Inhoud

Voornamelijk stukken uit de jaren 1920-1938, met uitzondering van de notulen, die ook over de voorgaande jaren aanwezig zijn.

Nationaal Arbeids-Secretariaat in Nederland (NAS). Opgericht in 1893 als gevolg van de aanbeveling van het internationaal socialistisch congres te Brussel in 1891 dat in ieder land een arbeidssecretariaat zou moeten worden opgericht; oorspronkelijk waren ook SDB en SDAP lid, enkele jaren later alleen vakorganisaties; in 1940 werd het NAS opgeheven.

Ordening

Het archief is gehavend en in grote wanorde teruggekomen na omzwervingen tengevolge van de Tweede Wereldoorlog. Het raakte in het bijzonder vermengd met het archief van het PAS. Tijdens de inventarisatie zijn de archieven zo veel mogelijk gescheiden en is de oude ordening hersteld. Aangezien bestuurders echter soms voor beide organisaties werkten, is er ook tijdens de vorming al vermenging opgetreden. Waar nodig zijn daarom verwijzingen opgenomen. Behalve de notulen dateren de meeste stukken uit de periode 1920-1938. Als voorbereiding op de digitalisering in het kader van het Metamorfoze-programma is het archief in 2015 opnieuw verpakt en is de inventaris op enkele punten gecorrigeerd. Verder zijn toen (gedrukte) jaarverslagen en congresstukken toegevoegd, evenals een kleine aanvulling (zie inv. nos. 472-512).

Geschiedenis

In augustus 1891 nam het internationaal socialistisch congres te Brussel het volgende besluit: "het congres beveelt, overal waar de mogelijkheid is, in elk land de oprichting van een Nationaal Arbeids Sekretariaat aan, opdat, zoodra er, van welke zijde dan ook, een conflict mocht ontstaan tusschen kapitaal en arbeid, de arbeiders der verschillende nationaliteiten ermede op de hoogte kunnen worden gebracht, en in staat zouden zijn, hunne maatregel[s] te nemen".

De Sociaal-Democratische Bond (SDB) die aan dit congres deelnam, voerde dit besluit niet uit. Wel werd er een arbeidssecretaris benoemd. Christiaan Cornelissen , die deze functie kreeg, constateerde op het congres van de SDB in 1892, dat er na een jaar werken nog geen band was gevormd tussen de vakverenigingen. Op uitnodiging van de SDB kwamen op 9 juli 1893 te Amsterdam afgevaardigden van zeven bonden bij elkaar om te beraadslagen over de oprichting van een secretariaat in de zin van het besluit van het Brusselse congres in 1891. De afgevaardigden wilden een zo groot mogelijke aaneensluiting van arbeiders. Op de tweede vergadering op 27 augustus kwamen er vertegenwoordigers van negen organisaties bijeen. Hoewel het Algemeen Nederlandsch Werkliedenverbond , de R.K. Volksbond en Patrimonium waren uitgenodigd, lieten zij verstek gaan. Op deze vergadering werd het reglement van het Nationaal Arbeids Sekretariaat (NAS) vastgesteld met als voornaamste doeleinden: het bij elkaar brengen van arbeidsorganisaties "zoodat wanneer noodig mocht zijn, bij voorbeeld bij werkloosheid, in tijden van werkstaking, bij de belangen der geheele arbeidersklasse raakt, enz., een gemeenschappelijk optreden van alle arbeidersorganisaties in Nederland vergemakkelijkt wordt".

Een groot aantal bonden en verenigingen sloten zich daarna bij het NAS aan of werden door het NAS opgericht; ook de SDB en de SDAP - uit 1894 - sloten zich aan. Omdat de beide laatstgenoemde organisaties niet in de eigenlijke zin van het woord vakorganisaties waren en dit onderlinge twisten in de hand werkte, werd de SDAP geroyeerd, terwijl de opvolger van de SDB, de Socialistenbond zelf uit het NAS trad.

Het NAS zou uiteindelijk een kleine organisatie blijven, vergeleken bij het in 1906 opgerichte Nederlandsch Verbond van Vakvereenigingen . Kort na de Duitse inval in Nederland - 1940 - werd het NAS onder het beheer van de NSB-er Rost van Tonningen gesteld. Vervolgens konden de leden lid worden van het gelijkgeschakelde NVV dat eveneens onder beheer was gesteld toen het NAS september 1940 werd geliquideerd. Het is onwaarschijnlijk dat veel NAS-leden overgingen naar het NVV. Na 1945 werd het NAS niet heropgericht.

Organisatie

Tot ca. 1906

Het NAS was volgens het reglement van 1893 samengesteld uit vertegenwoordigers van landelijke vakbonden, plaatselijke vakverenigingen en algemene arbeidersorganisaties. Algemene arbeidersorganisaties, daartoe behoorden de SDB en wat later de Socialistenbond en de SDAP, mochten na 1897 niet meer aangesloten zijn. Sinds 1898 konden ook plaatselijke afdelingen van bonden waarvan het hoofdbestuur niet bij het NAS was aangesloten, zich bij het NAS aansluiten.

gedelegeerdenvergaderingen en bestuur

Doorgaans vergaderden de vertegenwoordigers of gedelegeerden maandelijks, waarbij iedere organisatie één stem had. De gedelegeerden bepaalden voornamelijk het beleid. De besluiten van de gedelegeerdenvergaderingen moesten uitgevoerd worden door het bestuur. Het bestuur, dat gekozen werd door en uit de gedelegeerden, bestond aanvankelijk uit een voorzitter, ondervoorzitter, eerste secretaris, tweede secretaris en een penningmeester. In de loop der tijd werd de samenstelling vaak veranderd. Sinds 1898 koos de jaarvergadering de bestuursleden.

algemene vergaderingen

In ingrijpende gevallen, bij voorbeeld bij het vaststellen van een reglement, werden algemene vergaderingen voor besturen van aangesloten organisaties uitgeschreven. Oorspronkelijk had elke organisatie één stem, maar na 1897 bracht elke organisatie per 200 leden één stem uit met een maximum van zes stemmen.

jaarvergaderingen

Elke aangesloten organisatie was vertegenwoordigd op de jaarvergadering. De wijze van stemmen was identiek aan die van de algemene vergaderingen. Na de wijziging van de manier van stemmen van 1897 werd deze in 1900 nogmaals veranderd. Slechts plaatselijke vakorganisaties mochten voortaan een beslissende stem uitbrengen.

Na 1906

Na de malaise in het NAS kwam in 1908 een reorganisatiecongres bijeen. Harm Kolthek werd de nieuwe sekretaris. Dit congres nam een nieuw reglement aan. De samenstelling van het NAS bleef als van ouds. Wel werden er steeds meer landelijke federaties en landelijke federatieve bonden van vakverenigingen gevormd die zich bij het NAS aansloten.

bestuur

Na ca. 1906 verdwenen de gedelegeerdenvergaderingen. Het Bestuur werd het uitvoerend orgaan van de besluiten van de algemene vergaderingen en de Algemeene Raad. Het Bestuur bestond uit gesalarieerde en ongesalarieerde leden. De eersten werden sinds 1908 gekozen door alle aangesloten arbeiders; de laatsten door en uit de aangesloten arbeiders in Amsterdam. Na 1916 werden de ongesalarieerden door en uit de organisaties aangewezen. Elke landelijke organisatie wees één ongesalarieerde aan, terwijl de plaatselijke vakorganisaties te samen maximaal drie ongesalarieerden aanwezen. Het verschil tussen Bestuur en Dagelijks Bestuur dateerde van 1916. Het spreekt vanzelf dat gesalarieerden altijd deel uit maakten van het Dagelijks Bestuur.

algemene vergaderingen cq. congressen

Na 1906 kwamen de algemene vergaderingen en de jaarvergaderingen in hun oude vorm niet meer voor. In plaats daar van werden elke twee jaar algemene vergaderingen cq. Congressen uitgeschreven. De congressen waren bestemd voor besturen van landelijke vakbonden en federaties, plaatselijke vakverenigingen, plaatselijke afdelingen van bonden die buiten het NAS stonden en Plaatselijke Arbeids Secretariaten. Er werd per organisatie op een algemene vergadering één stem uitgebracht. Dat veranderde in 1918 toen alleen plaatselijke vakorganisaties per veelvoud van 200 leden één stem mochten uitbrengen. De Plaatselijke Arbeids Sekretariaten en hoofdbesturen konden slechts adviezen geven. Het congres was het belangrijkste orgaan van het NAS.

De Plaatselijke Arbeids Sekretariaten (PAS-sen)

PAS-sen waren oorspronkelijk comité's die ingeval er in plaatsen werkstakingen en uitsluitingen ontstonden, deze moesten coördineren. De PAS-sen zijn formeel nooit bij het NAS aangesloten geweest. Zij waren de overkoepelende organisaties van plaatselijke vakorganisaties die bij het NAS waren aangesloten.

Het bestuur kon met de besturen van de bovengenoemde organisaties vergaderingen beleggen ter bespreking van de algemene toestand. In het begin was het bestuur verplicht deze adviserende vergaderingen elk jaar uit te schrijven.

De Algemeene Raad mocht op verzoek van het bestuur meebeslissen in aangelegenheden die niet door een congresbesluit of door het reglement waren geregeld. De raad heeft weinig betekenis gehad.

Archief

  • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format
