Allgemeine Hinweise zur Benutzung der Online-Findmittel




Das vorliegende Findmittel ist das Ergebnis der Erschließung von Schriftgut aus den Diensteinheiten und Kreisdienststellen (KD) und einer Objektdienststelle der Bezirksverwaltung (BV) Dresden des Ministeriums für Staatssicherheit der DDR (MfS) durch Archivarinnen und Archivare der Außenstelle Dresden des Bundesbeauftragten für die Unterlagen des Staatssicherheitsdienstes der ehemaligen Deutschen Demokratischen Republik (BStU).

Einige Bestandteile der Stasi-Überlieferung sind in diesem Findmittel nicht enthalten: Die von der Abteilung XII (Auskunft/Speicher) der Bezirksverwaltung registrierten Vorgänge wurden bisher noch nicht verzeichnet. Überlieferte Karteien des MfS sowie die BStU-interne Datenbank „Elektronisches Personenregister“ (EPR) ermöglichen personenbezogene Recherchen in diesen Unterlagen. Das gilt ebenso für die von vielen Diensteinheiten geführten Materialsammlungen zu laufenden Vorgängen, die sogenannten Zentrale Materialablagen (ZMA). Des Weiteren sind die in der Auflösungsphase des MfS zerrissenen Unterlagen zum größten Teil noch nicht rekonstruiert. Filme, Videos und Tonaufzeichnungen der Bezirksverwaltungen werden separat erschlossen und in der Regel in eigenen Findmitteln nachgewiesen.

Bei Verwendung von MfS-spezifischen sowie politisch-ideologisch geprägten Begriffen aus dem Sprachgebrauch des Staatssicherheitsdienstes im Aktentitel bzw. Enthält-Vermerk sind diese in Anführungsstriche gesetzt.

Grundsätzlich werden keine Personennamen im Aktentitel oder Enthält-Vermerk genannt. Das gilt auch für hauptamtliche Mitarbeiter des MfS, der BV oder KD. Ausgenommen sind Angaben zu Personen der Zeitgeschichte im Kontext ihres politischen, gesellschaftlichen oder künstlerischen Wirkens sowie zu Amtsträgern und leitenden Mitarbeitern in Ausübung ihres Amtes bzw. ihrer Funktion. Eine darüber hinausreichende personenbezogene Recherche ist aus rechtlichen Gründen nur intern in den BStU-Datenbanken möglich.

Die Laufzeit der Akten wird generell in Jahren angegeben, und zwar nur für den Zeitraum, in dem die Akte ihre wesentliche Bearbeitung erfahren hat. Davon abweichende Datierungen werden in Klammern gesetzt. Wichtige Tagesdaten von Ereignissen, Jahrestagen, Herausgabedaten innerdienstlicher Bestimmungen, Unterzeichnung von Verträgen u. a. sind im Aktentitel oder im Enthält-Vermerk nachgewiesen.

Karteien der Dienststellen sind der Vollständigkeit halber im Findmittel erfasst, können aber nur intern durch den Karteibereich der Außenstelle für Personenrecherchen verwendet werden.





Stellvertreter Operativ der BV Dresden



Aufgaben


Der Stellvertreter Operativ der BV Dresden leitete die ihm unterstellten Diensteinheiten (DE). Sein Aufgabenbereich umfasste die Überwachung der Volks- und Landwirtschaft, der Kirche, kultureller und wissenschaftlicher Einrichtungen sowie des politischen Untergrundes. Die operative Sicherung von Partei- und Staatsfunktionären des In- und Auslands während ihres Aufenthaltes im Bezirk Dresden fiel ebenso in seine Zuständigkeit wie die Maßnahmeplanung zur Abwehr von Terror-, Gewalt- und Spionageakten. Der Stellvertreter Operativ war dem Leiter der BV Dresden weisungsgebunden und hatte entsprechende Informationen aus der Bearbeitung von operativen Vorgängen (OV), operativen Personenkontrollen (OPK) und der Arbeit mit inoffiziellen Mitarbeitern (IM) weiterzuleiten. Er wiederum war in seinem Verantwortungsbereich befugt, Weisungen zu erteilen und bestätigte Entscheidungen ihm unterstellter Führungskräfte. In Ausübung dieser Aufgaben bestanden Arbeitsbeziehungen zu Institutionen des Ministeriums des Innern (MdI) der DDR, wie zur Bezirksbehörde der Deutschen Volkspolizei (BDVP), zum Zoll und zum Rat des Bezirkes (RdB) Dresden. [1]




Struktur und Organisation



Der Stellvertreter Operativ war einer von insgesamt vier Stellvertretern des Leiters der BV Dresden. Ihm waren folgende DE unterstellt: der Abt. XVIII, Abt. XIX, Abt. XX, der Arbeitsgruppe Geheimnisschutz (AGG) sowie der Objektdienststelle (OD) der BV Dresden zur Überwachung der Technischen Universität (TU)/Hochschule (H). [2]

Ein Stellen- und Strukturplan der DE ist nicht überliefert. Von 1955 bis 1987 arbeiteten in der BV Dresden zwei Stellvertreter Operativ“ (I, II) parallel mit gleichlautender Funktionsbezeichnung. [3] Mit der Einführung des neuen Amtes des „1. Stellvertreters des Leiters“ ab März 1987 gab es nur noch einen Stellvertreter Operativ. [4]

Überlieferung und archivische Bearbeitung



Während der Grobsichtung der Unterlagen der ehemaligen BV Dresden durch Mitarbeiter*innen des BStU wurde kein Schriftgut zum Teilbestand aufgefunden. Erst während der Erschließungsarbeiten anderer Teilbestände konnten Sachakten dem Teilbestand des Stellvertreters Operativ zugeordnet und erschlossen werden.

Die derzeitige Überlieferung des Sachaktenbestandes erstreckt sich auf den Zeitraum 1964 - 1989 und beträgt nach vorläufigem Abschluss der Verzeichnung 5,32 lfm (liegende Lagerung, Stand 12/19). Es sind keine Karteien und Ablagen überliefert.

Die Verzeichnung erfolgte auf Grundlage der „Richtlinie für die Erschließung von Unterlagen des Staatssicherheitsdienstes der ehemaligen DDR in den Archiven des BStU“ im hauseigenen IT-Programm für Sachaktenerschließung (SAE) nach dem „Bär’schen Prinzip“. Je nach Überlieferungslage wurde einfach (Aktentitel) oder erweitert (Enthält-Vermerke) verzeichnet. Im Schriftgut enthaltene Personenangaben wurden mittels Eintrag in das EPR an den Karteibereich übermittelt und sind über eine Karteirecherche als „Quelle 2“ zugänglich.

Organisatorische und personelle aber auch operative Informationen und Sachverhalte aus den dem Stellvertreter Operativ unterstehenden DE bilden die Schwerpunkte der archivischen Überlieferung. Im Rahmen der Überwachung wissenschaftlicher Bereiche im Bezirk entstanden Unterlagen u. a. zu Mitarbeitern und Tätigkeiten der Technischen Universität und der Fachhochschule Dresden. Für die Entwicklung des Bob- und Rodelsports in der Region Osterzgebirge sind Aufzeichnungen zum Bau der Rennschlitten- und Bobbahn in Altenberg von Bedeutung. Die Treffen Übersiedlungsersuchender auf der Prager Straße in Dresden sowie die Aktivitäten (kirchlicher) Umweltschutzbewegungen gegen den geplanten Bau eines Reinstsiliziumwerkes in Dresden-Gittersee sind Zeugnisse des oppositionellen Widerstandes gegen das SED-Regime. Die Absicherung staatlicher Gedenkfeiern sowie ausländischer Repräsentantenbesuche, wie der Aufenthalt des Bundeskanzlers Helmut Kohl 1987 im Bezirk Dresden gehört ebenso zum Schriftgut der DE wie Unterlagen, welche zur Vorbeugung und Verhinderung von Spionage sowie zur Verteidigung angelegt wurden. Zu nennen wären hier die Prüfung eines stillgelegten Kalkwerkes bei Nentmannsdorf zur Nutzung für eine unterirdische Tresoranlage , Hinweise auf einen geplanten Brandanschlag auf den Gebäudekomplex der BV Dresden oder auch die Bearbeitung von Personen wegen des Verdachts der Spionage in OV bzw. OPK.

Ihre Hauptaufgabe bestand in der Erarbeitung eines Perspektivplanes und der operativen Sicherung des Standortbereiches des gleichnamigen Objektes „Steinpilz“ in Nentmannsdorf, welches unter der Legende „Versorgungsbetriebe Berlin, Betrieb II“ geführt wurde. Nach Auflösung der OD „S“ 1975 infolge nicht zur Verfügung stehender bergbautechnischer Kapazitäten wurde das erarbeitete operative Material der KD Pirna zur weiteren Verwendung übergeben.   • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format

When searching for a specific date, enter the date in the format DD-MM-YYYY, i.e. 01/01/1900 for 1 January 1900, via the calendar function or by typing directly in the text field.

  • Political parties, popular/labour movements and other non-governmental organisations, associations, agencies and foundations hold the archival collections of these institutions, outside of governmental records and outside of business archives (e.g., NGOs)
