Geschiedenis

Opgericht op 15 april 1975; ontstaan uit een fusie van de Nationale Vrouwenraad van Nederland, het Nederlandse Vrouwen Comité (NVC) en de Nederlandse Federatie voor Vrouwelijke Vrijwillige Hulpverlening (FVVH); tijdens de fusiebesprekingen is de Interim Stichting opgericht (1971-1975); de NVR is een samenwerkingsverband van ca. 40 landelijke vrouwenorganisaties; doelstelling is het bevorderen dat vrouwen zich bewust worden van haar mogelijkheden en positie en het stimuleren dat vrouwen medeverantwoordelijkheid dragen op alle terreinen van de samenleving; de NVR houdt zich bezig met actuele zaken die van invloed zijn op de positie van vrouwen; de aandachtsgebieden liggen voornamelijk op het terrein van arbeid en emancipatie; het uitgangspunt is dat vrouwen economisch zelfstandig moeten kunnen zijn en op gelijke ontplooiingskansen voor vrouwen en mannen; activiteiten zijn beleidsontwikkeling van de overheid kritisch volgen, becommentatieren en eventueel acties ondernemen, ondersteuning aan de aangesloten organisaties met publicaties en studiedagen, bevordering van de samenwerking tussen Nederlandse en allochtone vrouwenorganisaties; contacten onderhouden met maatschappelijke organisaties, internationale contacten onderhouden, deelname aan de Nederlandse delegatie naar de Algemene Vergadering van de Verenigde Naties; de NVR is aangesloten bij de Internationale Vrouwenraad (ICW) en bij Europees centrum van de Internationale Vrouwenraad (CECIF).

System of arrangement

Ordening

Sinds de oprichting heeft de NVR het archief onder eigen beheer gehad. De archieven van de FVVH en het NVC werden sinds 1980 bewaard en beheer in het Algemeen Rijksarchief te Den Haag. In 1991 zijn deze archieven aan het IIAV overgedragen. In hetzelfde jaar droeg de NVR het archief van de Nationale Vrouwenraad van Nederland aan het IIAV over. Bij inventarisatie bleek dat het archief van de Nationale Vrouwenraad van Nederland een flink deel archief van de FVVH bevatte. Voordat de NVR werd opgericht is ter voorbereiding van de fusie op 24 oktober 1972 de Interim Stichting opgericht. Stukken van deze stichting zijn terug te vinden in de archieven van de NVR en de voorgangers. In augustus 1991 en september 1992 werd een deel van het NVR archief aan het IIAV overgedragen, in totaal 5,36 m ongeschoond: de stukken t/m 1980, en het foto-archief. Vanwege ruimtegebrek bij het IIAV werd in 1992 overeengekomen dat de overdracht van de stukken tot en met 1991 zou plaatsvinden als het IIAV in haar nieuwe behuizing zou zijn getrokken. Dat gebeurde op 25 oktober 1996. Het ongeschoonde archief was toen in totaal 55 m. Per 1 januari 1992 veranderde de organisatievorm van de NVR behoorlijk. Tijdens de inventarisatie zijn in 1998 nog ontbrekende stukken, vooral uit 1991, opgehaald bij de NVR in Den Haag (4 m). Personeelsdossiers zijn bij de NVR gelaten, evenals financiële stukken die na de wettelijke voorgeschreven bewaartermijn vernietigd kunnen worden.

Op het bureau van de NVR werd centraal een archief bijgehouden van de hele organisatie. De stukken werden gearchiveerd op onderwerpen. De belangrijke (ingekomen/ uitgaande) stukken werden vermenigvuldigd voor de diverse personen, vergaderingen en commissies die voor de afhandeling verantwoorde­lijk waren. Van deze stukken werd afhankelijk van het doel waarvoor vermenigvuldigd was ook een exemplaar bewaard in de series "Photocopien", Copieën van Photocopieën, "stencils", "copieën van brieven", "copieën van ingekomen stukken", serie "dayfile" en de serie U nrs (bedoeld voor de postkamer). De twee laatste series bevatten uitgaande stukken, in principe alle door de NVR geproduceerde stukken, maar hoofdzakelijk doorslagen of kopieën van brieven. Al deze series zijn vernietigd. Door de manier van archiveren waren er veel dubbele stukken in het archief, die ook zijn vernietigd. De ordening van het archief met name met betrekking tot de secties, commissies en activiteiten is in de loop van de tijd aan verandering onderhevig geweest. Dit weerspiegelt de veranderingen in de organisatiestructuur van de stichting. Zo is in 1982 een reorganisatie geweest waarbij het hoofdbestuur is opgeheven. In 1982 zijn ook de 3 grote secties, die in 1975 bij de oprichting waren ingesteld, Internationaal Werk (SIW), Maatschappelijke Dienstverlening (SMD) en Education Permanente (SEP) opgeheven. Daarvoor in de plaats zijn commissies gekomen die een deel van het werk voortzetten en nieuwe commissies. Zo blijft internationaal werk bestaan, maar maatschappelijke dienstverlening verdwijnt. Nieuw zijn dan de Commissie Arbeid, Commissie In- en Externe Betrekkingen. Later weer wordt de Commissie Emancipatie opgericht, die nauw samenwerkte met de Commissie Arbeid (later gespitst in een Commissie Onbetaalde Arbeid en een Commissie Arbeid en Strategieën). De Commissie Veiligheid, onderdeel van de sectie MD, wordt circa 1978 een landelijke commissie, waarin ook andere instellingen zijn vertegenwoordigd. Behalve het archief is ook de collectie van het Infodoc naar het IIAV geko­men. Uit deze collectie zijn in het archief de volgende stukken opgenomen: map standpunten, correspondentie die zich in de dossiermappen buitenlandse vrouwenorganisaties bevond, (gedrukte) stukken van de Verenigde Naties (Algemene Vergadering en ECOSOC) en stukken van International Council of Women (ICW) en het Centre Européen du Conseil International des Femmes (CECIF). Overwegingen om de stukken van de VN en IW en CECIF op te nemen zijn de volgende. Al voor de fusie had het NVC het recht verworven om een lid van de Nederlandse delegatie naar de algemene vergadering aan te wijzen uit haar leden. In het archief van de NVC zijn de AVVN stukken bewaard gebleven. De NVR heeft met de fusie dit recht kunnen prolongeren. Het leek dus logisch om deze VN-stukken ook in het NVR-archief te bewaren. De stukken van het ICW en de CECIF zijn bewaard omdat het makkelijk is deze stukken ook in Nederland te kunnen raadplegen. Onder de bijzondere onderwerpen zijn per onderwerp zoveel mogelijk de stukken geplaatst die met het onderwerp te maken hebben. Eerst stukken van een commissie of werkgroep die zich met het onderwerp bezighield dan de stukken over acties en activiteiten betreffende het onderwerp. De NVR heeft als rechtsopvolger van het NVC diens taken ten aanzien van de stichting Tentoonstellingsfonds 1948 overgenomen. Het fonds is in 1949 opgericht door H.K.H. Prinses Wilhelmina in opdracht van de koningin, met het batig saldo van de Tentoonstelling De Nederlandse Vrouw 1898-1948, dat aan haar geschonken was. De doelstelling van de stichting was het beheren van het stichtingskapitaal ten behoeve van het werk van het NVC. Het bestuur van de Stichting werd gevormd door vertegenwoordigsters van in Het Nederlandse Vrouwen Comité aangesloten verenigingen. De administratie en het dagelijks beheer werd opgedragen aan het dagelijks bestuur van het NVC. De statuten van dit fonds zijn diverse keren aangepast. Bij de laatste wijziging was in 1979 en daarin zijn o.a. de doelstelling en bestuursamenstelling aangepast: kapitaal beheer ten behoeve van het werk van de NVR en het bestuur wordt gevormd uit vertegenwoordigsters van de bij de NVR aangesloten organisaties. In het archief van de NVR zijn stukken omtrent de statuten van het fonds aanwezig. Het archief van het tentoonstellingsfonds werd beheerd door de NVR. Het is als gedeponeerd archief opgenomen in de inventaris. De tijdens inventarisatie gevonden stukken van de rechtsvoorgangers zijn als aanvulling bij de desbetreffende archieven geplaatst.
