Dienst Gemeentewerken

Op 27 april 1906 werd een instructie voor de gemeenteopzichter opgesteld, waarna J. Brill als zodanig werd benoemd. De gemeentewerklieden in tijdelijke dienst werd ontslag aangezegd per 1 januari 1907, waarna zij konden soliciteren naar een aanstelling in vaste dienst. Hiermee kreeg de organisatie een nieuwe opzet. Van invloed was waarschijnlijk ook de invoering van de Woningwet 1901 en het aantreden van de regionale Gezondheidscommissie in 1903, waardoor de overheidsbemoeienis met volkshuisvesting, woningbouw en openbare hygiëne toenam. Het hoofd van de dienst Gemeentewerken was in later tijd tevens Gemeentearchitect.

Toen door de reorganisatie van de Politie in 1943 de chef-veldwachter per 1 maart de gemeentelijke dienst verliet, werden diens taken inzake de plaatselijke luchtbescherming gedelegeerd aan de gemeentearchitect, die hoofd van de Luchtbeschermingsdienst werd. Als commandant van zowel de Brandweer als de Luchtbeschermingsdienst was hij direct ondergeschikt aan de Burgemeester.

Luchtbeschermingsdienst

De praktische organisatie van de Luchtbeschermingsdienst van de gemeente Aalten werd eind jaren "30 ondergebracht bij de Dienst Gemeentewerken. Aanvankelijk stond de organisatie onder supervisie van de chef-veldwachter der Gemeentepolitie. Toen deze ten gevolge van de reorganisatie van de Nederlandse politie in 1943 de gemeentelijke dienst per 1 maart verliet, werden diens bevoegdheden en taken opgedragen aan de Gemeente-architect.
De Luchtbeschermingsdienst kende enkele afdelingen met specifieke taken, zoals de Waarschuwingsdienst (alarmering), de Gasverkenningsdienst (gifgasaanvallen), de Veterinaire dienst (calamiteiten bij boerenbedrijven), en de Brandweer (branden t.g.v. luchtaanvallen). Deze laatste afdeling werd reeds in oktober 1940 om praktische redenen gevoegd bij de "gewone" brandweer.
De "vrijwillige" onbezoldigde personeelsleden werden door de Burgemeester aangewezen en ingedeeld. Dit betreft met name de leidinggevenden en personeel van de "Blokken" in de wijken van de bebouwde kommen (blokhoofden, blokploegleden) en hun collega's in de buurtschappen. Het buitengebied was ingedeeld in "oorden", zo werd bv. de buurtschap Lintelo aangeduid als "Oord III".

Het hoofdarchief

De administratie van de Gemeentewerken werd in 1906 afgescheiden van het secretarie-archief en afzonderlijk opgezet. Daartoe behoorden ook de vigerende wegenleggers van 1896. Voor overige oudere stukken betreffende wegen en werken zie het archief Secretarie (1811-1942). Enkele stukken werden aangetroffen betreffende de bouw van het regionale Huis van Bewaring te Aalten anno 1860, waarschijnlijk in verband met beheer & onderhoud door de dienst.

Dit archief werd ca. 1995 door de afdeling Post- & archiefzaken overgedragen en overgebracht van het kantoor van Gemeentewerken aan de Nassaustraat naar de gemeentelijke archiefbewaarplaats aan de Markt. Het bestand omvatte drie series, verpakt in zakken en dozen, naderhand aangevuld met enkele registers.

De series:
De 1e serie (1906-1958) bestond uit archiefzakken met bundels algemene correspondentie en stukken betr. woningonderzoek, school- en woningbouw, het slachthuis, het openluchtzwembad en de rioolzuiveringsinstallatie.
De 2e serie (1910-1942) bestond uit 10 genummerde dozen met index en bevatte m.n. stukken betr. voorbereiding en uitvoering van de aanleg, bouw, beheer en onderhoud van gemeentelijke panden, terreinen, wegen, werken en materieel. Deze waren reeds eerder geschoond en zaaksgewijs gebundeld, hetgeen enige vermenging veroorzaakt had.
De 3e serie (1923-1948) bestond uit 9 dozen met gerubriceerde correspondentie, toegankelijk via gidskaarten, ingedeeld volgens een lettercode. Iedere map heeft een eigen indicateur. Dit bestand geeft inzicht in neventaken en -aktiviteiten. In de jaren 1944/"45 zijn de lopende zaken overgebracht naar een nieuw dossierarchief. Desbetreffende stukken zijn in de indicateurs gemerkt.
Chronologische overlapping ontstond, waar in sommige rubrieken oudere of jongere stukken waren toegevoegd.

Gedeponeerde archieven

Gemeentelijke Luchtbeschermingsdienst:
Dit bestand bevond zich, afzonderlijk gerubriceerd en verpakt, in het souterrain van het pand Nassaustraat en werd omstreeks 1995 eveneens naar het gemeentelijk archiefdepot aan de Markt overgebracht.

Het archief van de Luchtbeschermingsdienst bestaat uit een serie algemene correspondentie, een serie gerubriceerde correspondentie en bijlagen in mappen, geordend A-Z, en een serie gerubriceerde documentatie, geordend in mappen 1-7.
Het hoofdarchief is ingedeeld volgens een lettercode en toegankelijk middels gidskaarten. Iedere map is tevens indicateur op de eigen inhoud. De mappen bestrijken merendeels ongeveer de periode 1939-1945. Bij sommige rubrieken zijn echter ook stukken uit voorafgaande en/of volgende jaren toegevoegd.
Bijgevoegde bundels oudere stukken zijn afzonderlijk beschreven onder vermelding van NB: "voorstukken". Aangetroffen jongere stukken zijn afzonderlijk beschreven onder vermelding van NB: "ongecodeerd" (niet-geregistreerd). Dit betreft met name de periode september 1944 - maart 1945 tengevolge van de hektiek van de laatste oorlogsmaanden, toen de opmars van de geallieerde legers de verbindingen met West-Nederland verstoorde.
De rubrieksaanduidingen zijn vaak niet exclusief en de rubricering van stukken niet altijd consequent. Rubrieken overlappen elkaar soms, terwijl stukken betreffende eenzelfde onderwerp soms verkeerd ingesorteerd zijn. Stukken betreffende aanschaf en distributie van materieel, voorzieningen en benodigdheden werden bv. ook geregistreerd onder de stukken betreffende het blok of de afdeling, die de goederen nodig had.
Rubriek T bleek te zijn gebruikt als depot van nog te rubriceren en op te bergen afschriften van uitgaande stukken. Deze zijn in de desbetreffende rubrieken bijgevoegd en afzonderlijk beschreven met toelichting omtrent de herkomst.

Ambtenaar van het Kadaster te Aalten :
Het bestand van de Ambtenaar van het Kadaster was ondergebracht in het kantoorgebouw van de Dienst Gemeentewerken aan de Nassaustraat te Aalten. Het oud-archief van het Kadaster over de periode 1830-1885 bevond zich reeds sinds ca. 1980 in de archiefbewaarplaats van het Gemeentehuis aan de Markt.
In 1989 kreeg de Aaltense kadasterambtenaar een rechtstreekse computerverbinding met de Dienst Kadaster & Openbare registers te Arnhem tot zijn beschikking. Het aanwezige gedeelte van het kadastrale archief over de periode 1885-1989 werd afgesloten, maar bleef aanvankelijk op de lokatie Nassaustraat. Deze bestanden werden deels omstreeks 1995, deels in 2003 overgedragen.

De inventarisnummers 428 tot en met 556 betreffende het kadaster zijn vervallen. De kadastrale bescheiden van Aalten en Bredevoort zijn verplaatst, zie bestand SARA 1230 Kadaster Aalten.

Inventarisatie

De 1e en de 2e serie bevatten met name veel materiaal betreffende de voorbereiding en uitvoering van werkzaamheden. Aangezien deze series vooral op de werkpraktijk georiënteerd zijn en elkaar inhoudelijk en chronologisch overlappen, is gekozen voor samenvoeging.
De 3e serie wijkt sterk af qua ordening en inhoud en is in hoofdzaak opgezet als gerubriceerde correspondentie en administratie, geordend volgens een lettercode van intern ontwerp. De indeling is derhalve zoveel mogelijk gehandhaafd.

Het tekeningenarchief is waarschijnlijk bij de vorming van de 3e fase van het hoofdarchief afzonderlijk opgezet en bij de dienst gebleven. Bij opschoningsoperaties in de jaren "70 en " 80 zijn uitgeschoten tekeningen van verdwenen gebouwen aan de toenmalige archivaris overgedragen, waarvan de herkomst herkenbaar is aan de gestempelde nummering. Deze stukken zijn in deze inventaris opgenomen.

Bij de huidige bewerking zijn vernietigd: de dubbele exemplaren van in oplage vervaardigde bestekken, tekeningen en drukwerk, de concepten, doorslagen en afschriften van aanwezige originele stukken, en de niet gehonoreerde inschrijvingsbiljetten. Aangezien zowel het archief van de Luchtbeschermingsdienst, als de 3e serie van het archief van de Dienst Gemeentewerken veel informatie bevat betreffende de oorlogsperiode 1939-1945, is uit deze archiefonderdelen slechts beperkt en terughoudend geschoond.

Het hoofdbestand bestrijkt de periode 1896-1948. Aangetroffen indicateurs van de periode 1949-1966 zijn overgedragen aan de Dienst Interne Zaken. Deze behoren bij het volgende archiefblok, het dossierarchief, geordend volgens de code VNG.
