Geschiedenis van de archiefvormer

Het begrip landinrichting wordt al sedert de jaren 1960 toegepast als verzamelterm voor de zich sterk diversificerende ruilverkavelingspraktijk en als gemeenschappelijke noemer voor het brede scala aan activiteiten van de Cultuurtechnische Dienst (CD) van het Ministerie van Landbouw en Visserij, die dan ook in 1978 tot Landinrichtingsdienst (LD) is omgedoopt.

De Cultuurtechnische Dienst (CD) wordt bij Kb van 36 juni 1935 ingesteld, tegelijk met de Centrale Cultuurtechnische Adviescommissie. De CD/LD fungeert enerzijds als het ambtelijk apparaat voor de minister van Landbouw ter zake van cultuurtechnische aangelegenheden, resp. landinrichtingszaken, anderzijds verleent zij de nodige bijstand aan de Centrale Commissie, vanaf 1938 Centrale Cultuurtechnische Commissie (CCC) en vanaf 1985 Centrale Landinrichtingscommissie (CLC) genoemd. Onder het Ruilverkavelingsbesluit 1954 wordt de bijstand van de CD aan de CCC zelfs uitdrukkelijk in de wet genoemd (art. 3.1). Behalve het uitvoeren van administratieve en andere werkzaamheden, die de taak van de CCC/CLC met zich meebrengt, houdt deze bijstand van oudsher tevens in dat de CD/LD het secretariaat van de Centrale Commissie vervult.

De directeur van de CD/LD, die ambtshalve de secretaris van de CCC/CLC is, heeft in beginsel twee gedaanten: hij kan de minister van Landbouw vertegenwoordigen dan wel de Centrale Commissie. Bij amvb van 11-09-1985, Stb. 521 (art. 4.3) is de CLC uitdrukkelijk bevoegd haar secretaris een gedeelte van haar taken op te dragen. Daarnaast mag de directeur van de LD ook eigener beweging besluiten van de CLC voorbereiden en uitvoeren (algemene maatregel van bestuur 11-09-1985, Stb. 521, art. 11).

De directeur CD/LD treedt vooral handelend op bij de uitwerking van het landinrichtings-beleid in technisch-administratieve voorschriften, bij de beoordeling van subsidieaanvragen en als toezichthouder bij de voortgang van de voorbereiding en uitvoering van wettelijke landinrichtingsprojecten.

Verschillende keren in de geschiedenis van het ruilverkavelingsbeleid sinds WO II is sprake geweest van het instellen van provinciale cultuurtechnische commissies onder een overkoepelende CCC. Om uiteenlopende redenen zijn deze provinciale commissies nooit gerealiseerd. Het bestuurlijke 'gat' tussen de landelijke Centrale Commissie en de commissies ter plaatse is in de jaren 1950 wel ambtelijk opgevuld, door het regionaal apparaat van het Ministerie van Landbouw. Het regionale apparaat van het Ministerie van Landbouw is ontstaan vanuit provinciale consulentschappen en commissariaten voor de verschillende taakonderdelen van het ministerie. Voor de CD treedt daarbij per provincie op de Rijks Cultuur Consulent (RCC). In 1954 krijgt de CD een eigen provinciaal apparaat dat per provincie onder leiding staat van een hoofdingenieur-directeur (HID).

Voor de instelling van het Directoraat-Generaal voor de Landinrichting en de Visserijen in 1972 was de situatie als volgt: de provinciale directies van de Cultuurtechnische Dienst en Staatsbosbeheer opereerden bij de behandeling van vraagstukken over het landelijk gebied gescheiden. Omdat hierdoor naar buiten toe de eenheid van visie, met name in de afstemming van de activiteiten van deze diensten, niet verzekerd was, werd besloten per 1 januari 1972 de afzonderlijke HID-functies van de Cultuurtechnische Dienst en het Staatsbosbeheer op te heffen en in plaats daarvan één HID voor de Landinrichting [NOTE De Staatsalmanak vermeldt dit jaar van instelling in tegenstelling tot het Rapport Institutioneel Onderzoek: Met rede gekaveld; een institutioneel onderzoek naar taken en handelingen van actoren op het terrein van de landinrichting, 1945-1993 (Den Haag 2000)] aan te stellen (zie ook inventarisnummer 1). Voor een uitgebreidere geschiedenis van de CD wordt verwezen naar het Rapport Institutioneel Onderzoek: Met rede gekaveld; een institutioneel onderzoek naar taken en handelingen van actoren op het terrein van de landinrichting, 1945-1993 (Den Haag 2000).

Per 1 maart 1978 besloot de minister van Landbouw en Visserij de naam van de Cultuurtechnische Dienst te wijzigen in die van de Landinrichtingsdienst en de HID voor de Landinrichting in HID voor Landinrichting, Grond- en Bosbeheer (LaGroBo).

De omschrijving van de taken van de functie van hoofdingenieur-directeur was het geven van leiding aan en het bevorderen van een zodanige taakuitoefening van alle in de provincie werkzame ambtenaren van de Cultuurtechnische Dienst (CD), vanaf 1978 de Landinrichtingsdienst genoemd, het Staatsbosbeheer, de Directie Faunabeheer, de Directie Visserijen en de Directie Beheer Landbouwgronden, vanaf 1976, het onderhouden van de contacten met de beleidsdirecties en de leiding van het directoraat-generaal om een optimale communicatie op beleidsniveau te bewerkstelligen, het onderhouden van de contacten met de provinciale bestuursorganen, met de voor de provincie aangewezen vertegenwoordigers van andere Rijksdiensten, met particuliere organisaties in de provincie werkzaam op het terrein van het directoraat-generaal en voorts zover noodzakelijk met lagere bestuursorganen, het in het kader van het gestelde onder 1, 2 en 3 concretiseren van de positie, die in het z.g. Convenant aan de Natuurbeschermingsconsulent is toegekend en het bevorderen van de integratie van de in de provincie werkzame hulpdiensten zoals post- en archiefzaken, tekenkamers, bodediensten e.d., behorende tot de onder 1 genoemde Directies en Diensten.

In 1981 wordt de portefeuille Grondzaken afgesplitst van de taak van de Landinrichtingsdienst. [NOTE De Staatsalmanak vermeldt dit jaar van instelling in tegenstelling tot het Rapport Institutioneel Onderzoek: Met rede gekaveld.]

Als gevolg van de wijziging van de hoofdstructuur van het apparaat van het Ministerie van Landbouw en Visserij in de provincies wordt de HID LaGroBo opgeheven en opgevolgd door de Directeur Landelijke Gebieden en Kwaliteitszorg per 1 januari 1984. [NOTE De Staatsalmanak vermeldt dit jaar van instelling in tegenstelling tot het Rapport Institutioneel Onderzoek: Met rede gekaveld.] Tevens wordt de functie Inspecteur Landinrichting ingesteld als hoofd van de Landinrichtingdienst (zie ook inventarisnummer 2).

Wat betreft het algemene landinrichtingsbeleid heeft de HID/Insp als taak de provincie te adviseren over de provinciale volgordeschema's voor landinrichtingsprojecten. Voorts treedt de HID/Insp als adviseur en consulent op voor gemeenten, waterschappen en provincie met betrekking tot cultuurtechnische en andere landinrichtingsaangelegenheden.

Vergelijkbaar met zijn chef, de directeur CD/LD, is een HID/inspecteur ter zake van wettelijke en andere landinrichtingsprojecten (gebaseerd op de Beschikking, sinds 1986 Regeling reconstructie oude glastuinbouwgebieden (BROG/RROG) formeel in tweeërlei gedaante betrokken bij het werk van de commissies die een landinrichting uitvoeren (Plaatselijke Commissie, etc.) in zijn ressort: ten eerste treedt hij op als adviseur van de betreffende commissie(s) vanwege de minister van Landbouw; voorts fungeert hij als toezichthouder van de commissies voor de (secretaris van de) Centrale Commissie. In deze laatste hoedanigheid adviseert hij ook de Centrale Commissie of haar secretaris in alle zaken, waarover de commissies met de Centrale Commissie corresponderen. De uitvoerende functionaris ten aanzien van toezicht en advisering is veelal niet de HID/inspecteur zelf, maar een aan hem ondergeschikte districtsingenieur.

Wel speelt de HID vooral in de jaren zestig en zeventig een belangrijke zelfstandige rol bij de uitvoering van bedrijfsbeëindigingsregelingen en (andere) regelingen van het O&S-fonds. De HID fungeert dan soms ook als de ambtelijke secretaris van een Provinciale Adviescommissie O&S-fonds (PAC) die over aanvragen om een beëindigingsvergoeding adviseert.

De archieven kunnen als afgesloten worden beschouwd, daar de Hoofdingenieur-directeur Landinrichting, Grond- en Bosbeheer in Zeeland per 1 januari 1984 wordt opgevolgd door de Directeur Landelijke Gebieden en Kwaliteitszorg. Het is nog wel mogelijk dat een enkel verspreid geraakt dossier te zijner tijd te voorschijn komt en aan dit archief wordt toegevoegd.

Verantwoording van de bewerking

Het archief van de Hoofdingenieur-directeur Landinrichting, Grond- en Bosbeheer in Zeeland maakt deel uit van de door de Centrale Archief Selectiedienst bewerkte provinciale archieven van het Ministerie van Landbouw, Natuur en Voedselkwaliteit. Ten behoeve van de bewerking werd een plan van aanpak samengesteld, welke de basis vormt voor de bewerking. In het plan, welke werd meeondertekend door het Nationaal Archief op 20 mei 2008, zijn de afspraken met betrekking tot de selectie, ontsluiting, materiële verzorging en de overbrenging geregeld.

Het archief van de Dienstcommissie is opgenomen in de toegang onder de handelingen 6 uit de selectielijst Landbouwstructuurbeleid en 1084 uit de selectielijst Landinrichting. De HID was tot en met 1982 voorzitter van de Dienstcommissie. De selectielijsten voorzien niet in specifieke handelingen voor de dienstcommissies voor de desbetreffende stukken.

Aangezien de archieven van de Provinciale Directie voor de Hoofdingenieur-directeur Landinrichting, Grond- en Bosbeheer in Zeeland niet naar het Nationaal Archief, maar naar een Regionaal Historisch Centrum worden overgebracht, is er extra aandacht besteed aan het bewaren van de context van de archiefbescheiden. Dit betekent in de praktijk dat er een aantal stukken van vernietiging zijn uitgezonderd die de belangstellende meer informatie opleveren over de organisatie van de dienst.

De omvang van het archief was voorafgaand aan de bewerking circa 9,625 meter. Na de bewerking resteerde 1,4 meter te bewaren materiaal.

Ordening van het archief

Het archief is geordend naar de oorspronkelijke archiefcode van het Ministerie van Landbouw, Visserij en Voedselvoorziening. De benaming van de rubrieken is zoveel mogelijk overgenomen uit de oorspronkelijke code. Alleen daar waar de benaming van de rubriek niet (voldoende) overeenkomt met de inhoud van de stukken die zich daarin bevinden is een andere benaming gekozen. Deze nieuwe benaming komt overeen met de benaming volgens het Registratuurplan van het Ministerie van Landbouw, Visserij en Voedselvoorziening (Den Haag 1955).
