CLEISS
Centre des liaisons européennes et internationales de sécurité sociale (France ; 1959-....)
Le CLEISS est géré par un conseil d'administration sous la présidence d’un haut fonctionnaire, avec voix délibérative des membres représentants des principales caisses nationales de sécurité sociale, avec voix consultative de certains représentants (ministre des Affaires étrangères, personnel). Des commissaires du gouvernement participent aux séances (ministères chargés de la sécurité sociale, de l’agriculture et du budget).
Le CLEISS est dirigé par un directeur, assisté d'un directeur-adjoint.
Il est organisé en 4 directions (directions des affaires juridiques, des services linguistiques, des études et des systèmes d'information), un secrétariat général, une agence comptable et une cellule communication
Le Centre des liaisons européennes et internationales de sécurité sociale (CLEISS), créé en 1959, est un établissement public placé sous la tutelle du ministère chargé de la sécurité sociale et du ministère chargé du budget.
Il est au service de la protection sociale des personnes en mobilité internationale et de la sécurité sociale.
À sa création en 1959 , l'organisme est appelé Centre de sécurité sociale des travailleurs migrants (CSSTM) et son rôle est d'accompagner la mise en œuvre en France des premiers règlements européens de coordination en matière de sécurité sociale qui ont vu le jour la même année.
Il devient par la suite l'organisme de liaison pour l'application de tous les accords internationaux de sécurité sociale conclus par la France. Ainsi, l'article 39 de la loi de modernisation sociale du 17 janvier 2002 instaure la nouvelle dénomination du CSSTM qui devient le Centre des liaisons européennes et internationales de sécurité sociale (CLEISS). Ce nouveau nom, ainsi que les missions de l'organisme, la composition de son conseil d'administration et le statut de son personnel sont inscrits dans le code de la sécurité sociale à la suite de la parution du décret n° 2002-1568 du 24 décembre 2002.
Les dispositions relatives au CLEISS ont été actualisées par un décret paru au Journal Officiel du 28 février 2015.

Au service de la sécurité sociale :
Le CLEISS est en France l'institution pivot chargée de contribuer à la bonne application des règlements européens et des accords bilatéraux et multilatéraux de sécurité sociale pour le compte des pouvoirs publics et de l'ensemble des institutions de sécurité sociale, tous risques et tous régimes confondus. Il assure le rôle d'organisme de liaison entre les organismes français et les institutions étrangères de sécurité sociale. À ce titre :
il apporte son expertise au gouvernement français dans la négociation et l'application des accords internationaux et règlements européens de sécurité sociale et contribue à en faciliter l'accès par tous moyens aux particuliers et aux entreprises ;
il est l'interlocuteur compétent pour la gestion de toutes les autorisations dérogatoires ou exceptionnelles en matière de détachements de travailleurs ;
il sert d'intermédiaire entre les institutions françaises et étrangères de sécurité sociale et entre celles-ci et les particuliers et les entreprises, pour faciliter, dans le cadre de l'entr'aide administrative, le règlement de toute difficulté d'ordre juridique ou financier ;
il assure les besoins de traduction des institutions et administrations concernées et est sur ce plan, le premier traducteur public français : 50 000 pages traduites en moyenne par an, dans une quarantaine de langues ;
il produit un rapport statistique annuel retraçant l'ensemble des flux financiers et humains entre les États concernés, dans le cadre de cette coordination internationale de sécurité sociale.
Une mission de conseil et d'information :
Le CLEISS assiste les organismes de sécurité sociale, français ou étrangers, les assurés et employeurs dans l'instruction des dossiers. Il peut être amené à renseigner sur les procédures prévues par les différents accords internationaux et à communiquer des interprétations de textes ou de circulaires émanant de ses autorités de tutelle. Il traite des cas d'exemption ou de maintien exceptionnel au régime de sécurité sociale français.
Le rôle de relais qu'il joue entre les organismes de base et le ministère par le biais de la division des affaires communautaires et internationales à la direction de la sécurité sociale confère au Cleiss une position originale dans la structure de la sécurité sociale française.
Il renseigne les caisses françaises, employeurs et assurés en diffusant une information complète et actualisée sur la dimension internationale de la sécurité sociale, notamment sur les législations sociales des Etats avec lesquels la France est liée par un accord de sécurité sociale.
Inversement, il informe les institutions étrangères du contenu de la législation française et de son évolution.
Le CLEISS est également le point de contact français en application de la directive européenne 2011/24/UE relative à l'application des droits des patients en matière de soins de santé transfrontaliers. A ce titre, il a pour mission d'informer les patients comme les professionnels de santé sur ces droits, notamment en ce qui concerne la prise en charge des soins dispensés dans un Etat autre que l'Etat d'affiliation.
Une mission statistique :
Un rapport statistique est produit chaque année suite à la collecte auprès des organismes français de sécurité sociale, des données statistiques et financières relatives aux transferts de prestations vers ou en provenance de l'étranger, dans le cadre des accords internationaux de sécurité sociale.
Ces données sont notamment utilisées pour la préparation des apurements de comptes entre les régimes français et étrangers de sécurité sociale, lesquels ont lieu lors de commissions mixtes bilatérales présidées par les autorités compétentes des deux États concernés.
Une mission de traduction :
Le Centre est l'organisme traducteur des caisses de sécurité sociale.
Il effectue, à leur demande, la traduction en langue française mais aussi en langues étrangères des correspondances ou des documents juridiques, médicaux et administratifs nécessaires au traitement de leurs dossiers.
