Het bedrijf

Het gemeentelijk Slachthuis te Winterswijk werd in 1928 gebouwd nabij de kruising van de Tuunterstraat en de spoorlijn Winterswijk-Zutphen. Men verrichtte er de keuring en slachting van aangevoerd vee en hield toezicht op de plaatselijke slagerijen, exportslachterijen en de huisslachtingen bij de boerenbedrijven in de buurtschappen, daarnaast ook op levensmiddelen- en horecabedrijven. Ook verhuurde men slachtruimten en koel- en pekelcellen aan plaatselijke slagers.
Het slachthuis werd weldra uitgebreid met een destructor voor de vernietiging en verwerking van afgekeurd en gestorven vee en slachtafval. Deze werd omwille van hygiëne en overlast in 1930 verplaatst naar de Wooldseweg nabij de spoorlijn Winterswijk-Zevenaar. Men verwerkte er ook kadavers en industrieel dierlijk afval uit de omliggende gemeenten Aalten, Bergh, Dinxperlo, Groenlo, Lichtenvoorde, Wisch en Zevenaar. De destructor werd in 1940 als particulier bedrijf voortgezet onder de naam Dierlijke Afval Verwerking. Begin jaren ''90 werd de kadaververwerking beëindigd en dit bedrijf gesloopt.
Tijdens de 2e wereldoorlog werd in 1941 de directeur van het Slachthuis tevens belast met het toezicht op de gemeentelijke Centrale keuken, die in het complex werd ingericht t.b.v. de voedselvoorziening. De Keuringsdienst speelde in de naoorlogse decennia tevens een rol in de bestrijding van TBC door signalering en destructie van besmet vee.
De slachtaktiviteiten werden in 1959, en het bedrijfscomplex in 1962 overgenomen door Exportslachterij De Haas, vanaf 1970 door de Nieuwe Vlees Combinatie (NVC). Aan de achterzijde van het bedrijf stond sedert 1968 een nieuw kantoorpand van de gemeentelijke Keuringsdienst, met een noodslachtplaats, vrijbankwinkel en laboratorium. Na het vertrek van de NVC in 1988 en van de Keuringsdienst in 1989, werd het complex gesloopt en verrees hier de huidige woonwijk De Lelie. [NOTE Zie: W. Peletier. De organisatie

De belangen van het Slachthuis als gemeentelijke dienst werden behartigd door een commissie bestaande uit de wethouder/portefeuillehouder en een aantal gemeenteraadsleden, geassisteerd door de directeur Gemeentewerken als secretaris.

De directeur van het Slachthuis was een gediplomeerd dierenarts. Eén van de plaatselijke dierenartsen werd aangewezen om zo nodig op te treden als zijn plaatsvervanger en adjunct.
De directeur bleef na de verzelfstandiging van de destructor nog enige tijd toezichthouder en adviseur van die instelling. In de oorlogsjaren was hij tevens directeur van de gemeentelijke Centrale keuken, die in het Slachthuis gevestigd was.
De taken m.b.t. inspectie en vleeskeuring in het kader van de Vleeskeuringswet en de Destructiewet werden uitgevoerd onder toezicht van de Rijksdienst voor Keuring van Vee & Vlees. In 1980 telde de dienst 2 directieleden, 3 hoofdkeurmeesters, 3 keurmeester-opzichters, 2 keurmeesters, 1 administrateur en 1 stempelaar. De keurmeesters keurden zowel het voor binnenlandse slachting als het voor exportslachting aangeboden vee. De stempelaar was tevens belast met algemene onderhoudswerkzaamheden.

Het archief

De bedrijfsmatige administratie werd gevoerd door administratief personeel op het slachthuis. Begroting, jaarrekening en personeelsaangelegenheden werden afgehandeld door de afdelingen Financien en Personeelszaken van de Gemeentesecretarie. Daartoe was bij de dienst Gemeentewerken een administrateur belast met de coordinatie. De begroting en rekening van Slachthuis & Vleeskeuringsdienst maakte jaarlijks onderdeel uit van de algemene gemeentelijke begroting en rekening.
In het Slachthuis werd in 1951 een deel van het magazijn als archiefruimte ingericht. De Vleeskeuringsdienst verhuisde in 1968 naar een nieuw pand aan de achterzijde van het bedrijf. Hier werd het archief bewaard in een ladenkast in de directiekamer. Ingevolge de Vleeskeuringswet 1984 werd de gemeentelijke Vleeskeuringsdienst m.i.v. augustus 1985 opgeheven. Haar archief werd formeel overgedragen aan de Rijksdienst Keuring Vee & Vlees, maar bleef materieel berusten in het het plaatselijke kantoor. De administratie van lopende zaken ging over naar Kring 7 van de Rijksdienst Keuring Vee & Vlees te Doetinchem.

De inventarisatie

In verband met de sluiting van de Winterswijkse vestiging per 1 oktober 1988, werd het archief van de plaatselijke keuringsdienst overgebracht naar de archiefbewaarplaats in het Gemeentehuis aan het Mevrouw Kuipers-Rietbergplein.
Het archief was aanvankelijk alfabetisch-chronologisch op trefwoorden ingedeeld. Deze ordening werd verstoord door wijziging en aanvulling, waarna de volgorde numeriek werd vastgelegd middels een rubriekscode. Mogelijk dateert deze opzet uit 1941, het beginjaar van een deel der onderwerpsgewijze series. In 1942 werd wegens papierschaarste 90 kilo archief ingeleverd. Van de voorafgaande periode 1929-1940 zijn slechts jaarverslagen en akten aangetroffen.
De oorspronkelijke rubrieken werden destijds niet consequent gebruikt. Afzonderlijke onderwerpen betreffende de organisatie zijn ook te vinden in de serie algemene correspondentie en onderwerpen betreffende taakveld en werkzaamheden zijn ook aanwezig in de serie correspondentie van de Keuringsdienst. De chronologische volgorde van de stukken is meestal omgekeerd.
