Inleiding

Deze inleiding heeft betrekking op de archieftoegangen 1519 t.m. 1530.

De gemeente Bronckhorst heeft na de herindeling per 1 januari 2005 als rechtsopvolger van de voormalige gemeenten Hengelo, Hummelo en Keppel, Zelhem, Steenderen en Vorden de archieven van o.a. de bouwvergunningen overgenomen.

Deze bouwvergunningen bevatten de dokumenten uit de perioden 1880-1939 en 1940-2004.

Van de bestanden van elke voormalige gemeente, verdeeld in de perioden 1880-1939 en 1940-2004, zijn aparte digitale inventarissen in excel gemaakt.

In totaal zijn er 12 archiefbestanden, met een totale omvang van 478,375m1:

In de volgende inventarissen van archieven die reeds zijn overgebracht bevinden zich ook bouwvergunningen of registers uit gedeeltelijk dezelfde perioden.

Omdat de vergunningen veelvuldig worden geraadpleegd door medewerkers van de gemeente Bronckhorst ten behoeve van verschillende administratieve processen zijn alle dokumenten (behalve die achter tab 3) gescand en als werkexemplaar digitaal opgeslagen in het documentmanagementsysteem Decos van de gemeente Bronckhorst. Een kopie van deze digitale bestanden zal in overleg aan het ECAL worden verstrekt voor intern gebruik, en niet beschikbaar worden gesteld via de website.

Toelichting

De inventarissen zijn toegankelijk door middel van de volgende velden/kolommen:
- Dossiernummer (dit nummer is opgebouwd uit de aanduiding van de eerste twee letters van de voormalige gemeente + volgnummer (bijvoorbeeld HE0001), bij de periode 1880-1939 gevolgd door een X, bijvoorbeeld HEX0001)
- Omschrijving
- Aanvrager
- Adres (dit is de locatie waarvoor de vergunning is verstrekt
- Plaatsnaam
- Vergunde adres; is alleen ingevuld als vernummering heeft plaatsgevonden
- Gemeente
- Opmerkingen
- Kadastraal (kadastrale aanduiding gemeente, sectie en nummer)
- Tekeningen aanwezig (zo ja, dan vinkje aanwezig)
- Documentdatum (datum vergunningverlening, indien niet bekend dan datum aanvraag)
- Documentnummer (vergunningnummer, toegekend bij de verlening)

- De dossiernummers zijn in potlood op de archiefomslag vermeld [NOTE Na overbrenging zijn de dossiers van stickers voorzien] ;
- Tekeningen zijn opgeborgen in bijlage-enveloppen, tenzij deze voor de bewerking al door middel van perforatiegaten in de map waren gehecht.
- Er zijn verschillende kleuren mappen gebruikt omdat tijdens het bewerkingstraject gewisseld is van leverancier.
- In sommige gevallen wijkt de omschrijving in de inventaris af van de omschrijving in de dokumenten vanwege afspraken m.b.t. een uniforme woordkeuze (bijvoorbeeld: veranderen in plaats van wijzigen en plaatsen in plaats van aanpassen
- De schrijfwijze van dokumentnummers kan per gemeente afwijken
- Ontbrekende mapnummers; bij controle voor de overbrenging is geconstateerd dat een aantal inventarisnummers ontbreekt wegens uitleen of andere reden. Hiervan is een lijst bijgevoegd bij de verklaring van overbrenging. - Het komt ook voor dat sommige nummers geen dossiers bevatten (zogenaamde lege nummers). Op de etiketten op de dozen worden deze niet weergegeven.
- Wanneer de dag en of de maand van de datum van de vergunningverlening in het document niet is vermeld dan wordt in het veld document datum een 01 gebruikt, dus bijvoorbeeld: 1916 wordt 01 januari 1916
- Wanneer de datum van de vergunningverlening ontbreekt dan wordt de datum van de aanvraag gebruikt en wanneer deze ontbreekt dan wordt een datum gebruikt die op een tekening of anderszins in de dokumenten is vermeld.
- Wanneer er helemaal geen datum aanwezig is in de dokumenten dan wordt dit vermeld bij het veld opmerkingen.
- Er hebben bij diverse adressen vernummeringen plaatsgevonden. Wanneer dit ten tijde van de bewerking bekend was is dit vermeld in de kolom opmerkingen.

Beperking openbaarheid

Gedurende 50 jaar na de datum van verlening geldt een beperking van de openbaarheid voor de vergunningen met de dossiersnummers HE05508 t/m HE05515, VO05485, VO05486, VO05490, VO05491, VO08074, en VO008101 t/m VO08109. Deze dossiers bevatten documenten en bouwtekeningen die betrekking hebben op bankgebouwen. In de inventaris wordt in een aparte kolom aangegeven tot welk jaar de beperking geldt.
Bij de verklaring van overbrenging is als bijlage een besluit van het college van burgemeester en wethouders bijgevoegd dat deze vergunningen niet openbaar zijn op basis van artikel 15, lid 1 van de Archiefwet, met het oog op het gestelde onder punt c: Het anderszins voorkomen van onevenredige bevoordeling of benadeling van betrokken natuurlijke personen of rechtspersonen danwel van derden. Eenmaal per vijf jaar wordt bezien of deze vergunningen nog voldoen aan dit criterium voor beperking van de openbaarheid.

Deze vergunningen zijn vanwege het geringe aantal dokumenten per vergunning niet onderverdeeld in tabs en opgenomen in verzamelmappen, gescheiden door tabstroken. De dossiernummers zijn linksboven op de archiefomslag vermeld (bijvoorbeeld HEX0001-0016).

Overig

- In de excel-lijsten zijn de tabstroken niet vermeld.

- We hebben in overleg met de vakafdeling uit kosten/batenoverweging besloten om de dokumenten achter tab 3 niet te scannen. Dit zijn technische gegevens, zoals statische berekeningen, niet gewaarmerkte bestektekeningen, constructietekeningen en sonderingsrapporten. Het uitgangspunt was dat gescande dokumenten dienen als werkexemplaar. Deze gegevens worden niet vaak opgevraagd/zijn niet vaak nodig.

- Wanneer zich achter bepaalde tabstroken geen dokumenten bevinden dan wordt dit (vanwege de geautomatiseerde scanproces) aangegeven als: geen dokumenten aanwezig. Wanneer van een vergunning meer archiefomslagen aanwezig zijn dan bevinden de gescande dokumenten zich in de eerste registratie. Bij de volgende registratie(s) die deel uitmaken van de vergunning wordt dan vermeld dat dokumenten niet aanwezig zijn.

- De dossiernummers zijn linksboven op de archiefomslag vermeld; wanneer er op andere plekken aantekeningen zijn geplaatst dan zijn deze van ondergeschikt belang.

- Elke archiefomslag bevat 1 vergunning (bijvoorbeeld HE00001).

Bij sommige vergunningen is de aanvraag en de beschikking gecombineerd in 1 formulier waardoor daarvan slechts 1 tabstrook aanwezig is. In deze gevallen is op de tabstrook vermeld: 1+2

- Enkele dozen zijn iets te vol, waarbij geen handdikte ruimte over is: in overleg met archiefinspectie is dit akkoord bevonden.

Conversie van de toegang door ECAL

Na overbrenging naar de archiefbewaarplaats is de toegang geconverteerd naar een bij het Erfgoedcentrum Achterhoek en Liemers in gebruik zijnd systeem. Daarbij kwamen de lettercodes vóór het inventarisnummer te vervallen. Alle informatie uit de oorspronkelijke inventaris is bewaard gebleven, zij het soms in andere en/of gecombineerde velden.

  • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format
