Geschiedenis van de archiefvormer

De overheid bemoeide zich aanvankelijk nauwelijks met de landbouw, ook in de 19e eeuw een belangrijke bedrijfstak in ons land. Particuliere landbouwverenigingen hielden zich bezig met de problemen op dat gebied. Na de grote landbouwcrisis in 1878 werd de overheid actiever: bij KB nr. 28 van 16 september 1886 werd een landbouwcommissie ingesteld. Een van de maatregelen die de commissie voorstelde was de benoeming van Rijkslandbouw- en Rijkstuinbouwleraren (later consulenten genoemd). In 1890 werd in Overijssel en Gelderland de eerste Rijkslandbouwleraar van Nederland aangesteld. Deze was onder meer belast met het toezicht op proefvelden, het toezicht op het landbouwonderwijs en het verstrekken van adviezen aan land- en tuinbouwers en aan provinciale en gemeentelijke autoriteiten. Van 1892 tot 1898 ressorteerden het Rijkslandbouwonderwijs en de Rijkslandbouwvoorlichting onder twee verschillende ministeries: landbouwonderwijs was ondergebracht bij de afdeling Onderwijs van het Ministerie van Binnenlandse Zaken, terwijl de overige taken bij de afdeling Landbouw van het Ministerie van Waterstaat, Handel en Nijverheid waren geplaatst. Deze afdeling werd in 1898 ook naar Binnenlandse Zaken overgebracht. Sindsdien zijn de onderdelen voorlichting en onderwijs op het gebied van de landbouw steeds onder één ministerie gebleven: in 1901 was dat het Ministerie van Waterstaat, Handel en Nijverheid, in 1905 dat van Landbouw, Handel en Nijverheid (afdeling V).

In 1906 veranderde de afdeling Landbouw in de directie van de Landbouw (bij KB van 7 maart, nr. 12, gewijzigd bij KB van 30 september 1913, nr. 63 en opnieuw vastgesteld bij KB van 20 mei 1914, nr. 55), die nadien onder verschillende departementen ressorteerde. Deze directie van de Landbouw kreeg een aantal afdelingen. Van 1906-1939 ressorteerden de consulenten onder één van die afdelingen.

De taak van de Rijksconsulent bestond vooral uit voorlichting, onderzoek en onderwijs. In de jaren dertig kreeg de Rijkslandbouwvoorlichtingsdienst de beschikking over rayonassistenten (de latere bedrijfsvoorlichters) die zich bezig gingen houden met de directe voorlichting aan boeren en tuinders. [NOTE Priester, Landbouwvoorlichting 2.] Na de tweede wereldoorlog vond een verschuiving plaats in de taakuitvoering. Was de voorlichting aanvankelijk gericht op de individuele boer, in de jaren vijftig en zestig werd deze meer groepsgericht. Dit kwam o.a. tot uiting in activiteiten met betrekking tot de streekverbetering en de voorlichting in ruilverkavelingsgebieden.

Tot 1963 was er alleen sprake van regionale consulentschappen die direct onder de directies op het departement ressorteerden. In 1963 werd in elke provincie een Provinciale Directie voor de Landbouwvoorlichting ingesteld met aan het hoofd een hoofdingenieur-directeur. Deze had de taak om de werkzaamheden van de verschillende consulenten te coördineren. Hij werd tevens secretaris van de in 1954 ingestelde raden voor de landbouwvoorlichting. Onder meer werden in die Raden ook de voorlichtingsprogramma's met het bedrijfsleven doorgesproken. Naast de voorlichting werd de uitvoering van de regelingen een belangrijk instrument van de dienst. De HID's kwamen elke maand met de plaatsvervangend Directeur-generaal voor de Landbouw en de Voedselvoorziening in vergadering bijeen. Via deze bijeenkomsten werden de HID's direct in kennis gesteld van de belangrijkste beleidsonderwerpen. Zij gaven de informatie weer door aan de consulenten. Anderzijds informeerden de HID's de directies van het ministerie over provinciale ontwikkelingen. In 1968 begon men te praten over een vernieuwde opzet van de Rijkslandbouwvoorlichtingsdienst. De toenemende specialisatie op de land- en tuinbouwbedrijven en de noodzaak over de nieuwste kennis te kunnen beschikken vroegen een goed functionerend, nauw samenwerkend team van landbouwvoorlichters. Tot de uitgangspunten van de reorganisatie behoorde verder het verkrijgen van een nauwe samenwerking met landbouworganisaties en het bedrijfsleven in het algemeen op voorlichtingsgebied om met een doeltreffende begeleiding van boer en tuinder te bereiken, zowel in technisch-economisch als in sociaal opzicht. De gevoerde besprekingen leidden uiteindelijk tot de opheffing van de bestaande 58 consulentschappen in 1969, en de instelling van 42 nieuwe diensten. Voorts werden consulentschappen voor veredelingsproductie ingesteld. Deze consulentschappen kwamen in de plaats van onder meer de vroegere pluimveeteelt-consulentschappen. Ook wel: Inventaris van de Rijksconsulentschappen in de provincie Overijssel, Historisch Centrum Overijssel (HCO) toegangnummer 619.] In hetzelfde jaar werd de Provinciale Directie voor de Landbouwvoorlichting hernoemd in de Provinciale Directie voor de Bedrijfsontwikkeling.

Per 1 januari 1984 werd het provinciaal apparaat van het Ministerie van Landbouw en Visserij gereorganiseerd en werden de functies van hoofdingenieur voor de Bedrijfsontwikkeling, hoofdingenieur directeur voor Landinrichting, Grond- en Bosbeheer en van inspecteur Natuurbehoud en Openluchtrecreatie opgeheven en vervangen door en directeur Landbouw en Voedselvoorziening (LaVo), een directeur Landelijke Gebieden en Kwaliteitszorg (LK) en een inspecteur Landinrichting (Li).

College van overleg voor de landbouw in de provincie Zeeland

Het College van Consulenten was een overlegorgaan van de rijksconsulenten in de provincie. Het voorzitterschap lag bij een landbouwconsulent. Vanaf 1963 werd dit overlegcollege verbreed en werden ook de provinciale diensten en directies van het Ministerie van Landbouw en Visserij hierin opgenomen. Dit overlegorgaan kreeg de naam College van Overleg voor de Landbouw.

De samenstelling van het College van Overleg voor de Landbouw in de provincie Zeeland was als volgt: namens de Rijkslandbouwvoorlichtingsdienst de hoofdingenieur-directeur, de consulenten met een ambtsgebied en de aan deze functionarissen toegevoegde ingenieurs, namens de Cultuurtechnische Dienst de hoofdingenieur-directeur en de aan deze functionaris toegevoegde ingenieurs, namens Directie Landbouwonderwijs de inspecteur van het landbouwonderwijs en de directeuren van de middelbare en hogere scholen, namens Staatsbosbeheer de houtvesters, de bosbouwconsulenten, de natuurbeschermers en de landschapsconsulenten, namens de Veeartsenijkundige Dienst de inspecteurs en de adjunct-inspecteurs en namens de Directie van de Voedselvoorziening de provinciale voedselcommissaris.

Het College kwam twee á drie keer per jaar bijeen om landbouwkundige problemen te bespreken. De vergaderstukken moesten in twaalfvoud opgemaakt worden. De voorzitters werden sinds 1963 aangewezen voor een periode van vier jaar. Voor deze functie kwamen de Hoofdingenieur-directeur van de Landbouwvoorlichting en de hoofdingenieur voor de Cultuurtechnische Dienst in aanmerking. De voormalige voorzitters hebben hun dossiers en bescheiden, die betrekking hebben op de taak als voorzitter overgedragen aan de nieuwe voorzitter(s). Vanaf 1967 was het de bedoeling dat de functie van voorzitter voor een periode van twee jaar om en om bekleed werd door de Hoofdingenieur-directeur van de Rijkslandbouwvoorlichting, van de Cultuurtechnische Dienst, van Staatsbosbeheer en de regionale inspecteurs van het landbouwonderwijs. De volgorde werd door de functionarissen zelf bepaald. Men lijkt in Zeeland afgeweken te hebben van dit schema, zodat in de praktijk C.W.C. van Beekom, hoofdingenieur-directeur van de rijkslandbouwvoorlichting, voorzitter was van maart 1963 tot en met mei 1967 en D. van der Zaken, hoofdingenieur-directeur van de Cultuurtechnische Dienst, van juni 1967 tot en met 1970. De Provinciale Directie voor de Bedrijfsontwikkeling bleef fungeren als secretariaat.

Het archief van de Provinciale Directie voor de Bedrijfsontwikkeling kan als afgesloten worden beschouwd, daar deze directie per 1 januari 1984 is omgezet in de Provinciale Directie voor de Landbouw en Voedselvoorziening. Het archief van het College van Overleg kan eveneens als afgesloten worden beschouwd.

Verantwoording van de bewerking

Aangezien de archieven van de Provinciale Directie voor de Bedrijfsontwikkeling in Zeeland niet naar het Nationaal Archief, maar naar een Regionaal Historisch Centrum worden overgebracht, is er extra aandacht besteed aan het bewaren van de context van het archief. Het gaat hier met name om archiefbescheiden die indien het archief overgebracht zou zijn naar het Nationaal Archief, elders in het Nationaal Archief te vinden zou zijn, maar waarvan de informatie geheel ontbreekt in de regionale archieven. Dit betekent in de praktijk dat er een aantal stukken van vernietiging zijn uitgezonderd die de belangstellende meer informatie opleveren over de organisatie van de dienst, zoals stukken betreffende de instelling van de Provinciale Directie voor de Bedrijfsontwikkeling en de uiteindelijke omzetting in de Provinciale Directie voor de Landbouw en Voedselvoorziening.

Tevens is ervoor gekozen om de personeelsdossiers van diensthoofden (in dit geval de Hoofdingenieur-directeur voor de Bedrijfsontwikkeling en de onder de Provinciale Directie vallende consulenten) van vernietiging uit te zonderen. In het archief is ook het personeelsdossier van H.P. de Bruin, de rijkslandbouwconsulent voor de Zeeuwse Eilanden aangetroffen. Dit is mogelijk aangezien de Provinciale Directie voor de Bedrijfsontwikkeling de personeelszaken van de regionale consulentschappen verzorgde.

De omvang van het archief was voorafgaand aan de bewerking circa 27,25 meter. Na de bewerking resteerde 2,875 meter te bewaren materiaal.

Ordening van het archief

Het archief is geordend naar de oorspronkelijke archiefcode van het Ministerie van Landbouw, Visserij en Voedselvoorziening. De benaming van de rubrieken is zoveel mogelijk overgenomen uit de oorspronkelijke code. Alleen daar waar de benaming van de rubriek niet (voldoende) overeenkomt met de inhoud van de stukken die zich daarin bevinden is een andere benaming gekozen. Deze nieuwe benaming komt overeen met de benaming volgens het Registratuurplan van het ministerie van Landbouw, Visserij en Voedselvoorziening (Den Haag 1955). Een voorbeeld hiervan is rubriek 07.77, dat door de archiefvormer aangeduid wordt als Vergaderingen, maar waarin zich ook voorlichtingsprogramma’s en maand- en jaarverslagen bevinden. De benaming volgens het registratuurplan, Notulen van vergaderingen, algemene rapporten en statistieken, dekt de inhoud van de stukken veel beter en is dan ook overgenomen.
