Geschiedenis van de archiefvormer

Na de afkondiging van de pauselijke encycliek Rerum Novarum in 1891, waarin de katholieken werden opgeroepen zich per stand te organiseren tegen de gevaren van de moderne tijd, kregen de Nederlandse katholieke arbeiders ruimte om, onder hoede van de geestelijkheid, eigen verenigingen op te richten. Op lokaal niveau ontstonden er zogenoemde volksbonden en, wat later, werkliedenverenigingen, die zich vooral richtten op het beschermen en het verheffen van het geestelijke en zedelijke peil van de katholieke arbeider. In 1906 vormden deze verenigingen de Federatie van R.K. Volks- en Werkliedenbonden. Naast deze lokale verenigingen ontstonden er vakbonden die landelijk opereerden en die opkwamen voor de stoffelijke belangen van de katholieke arbeider. Deze vormden in 1909 het R.K. Vakbureau.
In 1916 vaardigden de Nederlandse bisschoppen een mandement uit waarin ze ieder lid van een katholieke vakbond verplichtten ook lid te worden van de plaatselijke katholieke werkliedenvereniging. Tevens spraken zij de wens uit dat iedere plaats met voldoende katholieken beschikte over een eigen werkliedenvereniging. Gevolg hiervan was dat in de daaropvolgende jaren, althans in de regio Nijmegen, in ieder dorp zo’n vereniging werd gesticht, voor zover nog niet aanwezig. Op landelijk niveau betekende het dat Federatie en Vakbureau nauw met elkaar gingen samenwerken; in 1925 fuseerden zij zelfs met elkaar tot het R.K. Werkliedenverbond (RKWV). Voortaan was er één landelijke organisatie ter behartiging van zowel de materiële als de immateriële belangen van de katholieke arbeider, die zich op lokaal niveau liet vertegenwoordigen door de R.K. Werkliedenverenigingen.

Deze hielden zich niet uitsluitend, vaak zelfs niet hoofdzakelijk, met vakbondswerk bezig; zij organiseerden ook culturele en sportieve activiteiten voor de katholieke arbeidersstand. Harmonieën en voetbalverenigingen waren als ‘onderafdeling’ bij werkliedenverenigingen aangesloten.
In 1941 werd het RKWV op last van de Duitse bezetter opgeheven. Het werd in 1945 heropgericht, maar kreeg nog in hetzelfde jaar een nieuwe naam: de Nederlandse Katholieke Arbeidersbeweging (KAB). De KAB vertegenwoordigde op haar hoogtepunt, rond 1960, zo’n dertig procent van de georganiseerde arbeiders. Zij onderhield toen nog warme betrekkingen met zowel de kerk als de Katholieke Volkspartij (KVP), maar van beide instituten nam zij in de loop van de jaren zestig afstand. In 1964 werd de KAB omgevormd tot het Nederlands Katholiek Vakverbond (NKV), dat zich afficheerde als een vakcentrale voor alle werknemers en niet alleen voor katholieke arbeiders. In 1972 trad het NKV met andere vakcentrales in overleg om tot een federatie te komen. De uitkomst hiervan was dat het met het Nederlands Verbond van Vakverenigingen (NVV) in 1976 de Federatie Nederlandse Vakbeweging (FNV) oprichtte. Op 1 januari 1982 hieven het NKV en het NVV zichzelf op en ging de FNV door als zelfstandig vakcentrale.

Kenmerkend aan het RKWV en de KAB was zowel een sterke centralisatie als een fijnmazige lokale structuur. Enerzijds trokken zij de regie zoveel mogelijk naar zich toe, anderzijds lieten zij zich in iedere plaats vertegenwoordigen door een aparte afdeling. Dit had het naast elkaar bestaan van zeer kleine en zeer grote afdelingen tot gevolg. Overigens waren de afdelingen in grote plaatsen, dat wil zeggen steden en dorpen met meerdere parochies, verder onderverdeeld in parochiale onderafdelingen. Muziek- en sportverenigingen konden ook als onderafdeling bij een afdeling zijn aangesloten. Het RKWV, en later de KAB, hield zich nadrukkelijk niet alleen met vakbondswerk bezig, maar ook met ‘standswerk’: de geestelijke en culturele verheffing van de katholieke arbeidersstand. Organisatorisch kwam dit tot uiting in een duale structuur. Bij het RKWV, later de KAB, waren zowel vakbonden als standsorganisaties aangesloten. In tegenstelling tot de landelijke vakbonden waren de vijf standsorganisaties diocesaan georganiseerd. Voor de regio Nijmegen betekende dit dat het geestelijk-zedelijk peil van katholieke vakbondsleden ten zuiden van de Waal bewaakt werd door de Bossche Diocesane Bond, gevestigd in Tilburg, en ten noorden van de Waal door de Utrechtse Diocesane Bond, gevestigd in Utrecht.
De structuurwijziging van de KAB in het NKV had lokaal wel verstrekkende gevolgen. De standsorganisaties parochiale onderafdelingen verdwenen, muziek- en sportverenigingen werden verzelfstandigd en kwamen los te staan van de vakbeweging. Het bestuur van de plaatselijke afdeling bestond voortaan uit afgevaardigden van de plaatselijke afdelingen van NKV-bonden.

De afdeling werd in 1917 opgericht en bestond nog in 1967.

Taken of bemoeienissen van de archiefvormer en de wijzigingen daarin

De taak van het RKWV was tweeledig: enerzijds de katholieke arbeiders in het gareel houden, anderzijds de belangen van deze arbeiders vertegenwoordigen door te onderhandelen met de organisaties van andere katholieke standen, met de katholieke politieke partij en met de vakverenigingen van andere religieuze en politieke stromingen. Om deze taken uit te kunnen voeren leidde het RKWV kaderleden op, die afkomstig waren uit de arbeidersstand. De Nederlandse Katholieke Arbeidersbeweging (KAB, vanaf 1945) beschikte hierdoor over een zelfbewust kader, dat de emancipatie van de katholieke arbeider binnen de katholieke zuil als het doel van de KAB zag. Om dit te bereiken trachtte de KAB haar invloed te vergroten door actief leden te werven en door binnen de Katholieke Volkspartij politieke mandaten op te eisen. Het wegvallen van de katholieke zuil en de daarmee samenhangende katholieke sociale leer in de jaren zestig maakte dat de taakstelling van de KAB in zijn geheel kwam te vervallen. Het Nederlands Katholiek Vakverbond (NKV, vanaf 1964) zag het niet meer als zijn taak te waken over de katholiciteit van zijn leden, het wenste enkel nog een vakcentrale te zijn, die opkwam voor de materiële belangen in zake loon en arbeidsomstandigheden van alle werknemers, ongeacht hun gezindte.

Op afdelingsniveau probeerde het RKWV, en later de KAB, een factor te zijn in de lokale politiek en het lokale verenigingsleven. Hoewel dit streven niet volledig verdween in 1964, beperkte de afdelingen van het NKV zich meer tot kerntaken van de vakbeweging. Een afdeling bood haar leden hulp bij het invullen van belastingformulieren en het aanvragen van uitkeringen. Verder benoemde zij vertegenwoordigers in het bestuur en de raad van toezicht van de plaatselijke Kamer van Koophandel en in diverse sociaaleconomische adviescommissies van het gemeentebestuur.

Lotgevallen van het archief

Het archief berustte oorspronkelijk bij de archiefvormer op het secretariaat en werd in de periode 1979-2012 overgedragen aan de Stichting Vakbondshistorisch Archief Nijmegen en omstreken (SVAN). Vrijwilligers van het SVAN hebben het archief door middel van een codelijst ontsloten.
In 2012 schonk de Stichting Vakbondshistorisch Archief Nijmegen en omstreken (SVAN) het archief aan het Regionaal Archief Nijmegen. In 2018 nam het Erfgoedcentrum het archief in beheer.
