<strong>Beknopte geschiedenis</strong>

In 1932 werd voor het departement Rotterdam van de Maatschappij voor Nijverheid en Handel een serie voordrachten gehouden betreffende de moeilijke tijden die de Rotterdamse haven als gevolg van de crisis doormaakte. Daaruit ontstond het initiatief tot een nauwere samenwerking tussen de gemeente en een aantal op het gebied van de haven werkzame organisaties, hetgeen op 21 december 1933 leidde tot de oprichting van de Stichting Havenbelangen [NOTE De Telegraaf, 20 juni 1934.] . De initiatiefnemers beoogden door middel van de Stichting in het binnen- en buitenland de aandacht te vestigen op de haven. De gemeente Rotterdam zegde toe voor de helft in de kosten bij te dragen tot een maximum van 10.000 gld.
In het eerste jaarverslag over 1934 wordt de taak van de Stichting wat nader omschreven:
- reclame in engere zin
- het bevorderen in binnen- en buitenland van een gunstig oordeel over Rotterdam en meerdere bekendheid met haar haven, dus propaganda in ruimere zin
-research-arbeid.
In de praktijk betekende dit een veelheid van activiteiten, die uitgebreid in de jaarverslagen en de 'Verslagen van de werkzaamheden van de Stichting' [NOTE jvs inv. nr. 11; verslagen van de werkzaamheden inv. nrs. 7-8.] aan bod komen. Kort samengevat kwam het grotendeels neer op:
- het ontvangen van bezoekers uit binnen- en buitenland en het organiseren van rondvaarten door de haven
- het deelnemen aan tentoonstellingen in binnen- en buitenland
- het plaatsen van advertenties en artikelen in binnen- en buitenlandse vakbladen
- het houden van lezingen
- het organiseren van studie- en promotiereizen naar het buitenland
- het organiseren van de (Internationale) Havendagen.

Dat de Stichting haar taak breed opvatte, bewijst de instelling van een Commissie tot Bevordering van de Industrialisatie van Rotterdam en Omstreken op 23 september 1935. Over het werk van deze commissie is buiten de publicatie van enkele "mededelingen" [NOTE Zie inv. nrs. 142-144.] weinig bekend. Uit de jaarverslagen blijkt dat haar werk tijdens de bezetting van 1940-1945 stil lag. Daarna blijkt er weer enig teken van leven, maar het jaarverslag over 1947 maakt voor het laatst melding van de Commissie.
Volgens een brief van de Kamer van Koophandel en Fabrieken voor Rotterdam van 9 december 1935 delegeerde zij de gehele voorlichtende taak over de haven aan de Stichting [NOTE Inv. nr. 15.] . Later zou daar wel verandering in komen: in een commentaar op het 50-jarig bestaan van de Stichting wijst het Rotterdams Nieuwsblad op de aanwezigheid van een veelheid van instanties die aan haven-promotie doen, waardoor het budget van de Stichting onder druk staat [NOTE RN 15 december 1983.]

Een ander initiatief was de oprichting op 27 januari 1939 van de Havenvereniging Rotterdam, die later tot grote bloei zou komen. Twee leden van de Raad van Toezicht van de Stichting waren reglementair lid van het bestuur van de Vereniging. Bij de reorganisatie van de Stichting in 1972 zouden de rollen worden omgedraaid: de vereniging kreeg het recht een bestuurslid van de Stichting te benoemen.

<strong>De organisatie</strong>

De oprichters van de Stichting waren:-het departement Rotterdam van de Nederlandse Maatschappij voor Nijverheid en Handel-de Kamer van Koophandel en Fabrieken voor Rotterdam-de afdeling Rotterdam van de Metaalbond-het Comite van Graanhandelaren.
Deze organisaties benoemden zes leden in de Raad van Toezicht, veelal 'het bestuur' genoemd. Het bestuur werd gecompleteerd door de benoeming van nog zeven leden door de ledenvergadering. Het dagelijks bestuur vormde tevens het bestuur van de Stichting. Reeds in 1936 werd de Raad uitgebreid met een lid dat de grote zeescheepvaart vertegenwoordigde. Tot 1946 nam het aantal leden van de Raad steeds toe tot 19, waarna het bleef schommelen tussen 19 en 21.
In 1968 werd een reorganisatie doorgevoerd, waarin werd bepaald dat twaalf organisaties een vertegenwoordiger in de Raad zouden benoemen. Daarnaast kon de Raad personen uitnodigen als lid toe te treden.

De jaarverslagen van 1969-1971 ontbreken, zodat we over deze periode niet over gegevens beschikken. Het jaarverslag van 1972 maakt echter melding van een nieuwe reorganisatie. Het werk van de Stichting, de 'Port Promotion' zou worden voortgezet als onderdeel van de totale gemeentelijke activiteiten op het gebied van 'Rotterdam Promotion'. Niet langer wordt gesproken van een Raad van Toezicht, maar van een bestuur. De leden ervan zouden worden benoemd door de
- Kamer van Koophandel en Fabrieken voor Rotterdam-5 leden
- Scheepvaart Vereniging Zuid-5 leden
- Gemeente Rotterdam-2 leden
- Maatschappij voor Nijverheid en handel-1 lid
- Stichting Europoort-Botlekbelangen-1 lid
- Havenvereniging Rotterdam-1 lid, en het
- Centraal Bureau voor Rijn- en Binnenvaart-1 lid.
Het bestuur kon nog andere personen op persoonlijke titel uitnodigen zitting te nemen in het bestuur, maar hiervan is spaarzaam gebruik gemaakt. Nieuw was de instelling van een Raad van Advies. De nieuwe structuur werd op 14 maart 1972 gepresenteerd.

De bureauwerkzaamheden lijken de eerste jaren door secretaris J.Ph. Backx te zijn waargenomen, maar al spoedig werd een chef-de-bureau benoemd, wiens functie officieel als adjunct-secretaris te boek stond. Later veranderde dat in 'secretaris van het bestuur' en na 1948 werd deze functionaris 'directeur' genoemd.
Aanvankelijk vond de stichting huisvesting bij het Gemeentelijk havenbedrijf in het Poortgebouw. In 1944 verhuisde het bureau naar het beursgebouw aan de Meent.

Wegens de verhuizing van de Stichting naar een der Europoint-gebouwen, werd het archief in 1985 aan het gemeentearchief aangeboden.

Vier dozen met krantenknipsels afkomstig van de Stichting Havenbelangen werden aangetroffen bij het archief van de Stichting Rotterdam 1940 dat al eerder naar het gemeentearchief was overgebracht. De archieven van beide Stichtingen werden oorspronkelijk bewaard in het Beursgebouw en het feit dat de archieven blijkbaar door elkaar raakten, geeft reeds een indicatie van het blijkbaar niet zo zorgvuldige beheer van het archief.

Bij de inventarisatie werd veel materiaal dat betrekking had op het al of niet plaatsen van advertenties, het ontvangen van gasten, het organiseren van rondvaarten en het verstrekken van inlichtingen, uit het archief verwijderd.
Belangrijke onderdelen van het archief zijn echter opvallend afwezig. Zo missen bijv. alle notulen van de ledenvergadering (op een na) en van het dagelijks bestuur. Verslagen van de vergadering van de Raad van Toezicht zijn voor een groot deel afwezig, evenals de jaarverslagen. Uit de aanwezige jaarverslagen blijkt dat het bureau zorgde voor een regelmatige stroom circulaires aan de leden, maar ook deze zijn niet aangetroffen, op enkele na in de periode 1934-1935 en 1938 waarin de gehele correspondentie schijnt bewaard gebleven te zijn. Kortom, het archief heeft veel van zijn waarde verloren door het ontbreken van veel materiaal.
Navraag bij de Stichting en bij de Kamer van Koophandel in het Beursgebouw, waar het archief was opgeslagen, leverde niets op. Mogelijk dat in de archieven van leden ontbrekende series als ingekomen stukken zijn terug te vinden.

Tijdens de selectie van het archief van het Gemeentelijk Havenbedrijf werd een gedeelte afgezonderd dat betrekking heeft op de Stichting Havenbelangen. Het betreft stukken die door de directeur zijn ontvangen als lid van het bestuur en stukken die aan alle leden en donateurs van de Stichting zijn verstuurd. Hoewel de stukken dus thuishoren in het archief van het Havenbedrijf, zijn ze niettemin als aanvulling toegevoegd in dat van de Stichting. De voornaamste reden daarvan is dat het overgrote deel van de aanvulling bestaat uit agenda's, notulen, verslagen en correspondentie, gedeelten die juist zo node ontbreken in het van de Stichting afkomstige archief. Een andere reden is dat de stukken, ontvangen door de directeur als medebestuurder van de Stichting, nauwelijks of geen betrekking hebben op het Havenbedrijf. Het betreft de inventarisnummers 248-270.

Het resterende archief van de Stichting Havenbelangen beslaat circa 3 meter.

In 2019 is de aanwinst van 2012 aan dit archief toegevoegd onder nummer 277-294.
