Scope and content

Allgemeine Hinweise zur Benutzung der Online-Findmittel


Das vorliegende Findmittel ist das Ergebnis der Erschließung von Schriftgut aus den Diensteinheiten und Kreisdienststellen (BV) der Bezirksverwaltung (BV) Potsdam des Ministeriums für Staatssicherheit der DDR (MfS) durch Archivarinnen und Archivare der Zentralstelle Berlin des Bundesbeauftragten für die Unterlagen des Staatssicherheitsdienstes der ehemaligen Deutschen Demokratischen Republik (BStU).

Einige Bestandteile der Stasi-Überlieferung sind in diesem Findmittel nicht enthalten: Die von der Abteilung XII (Auskunft/Speicher) der Bezirksverwaltung registrierten Vorgänge wurden bisher noch nicht verzeichnet. Überlieferte Karteien des MfS sowie die BStU-interne Datenbank „Elektronisches Personenregister“ (EPR) ermöglichen personenbezogene Recherchen in diesen Unterlagen. Das gilt ebenso für die von vielen Diensteinheiten geführten Materialsammlungen zu laufenden Vorgängen, die sogenannten Zentrale Materialablagen (ZMA). Dennoch wurden einige bereits sachthematisch erschlossene ZMA in dieses Findmittel aufgenommen. Des Weiteren sind die in der Auflösungsphase des MfS zerrissenen Unterlagen zum größten Teil noch nicht rekonstruiert. Filme, Videos und Tonaufzeichnungen der Bezirksverwaltungen werden separat erschlossen und in der Regel in eigenen Findmitteln nachgewiesen.

Bei Verwendung von MfS-spezifischen sowie politisch-ideologisch geprägten Begriffen aus dem Sprachgebrauch des Staatssicherheitsdienstes im Aktentitel bzw. Enthält-Vermerk sind diese in Anführungsstriche gesetzt.

Grundsätzlich werden keine Personennamen im Aktentitel oder Enthält-Vermerk genannt. Das gilt auch für hauptamtliche Mitarbeiter des MfS, der BV oder BV. Ausgenommen sind Angaben zu Personen der Zeitgeschichte im Kontext ihres politischen, gesellschaftlichen oder künstlerischen Wirkens sowie zu Amtsträgern und leitenden Mitarbeitern in Ausübung ihres Amtes bzw. ihrer Funktion. Eine darüber hinausreichende personenbezogene Recherche ist aus rechtlichen Gründen nur intern in den BStU-Datenbanken möglich.

Die Laufzeit der Akten wird generell in Jahren angegeben, und zwar nur für den Zeitraum, in dem die Akte ihre wesentliche Bearbeitung erfahren hat. Davon abweichende Datierungen werden in Klammern gesetzt. Wichtige Tagesdaten von Ereignissen, Jahrestagen, Herausgabedaten innerdienstlicher Bestimmungen, Unterzeichnung von Verträgen u. a. sind im Aktentitel oder im Enthält-Vermerk nachgewiesen.

Karteien der Dienststellen sind der Vollständigkeit halber im Findmittel erfasst, können aber nur intern durch den Karteibereich der Außenstelle für Personenrecherchen verwendet werden.



Die Kreisdienststelle Zossen der BV Potsdam

Aufgaben



Im Zuge der Verwaltungsreform [1] in der DDR wurde im Sommer 1952 aus Teilen der ehemaligen Landkreise Luckenwalde und Teltow der Kreis Zossen innerhalb des Bezirkes Potsdam gebildet. Sitz des Kreises war die gleichnamige, 20 km südlich der Berliner Stadtgrenze gelegene Stadt. Dem Kreis gehörten 50 Ortschaften an.

Der Kreis war geprägt durch den in Wünsdorf gelegenen Sitz des Oberkommandos der Gruppe der Sowjetischen Streitkräfte in Deutschland. Wirtschaftliche Schwerpunkte bildeten das Automobilwerk in Ludwigsfelde, das Ziegelwerk in Klausdorf, die Baruther Glashütte und das Funkwerk in Dabendorf sowie eine Vielzahl landwirtschaftlicher Betriebe (LPG Tier- und Pflanzenproduktion). Darüber hinaus war das Gebiet mit Teilen des Berliner Rings in das Autobahnnetz der DDR eingebunden. Daraus ergaben sich die Haupteinsatzgebiete der Kreisdienststelle für Staatssicherheit. Die Zusammenarbeit mit und die Absicherung der Sowjetischen Streitkräfte, die Sicherung der Industrie- und Landwirtschaftsbetriebe und des Transitverkehrs über den südlichen Berliner Ring sowie die Fernverkehrsstraßen F 96, F 101, F 115 und F 246.

In der Kreisdienststelle waren Mitte des Jahres 1989 insgesamt 55 Mitarbeiter in den Bereichen: Leiter, Referat AI (Auswertung und Information), Referat 1 (Volkswirtschaft, hier insbesondere Sicherung des VEB IFA Kombinat Nutzkraftwagen Ludwigsfelde), Referat 2 (Linie II - Spionageabwehr), Referat 3 (Linie VII – Inneres, Deutsche Volkspolizei), Referat 4 (Gesellschaftliche und staatliche Bereiche sowie Reisen und Touristik), Referat 5 (Sicherheitsüberprüfungen) und der Wache beschäftigt [2]. Im Automobilwerk Ludwigsfelde unterhielt die KD eine Operativgruppe, die Sabotageakte und Spionage verhindern und damit die Produktion des wichtigen Industriebetriebes sichern sollte. Mangels Quellen können zu den erfolgten Strukturveränderungen der Kreisdienststelle keine detaillierten Angaben gemacht werden. Leiter der KD war seit dem 1. April 1985 Oberstleutnant Gerd Fleischmann, als sein Stellvertreter fungierte Oberstleutnant Peter Wenzel.



Erschließungsinformationen und Inhalt der überlieferten Unterlagen



Das vorliegende Aktenverzeichnis umfasst die Verzeichnungsangaben zu 109 Akteneinheiten im Umfang von 144 lfm. Die Unterlagen entstanden im Zeitraum von 1963 bis 1989, wobei der Schwerpunkt in den 1980-er Jahren liegt. Die geheimpolizeiliche Arbeit, die sich in einer Vielzahl von personenbezogenen Karteien (z. B. Vorverdichtungs-, Such- und Hinweiskartei, Sichtlochkartei) und Vorgängen („Operative Personenkontrollen“ und „Operative Vorgänge“, Sicherheitsüberprüfungen) widerspiegelt, die Arbeit mit Inoffiziellen und Gesellschaftlichen Mitarbeitern und der Herbst 1989 bilden die Hauptinhalte der Überlieferung. Reine Verwaltungsvorgänge, die Auskunft zum Personalbestand und der strukturellen Entwicklung der Kreisdienststelle geben, sind kaum überliefert.

Der Hauptteil der Überlieferung, die sich nach 1989 in den Diensträumen der Kreisdienststelle befanden, bestand aus zumeist stark verunordneten sach- und personenbezogenen Unterlagen. Sie erforderten einen sehr hohen Sortier- und Zeitaufwand bei der Erschließung. Die händisch zerrissenen Unterlagen sind noch nicht rekonstruiert und erschlossen.

Die von der Kreisdienststelle geführten kurrenten registrierpflichtigen Vorgänge [3] wurden dem Teilbestand zugeordnet, sind aber derzeit nur personenbezogen über die zentralen personenbezogenen Karteien (F 16 und F 22) nutzbar. Ebenfalls personenbezogen nutzbar sind die bereits archivierten registrierpflichtigen Vorgänge (Umfangsangaben können nicht erhoben werden) und die von den einzelnen Referaten der Kreisdienststelle angelegten Zentralen Materialablagen (ZMA) im Umfang von ca. 26.000 Einzeldossiers. Hierbei handelt es sich um ein Mittel der Informationssammlung und -verarbeitung, das vorrangig aus personenbezogenen Unterlagen besteht und zu dem die Vorverdichtungs-, Such- und Hinweiskartei (VSH) als Findmittel angelegt wurde. Die ZMA der KD Zossen beinhaltet hauptsächlich Sicherheitsüberprüfung von Personen, die besuchsweise oder arbeitsbedingt in das Ausland reisen wollten.

In der Allgemeinen Sachablage der BV Potsdam sind lediglich acht, ausschließlich die Kreisdienststelle betreffende Akteneinheiten archiviert worden. Diese beziehen sich auf die Absicherung der Friedensfahrt, der dreitägigen „Volksbefragung für einen Friedensvertrag und den Abzug der Besatzungstruppen oder für Europäische Verteidigungsgemeinschaft (EVG), Generalvertrag und Belassung der Besatzungstruppen auf 50 Jahre" (sogenannte Aktion "Sommer") und der Wahlen (sogenannte Aktion „Hammerschlag“) Mitte der 1950-er und zu Beginn der 1960-er Jahre. Darüber hinaus sind noch Vorgänge bezüglich der Sicherung der Staatsgrenze zu Berlin (West) - Objektvorgang „Schwerpunkt“ und bezüglich der Sicherung des IFA-Instandsetzungwerks - Sicherungsvorgang "Triebwerk" aus den 1970-er Jahren in der Allgemeinen Sachablage vorhanden.

Im Bestand der BV Potsdam sind ca. 300 Akteneinheiten überliefert, die die KD Zossen betreffen. Dabei handelt es sich vorrangig um Einschätzungen der Lage, Arbeit mit Inoffiziellen und Gesellschaftlichen Mitarbeitern, Anleitung und Kontrolle der KD, Vernichtung von Archivmaterial, besondere Vorkommnisse, sogenannte Politische Untergrundtätigkeit, Umweltschutzthemen aber auch Personal- und Finanzierungsangelegenheiten sowie topographische Karten.

Gemäß Stasi-Unterlagen-Gesetz (StUG), insbes. §§ 32 ff. StUG. Bei Genehmigung einer Verwendung durch den BStU dürfen die Unterlagen nur im Rahmen der allgemeinen Gesetze verwendet werden. Insbesondere obliegt es dem Antragsteller (Benutzer) zu berücksichtigen, dass es sich bei Teilen der Unterlagen um urheberrechtlich geschützte Werke handeln kann. Durch die Genehmigung zur Verwendung nach dem StUG erwirbt der Antragsteller (Benutzer) keine Nutzungsrechte an urheberrechtlich geschützten Unterlagen.

Eine Einsicht in die Unterlagen ist im Rahmen zulässiger Anträge am Ort des bereitstellenden Archivs oder in einer anderen Dienststelle des BStU, die über einen Lesesaal für Benutzer von Archivgut verfügt, möglich.

  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format
