Historisch overzicht van het bestuur van Netterden

Bij besluit van de prefect van 4 maart 1811, nr. 16, werd de bestuurlijke indeling van het Departement van den Boven-IJssel geregeld. Opmerkelijk is dat Netterden in de officiele publicatie waarbij de indeling van de dorpen in de mairieën bekend gemaakt werd, onvermeld bleef. Aan de hand van de registers van de burgerlijke stand is te concluderen dat Netterden aanvankelijk was ingedeeld bij de mairie van Gendringen. In de loop van januari 1812 begon Netterden als een zelfstandige mairie te functioneren. De mairie van Netterden behoorde bij het kanton Gendringen en strekte zich uit over het voormalige kerspel Netterden aangevuld met de buurtschappen Megchelen, Wals, Wieken en Milt. [NOTE Inventaris van het oud-archief der gemeente Bergh, inleiding blz. 2, door dr. A.J. van de Ven, 1928] . Voorheen behoorden deze buurtschappen bestuurlijk onder de heerlijkheid Gendringen. Als maire fungeerde Johan Theodoor van Coeverden. Verder werd een uit zeven personen bestaande raad geïnstalleerd. De eerder genoemde H.C.F. Rotte was 'adjoint maire'. [NOTE Inv. nr. 12] In de herberg van Derk Heister, midden in het dorp, tegenover de kerk, werd het 'maison de commune' ingericht alwaar de administratieve handelingen van het bestuur plaatsvonden. [NOTE Inv. nr. 12 - 20] H.C.F. Rotte overleed op 13 augustus 1813. Cornelis Kroes volgde hem op als adjoint-maire. Ook aan het einde van de Franse bezetting, in december 1813, bleef Netterden als zelfstandige bestuurseenheid bestaan. Johan Theodoor van Coeverden werd na de Franse tijd betiteld als 'burgemeester' van de 'gemeente' Netterden.

Het grenstractaat van 1816 verklaarde het riviertje de Berghse Wetering tot grens tussen Nederland en Pruissen. Daarbij werden de buurtschappen Borghees, Goessenshese, Kniphees, Wilhees en Leegmeer van het Nederlandse territoir en van Netterden afgescheiden. [NOTE Grenstractaat 7-10-1816m gepubliceerd in Staatsblad 1850, nr. 10] In 1817 breidde de toevoeging van de buurtschappen Groot- en Klein-Azewijn het territoir van de gemeente Netterden weer uit. [NOTE Koninklijk Besluit 24-5-1817, volgens oud-archief der gemeente Bergh, inv. nr. 827] Beide buurtschappen behoorden voorheen tot de toenmalige gemeente Zeddam.

Bij het van kracht worden van het reglement op het bestuur van het platteland, op 1 januari 1818, werd ook Netterden een schoutambt. De in Gendringen woonachtige notaris Frederik Willem Jacob de Haes, van 6 april 1813 tot 31 december 1817 burgemeester van de opgeheven gemeente Etten, werd benoemd tot schout van het schoutambt Netterden. De schout werd in zijn bestuurlijke taak bijgestaan door de assessoren B. Bruens en H. Geurtsen. De overige raadsleden waren H. van Gent en H. Hendriksen. [NOTE In.v nr. 12 - 20]

Het Koninklijk Besluit van 30 januari 1820, nr. 92, verenigde de drie schoutambten 's-Heerenberg, Zeddam en Netterden met ingang van 1 januari 1821 tot het schoutambt Bergh, per 27 augustus 1825 'gemeente Bergh' geheten. [NOTE Inventaris van het oud-archief der gemeente Bergh, inleiding blz. 2, door dr. A.J. van de Ven, 1928] Bij deze vereniging werden de buurtschappen Megchelen, Wals, Wieken en Milt bij het schoutambt Gendringen gevoegd.

In verband met de aanleg van de grindweg Gendringen-Netterden-Emmerik, waaraan het gemeentebestuur van Bergh de medewerking weigerde, werd Netterden na daartoe gedaan verzoek van de bewoners, bij wet van 4 juli 1863, per 1 september 1863 bij de gemeente Gendringen gevoegd. [NOTE Staatsblad 1863, nr. 106]

Het gemeentewapen

Op 7 oktober 1818 verleende de Hoge Raad van Adel toestemming aan het schoutambt Netterden tot het voeren van een gemeentewapen. Het wapen, een gouden vijfpuntige ster op een blauw schild werd eveneens gevoerd door Hendricus Wilhelmus baron de Radzitsky van Ostrowich die na 1758 de Woldenburg, de havezate bij Netterden bewoonde. Het archief

De lotgevallen van het archief

Nadat het schoutambt Netterden per 1-1-1821 met de schoutambten Zeddam en 's-Heerenberg was opgegaan in het schoutambt Bergh, werd het archief van de voormalige gemeente overgebracht naar het raadhuis te 's-Heerenberg alwaar het bestuur van het nieuw-gevormde schoutambt werd gehuisvest. Na de overgang van Netterden naar de gemeente Gendringen, in 1863, werd het archief van de voormalige gemeente (1812-1821) door de gemeente Bergh overgedragen aan de gemeente Gendringen. Bij de inventarisatie van het oud-archief van de gemeente Gendringen die in de jaren 1980-1991 plaatsvond, werden de stukken van het Netterdense archief geleidelijk teruggevonden, geordend en geïnventariseerd. Het aldus aangetroffen en geïnventariseerde archief meet 1 meter.

De verspreide bewaring van gegevens over Netterden

Algemeen

De gegevens over het verleden van Netterden zijn tengevolge van de verschillende bestuurlijke herindelingen verspreid geraakt. Zoals in het overzicht van de bestuurlijke historie is beschreven behoorde Netterden voor 1811 tot het landdrostambt Bergh dat bestuurd werd vanuit het raadhuis te 's-Heerenberg. Archivalia uit die periode zijn voor een deel terug te vinden in het oud-archief van de stad 's-Heerenberg dat berust ten gemeentehuize aldaar. Ook bevat het archief van het Huis Bergh vele stukken aangaande het bestuur van Netterden. De informatie over de periode 1812 - 1821 concentreert zich voornamelijk in het in deze inventaris omschreven archief. Bestuurlijke gegevens over Netterden uit de periode 1821 - 1863 moeten vooral gezocht worden in het archief van de gemeente Bergh. Daar wordt ook het kadastrale gemeentearchief betrekking hebbend op Netterden over de periode 1831 - 1863 bewaard. Sinds 1863, het jaar waarin Netterden opging in de gemeente Gendringen, wordt de bestuurlijke informatie over Netterden voornamelijk bewaard in het Gendringse archief.

De burgerlijke stand

1811

Bij de instelling van de burgerlijke stand (het aanleggen van geboorte-, huwelijks- en overlijdensakten) in maart 1811, behoorde Netterden onder de mairie van Gendringen. Derhalve zijn de akten aangaande geboorten, huwelijken en overlijdens te Netterden en het voormalige kerspel over 1811 ingeschreven in de Gendringse registers van de burgerlijke stand.

1812-1821

In de loop van januari 1912 begon de ambtenaar van de burgerlijke stand van de inmiddels gevormde mairie van Netterden te functioneren. Over de periode 1812 - 1821 werden door de ambtenaar van de burgerlijke stand van Netterden akten vervaardigd, deze werden in 1821 samen met die van de voormalige schoutambten 's-Heerenberg en Zeddam ingebonden. Bij de afronding van deze inventaris (juni 1992) bevonden deze banden zich in het archief van de gemeente Bergh in het gemeentehuis te 's-Heerenberg.

1821-1863

Na 1821 tot in 1863 werden de burgerlijke standsacta aangaande Netterden opgemaakt door de ambtenaar van de gemeente Bergh en bevinden zich in de serie burgerlijkse standsakten van die gemeente.

Per 1 september 1863

De per 1 september 1863 opgemaakte op Netterden betrekking hebbende geboorte-, huwelijks- en overlijdensacta bevinden zich in de registers van de burgerlijke stand van de gemeente Gendringen.
