Scope and content

In de archieven van de voorgangers Regionale Instelling voor Maatschappelijke Dienstverlening (RIMA) bevinden zich stukken afkomstig van de verschillende katholieke sociaal-maatschappelijke hulpverleningsinstanties in Alkmaar van na 1945. Dit zijn voornamelijk stukken betreffende de organisatie en notulen en verslagen van de verschillende overleggroepen.

Bereik en inhoud

Het katholiek sociaal-maatschappelijk werk in Nederland na 1945

Na de Tweede Wereldoorlog komt in heel Nederland de katholieke sociaal-maatschappelijke hulpverlening langzaam maar zeker in een stroomversnelling terecht. In de periode van de wederopbouw, een periode van stijgende behoefte aan hulpverlening, groeit de behoefte bij kerkelijke instanties en niet veel later bij de overheid om een stelsel van goede en efficiënte sociaal-maatschappelijke hulpverlening te creëren. De eerste aanzet hiertoe komt van de kant van de bisschoppen, zij zagen kans kleine hulpverlenende instanties bijeen te krijgen om op te gaan in een groter, efficiënter geheel. Daarbij werd voortdurend contact gehouden met de plaatselijke gemeenten. Naar mate de ontzuiling voortschreed kwam er van de zijde van de overheid de eis dat het sociaal-maatschappelijk werk gestroomlijnd diende te worden; het werk op dit gebied zou alleen nog maar gesubsidieerd worden als er sprake was van instellingen op algemene (niet religieuze) basis. Naar aanleiding daarvan ontstonden er in het hele land stichtingen van Algemeen Maatschappelijk Werk (AMW). Aanvankelijk in het kader van bezuinigingen door de overheid, later door de behoefte aan opschaling ontstond bij deze instanties de wens tot onderlinge samenwerking, meestal resulterend in een grote reorganisatie.

In de onderhavige archieven zijn de trends in het sociaal-maatschappelijk werk in Alkmaar van na 1945 goed te volgen, ook al is er slechts sprake van het katholieke gedeelte van de hulpverlening. Voor een totaalbeeld raadplege men de archieven van de instellingen van hervormde, gereformeerde en humanitaire signatuur.

De fusies van de instellingen

Het Interparochiaal Sociaal Charitatief Centrum Alkmaar ( I.P.C. Alkmaar) werd bij onderhandse acte opgericht op 1 oktober 1951 (zie inv. nr. 4 en 34). Ondertekenaars waren het R.K. Armbestuur, de Bijzondere Raad der St. Vincentiusvereniging, het Wit-Gele Kruis, de Elisabethvereniging, de St Catharinavereniging en de Stichting R.K. Gezinszorg en Gezinshulp. Na de ondertekening traden ook de Meisjesbescherming, het Adviesbureau der Katholieke Arbeiders Beweging, het Woonwagenliefdewerk en Sobrietas toe. Het centrum is de rechtsopvolger van de Stichting Katholieke Sociale Verzorging die werd opgericht in 1948 en opgeheven op 22 juni 1951 (zie inv. nr.1). Het centrum streefde naar het tot stand brengen en bevorderen van de samenwerking tussen de parochiële en interparochieel werkende sociaal-charitatieve instellingen en/of verenigingen met behoud van ieders zelfstandigheid.

Per juli 1969 zijn de Stichting R.K. Gezinszorg en Gezinshulp en de afdeling Maatschappelijk Werk van het I.P.C. gefuseerd en opgegaan in de Stichting Katholiek Bureau voor Maatschappelijk Werk, Gezinszorg en Bejaardenzorg (zie inv. nr. 36).

Op 6 november 1975 werd opgericht de Stichting Algemeen Maatschappelijk Werk Alkmaar en omstreken (STAMA) (zie inv. nr. 49). In deze stichting zijn verenigd: de Diakonie der Hervormde Gemeente Alkmaar; de Gereformeerde Stichting voor Maatschappelijk Werk te Alkmaar en omstreken; de Nederlandse Vereniging voor Maatschappelijke Dienstverlening en Samenlevingsopbouw “Humanitas”, afdeling Alkmaar; de Stichting Katholiek Bureau Maatschappelijk Werk, Gezinszorg en Bejaardenzorg te Alkmaar en het Interparochieel Sociaal Charitatief Centrum Heiloo/Limmen. De nieuw opgerichte stichting stelde zich ten doel: het bevorderen en doen uitvoeren van het algemeen maatschappelijk werk en het actief meewerken aan de totstandkoming van een samenhangend geheel van voorzieningen op het terrein van de maatschappelijke dienstverlening.

De Stichting voor Maatschappelijk Werk in Westelijk Westfriesland (SWWF) werd opgericht op 1 januari 1974 (zie inv. nr. 71). Deelnemers aan de stichting waren de Stichting Interparochieel Centrum voor Charitas en Maatschappelijk werk in Westelijk-Westfriesland; de Hervormde Kommissie voor Maatschappelijk Werk Ring Scharwoude en de Gereformeerde Stichting voor Maatschappelijk Werk Alkmaar e.o. De deelnemende stichtingen hadden tot doel de band tussen de nieuwe stichting en de kerken te onderhouden en zorg te dragen voor de inning van toegezegde afdrachten. SWWF fuseerde per juli 1991 met STAMA (zie inv. nr. 72); samen gingen zij verder als Regionale Instelling voor Maatschappelijke Dienstverlening (RIMA ) .

De Stichting Maatschappelijke Dienstverlening Bergen, Egmond en Schoorl werd opgericht december 1979 (zie inv. nr 69). De stichting is het gevolg van een fusie tussen de drie participerende instellingen: de Stichting Gezinsverzorging Bergen/Schoorl; de Stichting Maatschappelijke Dienstverlening Egmond en de Stichting Maatschappelijke Dienstverlening Bergen/Schoorl. De stichting stelde zich ten doel het zonder winstoogmerk bevorderen en uitvoeren van maatschappelijke dienstverlening in de ruimste zin, ten behoeve van de bevolking in het werkgebied van de stichting. Een statutenwijziging in 1985 was zo ingrijpend dat er een geheel nieuw bestuur gekozen moest worden en er min of meer sprake was van een nieuwe stichting (zie inv. nr 68). De stichting werd niet ondergebracht bij de STAMA, maar sloot in 1994 aan bij de RIMA.

De archieven van de diverse instellingen werden bij het ontstaan van de STAMA ondergebracht in een archiefruimte in het gebouw aan de Nassaulaan 28 te Alkmaar.

In 2006 werd deze inventaris voorzien van een aanvulling. De aanvulling, verkregen van de Sint Willibrordusparochie te Heiloo, bestaat uit twee omslagen met jaarrekeningen en begrotingen van de STAMA over de jaren 1975-1980.
