Dzieje ustrojowe

Ustawa z dnia 20 marca 1950 r. o terenowych organach jednolitej władzy państwowej (Dz.U. nr 14, poz. 130) zmieniła zasady funkcjonowania administracji w Polsce. Zlikwidowano dotychczasowy dualizm władzy państwowej polegający na oddzieleniu administracji samorządowej od administracji państwowej. Na szczeblu powiatu zlikwidowano Starostwa Powiatowe oraz urząd starosty. W to miejsce powołano prezydium powiatowej rady narodowej, na czele którego stał przewodniczący. Prezydium powiatowej rady narodowej stało się organem wykonawczym i zarządzającym powiatowej rady narodowej. Kierowało pracami specjalistycznych wydziałów i referatów. Ustawa tylko w sposób ramowy określiła zadania, strukturę i funkcjonowanie rad. Kompetencje rad narodowych poszczególnych stopni ustaliła szczegółowo ustawa z dnia 25 stycznia 1958 r. (DzU nr 5, poz. 16). Zgodnie z powyższą ustawą do zakresu działania powiatowych rad narodowych należały sprawy: 1. przedsiębiorstw mechanizacji rolnictwa i robót melioracyjnych, obsługi weterynaryjnej, ochrony roślin, upowszechniania wiedzy rolniczej, kontroli działalności kółek i organizacji rolniczych w zakresie spraw zleconych ich przez państwo, 2. pomocy dla spółdzielczości produkcyjnej i innych form zespołowej gospodarki na wsi, 3. przedsiębiorstw przemysłu terenowego i remontowo-budowlanych, 4. budownictwa wiejskiego, 5. przedsiębiorstw miejskiego handlu detalicznego i państwowych przedsiębiorstw gastronomicznych, 6. budowy i utrzymania dróg lokalnych, 7. szkół i innych placówek oświatowo-wychowawczych, 8. powiatowych domów kultury, teatrów, kin, muzeów i archiwów regionalnych, 9. lecznictwa otwartego o zasięgu powiatowym, szpitali powiatowych, przychodni specjalistycznych, powiatowych stacji pogotowia ratunkowego, powiatowych stacji sanitarno-epidemiologicznych, aptek, przedsiębiorstw uzdrowiskowych, 10. Zakładów pomocy społecznej. Powierzone zadania rady wykonywały na sesjach oraz przy pomocy komisji i prezydiów. Prezydia powiatowych rad narodowych były organami wykonawczo-zarządzającymi rad. Do ich zadań należało w szczególności: przygotowywanie i zwoływanie sesji rad narodowych, uchwalanie projektu budżetu i planu gospodarczego oraz rozpatrywanie sprawozdań z ich wykonania, ukierunkowanie działalności podległych wydziałów, przedsiębiorstw, zakładów i instytucji oraz ich nadzorowanie, wydawanie zarządzeń na podstawie obowiązujących przepisów. Prezydium tworzyli stali i niestali członkowie. Stałymi członkami byli: przewodniczący, zastępca przewodniczącego i sekretarz. Pod kierunkiem prezydium powiatowej rady narodowej działały wydziały i referaty. Ustawa z 1958 r. nadała im status terenowych organów administracji państwowej. Działalność wydziałów opierała się na zarządzeniach i wytycznych własnych prezydiów oraz prezydiów wyższego stopnia (wojewódzkich) i resortowych ministerstw. Wydziały i referaty były odpowiedzialne za wykonanie zadań przed własnymi radami narodowymi. 18 kwietnia 1958 r. Rada Ministrów wydała rozporządzenie w sprawie zasad tworzenia wydziałów przez prezydia rad narodowych. 23 czerwca 1973 r. nastąpiło połączenie Prezydium PRN i Prezydium MRN. Połączone organy nosiły nazwę Prezydium Powiatowej i Miejskiej Rady Narodowej w Lesznie. Prezydia powiatowych rad narodowych działały w charakterze terenowych organów administracji państwowej do końca 1973 r. Uległy likwidacji na podstawie rozporządzenia Rady Ministrów w sprawie zasad organizacji urzędów terenowych organów administracji państwowej z dnia 23 listopada 1973 r. (DZ.U. nr 47, poz. 280). Kompetencje prezydiów przejęły urzędy powiatowe.
