Archief geschonken aan het IISG door Ch.C. Cramer in 1937, zie Jaarverslag IISG 1937, p. 13, met een aanvulling in 1964 (Jaarverslag IISG 1964, p. 13.).

Ordening

Het archief Ch.G. Cramer werd in 1937 geschonken aan het Internationaal Instituut voor Sociale Geschiedenis. In 1964 ontving het IISG een aanvulling, die onder meer bestond uit de 'Memoria' van Ch.G. Cramer, stukken betreffende de suikeronderneming Somo Bito, enige correspondentie en een grote collectie kranteknipsels die betrekking had op de muiterij op de 'De Zeven Povinciën'. Na Cramer's dood in 1976 ontving het IISG een laatste aanvulling op het archief. Deze bestond onder meer uit boeken, ongeordende kranteknipsels en enige correspondentie. In totaal bedroeg de omvang 7.5 meter.

Ten behoeve van de ordening zijn eerst de boeken afgescheiden en overgebracht naar de bibliotheek van het IISG en zijn enkele dozen met kranteknipsels doorzocht op de eventuele aanwezigheid van archiefmateriaal. Deze zoektocht leverde onder meer enige brieven van J.W. Albarda en J.E. Stokvis op.

In het IISG bevindt zich ook de collectie J.E. Stokvis. Inv.nr. 1 bevat een brief van Cramer aan Stokvis. Eveneens in het IISG bevindt zich het archief Frank van der Goes. Inv.nr. 607 bevat enige brieven van Cramer. De inv.nrs. 49 en 361 van het archief H. Sneevliet bevatten eveneens brieven van Cramer. Inventarisnummer 53 van het archief P.J. Troelstra bevat eveneens een brief van Cramer.

Levensloop

Charles Guillaume Cramer werd op 20 oktober 1879 in het Javaanse Sidoardjo geboren als zoon van Charles G. Cramer en Wilhelmina Gebhardt. Hij bracht zijn jeugd door in Sidoardjo, waar zijn vader een huisartsenpraktijk dreef. In 1891 vertrok Charles naar Leiden, waar hij van 1892 tot 1897 de HBS bezocht. Hij was een geïnteresseerd lezer en naar eigen zeggen dweepte hij met schrijvers als Lodewijk van Deyssel en Willem Kloos. Van 1897 tot 1901 studeerde hij in Delft. Zoals veel andere Delftse studenten in die jaren werd Charles Cramer gegrepen door het socialisme.

Na het behalen van zijn ingenieurstitel vertrok Cramer in 1901 als ingenieur van 's lands waterstaat naar Nederlands-Indië. Op 1 januari 1902 trad hij in dienst van de waterleiding in Surabaya. Op 14 januari 1903 trouwde hij met E. Eilbracht. Uit dit huwelijk werden geboren: Ch. G. Cramerjr., G.W. Cramer en A.L. Cramer. Lange tijd kon hij zijn socialistische ideeën niet in praktijk brengen. 'In dien tijd kon sympathie met het socialisme een nadelige invloed uitoefenen op iemands loopbaan'. Toch droeg hij in het geheim zijn steentje bij. Een klein groepje sociaal-democraten in Indië had namelijk een geheim fonds opgericht dat financiële steun verleende aan de SDAP. In het archief van Cramer bevindt zich nog een lijst van deze 'Kontributievereeniging' te Surabaya, waaruit blijkt dat hij in drie jaar tijd 360 gulden stortte. In 1911 werd hij lid van de SDAP.

Als waterstaatkundig ingenieur ondernam hij van alles om mee te werken aan de opheffing van de armoede onder de Javaanse bevolking. Zo propageerde hij de aanleg van 'wadoeks', grote opvangbassins waaruit de Javaanse boeren hun sawah's van water konden voorzien. Ook op organisatorisch terrein was Cramer volop actief. Zo was hij onder meer mede-oprichter van de Vereeniging voor Waterstaatkundig Ingenieurs in Nederlands-Indië en mede-oprichter van de Vereeniging voor Landsdienaren.

In 1915 werd Cramer lid van de afdeling Batavia van de Indische Sociaaldemocratische Vereeniging. In de loop van de tijd kon hij zich echter steeds minder verenigen met het beleid van Henk Sneevliet en van Het Vrije Woord. Eind 1917 traden een aantal leden van de afdeling Batavia uit de ISDV en richtten een afzonderlijke partij op: de Indische Sociaaldemocratische Partij, waarvan Cramer de eerste voorzitter werd.

In zijn memoires stelt Cramer: 'Mijn bedoeling is steeds geweest om te komen tot één grote Indonesische Socialistische Partij, waarvan Nederlanders en Indonesiërs lid zouden zijn, onder leiding van Indonesiërs. Ik heb er altijd voor gewaarschuwd, geen studieclub van Nederlandse socialisten te blijven, maar contact te zoeken met de Indonesische volksbeweging en daarin op te gaan'. Spreekbuis van de ISDP werd Het Indische Volk , dat gefinancierd werd uit het aanzienlijke privévermogen van Cramer.

In 1918 werd Cramer lid van de Volksraad. In november 1918 beleefde hij zijn 'finest hour' toen hij in de Volksraad een rede hield waarin hij verregaande veranderingen van het Indische politieke stelsel eiste. Gouverneur-Generaal J.P. van Limburg Stirum benoemde hem vervolgens tot lid van de Commissie tot herziening van de Staatsinrichting van Nederlands-Indië. Intussen was in Nederland het politieke tij gekeerd en de liberale voorzitter van de Tweede Kamer, de koloniale specialist D. Fock, legde gedurende één dag zijn voorzittershamer neer om het beleid van Gouverneur-Generaal graaf J.P.van Limburg Stirum te kunnen gispen. De aangekondigde staatkundige veranderingen werden grotendeels opgeschort.

In 1923 ging Cramer op verlof naar Nederland. Men vroeg hem zich kandidaat te stellen voor de Eerste Kamer. Zijn plaats in de Volksraad werd ingenomen door J.E. Stokvis, met wie hij in 1922 had kennisgemaakt. Vanaf 1925 tot en met 1937 was Cramer lid van de Tweede Kamer. Daarna droeg hij zijn parlementaire werk over aan de econoom J. van Gelderen en vooral aan zijn politieke compaan J.E. Stokvis.

In 1925 werd de Naamloze Vennootschap tot Exploitatie van de Suikeronderneming 'Somo Bito' opgericht door zijn schoonvader E.W. Eilbracht.

Cramer was vanaf het begin aandeelhouder van deze suikeronderneming. In de periode 1949-1955 hield hij zich als kritisch aandeelhouder op de hoogte van de bedrijfsvoering van de N.V. Somo-Bito, onder andere door een uitvoerige correspondentie met zijn zoon, G.W. Cramer, die in dienst van was van Somo Bito. In de periode 1937 tot 1941 ondernam Cramer onder meer studiereizen naar de Filippijnen en Indo-China. Geplande studiereizen naar China en Japan werden onmogelijk door de oorlogsomstandigheden; toen ook Nederlands-Indië in de oorlog werd betrokken en vervolgens bezet, werd hij in een kamp nabij Tjimahi geïnterneerd. Na zijn vrijlating woonde hij nog een half jaar in Bandung. Hij was onder meer lid van de 'progressieve groep', waar ook Nico Palar en J. van Gelderen lid van waren. Na zijn terugkeer in Nederland werd Cramer lid van de Partij van de Arbeid en lid van de commissie 'Nederlands-Indië, Suriname en Nederlandse Antillen' van de Wiardi Beckman Stichting. Deze commissie werd later omgezet in de Commissie Indonesië van de Wiardi Beckman Stichting. In 1947 werd hij uit onvrede over de houding van de PvdA in het Nederlands-Indonesische conflict lid van de Vereniging Nederland-Indonesië van J.W.E. Riemens. Hij bleef lid van de Partij van de Arbeid, maar onthield zich van partij-activiteiten op nationaal niveau. Wel werd hij actief lid van de PvdA-afdeling Bloemendaal, waar hij menigmaal 1 Mei-redes hield. In de tweede helft van de jaren vijftig volgde Cramer de ontwikkeling van de Pacifistisch-Socialistische Partij met belangstelling, misschien ook vanwege de betrokkenheid van J.W.E. Riemens bij deze partij. Deze partij was niet de enige die hij met belangstelling volgde: Cramer was donateur van een groot aantal organisaties, zoals de Vredesbeweging de Derde Weg, de socialistische discussiegroep De Vlam in Haarlem, de Democratisch-Socialistische Studentenvereniging Politeia, het Comité Zuid-Afrika en de Europese Federatieve Beweging. Niet alleen socialisme speelde een belangrijke rol in het leven van Cramer; minstens even belangrijk was religie voor hem. Volgens hem moest een gelovig christen socialist zijn.

Rond 1910 was Cramer lid geworden van de bond van Christen-socialisten, waar onder andere Daan van der Zee een belangrijke rol in speelde. Vanaf 1923 was Cramer lid en donateur van de arbeidersgemeenschap der Woodbrokers te Bentveld. Vanaf 1950 ondersteunde hij het Quakercentrum. Ook was hij vanaf 1958 lid van Kerk en Vrede. In de loop van de jaren zestig raakte hij geïnteresseerd in vastenactie en in Solidaridad.

Op 18 september 1976 overleed Charles G. Cramer in de hoge ouderdom van 96 jaar. Hij werd in stilte begraven.

  • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format
