Dzieje ustrojowe

Kataster w czasach nowożytnych odnosi się do spisu gruntów i budynków , który sporządzany jest do celów podatkowych. W państwie niemieckim kataser najwcześniej pojawił się w prowincjach zachodnich , w Nadrenii i Westfalii. Został wprowadzony w 1807r. na polecenie Napoleona, który okupował w latach 1801-1815 wymienione prowincje. Prusy po klęsce w 1806r. były zmuszone do przeprowadzenia gruntownych reform, także podatkowych. W 1817 r. utworzono Komisje Generalne dla poszczególnych prowincji państwa, których zadaniem było nadzorowanie reform agrarnych. Czuwały one nad regulacją granic posiadłości gmin, sporządzały mapy własności, prowadziły ich rejestry, nadzorowały wysokość nakładanego podatku. Ustawa, która ujednolicała system podatkowy w państwie pruskim, została uchwalona 21.05.1861r.; jej postanowienia weszły w życie dopiero w 1865r. Podatki pobierano odtąd osobno od gruntów użytkowych (Grundsteuer) i osobno od zabudowń (Gebäudesteuer). Dla egzekucji wprowadzonych zmian powołano dwustopniowe instytucje katastralne podporządkowane Ministerstwu Finansów. Na szczeblu powiatu działał urząd I instancji -Urząd Katastralny (Katasteramt), na szczeblu rejencji urząd II instancji - Biuro Katastralne (Katasterbüro). Na czele Biura Katastralnego stał dyrektor w randze inspektora katastralnego (Katasterinspektor), na czele Urzędu stał kontroler katastralny (Katasterkontrolleur). Personel urzędów tworzyli: mierniczowie, sekretarze, kontrolerzy, rewizorzy, urzędnicy pomiarowi. Obszar działania Urzędu Katastralnego podzielony był na obręby katastralne stanowiące podstawową jednostkę topograficzną katastru pruskiego. Dla każdego obrębu sporządzono komplet dokumentacji katastralnej, w tym dwie mapy - pierworys (Urkarte) i czystorys (Reinkarte). Obok zasadniczych map katastralnych , w wyniku prowadzonych pomiarów, powstawały mapy uzupełniające. Zakres działania Urzędów Katastralnych był bardzo szeroki: prowdzono pomiary gruntów i budynków, szacowano nieruchomości, opracowywano mapy i inne materiały pomocnicze, wykonywano wszelkie prace związane z wymiarem podatku, prowadzono księgi katastralne, wydawano i uwierzytelniano odpisy z dokumentacji katastralnej. Od 1872r., z chwilą ukazania się ustawy o księgach gruntowych, pojawił się tzw. kataster nieruchomości (Liegenschaftkataster). W latach 1877-1932 wydanych zostało 11 instrukcji katastralnych , które normowały sposoby i zasady prowadzenia katastru. W latach 30tych XXw. przystąpiono do reorganizacji służb pomiarowych. W 1934r. wydano dwie ustawy - ustawę o reorganizacji służb geodezyjnych i ustawę o klasyfikacji gruntów. Jednolity kataster państwowy -Reichskataster wprowadzono w 1941r. Urząd Katastralny w Lidzbarku Warmińskim był jednym z kilkunastu urzędów Rejencji Królewickiej; swą działalnością obejmował cały powiat lidzbarski.

  • The identifier is used internally by the institution or refers to (inter)national vocabularies such as the Virtual International Authority File (VIAF).

  • The mandate is a law, directive or charter that establishes and defines an organisation's powers, functions, responsibilities or sphere of activities.

  • 3D: 3-d digital objects

You can filter results based on the date of creation of the archival material (which may differ from the time period you are interested in - e.g., philosophers from the Enlightenment period reflecting on classic thinkers)

  • Full dates includes normalised date information available for date-based searches. It is recommended to combine this selection with the filters "Start timespan" and "End timespan" for more details.
  • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format
