HISTORICAL NOTE

Historical note:

Pierre Mauroy est nommé Premier ministre par décret du 21 mai 1981. Il nomme le même jour son directeur de cabinet, Robert Lion, et son directeur-adjoint, Jean Peyrelevade. Le premier gouvernement ne dure que jusqu’au 23 juin 1981 en raison de la dissolution de l’Assemblée nationale le 22 mai 1981, décidée par François Mitterrand, président de la République depuis le 10 mai 1981.

Le cabinet du Premier ministre prend forme pour l’essentiel par arrêté du 27 mai, renouvelé et complété le 7 juillet 1981 à la suite des élections législatives de juin. Sa composition obéit à des logiques complexes, liées à l'arrivée de la gauche au pouvoir pour la première fois de la Ve République. Thierry Pfister, lui-même conseiller puis chargé de mission auprès du Premier ministre, a bien analysé dans son ouvrage La Vie quotidienne à Matignon au temps de l'union de la gauche le difficile équilibre entre les conseillers « politiques » et « techniques » et entre les différentes tendances du parti socialiste : « Une nouvelle élite accède aux sommets de l'État. Si elle recrute abondamment dans les viviers traditionnels que constituent les anciens élèves de l'École nationale d'administration et les membres des grands corps de l'État, elle s'ouvre à de nouveaux horizons : les enseignants bien sûr, mais aussi les cadres de partis politiques, et même (…) des responsables venus du secteur privé. (…) En outre, près des deux tiers des membres du cabinet sont adhérents du parti socialiste. Mais le Premier ministre prend soin de les recruter dans l'ensemble des "courants" du PS. (…) Deux équipes sont, en réalité, simultanément constituées. D'un côté, celle du Premier ministre, très politique. En son sein l'élite administrative est absente. (…) De l'autre, l'équipe technique rassemblée pour une large part à l'initiative du directeur du cabinet, Robert Lion. Elles devront apprendre à se connaître et à vivre ensemble. Cela n'ira pas sans frottements ni accrochages. L'osmose ne sera finalement réalisée qu'un an plus tard, par le successeur de Robert Lion à la tête du cabinet : Michel Delebarre ».

La composition du cabinet est modifiée par divers arrêtés ultérieurs qui concernent soit de nouvelles nominations ou démissions, soit l’attribution de nouvelles missions. Signalons en particulier le départ de Robert Lion, directeur du cabinet, en mai 1982, remplacé par Michel Delebarre, auparavant chargé de mission auprès du Premier ministre.

Le cabinet est remanié de façon substantielle par l’arrêté du 16 avril 1983. Le succès des partis d’opposition lors des élections municipales de mars 1983 et le début de la politique de rigueur à l'occasion du gouvernement Mauroy III semblent avoir imposé un cabinet plus resserré à partir de cette date.

Les fonctions de Pierre Mauroy, Premier ministre, prennent fin le 17 juillet 1984.
