harmonogram ich pracy ustalał kalendarz wyborczy będący załącznikiem do uchwały Rady Państwa z dnia 29.12.1960 r. Na terenie województwa olsztyńskiego w celu przeprowadzenie wyborów powołano 560 komisji wyborczych, w tym: 1 komisje wojewódzką, 3 komisje okręgowe, 19 powiatowych i 1 miejską w Olsztynie, 34 komisje miejskie w miastach nie stanowiących powiatów i 502 obwodowe komisje wyborcze. W wyborach wybrano posłów i radnych do: 1 wojewódzkiej, 19 powiatowych, 35 miejskich, 4 osiedlowych i 270 gromadzkich rad narodowych. Zadaniem komisji wyborczych było przeprowadzenie wyborów, natomiast obsługę wyborów prowadziły prezydia rad narodowych różnych szczebli, głównie poprzez wydziały organizacyjno-prawne. Tryb postępowania z materiałami wyborczymi z wyborów do Sejmu i rad narodowych wyznaczonymi na 16 kwietnia 1961 r. określała uchwała Rady Państwa z dnia 6 04.1961 r. W oparciu o nią Prezydium Wojewódzkiej Rady Narodowej w Olsztynie wydało wytyczne w sprawie postępowania z dokumentacją z wyborów. 1.Materiały z wyborów do Sejmu Prezydia Powiatowych Rad Narodowych w dniu 18.04.1961 miały dostarczyć do Wydziału Organizacyjno-Prawnego PWRN : protokóły obwodowych komisji wyborczych z ustalenia wyników głosowania do Sejmu w obwodzie, kartki do głosowania dla wyboru Sejmu, pieczęcie i wszystkie inne materiały okręgowych komisji wyborczych. 2.Materiały z wyborów do rad narodowych niezwłocznie po zakończeniu obliczania wyników głosowania terytorialne i obwodowe komisje wyborcze miały dostarczyć do właściwego Prezydium PRN, gdzie miały być przechowywane. Prezydium WRN w Olsztynie pismem z dnia 22.04.1965 r. Nr.Or.I-10/14/65 zaleciło przekazanie akt z wyborów w 1961 r. do archiwum państwowego.
